2 4.0 County Wide Inventory Whatcom County, Port of Bellingham, Washington State s & Recreation Commission and Departments of Natural Resources and Fish & Wildlife (DFW), Lummi Indian Nation, Bellingham, Lynden, Blaine, Sumas, and other public and private agencies have assembled a significant amount of land within the county. These lands provide a variety of park, recreation, and open space activities including wildlife conservancies, waterfront beaches, picnic facilities, multipurpose trailcorridors,athleticfieldsandplaygrounds,communitycenters,andrelatedpark supporting administrative and maintenance facilities. 4. s, Recreation & Open Space Whatcom County The Whatcom County s & Recreation Department own the following properties for public parks, recreation, and open space use. s Alderwood Property property located off Hollywood Avenue and McLeod Road near Alderwood Elementary School adjacent to north Bellingham city limits. The undeveloped property is primarily a wetland complex. 2 Bay Horizon Decommissioned military radar base and 57,500 square feet of surplus usable facilities are located on Alderson Road in Birch Bay. The property was acquired through Federal surplus and is currently leased to the Lions Foundation for a summer camp and the Birch Bay Lions Club for a hostel. The site has a commercial kitchen, dining hall, and gymnasium. Other improvements include a small playground, walking trail, and ball field Bayview Marine (Boulevard ) 4 Birch Bay Shoreline Properties, Tideland, and Conservancy Area The property does not include the former base single family housing area, a communications building, and Washington State archives building. Waterfront property located on Bellingham Bay in downtown Bellingham including portions of the former Bellingham Bay & British Columbia (BBBC) Railroad corridor that have been developed into the South Bay Trail. The property is leased to Bellingham for a waterfront park connecting with Taylor Dock.Theparkhasbeenimprovedwitha trail, interpretive exhibit, benches, picnic tables, and a ceramics studio. Collection of shoreline or near shore properties located along Birch Bay Drive at Cedar Avenue and Beach Way, Cottonwood Drive, Alderson Road, Jackson Road, and along Terrell Creek. Includes an undeveloped 45.0 acre wildlife conservancy area located

3 along Point Whitehorn Road. 5 Birch Bay Tidelands The various parcels provide 909 linear feet of shoreline with hand-carry boat access and picnic tables. Collection of tidelands located along Birch Bay Drive and providing (9,539,640) linear feet of saltwater shoreline on Birch Bay. na 6 Camp Road 2 Railroad Property 7 Canyon Lake Community Forest 8 Chuckanut Mountain Major parcels include properties located north of Cottonwood Drive, north of the intersection of Harborview and Birch Bay Drive, Evergreen Lane south past Cedar Lane, and north of Alderson Road. Portion of an abandoned and undeveloped logging railroad right-of-way extending from the southeastern shoreline of Lake Whatcom (Lake Whatcom County South) along Camp Road towards Squires Lake and Anderson Mountain in Skagit County. Conservancy site includes 45 acres of water surface on Canyon Lake jointly owned with Western Washington University. The forested site has been improved with a trailhead, 8.7 miles of hiking trails around the lake to overlooks and an old growth forest. Whatcom County s portion of the Chuckanut Mountain Recreational area located between Chuckanut Drive and Old Samish Highway. The total 7,000.0-acre landholding includes the Departments of Natural Resources (DNR), Fish & Wildlife (DFW), Washington State s & Recreation Commission (P&RC), and City of Bellingham properties County lands include Pine & Cedar Lakes trailhead and access, Teddy Bear Cove, and the easement from Puget Sound Energy (PSE) for the Interurban Trail. Pine/Cedar Lakes Unit (a DFW improvement) includes 47.0 acres and provides 20 acres of water surface with 5,000 linear feet of shoreline on the 2 lakes with fishing access, primitive campsites, and 2.0 miles of hiking trails. 9 Deming Homestead Eagle 0 Dittrich (East Lake Samish) Teddy Bear Cove includes 9.5 acres and includes,250 linear feet of shoreline on Chuckanut Bay accessed off Chuckanut Drive. Conservancy property located along the shoreline of the North Fork of the Nooksack River accessed from Truck Road. The site has 2,500 linear feet of shoreline and has been improved with a trailhead, picnic tables, covered bench, walking path for wildlife viewing and river access. Undeveloped park property (formerly known as East Lake Samish ) located on East Lake Samish Drive on Lake Samish south of

