PARK COMMISSIONER S NON-AGENDA ITEMS: Park Commissioner s may present brief reports on park issues, such as seminars, meetings and literature that would be of interest to the public and/or Commission, as a whole. OPERATIONS AND FISCAL STATUS REPORTS: Parks Division Staff will give reports on their operational division within the County Park system. VIII. DIRECTOR'S REPORT AND BOARD OF SUPERVISORS HEARING SUMMARY: The Director and Deputy Director of Community Services will report on items of general interest to the Park Commission and members of the public, including items that have been or will be considered by the Santa Barbara County Board of Supervisors. STANDARD AGENDA: XI. Park Outing For Discussion After the regular meeting, Commissioners are invited to join a short tour of Waller Parks. The purpose is to see one of the North County jewels in our Park System and find out more about the dying tree problem.

No citations were written for the month of January North County Day Use Projects Ongoing Irrigation repair Table repair and stain Multiple broken water lines Continued use of PERC machine for gopher control Awaiting quotes for tree removals at Waller Chipping brush at Waller Replaced several BBQ pits that were no longer serviceable Met with California Conservation Corp In regards to trail improvements near the rock slide area at Nojoqui Falls Park Ocean Park PVMT installed new backflow device Continued with small paint projects Installed new water efficient drip irrigation Installed new plant material and mulch All PVMT (preventative maintenance) work has been accomplished with in house staff as well as contractors Nojoqui Park PVMT Old residence ranger house and out buildings removed Multiple dead pine trees removed and trees above playground pruned for safety reasons

4 Restrooms patched and painted inside and out Trash bin enclosure s prepped and painted Office building prepped and painted Storage building in yard cleaned and painted in and out Overhead wiring moved underground in compound Over 2,000 feet of pole craft fence repaired and straightened Multiple tables and table pads refurbished Fall surface in both playgrounds added Added and spread sand in volleyball court All PVMT work has been accomplished with in house staff as well as contractors 2 Rancho Guadalupe Dunes Preserve January 2015 Vehicle Count: 4353 Sat Jan 17 th volunteers from AmeriCorps (coordinated by The Dunes Center) removed ice plant in the fore dunes: 13 volunteers removed 32 bags of ice plant in four hours. Staff removed 17 bags for a TOTAL = 66 bags for the month The annual winter snowy plover survey was conducted on Tuesday January 20 th, 103 snowy plovers (snowies) were observed; 21 of these were males in breeding plumage. 13 banded plovers were recorded. The Annual Morro Bay Winter Bird Festival bird was conducted on Monday morning Jan 19 th ; ten people attended and had a great time. 8 hours were spent on heavy equipment moving sand from the road and parking lot. Park unattended by Parks staff on Wed-Fridays. There were no Park closures.

Count Results = 2 adult bald eagles, 2 immature bald eagles, 1 adult golden eagle Media/Outreach MEDIA CONTACTS: USA Today reporter Nancy Trejos was in SYV on Friday, January 23. She was driving a JUCY campervan ( doing a story about camping on the Central Coast. Local media consultant Laura Kath, who promotes Solvang and the area in general, arranged for the trip to stop briefly at Cachuma Lake, where they took some footage of the van, and posted some scenic shots of the lake on Instagram: Cachuma Lake is now on Instagram. Assistant Naturalist Rosey Bishop administers the account and posts to it regularly. The Instagram logo may appear on fliers and other sites for sharing may be added as appropriate. Bahl, Interim Community Services Director and Paddy Langlands, Deputy Director South County Operations Report Goleta Beach Restroom #1, near the park entrance, is in construction for a complete renovation including all fixtures and paint. Several efficiency upgrades, including LED lighting and water efficiency fixtures are incorporated. Expected completion date is end of February. County Fire to conduct water rescue training exercise from Goleta Pier using inflatable rescue boats. The training to take place over 3 days from Feb 24 to 26 and will only have minimal disruption to other pier users. Arroyo Burro Beach Ramp railings and deck railings at the Watershed Resource Center to be repaired. Lookout Park New changeable message sign designed and installed at entrance to inform public of park closing hours. Staff exploring the option of adding a dog wash station, similar to the station at Arroyo Burro Beach, near the ramp leading from the beach. Manning Park All seven arbors at upper and lower manning have been cleaned and painted or re-stained as part of the Board of Supervisor funded Preventative Maintenance Program. This follows the renovation of Group Area 6 in Manning and precedes the Area 9 Restroom Renovation and upgrades to other restrooms coming to Manning. Rincon Beach The Rincon Classic Surf Contest took place in late January over three days. The event has grown considerably over the years leading to the need for increased coordination between Parks and the event organizer. Although the event is technically on the adjacent State Beach there are parking, trash and recycling, and restroom impacts to the County Park. The organizer has been open to working with us in the future. CSA 3 Rhoads Park Neighborhood Park construction began on February 11, Project includes irrigation upgrades and tree planting. Project expected to last 4 weeks. Weed route to begin early this season as staff begins cutting seasonal weeds.

