3 Newsletter No.10, Year VIII, The founda on stone is laid in the Substa on 400/110 kv Freizaj 2, for the Second Autotransformer with the transforma ve capacity fo 300 MVA Naim Bejtullahu, KOSTT In a solemn ceremony in 400/110 kv Substation Ferizaj 2, the Minister for Economic Development of the Republic of Kosovo, Blerand Stavileci, Ambassador of the Federal Republic of Germany, Mrs. Angelika Viets, Deputy Director for Cooperation of the EU Office in Kosovo Mr. Libor Chlad, KFW Director for SEE and Turkey, Mr. Christoph Tiskens, and Chief Executive Officer of KOSTT, Naim Bejtullahu, laid the foundation stone marking the beginning of implementation of projects under Program IV and V for the development of electricity transmission infrastructure in Kosovo. More specifically, a second ATR2 Autotransformer will be installed in Ferizaj 2 substation, with a transformative capacity of 300 MVA (megavolt ampere) and high voltage equipment for transformative fields 400 kv and 110 kv will be also be installed. The implementation of this project will have an impact in: Fulfilling the N-1 security criterion, which is a key technical prerequisite for ENTSO-E membership (European Network Transmission System Operators-Electricity) Building the general transformation capacities of the transmission network in the Republic of Kosovo for 300 MVA Increasing power flows from 400 kv to 110 kv in SS Ferizaj 2, significantly alleviating the load in the automatic transformers of SS Kosovo A and SS Prishtina 4 Increasing the security and reliability of electricity supply from the aspect of transmission This project is part of the project Improving the Transmission Network, Program IV and V of the Sector which envisages the implementation of 10 projects through a long-term commercial loan which KOSTT j.s.c. secured from the German Development Bank (KfW) in soft loan conditions, in the amount of 23.5 million, of which 15.5 million with a repayment period of 15 years, and 8 million with a repayment period of 40 years, as well as additional funding in form of grant from the European Commission, in the amount of 7.35 million through IPA Program. The implementation of the projects in question, which are also part of the Transmission Development Plan , will have a significant impact on the safety, reliability and quality of power supply in terms of transmission, increased transmission and transformative capacities, fulfilling the N-1 criterion and enhancing the operational performance of the transmission system of the Republic of Kosovo. On this occasion, the CEO of KOSTT, Mr. Naim Bejtullahu, stated that Safe and reliable operation of

4 4 Newsletter No.10, Year VIII, 2015 the Transmission System is essential for an overall functioning of the Electricity System of the Republic of Kosovo; therefore I am grateful to the European Union and the German Government, and particularly KfW, for their financial support in developing and modernizing the Transmission System. KOSTT has thus far secured three long-term commercial loans to finance capital projects, two from KfW and one from EBRD. Our objective is to develop and modernize the transmission system in line with ENTSO-E technical standards and criteria, and thus crate the preconditions for an economic and industrial development of the country. Thank you for your trust. The project "Improvement of the transmission network, Sector Programs IV and V" comprises three lots: Signing of the contracts for the project "Improvement of the transmission network, Sector Programs IV and V The foundation stone is laid marking the beginning of implementation of projects under Program IV and V The Minister of Economic Development, Blerand Stavileci, stated that the Government will always support capital investments that improve energy infrastructure, which is also a top priority in the framework of priorities for this sector, such as the development of new energy capacities, as provided in the Energy Strategy. German Ambassador in Prishtina, Angelika Viets, said that since 1999, through KfW, her country has invested 155 million euros in the energy sector, and added that the sector should remain a priority of the Government of Kosovo in order to ensure further investments, whereas Germany will continue to provide its support. The 400/110 kv substation Ferizaj 2 is one of the most important substations of the Electricity System of Kosovo, which connects the 400 kv interconnection line between Kosovo and Macedonia. Ferizaj 2 substation was built in 2011 with co-financing from the Government of Kosovo and European Union funds. The Loan Agreement with KfW was signed on September 23, 2013, whereas the project implementation agreements were signed on March 19, LOT 1 - Substations: will be implemented by Austrian company SIEMENS and encompasses the following projects: Expansion of 400kV and 110kV transformation fields in substations Ferizaj 2 and Peja 3 Expansion of 110kV line fields in substation Peja 3 Replacement of five (5) 220kV switches and ten (10) 110kV switches in SS Prishtina 3 Replacement of existing AIS 110kV type facilities with eight (8) SF6 GIS fields in SS 110/35/10 kv Peja 1 Installation of a new monitoring and command system for SS 110/35/10 kv Peja 1 Installation of metering systems, including metering equipment and measuring transformers, within 400kV, 220kV and 110kV interconnection systems. LOT 2: Transformers: will be implemented by Croatian company Konçar Power Transfor mers, and encompasses: Supply, installation and commissioning of two (2) new automatic transformers 400/110/10kV, 300MVA, including the transformer fundament and oil pit for substations 400/110/10 kv Ferizaj 2 and SS 400/110/10 kv Peja 3 LOT 3: Transmission lines: will be implemented by Croatian company Dalekovod (Zagreb), and encompasses: Reconstruction of the 110kV transmission line between substations Peja 3 and Peja 1, with an overall length of around 27km, transforming it from a one-fold to a two-fold line system. Rehabilitation of the existing 110kV line between substations SS Peja 2 and SS Deçan, with an overall length of around 15km. Replacement of protective conductors in interconnection transmission lines with optic cables OPGW, with an overall length of around 54km.

5 Newsletter No.10, Year VIII, 2015 Background, developments and challenges of KOSTT towards membership in ENTSO/E Initially, the history of Kosovo's transmission network, in relation to ENTSO/E, which was formerly called UCPTE, begins in 1980 with the establishment of an independent Kosovo T r a n s m i s s i o n O p e r a t o r, c a l l e d ELEKTROBARTJA PRISHTINË operating under the vertically integrated company KEK. The Transmission System Operator of Kosovo was an equal part among eight operators of former Yugoslavia that constituted JUGEL, founded in Kosovo's Operator at the time had all the responsibilities, obligations and benefits as all other operators, operating the Kosovo's power system from the former dispatch center according to the needs of the then UCPTE (UCTE). The period , after the abrogation of Kosovo's autonomy until 1999, when the war in Kosovo ended, represent a dark period for the transmission system operator, caused by the then Serbian regime. Staff for forcibly laid off and the status of the independent transmission system operator of Kosovo was abolished, leading to a full incorporating under the forced management of then-serbian company ZEP, operating under JUGEL. After the war in Kosovo, from 2000 to 2006, the transmission and dispatching system operated under the vertically integrated company KEK (Kosovo Electricity Corporation). Year 2006 marked the start of the unbundling company of the vertically integrated company KEK, which say the establishment of the Kosovo System, Transmission and Market Operator KOSTT, the owner of which is the Republic of Kosovo, through the Ministry of Economic Development. From the perspective of system operation in relation to neighboring systems and UCTE, Kosovo's transmission system is still not recognized by UCTE and other external states, as it is considered an integrated system under the regulatory area of EMS (Electro Mreza Srbije), respectively, under the regulatory block JIEL-SMM. In 2001, a provisional agreement was reached between UNMIK (on behalf of Kosovo) and the Ministry of Economic Development of Serbia to treat the use of the transmission network for transit issues and losses and the provision of secondary regulation of the system for the regulatory frequency ± 20MW. In 2004, after the establishment of EMS and the establishment of 5 the fund for compensation of losses and transit, EMS unilaterally decided to place Kosovo's transmission assets as EMS assets, depriving Kosovo's transmission system from the right of compensation for losses incurred by transit of electricity through Kosovo's transmission network and the right to compensation for infrastructure. Since its establishment, KOSTT was highly committed and engaged on the status of the t r a n s m i s s i o n s y s t e m a n d i n r e l a t i o n t o UCTE/ENTSO/E and neighboring systems, ensuring equal status as other TSOs operating in the common European network. This commitment was intensified further after the declaration of independence in In the same year, KOSTT filed a complaint to the Energy Community Gazmend Kabashi, Kadri Kadriu, Sabri Musiqi and Xhavit Sadiku Secretariat for Southeast Europe (ECS) regarding violations of the Energy Community Treaty for SEE by Serbia (No. ECS-3/08). In September 2010, ECS initiated a dispute procedure against Serbia, for violation of provisions of the Energy Treaty. In October 2011, ECS issued a 'Reasoned Opinion' which concluded that the Republic of Serbia, through the EMS (Serbia TSO) failed to implement/comply with, Articles 3 and 6 of the EC Regulation 1228/2003 on conditions for access to the network for cross-border exchanges in electricity. Kosovo-Serbia Agreement on Energy, and activities in relation to ENTSO/E Signing of the agreement on energy between the two Prime Ministers of Kosovo and Serbia and Baroness Ashton on September 8, 2013, intensified the process