4 Euclid (Lakeside Street) Bellingham city limits. The site includes,600 linear feet of shoreline along the eastern shore of the lake. Other site improvements include a,200 square foot home and shed built in 855, and 2 homes dating from the 930 s measuring,00 and,800 square feet, and a barn. Conservancy parcel on Lake Whatcom and adjoining Bellingham conservancy property on the northwest shore of Lake Whatcom off Euclid Avenue. 2 Halverson A wooded undeveloped park in the Birch Bay area. 3 Haxton Way Property 4 Haynie Community Club Site 5 Hovander Homestead /Tennant Lake Interpretive Center Undeveloped forested property located in the Lummi Indian Reservation off Haxton Way and leased to the Lummi Indian Tribe for park use. Undeveloped property located on Haynie and Custer School Roads. Conservancy, historic farmstead, and park property located on Neilson Avenue and Hovander Road on the Nooksack River adjacent to Ferndale city limits. The property includes,450 linear feet of shoreline on the west shore dike of the Nooksack River The site conserves the 6,800 square foot historic Hovander home, 576 square foot observation tower, 340 square foot milking parlor, 384 square foot drying shed,,375 square foot blacksmith shop, and 0,900 square foot barn. The homestead is listed on the National Register of Historic Places. The barnyard is furnished with antique farm implements and equipment, and a collection of livestock and fowl. Other structures include a 2,000 square foot open picnic shelter, playground, demonstration gardens, 2 square foot restroom building, 324 square foot office and visitor information building, and a,225 square foot shop and service building. The site also houses a,200 square foot rental housing, and,650 square foot manager s residence. The Tennant Lake conservancy area (former Nielsen Farm) has been improved with a 780 square foot 2-story observation tower,,500 square foot boardwalk into the wetlands, and 4,600 square foot interpretive center and meeting facility. Year-round interpretive programs are presented in the center. Adjoining the site is the Fragrance Garden an award-winning garden for the visually impaired featuring fragrant flowers and herbs. 35

5 6 Jensen Family Forest 7 Kickerville Road Pleasant Valley School site 8 Lake Whatcom - North 9 Lake Whatcom South (Hegg and Zobrist and Richards Properties) 20 Lighthouse Marine 2 Little Squalicum Beach Properties 22 Lookout Mountain Located near Custer at the intersection of Birch Bay-Lynden and Stein Roads. The site has a small parking area and a 0.75 mile walking trail through the forested portion of the property. Undeveloped property of the former Pleasant Valley School site located on Kickerville Road south of Bay Street. The site straddles the railroad spur to the Cherry Point facilities. property located on the northeast shoreline of Lake Whatcom and accessed from North Shore Drive. The park site includes 0,990 linear feet of shoreline along the route of the historic Bellingham Bay & Eastern Railroad (BBE) right-of-way (3.0-mile Hertz Trail). Improvements include an interpretive kiosk, vault toilet, and 3.5 miles of multi-use trail. The property includes 2 homes measuring,000 and,386 square feet located on North Shore Drive. Undeveloped park property located on the southeast shoreline of Lake Whatcom accessed from South Bay Drive. The site includes 6,4 linear feet of shoreline on Lake Whatcom. site located on the southwest point of Point Roberts on Marine and Edwards Drive with 2,320 linear feet of shoreline on the Strait of Georgia. The park has been improved with a 52,000 square foot boardwalk and performing stage, 870 square feet of restroom, interpretive center, and concession stand, 8 covered picnic sites providing 3,262 square feet of covered space, a,200 square foot park office and managers residence, 300 square foot restroom and showers. The site also provides a 2-lane boat launch ramp with a 40-foot long seasonal pier into the Georgia Strait for day use. The park has 25 recreational vehicle campsites, a combination group camp and picnic area, playground, shoreline walk, kitchen shelter, observation tower, and picnic areas. Conservancy properties located in Little Squalicum Creek ravine and Bellingham Bay shoreline. The property is located adjacent to the railroad spur to the Cement Plant Pier recently acquired for park use by Bellingham. The site is currently leased to Bellingham s for park development. Future park site located off Yew Street on Lookout Mountain

