3 ORGANIZERS Konrad-Adenauer-Stiftung (KAS) is a political foundation, closely associated with the Christian Democratic Union of Germany (CDU), which has freedom, justice and solidarity as basic principles of its work. Analytica is a Skopje-based non-profit independent think tank dedicated to helping individuals and institutions with the aim to foster lasting improvement in the democracy and governance. The core areas of work of Analytica are EU integration, migration, energy and security. WELCOME AND ACKNOWLEDGEMENTS Dear Mr Trajanovski, dear Ms Czymmeck, dear co-organizers, dear participants, ladies and gentlemen, It is my pleasure to welcome you at the conference Energy poverty in Macedonia and the region. My name is Ana Stojilovska, researcher on energy issues at Analytica. The conference is organized by the Konrad Adenauer Foundation and the think-tank organization Analytica. Analytica aims to improve the democracy and good governance in the Republic of Macedonia and the region, and its key areas of research and advocacy are EU integration, migration, security and since 2008 Analytica actively works in the area of energy and more specifically on issues as energy efficiency, renewable energy, gasification, the heat market, energy poverty and similar. Analytica namely based on its research prepares concrete solutions for the decision-makers. The goal of the conference Energy poverty in Macedonia and the region is to be a common platform in which state institutions, municipalities, civil society organization, donors, companies from Macedonia and the region discuss about secure supply of energy and the meaning of energy poverty in Macedonia and the region, about policies, possibilities and solutions for addressing energy poverty in an effective and sustainable way as for example with energy efficiency measures. 3

4 As a result of the EU integration and the transition towards market economy, Macedonia and the countries in the region began to liberalize their own energy markets, which caused social consequences as the inability to adequately heat their home or the issue of energy poverty. Energy poverty although acknowledged as a problem in the region, it is not adequately or too narrowly defined as well as suitable measures against it are not being implemented. The social unrest in Macedonia and the region have shown that the rise of the price of energy sources tackles a larger part of the population. Therefore, an expert and open discussion on energy poverty in Macedonia and the region including the opinion of all affected parties is needed. The conference is supported by the Konrad Adenauer Foundation which also enabled printing of the paper on the topic: Energy poverty in Macedonia prepared by me and my colleague Sonja Zuber, who will present the research in the first panel. I would like to use this opportunity to thank Anja Czymmeck, Official representative of the Foundation and Daniela Popovska, Project coordinator in the Foundation for their significant support and for enabling the organization of the conference and the printing of the paper as well as for showing sensibility about the importance of raising this issue. Since we want with this conference to contribute to raising awareness among the stakeholders and the wider population about the importance of energy poverty and about the need of tackling it in an efficient way, I hope that the conference will contribute to reaching this goal as well as to developing new ideas and exchange of experience. 6 Conference Energy poverty in Macedonia and the region 9 October 2013 The conference is jointly organized by Konrad Adenauer Foundation and Analytica Think Tank The aim of this conference was to be a common platform in which state institutions, municipalities, civil society organization, donors, companies and experts from Macedonia and the region discuss the meaning of energy poverty in Macedonia; and outline possibilities, policies and solutions for addressing it in an effective and sustainable way as for example with energy efficiency measures. The idea behind this conference was to be an open and inclusive forum for discussing the ever challenging issue of energy poverty with the overall aim of contributing to raising awareness among the decision makers and the wider public about the importance of discussing energy poverty and addressing it in a suitable way. The target group of this conference was the relevant state institutions, local authorities, civil society organizations, donors and the private sector working in the energy area. Present at the conference were representatives from the Ministry of Economy, Energy Agency, municipality of Karposh, City of Skopje, EU Delegation in Macedonia, representatives from the private sector as EVN, donors as UNDP, civil society representatives from Macedonia and the region, experts and professionals in the area. Main topics of discussion were the concepts and definitions of energy poverty in Macedonia and the region; and measures and examples of addressing energy poverty. 6