Bahl, Interim Director; Paddy Langlands, Deputy Director SUBJECT: Parks Trail and Access Planning and Development Projects General Trails Information: Coastal Trail Gaviota Coast (3 rd Dist.): No Change Current active development projects are Paradiso del Mare and Las Varas Ranch west of Santa Barbara Ranch. New trail locations on Las Varas were analyzed in additional EIR review. Paradiso has been approved by County and appeal not considered by Coastal Commission, litigation pending on adequacy of CEQA document. Franklin Trail Carpinteria (1 st Dist.): Phase one of the trail is open to the public. Field work to identify trail on FS area is proceeding. Extension of trail onto Rancho Monte Alegre (RMA) pending RMA s land use permits. RMA owners will consider extending permissive use rights through their property until such a time that the revised easements can be re-dedicated. Santa Claus Lane Beach Access Carpinteria (1 st Dist.): Overall planning effort through actual implementation permits for the Project which includes streetscape and beach access is being managed by Long Range Planning (LRP). Staff changes at LRP may delay parts of the project. CSD-Parks will be project lead on implementation/construction of the beach access portion of the project. LRP has hired a consultant to complete design and application package to go to California Public Utilities Commission (CPUC) to permit RR crossing. An architect has also been selected to begin concept drawings for visitor serving facilities. Baron Ranch Trail (3 rd Dist.):. Phase II, a trail up to the ridge of the range is being reviewed and processed by the USFS. Opening phase II will require the implementation of daily use on the County portion of the trail. PW Resource Mgmt. review with regulators resulted in support for the trail plans to relocate trail near restoration areas on the ranch and away from agricultural areas. Parks and SB Trails Council will partner to permit and construct the trail. Orcutt Trails Commission (4 th Dist.): No Change No reported trespass from Sherriff s office in the last three months. Commission has recommended a new trails plan for the Specific Plan permit process as the network to be established on the Rice Ranch open space. Determination of when to proceed with implementation of new trails is pending review of compatibility with the current adopted specific plan and determination of adequacy of the existing EIR with revised trail locations.

11 MAY 22, Jalama Beach Restroom Replacement - $280K (CREF) Replaces one small restroom at Jalama Beach Jan 2015: Concept design complete Apr 2015: Schematic design commencement anticipated Apr 2016: Anticipated overall project completion Waller Park Playfields - $125K (Quimby) Jul 2015: Commence finalization of environmental review Grant Applications: Falcon Open Space: A grant application for approximately $75,000 was submitted in January 2015 for Community Development Block Grant (CDBG) funds. The grant requested funding for installation of a concrete ADA pathway from the sidewalk to the existing play structure and picnic tables as well as a pour in place ADA pathway connecting the play structure to the swing set. Currently, there are no paths that provide links between these amenities; they are surrounded only by grass. Jalama Beach Restrooms: A Land and Water Conservation Fund (LWCF) grant application in the amount of $800,000 was submitted in February 2015 for the replacement of two large restrooms at Jalama Beach. There are five existing restrooms at Jalama Beach; two of which are larger in size, and three of which are smaller in size. If awarded, the work will be able to take place in conjunction with replacement of the other three small restrooms which are being funded under the Jalama Beach Affordable Accommodations and Jalama Beach Restroom Replacement projects.