6 23 Lummi Island Beach Access 24 Lummi View Drive Property 25 Maple Beach Tidelands 26 Maple Falls/Glacier ROW (Bay to Baker Trail) property located on Nugent Road providing an overlook and trail access to the Lummi Point shoreline on Hales Passage. Undeveloped property located off Lummi View Drive in the commercial district in the Lummi Indian Reservation and leased to the Lummi Tribe. Second class tidelands property with 2,000 linear feet of shoreline located in Point Roberts on Bay View Drive on Boundary Bay. The property provides access to the tidelands for beach walks, swimming, and shell fishing. Historic Bellingham Bay & British Columbia (BBBC) Railroad corridor extending 7.6 miles from Maple Falls eastward and terminating east of Glacier Creek. The undeveloped railroad bed adjoins several spur segments. Improvements include a restroom building and parking in Glacier. 27 Monument Undeveloped park site and overlook located on the US/Canadian border on the northwest shoreline of Point Roberts on Marine Drive. The property includes 466 linear feet of shoreline on the Strait of Georgia 28 Nugents Corner River Access A Public Works property providing walk-in access to the Nooksack River located off the Mount Baker Highway at Nugent s Bridge. Site improvements include a picnic table, parking area, and residence leased for wildlife rehabilitation purposes. 29 Olsen Property Conservancy site co-owned with Bellingham located off Lake Louise Road on Lookout Mountain. The site has trailhead access to upland hiking trails on Lookout Mountain. 30 Ostrom Conservation Site 3 Plantation Rifle Range Conservancy site located off South Pass Road east of Everson leased to the Nooksack Valley School District for outdoor education purposes. The forested property provides trail access and parking. Indoor/outdoor shooting range located on leased land on Samish Way southeast of Bellingham city limits. The facility provides a,600 square foot range control building for a yard, 5 covered firing station high-power outdoor rifle range and trap field na The facility also provides a 9,600 square foot building housing a 25-yard small-bore rifle and pistol indoor range with 2 firing positions, a 00 meter outdoor 2 point range with covered firing line, training rooms, and meeting facilities. Local law enforcement agencies, practice and competition shooting by gun clubs and enthusiasts use the facility from a multicounty area. 37

7 32 Redwood property located off Redwood and Alderwood Avenues near Alderwood Elementary School adjacent to the north Bellingham city limits. The park has a small picnic area. 33 Roeder Home Victor A Roder historical homestead located at 2600 Sunset Drive in downtown Bellingham. The 7,400 square foot house and 480 square foot garage were built in 903 and are on the National Historical Registry The property was donated to the county in 97 and is used for weddings, receptions, meetings, and fine and cultural arts programs and classes. The property includes the Horn house, a,400 square foot rental residence located at 2723 Broadway. 34 Samish property located on North Lake Samish Drive on the north shoreline of Lake Samish south of Bellingham Samish Way Property 36 Semiahmoo and Tidelands The park property provides,24 linear feet of lake shoreline that has been improved with a swimming beach, playground, 0.7 miles of hiking trail,,272 square foot boat dock, 700 square foot fishing dock, 700 square foot shop, boat and canoe rentals, and picnic tables. The park has also been improved with a,750 square foot day-use lodge with a food service area, meeting room, and outdoor decks. The property also provides a,350 square foot rental home. Property located on Samish Way currently leased to Fire District #9. The park property is located on Semiahmoo Spit between Semiahmoo Bay and Drayton Harbor in Blaine. The property includes 8,82 linear feet of shoreline and tidelands that provide access to extensive clamming beds, picnicking, beachcombing areas, fishing and hand-carry boat access, and.5 mile paved multipurpose trail Several Alaska Packers Association cannery buildings were relocated to the southwest edge of the spit from the northeast spit cannery site. The buildings include a,040 square foot building used for an interpretive center and museum,,040 square foot building used for restrooms, storage, and meetings, and a 2,000 square foot 2-story building used as a meeting hall. 37 Silver Lake Conservancy, historic farmstead, and recreational park located on Silver Lake and Black Mountain Roads on Silver Lake east of