7 CONCLUSIONS There are few definitions of energy poverty. Some definitions describe it as inability to ensure adequate heating in the dwelling and inability to have access to other essential energy services at a reasonable price; as problem of affording daily needs including water, hot water, lighting, heating, cooling, processing of food and the use of communication devices for obtaining information; or lack of capital to meet the expenses of energy services. A more specific definition defines energy poverty as a condition where households are living in inadequately heated homes, which can mean that the average daytime indoor temperature of the dwelling is below the biologically-determined limit of 21 C necessary to maintain comfort and health. However, what is common understanding is that energy poverty is a complex and multidimensional problem. In fact, there is no need of global definition of energy poverty, since it is different from country to country. Poverty is contextualized. Also, energy poverty needs to be distinguished from general poverty, as energy poverty is comprised of a mix of factors. The UK has defined energy poverty as a state in which the household spends more than 10% of its income on fuel use in order to heat its home, but this definition is not applicable to the Balkan region since this percentage in this region is higher. Similarly to energy poverty, the EU uses the term vulnerable customers (in the literature vulnerable consumers is also used with the same meaning) without defining it in the third legislative package for the internal gas and electricity market, since it was considered appropriate that this definition needs to be defined at national level, thus it needs to reflect national characteristics. Countries of the region of Western Balkans have some kind of definition of vulnerable consumers; there are different criteria, however most common are households with low income, health problems and special needs. Macedonia does not have definition on vulnerable consumers. Reasons for energy poverty can be grouped into economic (unemployment, low household income, small pension or small social welfare and high energy prices) and technical (low energy efficiency of appliances and of buildings and lack of access to energy sources). In fact, explained in the context of the Western Balkan region, the transformation into market economy has brought reforms such as increasing energy prices which triggered the issue of energy poverty. The artificially low electricity price during the previous system was responsible for widely used electric heat (which is a big 7

8 waste of energy), abandonment of district heating (also related to the fact that consumption is metered at the level of apartment buildings) and energy wasteful practices (the residential sector is a big energy consumer). Also, there has been rapid increase in the use of biomass (mostly fuelwood), a phenomenon which can be seen as indicator of increased energy poverty, and which use is often related to the known problem of deforestation and its use for heating purposes is usually done inefficiently (if used in old heating stoves). Also, there is structural problem contributing to energy poverty which is the global volatility of prices of primary energy due to existence of monopolies. Other factors of energy poverty specifically for Macedonia are also that there are limited alternatives for heating (under-developed gas distribution network), lack of energy efficiency policy implementation and no definition of energy poverty. Important indicator is also the average heating area per household for Bosnia and Herzegovina for example, since heating is paid per m2 and is not based on energy consumption. Consequences of energy poverty are reduced commodity of living, worsened health, affected income, lower chances of prosperity (at micro/households level) and increasing energy import and energy dependence (at macro level). One simple example of the costs of energy poverty is that the external cost (health expenses etc.) of the Serbian electricity company is approximately 3.5 billion EUR. Most vulnerable groups to energy poverty are: citizens with low income, single parent households, pensioners, households that use electricity for heating, poor people in rural areas, unemployed, disabled, people with long-term illness, mental health problems and similar. There has to be criteria for energy poor; therefore from the third energy package of EU comes the obligation to define vulnerable customers by 1 January However, EU demands vulnerable customers to be narrowly defined. By signing the Memorandum of Understanding on Social Issues in the context of the Energy Community, Macedonia has obliged itself to introducing concrete measures for reducing energy poverty. Macedonia has introduced in September 2010 the Program for Subsidizing Energy Consumption targeting eligible recipients of social welfare and permanent financial support. The massive social protest against the energy price increases in 2012 in Macedonia under the slogan of AMAN 1 which lasted for 5 months and mobilized more than citizens to sign a citizen initiative for the purpose of amending the Energy Law, has shown that a larger part of the society has been affected by the increase of energy prices. This is also visible from the data of the State Statistical Office presenting the subjective opinion of citizens on their ability to keep their home adequately warm: 51,6% is percentage of households were able to keep their homes 1 Paraphrased translation for AMAN is: It is enough. 8

