4 SWMP Implementation Self Assesment. The Stormwater Phase II Final Rule, issued in 1999, requires small municipal separate storm sewer systems (MS4s) to obtain National Pollutant Discharge Elimination System (NPDES) permit coverage. The MS4 discharges are considered point source of pollution and are required under the Clean Water Act to be covered by federally enforceable NPDES permits. The Municipality of Aibonito, Phase II MS4s is covered by the Puerto Rico general permit. Each regulated MS4 is required to develop and implement a Storm Water Management Program (SWMP) including minimum control measures, measurable goals, and best management practices to reduce the contamination of stormwater runoff, prohibit illicit discharges, and eliminate any existing illicit discharge. The U.S. Environmental Protection Agency NPDES General Permit for Storm Water Discharges from Small MS4 requires submission of annual reports which specify the progress of the implementation of the SWMP. In Puerto Rico, where EPA is the permitting authority, reports must be submitted by each year by November 6. The purpose of the annual report is to document the status of compliance of the SWMP implementation including an assessment of the appropriateness of the s selected. The following information must be included in annual reports: a compliance self-assessment regarding the permit conditions; an assessment of the appropriateness of the selected s; an assessment of the progress towards achieving the measurable goals; a summary of results of any information that has been collected and analyzed including monitoring data; a discussion of activities for the next reporting cycle; and a discussion of any changes in identified s or measurable goals for any minimum control measure notice of relying on another governmental entity to satisfy some of the permit obligations (if applicable) The Municipality of Aibonito has completed the required self-assessment and have determined that our Municipality is in compliance with the permit conditions, except for the following provisions of the Small MS4 General Permit 2006: Part The Municipality do not included the month for completion of each measurable goal in the SWMP Update Part The Municipality has not been planned the development of a list of occasional incidental non-stormwater discharges (e.g., non-commercial or charity car washes, etc.) that will not be addressed as illicit discharges. Part The Municipality has not planned the verification of the outfall locations with a field survey. Part The Municipality do not successfully implemented the MCM of Construction Site Storm Water Runoff Control for this reporting period. Part The Municipality do not successfully implemented the MCM of Post-Construction Storm Water Management in New Development and Redevelopment for this reporting period. Part The Municipality has not developed the procedures for the proper disposal of the waste removed from the MS4 and from the Municipal Operations. Part The Municipality failed to submit the annual report on or before November 6,

In 2011 a presentation for construction contractors was developed. The recycling coordinator conducts educative talks and workshops to community groups. See additional information below. Develop and Implement the Adopt a Storm Drain Program (Reliance on non-municipal partners indicated, if any) The performs maintenance activities to streams prior to the hurricane season. The documentation has not been gathered for all the cleaning activities. As part of the streams clean up, the Municipality cleans the bridge areas to remove sediments, waste and debris carried by the stream. In 2012 the Municipality cleaned bridges (culverts) in the following areas: - Parcelas Viejas - Carr Ext. San Luis - Cll Damaso - Carr Los Mangos See appendix 6.3a 2013 / 25% drains per year One hundred (100) stormwater drain markers were acquired by the Municipality in September 2011 and installed in February 2012 as part of the Storm Drain Stenciling Program. Eighteen (18) students from the Environmental Club of school Dr. José N. Gandara participated from the activity. The amount of markers installed comprise about 27% of the stormwater drains within the urban zone of the Municipality. See appendix 2.2 and pages of appendix 1a. Photos of the activity are available at the Facebook page Programa Reciclaje Aibonito / A program for the adoption of stormwater drains has not been developed. 19 6.3 Storm Drain System Cleaning Program Stormwater drains cleaning The miles of storm drain cleaned annually. The cleaning activities are concentrated in the period prior to the hurricane season. In 2012 the Municipality cleaned grate inlets and bridges (culverts) in the following areas: Grate Inlets: - Urb. San José - Cll Degetau - Carr Carr Carr. 721 Bridges: - Parcelas Viejas - Carr Ext. San Luis - Cll Damaso - Carr Los Mangos Cleaning and maintenance of MS4 components such as grate inlets and outfalls are conducted too upon service requests by the community. In 2012, four (4) grate inlet cleanings and two (2) repairs to grate inlets were performed. The service requests are being documented in a spreadsheet. See appendices 6.3a & 6.3b Planned Activities Permit Year 4 (2013) The Municipality plan to continue the cleaning activities to the MS4 components as needed and as requested by the community. 19