8 Sumas. The site provides 4,800 linear feet of waterfront along the west shore of Silver Lake on what had been a private resort, early-day homestead, and logging site. The active park area includes a 5,699 square foot building housing a concession area and kitchen, meeting room, restrooms, office, apartment, and 3-bedroom overnight lodge. Attached to the building is a 2,700 square foot outdoor deck. The active area also includes 6 lakeside rental cabins totaling 2,350 square feet, a boat landing, picnic areas, playground, swimming beach, and 3,025 square foot picnic shelter. Camping is provided in 3 separate areas of the park and includes the main 65-site recreational vehicle campground with 35 improved sites with electricity and water, a 200-square foot bunkhouse, shower, and restroom buildings, and sanitary dump station. An equestrian camp in the northern portion of the park has 28 improved campsites, 2 horse stables totaling 7,000 square feet, and square foot covered kitchen shelters. The group camp area has water and electrical hookups for 30 units and,500 square foot kitchen shelter. Other park improvements include a 2,850 square foot storage barn, 2,970 square foot barn and shop, and,050 square foot equipment shed. Other site improvements include 4 small employee cabins totaling,00 square feet and 2 park ranger residences totaling 2,880 square feet. Restrooms and vaulted toilets have been developed throughout the park. The Gerdrum Home/Museum is located across from the main park entrance and is the site of the original Gerdrum Homestead. The,540 square foot 2-story house was built in the 890s. 38 Smith & Northwest Sports Complex The Black Mountain Forestry Center is located on adjoining leased park property. The Center is operated by volunteers and provides outdoor educational displays of historical logging equipment and 7 small exhibit buildings focusing on forest management activities. County property located on the southeast corner of Smith and Northwest Roads east of Lynden city limits. The site includes the historic county hospital that has been

9 39 South Fork County (Acme, Overby, and Nesset Farms) 40 South Pass Road Property East 4 South Pass Road Property West 42 Stimpson Family Nature Reserve converted into an annex for the Public Works and Planning Departments. The Whatcom Soccer Association (WSA) leases and operates 25 acres providing 2 grass soccer fields, 4 grass 60x200 foot Little League baseball fields, and a T-Ball field. The Bellingham Gun Club also leases and operates a skeet and trap range. A.- mile walking trail has been developed around the fields. 3 farmsteads located on the South Fork of the Nooksack River off Mosquito Lake Road. East Acme Farm includes acres with 8,425 linear feet of river shoreline. Overby Farm property includes acres with 7,45 linear feet of river shoreline. The Nesset Farm includes 06.0 acres with 5,200 linear feet of river shoreline along with the historic Nesset homestead that includes the home, garage, 3 sheds, and barn. The Nesset homestead will be restored and used for agricultural interpretive programs. Small triangular-shaped forested parcel located on the north side of South Pass Road in the Foothills area. The site is a cooperative project by the Washington Department of Natural Resources (DNR), Washington & Recreation Commission, Bellingham, and Whatcom Land Trust and managed by Whatcom County s & Recreation Department The site has been improved with a 4.0-mile trail, trailhead, pond overlook, and benches. 43 Sunnyside Landing Undeveloped park site located on the east shore of North Shore Drive with 700 linear feet of shoreline on Lake Whatcom. 44 Sunset Farm Special purpose park property located on Equestrian Center Blaine Road in Birch Bay. The property includes wetlands, woodlands, open fields, a 3,060 square foot stable,,80 square foot garage and shop, and,600 square foot park manager residence. The site has been improved with riding trails, open riding areas, jumps, a round pen, and a large outdoor arena. 45 Squires Lake property located off Old Highway 99 on Squires Lake on the Whatcom/Skagit County line. The site includes a 0-acre lake with 3,300 linear feet of shoreline. Improvements include 3.5 miles of trail and several rest areas. Approximately 57.2 acres of the site are located within Skagit County