9 adequately warm in 2012; showing that half of the citizens could be affected by energy poverty, which is much larger percentage than the general poverty data (30,4% was the percentage of poor people in 2011). According to a study of Bouzarovski 2, energy poverty in Macedonia may include up to 61% of all households in the country, affecting also the middle class households in Macedonia. Measures for tackling energy poverty are: energy efficiency measures, planning for social housing and energy infrastructure, state subsidies for the poorest categories of citizens (best if considered to be a temporal measure), use of renewables for heating and raising awareness and education (directed towards the vulnerable consumers) as well as reducing transformation and transmission losses. Energy poverty needs to be main indicator of success of any energy policy and to be prioritized in national strategies. Tackling energy poverty is important in order to bring the country on a sustainable path. Macedonia has small consumption per person of electricity, but the matter is that citizens reduce their comfort and usually in winter do not heat the whole of their home. The measures undertaken against energy poverty must not affect the electricity price and competition must not be distorted. To learn how to fish, not to give them fish is what needs to be done, meaning that as the energy prices will rise, people will need to learn how to use energy efficiently and not to be given subsidies that will in fact encourage them to continue with their wasteful energy practices. The upcoming energy liberalization will demand higher energy prices and electricity price has to remain costreflective. EVN, the Macedonian electricity distribution company, had activities for raising awareness on efficient energy use; educational trainings for vulnerable consumers in which more than 1000 households participated; and educational activities on efficient energy use for primary school pupils. This company s interest in promoting efficient use of energy is because it wants to prevent electricity theft and to enable consumers to pay their electricity bills. Positive implemented example in the area of renewables is the project of the Ministry of Economy to subsidize solar collectors - the positive financial benefits from installment of a solar collector are yearly savings of denars (217 EUR) for one household. The state can tackle energy poverty through increased domestic energy production but also with increased employment. The goal is to reduce the costs for energy import. A concrete example of dealing with energy poverty is the state to invest in order to enable switching to new technology implemented as an action through persons that are already 2 Stefan Buzar, Energy poverty in Eastern Europe: Hidden Geographies of Deprivation, (2007). 10 employed in the state organs and municipalities. One example is changing old light bulbs (2 each 100W) with 2 each 15W in households, which will cost 3,3 Million EUR, the investment will be returned in 4 months, period of installment will be 1 year; the state will save yearly 10 Million EUR from reduced import of electricity; the persons that will implement this can be from the municipalities, from ELEM (Macedonian electricity generation company in state ownership) etc. Another example is installing solar collectors for households which will cost 190 Million EUR and the funds will be returned in 6 years. Municipalities have wide spectrum of measures for reducing energy poverty at local level. For example, municipality of Karposh undertakes set of financial, technical and infrastructural measures against energy poverty. One financial measure is subsidizing energy efficient buildings and use of renewables model only used by municipality of Karposh for supporting new energy efficient buildings which also use renewables on its territory: the municipality has issued 73 construction permits that entail this kind of subsidy; total average monthly expenses for heat and electricity for apartment of 60 m2 are approximately 50 EUR which is 70% less than same size apartments which are connected to district heating and do not have energy efficiency measures. Another financial measure is improving energy efficiency of old collective buildings; the new Program for energy efficiency of Karposh envisages improving energy efficiency of 163 old collective buildings with investment of more than 484 Million denars. Technical and infrastructural measures undertaken by municipality of Karposh is building gas network in the municipality as alternative for heating including cogeneration for public objects, schools and kindergartens; target group are all consumers in the municipality, costs for construction of the gas system is 3 to 5 Million EUR; expected effects are more than 40% reduced costs for heating compared to district heating. Problems that municipalities face in combating energy poverty are lack of finances for covering the capital projects (no Energy Efficiency Fund yet, lack of convenient bank credits) as well as lack of complementary joint local and state measures. Related to the lack of funds, donors in Macedonia have not been very keen to give funds for projects on energy poverty as noted by the civil society organizations working in the area. The City of Skopje actively participates in reducing energy poverty by various set of measures: timely employment of social category of citizens in public enterprises under its authority, implementation of energy efficiency measures in objects under authority of the City, gasification of high schools, reconstruction of facades of buildings in the center of the city, widening boulevards and streets, buying new buses, creating conditions for using more bicycles, education on energy efficiency in the City s Info center etc. 10

11 The Macedonian energy strategies envisage good measures against energy poverty such as: improving energy efficiency in the households of the socially vulnerable consumers, education and promotion of energy efficiency, solar collectors, improving energy efficiency in social housing, block tariffs for electricity, introducing metering in district heating, replacement of fuelwood stoves with energy efficient stoves, and similar; however many of them are not implemented. The households also have to invest themselves in energy efficiency in order to tackle energy poverty. Prepared by: Ana Stojilovska, Analytica: 11

Во област на енергетиката лоша структура на потрошувачката на електричната енергија : осветлување, санитарна топла вода, греење, готвење. Поради нискиот стандард населението неможе да го направи квантниот скок самостојно: од стара технологија да премине на новапотребно е некој да го изведе преминот. Кој?

35 ДРЖАВАТА Како? Со индиректни буџетски средства преку свои веќе вработени кадри во државни органи и локална самоуправа и директно со набавка на опрема. Сега Државата го плаќа увозот на електрична енергија. Блиска иднина: Државата масовно воведува мерки на ЕЕ и искористување на ОИЕ во домаќинствата: 1.замена на обични сијалици со штедливи. 2.замена на електрични бојлери со сончеви системи 3.греење на гас(делумно постои во Скопје), сончеви системи или биомаса Државата го има крајниот профит.