6 6 Newsletter No.10, Year VIII, 2015 of implementing equal relations of KOSTT with neighboring systems and ENTSO/E. This agreement provided that within 3 months KOSTT must sign an operation agreement with EMS, and that agreements must be reached on the use of the network and compensation of losses, as well as the allocation of interconnection capacity. EMS is obliged to support KOSTT in membership in ENSTO-E, etc. The Framework Agreement governing market and operation relations between KOSTT (Kosovo) and EMS (Serbia) was signed on February 12, The Framework Agreement is binding for the normalization of relations between the two electricity operators. The Framework Agreement provides as follows: Further regulations will be made to ensure that KOSTT becomes a regulatory area as part of ENTSO-E, KOSTT par ticipates in the European compensation mechanism between transmission system operators (ITC) KOSTT effectively allocates interconnection capacities with neighboring TSOs The agreement also aims to bring a conclusion of disagreements between KOSTT and EMS including the complaint against Serbia in the Energy Community Secretariat, known as case no. ECS-3/08. Framework Agreement negotiations have been facilitated by the Energy Community Secretariat for SEE together with experts from the European Commission. As part of implementation activities for the agreement between Kosovo and Serbia, KOSTT drafts an action plan for implementation, establishing technical working groups. Working groups have worked in developing inter-tso agreements with EMS and three neighboring systems MEPSO, EPCG and OST. Inter-TSO agreement and its technical annexes provide the legal and technical basis for the independent operation of relevant power systems of countries. On September 14, 2014, KOSTT and EMS have signed an Inter-TSO agreement on network management and system operation. The agreement provides that KOSTT and EMS will operate as two independent regulatory areas, in line with the requirements deriving from ENTSO-E. In the first four months of 2015, other inter-tso agreements were signed with neighboring systems, including MEPSO (Macedonia), CGES (Montenegro) and OST (Albania). In addition to KOSTT activities for inter-tso arrangements, in late 2014 and during 2015 further efforts were made for relations KOSTT-ENTSO/E. a meeting was held with ENTSO/E, initiating the action plan (roadmap) on the signing of the connection agreement KOSTT-ENTSO/E. Previously, ENTSO/E created an experts' group which initially submitted a self-assessment questionnaire on operational capabilities of KOSTT in line with ENTSO/E operation manual policies. The self-assessment called CMA (Compliance Monitoring Assessment) was completed by the working group in KOSTT and sent to the group created by ENTSO-E for assessment in December In late January the assessment team established by ENTSO-E found that CMA was successfully completed and the proposal can be processed further in the next Assembly of the ENSTO-E. It was thereby agreed that KOSTT will initially operate as a regulatory block/regulatory area. With the recommendations of the Experts' Group, by the end of May 2015 KOSTT is obliged to fully carry out tests of the following processes: Scheduling Accenting DACF network model The three aforementioned processes, as defined by ENTSO/E, represent the only condition for KOSTT to sign the connection agreement with ENTSO/E, whereas incomplete processes presented in the self-evaluation questionnaire will be given a period of two years for implementation by KOSTT. One of the main obligations remains the implementation of the LFC project, integration of the observation area of neighboring networks and vice versa in the SCADA/EMS system, etc. After the tireless commitments of technical staff in KOSTT, the first two processes were successfully completed and are regarded as tests which have been given the green light by the ENTSO/E experts' group, while the third process, which relates to the development of the KOSTT computer model for the network for the development of day ahead contingency forecasts, before its successful implementation, was arbitrarily and politically blocked by EMS, three days prior to the signing of the connection agreement with ENTSO/E, which was supposed to occur on 8 May Assembly Meeting of the ENTSO/E in Brussels. This deliberate blocking by EMS, which is not in line with their obligations under the agreement on energy, signed between the two countries, led to a delay of the decision on the signing of the connection agreement with ENTSO/E until the next meeting of the Assembly, which is expected to be held in June Activities in the fulfillment of the recommendations