10 46 Ted Edwards property located off Oriental Avenue and Lakeway Drive adjacent Bellingham city limits (formerly known as Truax ). The site has been improved with a playground, picnic tables, and river rock shelter building. 47 Terrell Creek Conservancy site located on Terrell Creek Conservancy Area providing protection to Blue Heron rookery. 48 Turner Jaeger Conservancy site located on Lake Louise Property 49 Whatcom County Headquarters Road south of Bellingham city limits headquarters complex located on Mount Baker Highway in the Foothills area ThesitehousesthesDepartment s 3,300 square foot administrative offices, 3,500 square foot equipment garage, 4,300 square foot maintenance shop, and,900 square foot paint and storage shed. An adjoining,700 square foot building is leased to the Washington Department of Natural Resources (DNR). Total acres 6,507.3 Senior/Community Centers Bellingham Bellingham facility located at 35 Halleck.2 Street in downtown Bellingham overlooking Whatcom Creek. The 9,70 square foot senior center provides an assembly room with stage, kitchen, meeting rooms, strength training equipment, poolroom, activity areas, and gathering space with administrative offices. 2 Blaine Blaine facility located at 763 G Street in Leased downtown Blaine. The square foot facility provides meeting room, activity room, kitchen, and administrative office space. The Boys & Girls Club also leases space from Blaine for a co-located afterschool kids program. 3 Everson Everson facility located in leased space at Leased 605 Robinson Street in Everson. The 3,900 square foot facility provides meeting room, activity room, and administrative office space. 4 Ferndale Ferndale facility located on the southwest Leased corner of Cherry Street in Ferndale s Pioneer. The 7,200 square foot senior center provides meeting room with stage, activity areas, and administrative offices. The county-owned building is located on property leased from Ferndale. The center is located adjacent to Ferndale s daycare and youth center, and collection of pioneer buildings and cabins. 5 Lynden Lynden facility located in lease space at 40 Leased Grover Street in downtown Lynden. The ---- square foot facility provides a large assembly room with stage, pool table room, activity and crafts rooms, meeting rooms, and fullservice kitchen. 4

11 6 Point Roberts Point Roberts facility located in leased space Leased at 487 Gulf Road in Point Roberts. The square foot former schoolhouse is owned by the Point Roberts & Recreation District and provides a meeting room and kitchen adjacent to a co-located community library. 47 Sumas Sumas facility located in leased space at Leased 46-2nd Street in downtown Sumas. The square foot facility provides a large meeting room, kitchen, and administrative offices. 8 Welcome Deming facility located at 503 Mosquito Lake Road in Deming. The,750 square foot senior center provides a meeting room and activity area. 0.8 Total acres 2.0 Port of Bellingham The Port of Bellingham owns the following properties for public parks, recreation, and open space use. s Blaine Harbor Blaine Harbor s 00 acres of tide flats has been filled with dredge materials to provide about 50.0 acres of land improvements. The site includes a public fishing and crabbing pier and overlook with benches and landscaping, commercial boat docking terminal, commercial marine fisheries support and industrial area. The marina includes 2 commercial fishing boat berths, 57 pleasure boat slips, harbor retail and office use area, harbormaster office, lockers, and meeting room. The site also includes a.0 mile harbor promenade, the Plover Historic Ferry dock, Blaine Seafarers Memorial, marine support and dry boat storage facility, 2 public boat launch ramps, transient boat moorage, pump-out, parking areas, and restrooms. 2 Airport Viewpoint 3 Marine Drive Trail Airport viewing area located on Mitchell Way, adjacent to the General Aviation facility, with picnic table, signage, and parking. A nine acre open space along Marine Drive, in Bellingham, complete with walking trail, benches, picnic tables and dramatic views. 4 Fairhaven Bellingham Cruise Terminal Terminal provides passenger and vehicle loading from a single finger pier extending into the south end of Bellingham Bay from Harris Avenue. The east side of the pier loads the Alaska Ferry, the west side passenger cruise ships including the Zodiac and Star of Victoria. Public crabbing is allowedoffthewestsideofthepier.the terminal building houses a variety of commercial tenant activities and public spaces including ticketing areas, retail 42