36 Пример 1- замена на стари волфрамови светилки(2x100w) со штедливи (2x15W) Цел: намалување на ангажирана моќност за 93,5 МW и потрошувачка на електрична енергија ( x170wx6hx365d=204,765 GWh Локација : домакинства. Цена на проектот: сијалици или 3,3 МЕвра+1 MЕвра раб.рака во плати за вработени+0.5мевра гориво вк. 3,3 МЕвра. Период на враќање за ДРЖАВАТА: НЕВЕРОЈАТНИ 4 МЕСЕЦИ, но период на монтажа 1 година за сите домаќинства. Начин: се наоѓа испорачател од ЕУ (кон ЕУ се стремиме) кој ќе и даде на Владата на РМ кредит од 12 месеци и Владата ќе го враќа кредитот преку намален увоз на ЕЕ. Резултат: Домаќинство 300 ден месечно помалку за СТРУЈА. Државата штеди годишно 10 милиони евра на намален увоз на електрична енергија.

37 Пример 1 Замена на стари волфрамови сијалици со штедливи спроведување во дело Акција: за вкупно домаќинства фирми потребни се посети. Во 81 општина x 10 вработени = 800 лица ЕЛЕМ = 400 лица Вк 1200 лица или 600 екипи по 1000 домашни посети/20 дневно вк 50 дена. Eкипа влегува во станот, монтира 2 x 15 W штедливи сијалици и затекнатите 2 стари волфрамови 100 Wатни сијалици ги зема со себе и на одредено место ги предава на понатамошна обработка УНИШТУВАЊЕ.

38 Чекори од седум милји -масовно воведување на сонцето во државниот и семејните буџети (Пример 2) Поставување на сончеви колектори во домакинствата. Намалување на ангажирана моќност за 2200 GW во период од 9 месеци и 1500 GW од 3 месеци. Енергија x4000W x 1hx270d=600GWh Цена x 350E = 190 MЕвра. Потребни 5-8 ч.часа по систем за монтажа на 2 монтери. Заштеда на државата: GWh x 50E=30 MЕвра год. или 6 г. период на повраток на средствата Заштеда по семејство: Е /годишно. Контрола на потрошувачката на ел.енергија во бојлерите на домаќинствата и јавните објекти.

39 Од каде и за кого кредит? Ниедно семејство не зема кредит. Државата зема кредити.доволно е да се наплатат даноците. Државата нека побара светилки со некои подолгорочни кредити за спомнатите 2-3 Мил евра, но со строга дисциплина на пазарот да нема повеќе волфрамови светилки, помокни од 40 W. Веќе следните светилки за замена ќе бидат по пазарна цена. Цена Холандија 6 Евра Македонија 3 Евра. Што се однесува до соларните колектори тие имаат греачи од по 1,5 кw и учествуваат умерено во ноќна зимска потрошувачка бидејки електрониката дозволува програмирање на потрошувачката и со лозинка заштитена злоупотреба. Доколку тие уреди би биле под контрола на државата може да се изврши распоред на ноќното догревање на овие видови грејни тела. Корекција со 10 % повеќе е ако се опфатат и објектите на правните субјекти бидејки вработени престојуваат во околу правни субјекти во свои или изнајмени простории.

40 Блок тарифен систем-како услов за намалување на електрична енергија за греење Пример: Сега има дневна и ноќна тарифа, но што ако има тарифен систем и по основ на количеството потрошена енергија (примерот е со фиктивни бројки) До 200 KWh цена 4 Еc/kWh До 400 KWh цена 5 Еc/kWh До 600 KWh цена 6 Еc/kWh Над 1000 KWh цена 8 Еc/kWh Како резултат на примена на овој систем може да се случи масовна примена на топлински пумпи (клими, геотерм. пумпи ) и природен гас по основ на лично финансирање од страна на домаќинствата.

49 ВОВЕД Локалната самоуправа по дефиниција е најблиската инстанца задолжена за решавање на комуналните проблеми, проблемите од социјалната, образовната, културната сфера на живеење, а со тоа поврзано и вкупниот стандард на живеење во локалната заедница Во ситуација на континуирано намалување на животниот стандард на граѓаните, делот на вредноста на енергетските потрошувачки е во постојан пораз во однос на месечната заработувачка, а со тоа и степенот на енергетска сиромаштија изразен преку откажување на нормалните цивилизациски потреби за користење на топлинска енергија за затоплување како и санитарна топла вода и намалена потрошувачка на електрична енергија е во постојан пораст