7 Newsletter No.10, Year VIII, 2015 of the ENTSO/E self-evaluation questionnaire will continue to be implemented with the commitment of KOSTT staff. A high priority, which is related to the aim of KOSTT to quickly become a member of ENTSO/E, is the implementation of the LFC 7 project with Albania, and the implementation of the observation area of the neighboring TSOs in SCADA/EMS. These two projects are being successfully developed and are expected to be completed as planned. Minister for Dialog, Mrs. Edita Tahiri, visited KOSTT During her visit in KOSTT, in February this year, the Minister for Dialogue of the Kosovo Government, Mrs. Edita Tahiri was informed on the course of implementation of the Operation Agreement, which resulted from the Energy Agreement signed between the Republic of Kosovo and Republic of Serbia. Mr. Naim Bejtullahu, Chief Executive Officer of KOSTT, also informed Minister Tahiri on the developments in terms of investments in enhancing infrastructure capacities and the operation of the transmission system, as well as the work in advancing functions of the electricity market operation in Kosovo. Minister Tahiri expressed her satisfaction with the works carried out by KOSTT and commended the particular professional and institutional contribution of KOSTT in the process of dialogue with Serbia, as well as for activities that KOSTT is undertaking in ensuring operation as an independent regulatory area under the Pan European Association of Transmission Operators, ENTSO-E. Further, Minister Tahiri spoke about the successes that have been achieved in the dialogue with Serbia, which recognizes the electrical boundaries, hence also Kosovo's state borders. Mrs. Tahiri said I found a constructive cooperation and understanding in KOSTT, and with the excellent contribution of its experts, we have managed to build an international subjectivity of KOSTT. Now we have before us a very important stage, which is that of implementation ". In September 2014, the Kosovo Transmission System and Market Operator (KOSTT) and the Transmission System Operator of Serbia (EMS) signed an inter-tso Agreement which regulates bilateral relations regarding network management and transmission system operation between the two countries. The Operation Agreement was negotiated under the auspices of the Energy Secretariat for Southeast Europe, based in Vienna, and supported by the European Commission. With the signing the Operation Agreement between KOSTT and EMS, all earlier agreements are repealed: Interim Agreement on Exchange of Energy and Interim Technical Agreement, and EIC codes for KOSTT area activated, allowing the exchange of information between the parties in the market energy. 8 8 Newsletter No.10, Year VIII, 2015 Ministers Stavileci and Gjiknuri commend the progress in the development of the 400kV interconnec on line between Kosovo and Albania On March 10th, KOSTT's Chief Executive Officer, Naim Bejtullahu, received the Kosovo Minister of Economic Development, Blerand Stavileci, and Albanian Minister of Energy and Industry, Damjan Gjiknuri, for a visit in the 400/220kV Substation Kosova B. KOSTT's Chief Executive Officer Bejtullahu informed ministers on the progress achieved in the development of the 400kV line between Kosovo and Albania, which is implemented in accordance with the envisaged plan and dynamics. Ministers were informed that to date Kosovo side implemented 35% of works in the project, by constructing 93 fundaments for high voltage towers and installing 60 towers and 12km of conductors. Moreover, regarding expropriation, works in finalizing servitudes for segment 3 are now being finalized. Kosovo Minister of Economic Development, Blerand Stavileci, expressed his satisfaction with Kosovo side implemented 35% of works in the project, by constructing 93 fundaments for high voltage towers and installing 60 towers and 12km of conductors the manner in which works were conducted, stating: You were witnesses of the fact that around 1/3 of the project is already finalized, therefore, we hope that works in the Kosovo side will be finalized during this year, and in the Albanian side during the second quarter of next year. On the other hand, Albanian Minister of Energy and Industr y, Damjan Gjiknuri, stated: Development and finalization of this line will provide the main artery and fundament of the system to be developed and harmonized, by means of common policies, common strategies and common investments.