12 5 Fairhaven - Marine 6 Fairhaven - Padden Creek Lagoon Boat Launch 7 Fairhaven South Bellingham Bay Overlook shops, an expansive front lobby, restaurant, shopsandareardeckviewingareawith sunlit solarium on the lower floor. The upper floor has a public sitting and eating area overlooking Bellingham Bay and the ferry loading area. Portions of both floors are made available for public uses. Includes an 8-person conference room and the rotunda. Viewpoint, grassy play area, picnic tables, picnic shelter, and restrooms located overlooking the entry into Bellingham Bay at the end of Harris Avenue beach area. Boat launch ramps located on the south end of Bellingham Bay with access across BNSF tracks from 5th Street. Mooring buoys are anchoredoffshorefrommaytooctoberfor transient boats. Launching access is subject to tides and is affected by continued silting from Padden Creek. Planned viewpoint located near vacated 0th street between Gambier Ave. and Douglas Ave. as obligated by the Gambier St. vacation Squalicum - Fishermen s Memorial 9 Squalcium - Harbor Center 0 Squalicum - I&J Waterway Squalicum - Inner Harbor Promenade 2 Squalicum - Little Squalicum Beach 3 Squalicum - Harbor Boat Launch 4 Squalicum Marina 5 Squalicum Tom Glenn Commons Artwork dedicated to lost fishermen located within Zuanich Point. 2 conference rooms seating people, public meeting space, outdoor courtyard, marine life center, and restaurant concessions located in the Port s administrative office complex on Roeder DriveinsideSqualicumHarbor. Potential shoreline access, overlook, and picnic site on the end of I&J Waterway with access from Roeder Avenue and Bellwether Way. Walk with viewpoints, benches, and interpretive signage adjacent to the inner harbor with access to moorage, commercial developments including Harbor Mall, Bellwether Hotel, and Marina Square with customs office for seaplanes and boat passengers. Potential shoreline trail corridor located on Roeder Avenue between the Port and Cement Plant Pier adjoining city s Little Squalicum Creek. Boat launch ramps located inside Squalicum Harbor with access from Roeder Avenue and Bellwether Way. 47 wet moorage berths, 36 commercial and 28 recreational, for boats in the harbor areas with fuel and repair services, pump-out stations, gatehouses, showers, and harbormaster administrative offices in Marina Square. Plaza, stage with sound system, and viewpoint located adjacent to Bellwether Hotel on Squalicum Peninsula with access to adjacent retail, hotel, and restaurant activities

Public meeting facility with conference rooms, meeting hall, catering kitchen, and outdoor courtyards located on Harbor Loop adjacent to Zuanich. Located at Squalicum Harbor adjacent to the sawtooth dock. Complete with picnic tables. 0.7 The Lummi Indian Nation owns a number of strategically sites shoreline and waterfront access sites on the Lummi Indian Reservation including: Shoreline and related properties Neptune Beach Undeveloped shoreline access site located off Sucia Drive at Neptune Beach with access to shorelines overlooking Georgia Strait, Hale Passage, and Lummi Island. 2 Sandy Point Shoreline access site located at the end of Sucia Drive on Sandy Point with trails and parking facilities. 3 Lummi Bay-Aqua Dike Shoreline access site located off Kwina Road at the confluence of the Lummi River into Lummi Bay with trails and parking at the edge of the Lummi aquaculture facility. 4 Lummi Beach Shoreline access site located on Lummi View Drive on Gooseberry Point with views of Lummi Island and Hale Passage. 5 Portage Island Shoreline access site located on the west shore of Portage Island accessible by boat only, but provides trail access to Portage Island beaches. 6 Fish Point Shoreline access site located off Lummi Shore Drive with trail access to a,750 linear foot shoreline overlooking Bellingham Bay and the confluence of the Nooksack River. Marinas and related 7 Lummi Bay Marina Proposed new marina site will be located in Lummi Bay adjacent to the aquaculture complex. The proposed project will provide 400 commercial berths reserved first for the tribe's purse seine and gillnet fishing vessels, and thereafter for other non-treaty commercial fishing fleet operators. The Commission provides a diverse variety of facilities ranging from formal gardens and interpretative facilities to primitive trails and camping sites. The Commission's principal facilities in Whatcom County include: State parks Peace Arch Heritage Area 2 Birch Bay State 3 Larrabee State International facility extending across US/Canadian border with Peace Arch monument, grassy play field, group kitchen shelter, 2 picnic shelters, 00 picnic tables, benches, walking path, formal gardens and overlooks, 2 restrooms, and 0.9 miles of trail.