50 ВОВЕД Локалната самоуправа нема влијание на ценовниот раст на енергенсите За да подобрат стандардот на граѓаните и квалитетот на живот во локалната заедница, главен приоритет во надлежност на локалната самоуправа е намалувањето на енергетската сиромаштија, кое може да реализира со : 1. Финансиски мерки за подршка 2. Технички и инфраструктурни мерки

51 1.Финансиски мерки 1.1. Субвенционирање на енергетско ефикасни градби и примена на обновливи извори на енергија Ова е единствен модел во Република Македонија со кој Општина Карпош ги подржува новите енергетско ефикасни градби на својата територија кои применуваат и обновливи извори на енергија. Од досега издадените 128 дозволи за градба, 73 од нив подлежат на ваквите субвенции

52 Модел за субвенционирање Инвеститор Исплата на субвенционирани средства Барање дозвола за градба Добивање на решение за повраток на 15-20% ДА НЕ Прифатен елаборат за енергетска ефикасност согласно Правилник ДА Плаќање комуналии Исполнет критериум по чл.12 од Правилник Реализација на објект Град Скопје 60% Општина Карпош 40% Издавање дозвола за градба

53 1.1. Субвенционирање на енергетско ефикасни градби и примена на обновливи извори на енергија Бенефитот што го имаат граѓаните корисници на овие градби е што годишните потреби за греење по квадратен метар се < 50 kwh/m²a Односно вкупните просечни месечни давачки за топлинска и електрична енергија за просечен стан од 60тина квадратни метри се околу 50 што е до 70% помалку од идентичните станбени единици во објекти кои се на централниот топлификационен систем и без мерки за енергетска ефикасност на објектот

Финансиска подршка на мерки за енергетска ефикасност во резиденцијалниот сектор Општина Карпош заедно со HABITAT и граѓаните започна процес на старите објекти за колективно домување со термоизолација на фасади и замена на вратите и прозорите Овие објекти кои претходно имаа потрошувачка на енергија поквадратен метар на годишно ниво во границите од kwh/m²a се доведени во границите < 100 kwh/m²a

55 1.2. Финансиска подршка на мерки за енергетска ефикасност во резиденцијалниот сектор Со новата Програма за енергетска ефикасност година се предвидени нови 163 стари колективни згради со фасадна површина од m² и проценета инвестиција од ,00 денари Бенефитот на граѓаните се намалените потреби за греење и далеку пониските месечни сметки за енергија

Финансиска помош на социјално загрозените категории на граѓани Локалната самоуправа води грижа и евиденција на социјално загрозените категории на граѓани и им овозможува еднократна или континуирана финансиска помош која освен за останатите потреби граѓаните ја користат за подмирување на трошоците за топлинска и електрична енергија

57 2.Технички и инфраструктурни мерки 2.1. Гасификациона мрежа во Општината како алтернативен систем за топлинска енергија на корисниците Гасот како енергенс е преодна фаза во замената на фосилните горива со обновливи извори на енергија Формираното Јавно претпријатие КАР-ГАС во Општина Карпош го реализира изработувањето на проектите за секундарна и терцијална гасна мрежа која ќе овозможи пристап до сите корисници во Општината, по што ќе се следи изведбата на гасификациониот систем во вредност од

Гасификациона мрежа во Општината како алтернативен систем за топлинска енергија на корисниците Анкетата од примероци на сите физички и правни лица во Општината покажа огромен интерес за користењето на гасот како енергенс Очекуваните ефекти без инвестицијата се за повеќе од 40% намалени трошоци за греење во однос на централниот топлификационен систем Примената на когенерацијата во котловските постројки за јавните објекти, училишта и градинки, ќе овозможи и добивање на електрична енергија за сопствени потреби во овие објекти

59 2.2. Изградба на бунарски системи и мрежа за технолошка вода за користење на термални пумпи систем вода-вода Скопје има огромни ресуси на подземни води кои овозможуваат во одредени нови плански населби да се имплементира систем на бунарска мрежа која поединечните корисници би ја користеле за вградување на термални пумпи за греење и ладење на индивидуални и колективни објекти за домување

60 Заклучок Локалната самоуправа има широк спектар на мерки со кои може да делува на намалување на енергетската сиромаштија на своите граѓани Буџетите на Општините во ситуација на немање фонд за енергетска ефикасност во РМ и други пристапни финасиски можности, се недоволни во целост да ги покријат овие капитални проекти

61 Недостатсува спрегата на заеднички мерки на државно и локално ниво кои ќе бидат комплементари и ќе го дополнуваат фондот на дејствување за намалување на енергетската сиромаштија Ефтините банкарски кредитни линии и немање на ЕСКО компании се дополнителен хедикеп во борбата за справување со енергетската сиромаштија