9 Newsletter No.10, Year VIII, EBRD grants its first loan to KOSTT for the development of the electricity transmission system in the Republic of Kosovo Representatives of the European Bank for Reconstruction and Development (EBRD) and the Kosovo Electricity Transmission, System and Market Operator (KOSTT) have signed the first financial loan agreement to fund a number of projects supporting the development of the Electricity Transmission System of the Republic of Kosovo. The agreement was signed by Mr. Holger Muent, EBRD Director for Western Balkans, and Mr. Naim Bejtullahu, KOSTT's Chief Executive Officer. The agreement envisages the provision of a longterm commercial loan by EBRD, namely a 30-million soft loan, to be serviced within a 12-year term and a 3- year grace period. This investment will enable the construction of a number of electricity transmission substations 110/10(20) kv in Kosovo, aiming to improve the quality and reliability of electricity supply from the electricity transmission aspect. In addition, the construction of these substations will provide favorable conditions for sustainable economic development in respective regions. The implementation of the said projects will enable compliance with the N-1 electricity transmission grid security criteria, which represents one of the main technical requirements for membership in ENTSO- E (European Network Transmission System Operators-Electricity). KOSTT's Chief Executive Officer, Mr. Naim Bejtullahu, expressed his gratitude to EBRD, emphasizing that KOSTT continuously follows trends of electricity consumption demand and through Transmission Development Plan (TDP), we design projects for the continuous development and modernization of the Kosovo Transmission System in order to enable accommodation of the future demand growth. Part of the TDP are also projects funded herein by EBRD. KOSTT will be strongly committed in the implementation of this important project, and I strongly believe in our further cooperation and partnership with EBRD. On the other hand, Mr. Holger Muent, EBRD Director for Western Balkans added: We are delighted to finance this important transmission development project that will represent the Bank's first major investment in the Kosovo power sector. This project will bring not only national but also regional benefits in terms of improving energy security. It is a first step towards building a strong partnership between the EBRD and KOSTT.

