3 Overview In the intense global competition for investment, many public institutions at different levels of government have a role to play in attracting and retaining investment. For institutions such as investment promotion agencies (IPA), it is vital to utilize and harness effective investment facilitation strategies, tools and techniques in order to help attract private investment. This workshop on 'Effective Investment Facilitation' was a joint initiative of the United Nations Conference on Trade and Development (UNCTAD) and the World Association of Investment Promotion Agencies (WAIPA), in partnership with the Ministry of Trade and Industry of Trinidad & (MTI) and FT Business. The training aimed to provide participating IPA officials with tools and techniques to enhance investment promotion capacities. The opening and welcome address were done by the Deputy Permanent Secretary of the Ministry of Trade and Industry, Mrs. Roslyn Khan-Cummings and Mr. Paul Wessendorp, on behalf of UNCTAD. The three day workshop covered recent global and regional trends in FDI, investment facilitation practices and techniques, policy advocacy and investor aftercare, good governance and a series of group exercises on how to develop investment proposals, design investor surveys and prepare for strategic meetings and site visits. Public sector interventions included a presentation by Ms. Yessica Hernandez Jiminez, from the Center for Export and Investment of the Dominican Republic (CEI_RD). On the third day of the workshop, a visit was organized by MTI in Port-of-Spain to the headquarters of British Petroleum, Trinidad and. Participants were given a presentation on BP's history and operations in Trinidad and and on future developments. They also had the opportunity to field questions to Mr. Norman Christie, CFO of BP Trinidad and and Ms. Giselle Thompson, VP, Communications & External Affairs for BP Trinidad and. The workshop was conducted by Paul Wessendorp and Carlos Griffin from UNCTAD, and Mr. from FT Business. In total, 30 officials from 17 countries participated (Antigua & Barbuda, Argentina, Barbados, Cayman Islands, Colombia, Costa Rica, Cuba, Dominican Republic, Grenada, Guatemala, Haiti, Honduras, Jamaica, Nicaragua, St. Lucia, St. Vincent and Grenadines, Trinidad & ). UNCTAD had asked participants to complete an evaluation form. In the 25 responses received, participants indicated satisfaction with the organization and substance of the 3

4 workshop and replied that they substantially or sufficiently benefited from the training. More detailed results can be found on page 7. The regional workshop in Trinidad and is part of a series of training sessions which are being organized by UNCTAD in partnership with the World Association of Investment Promotion Agencies (WAIPA). The workshop was hosted by the Ministry of Trade and Industry (MTI) of Trinidad and. UNCTAD takes the opportunity to thank all partners and the Swedish International Development Cooperation Agency (SIDA) for sponsoring this event. Most participants found this workshop useful for their respective work. 1.