10 10 Newsletter No.10, Year VIII, 2015 Cross-border data exchange process (scheduling) of KOSTT a er the signing of the Accession Agreement with ENTSO-E For a normal operation of a large scale power system, it is imperative to ensure prior harmonization of all commercial trading programs within the Continental Europe Synchronous Area. Harmonization is done the day before (D-1) D-Day (real time day). By the end of 2015, KOSTT is expected to start operating as an independent regulatory area and block within the Continental Europe Synchronous Area. KOSTT's operation as an independent operator requires adequate technical preparations for the quality management of data exchange with neighboring operators and Coordination Centre of Southern Continental Europe. Independent operation of KOSTT is expected to be implemented with the signing of the Accession Agreement between KOSTT and ENTSO-E (European Network Transmission System Operators for Electricity). Readiness of KOSTT for an independent management of the scheduling process under the Synchronous Area KOSTT is currently using a software platform developed by Siemens for the actual process of data exchange for scheduling. The current platform is being updated and is expected to meet all requirements of the Accession Agreement between KOSTT and ENTSO-E. The IT platform for the management of the scheduling process will include, inter alia, the following other modules: Module for cross-border capacity allocation, Module for cross-border i n t e r c o n n e c t i o n m e a s u r e m e n t calculation, Module for the calculation of trade imbalances, etc. Implemented modules meet the requirements and recommendations arising from ENTSO-E and relevant standards of this organization for information exchange. In February 2015 the plenary meeting of the Continental Europe Regional Group adopted the action plan with deadlines for all activities which KOSTT should undertake in order to start the independent operation as of 1 June An important planned activity (among others) of this meeting is the testing of the scheduling process. The testing process for scheduling i n c l u d e d t h e p a r t i c i p a t i o n o f neighboring TSOs of KOSTT (EMS (Serbia), CGES (Montenegro), MEPSO (Macedonia), Sherif Dedaqi OST (Albania)) and the Swiss TSO, in the capacity of coordinator of the Coordination Centre South (SWISSGRID). The testing process provided positive results; however the Serbian operator, EMS, presented certain obstacles and the process was blocked for political reasons. After signing the Accession Agreement with ENTSO-E, the scheduling process will include all neighboring TSOs of Kosovo (OST, CGES, MEPSO and EMS) as well as the SWISSGRID as the coordinator for Coordination Center South. There are three categories of data exchange for scheduling: scheduling between regulatory areas, scheduling between regulatory blocks and delivery of the scheduling report to the Coordination Center South in Switzerland. 11 11 Newsletter No.10,Year VIII, 2015 The new position that KOSTT is expected to have as an independent regulatory area and block within the Synchronous Area is shown in the diagram below: Author: Sherif Dedaqi KOSTT supports the Na onal Kosovo Ballet I n an ongoing effort to contribute to the sustainable development of the country, KOSTT has developed a different and, in our view, a unique initiative, to contribute to the development of a rather special art, evolved from an aristocratic courts' segment to a professional dance art. The support of KOSTT for the National Ballet of Kosovo has led to the realization of the first premiere of the National Ballet of Kosovo for 2015, a performance based on Shakespeare's Othello. The first Ensemble of Kosovo's Ballet, established in 1972, operated until 1991, when Kosovo ballet performers were forcedly removed from the National Theatre, as a result of the political situation in Kosovo at the time. After the return, after the war in Kosovo, the first generation of Kosovar ballet dancers graduated in Although rather young, the Kosovo Ballet Ensemble reached a high level of professionalism, with committed ballet dancers and is currently among the new youngest ballet troops in the Balkans, but one that is ranked alongside the European Ballet in terms of quality.

12 12 Newsletter No.10, Year VIII, 2015 Decisions of the Energy Regulatory Office January June 2015 During the period January-June 2015, the Board of the Energy Regulatory Office issued several decisions regarding applications submitted by KOSTT: meeting of April 10, 2015, at the request of KOSTT, issued the decision to approve the documents for the procurement of ancillary services: General Conditions for ancillary services, Explanation for the ancillary services contract and tender guidelines, Criteria for the evaluation of bids for ancillary services, Invitation to Bid for the provision of ancillary services in [yyyy] (V_731_2015) meeting of April 10, 2015, at the request of KOSTT, issued the decision to allow KOSTT the derogation of the implementation of Market Rules provisions. (V_730_2015) meeting of April 10, at the request of KOSTT, issued the decision to approve the document Procedure for the Management of Technical and Operational Codes (OCGC) (V_728_2015) meeting of April 3, 2015, at the request of KOSTT, issued the decision to approve the tariffs and charges that will be applied by the Transmission System and Market Operator (KOSTT) j.s.c. (V_721_2015) meeting of April 3, 2015, at the request of KOSTT, issued the decision to approve Maximal Allowed Revenue (MAR) to be covered by the Transmission System and Market Operator (KOSTT j.s.c., through the tariffs and charges for the relevant tariff year SHTE9.
