2 NORTH SHORE ASSOCIATION BOARD MINUTES MAY 3, 2005 BOARD MEMBERS PRESENT: Clare Edmonston, Nancy Bassler, Terri Siwinski, Wayne Bartholomee, Rose Butts, Bill Morris, Bob Douglas, Denise Larbig, Sarah Ann Parsons. GUESTS PRESENT: Brian Siwinski, Joe Butts. The meeting was called to order by President Nancy Bassler at 7:38 pm. The minutes of the previous meeting were approved as printed in the Barnacle. TREASURER S REPORT: Checking Acct General Fund $14, Marina Reserve CD $25, ENTERTAINMENT: Rose Butts reported that there were about 44 people at the Bull and Oyster Roast and all had a good time. The questionable weather seemed to have an affect on the attendance. More help was needed for set-up and volunteers were solicited to set up for Family Day that will be held on June 18 at 2:00. Terri, Sarah Ann, Clare and Brian volunteered to begin set up at 12 noon. Rose presented ideas for activities to add excitement to our events such as barrel races for Family Day and cardboard boat races for July 4 th. Trophies would be awarded for the events. Details and rules will follow in the Barnacle.
3 Rose had distributed information along with a photo of improvements to the sign at the entrance of North Shore. Everyone agreed it looked good but because of concerns from the Garden Club on the condition of the existing sign it was agreed to talk to the Garden Club before proceeding. Clare will follow up on this matter. MEMBERSHIP: It was reported that we have 110 members to date and a reminder will be sent at the end of May to those residents who haven t paid. BEACH: The Board reviewed the survey of the beach property and it was noted that there are possible encroachments by the community and by residents. This will be addressed by all parties. It was also agreed to withhold the final payment to Ruxton Design, the survey company, until all of the metal stakes have been placed on the property. PARK: Bob Douglas reported that several truckloads of dirt were donated free by the Big Vanilla Health Club in Severna Park, and Bob Gardner and Mario Anello spread and graded the dirt with their backhoes. Brian Siwinski and Joe Butts have volunteered to help fine grade with a bobcat. Once the dirt is graded and raked, we will apply grass seed, fertilizer and straw. Also, we hope to plant two weeping willow trees in appropriate areas to help soak up standing water. Asphalt and tar was applied along the curb to eliminate seepage from the gutter in the park. This will help eliminate seepage from the low side of the road going into the park. PIER: Bill Morris reported that the electric has been repaired but more needs to be done to meet county code. This will be done and then the county will give us a certification. There are still two unregistered boats at the pier and the owners will be contacted immediately to have them removed. We have two people waiting for slips. It was noted that the ramp had not been re-keyed in several years and that needs to be addressed. Bill plans to set a deadline for payment of pier fees for next year and to establish a contract for pier members, which would include a number of hours for each pier member to contribute. Also, the marina fee as well as the rules and regulations need to be addressed and updated. The Pier committee will address this. A list of marina members will be published in the September Barnacle. A motion was made and approved to allocate $300 for bollards and concrete at the pier. ROADS AND ZONING; Clare Edmonston reported that there were no new applications at this time. An vote was taken on the Schell proposal once it was established that it met all the covenants. It was approved and the Schells were notified.
4 BARNACLE: All articles are due to Amy Bartholomee by Sunday, May 8. TRAFFIC: Terri Siwinski will talk to Ron Dillon about doing another traffic study with the ultimate goal being installation of traffic humps in the community to help control traffic speed. WELCOME: Denise Larbig has a call into two new residents but hasn t been able to get together with them yet. She will follow up. Suggestions were made about a consistent welcome gift to new families and Denise will look into this. OLD BUSINESS: There were people who helped with clean-up day and 52 bags of debris were collected at the beach as well as lots of wood and twigs. NEW BUSINESS: A motion was made to allocate $200 for repairs at the tennis court. This would include possibly liquid asphalt that is self-leveling, caulk and silkaflex. The motion passed but it was noted that we have to be careful spending money on the tennis courts if it is a losing battle. The possibility of investigating a traffic light at North Shore Road and Mountain Road was discussed and tabled until the next meeting when a vote taken was a tie. As there was no further business, the meeting was adjourned at 9:17 pm. The next meeting will be on June 7 at 7:30 pm at the home of Sarah Ann Parsons. Respectfully submitted, Sarah Ann Parsons, Secretary PARK PROGRESS A lot of blood, sweat and tears have gone into the renovation of the park this year. We are nearing the point where the results dramatically will show. Here is a status report. Drainage was identified as the number one problem in the survey done last year. This winter and spring we tackled park enemy #1. Several truck loads of dirt were donated and delivered free from the Big Vanilla Health Club in Severna Park - soon to be our neighbor when it opens a new facility across from McDonalds. That was the easy part. Bob Gardner and Mario Anello spent most of two days spreading and grading the dirt with their backhoes. This was a time-consuming and sophisticated effort which was delayed until the park was not a swamp. The equipment likes to get stuck in swampland. Now that the rough grade has been completed, we will fine grade it to eliminate some remaining puddling and drainage problems. Brian Siwinski has volunteered to help fine grade with a bobcat. We will recruit as many rakers as possible to help the day Brian can get the equipment. Once the dirt is graded and raked, we will apply grass seed, fertilizer and straw. This will complete the first prong of our attack on the swamp. The second prong is completed. Asphalt and tar was applied along the curb to eliminate seepage from the gutter into the park. Several significant gaps in the low side of the road curbing permitted the water to seep into the park rather than travel to the sewer drain near the port-o-potty. In other words, much of the water running down the road was taking a detour into the park. Most, if
5 not all, of this seepage has been eliminated. The third prong of the attack is the genius of Bob Gardner. He suggested that we let nature lead the fight against the swamp. Bob noted that farmers plant weeping willows in soggy areas because the willows soak up the standing water. We will plant at least two weeping willows in appropriate areas. Jon Williams noted that there used to be a weeping willow in the park. Now we know why. We will hold the Grade, Rake and Seed Day on May 14th at 10 a.m. Please keep up the good work by removing any trash you see at the park. There is a garbage bag tied to the bike rack. Enjoy. Bob Douglas GRADE, RAKE AND SEED DAY Saturday May 14 at 10 We are putting the final touches on the renovation of the park on Saturday, May 14th at 10 a.m. Bring your shovels, rakes and gloves to help put the finishing touches on the park grounds so that we can spread the grass seed. Remember that many hands make light work. Also remember that there are few spots in North Shore with so much sunshine so it is your chance to really make and watch the grass grow. Think of the inner joy you will share with your neighbors knowing that you made a small patch of this world greener. Look at it as your very own greener pasture. See you there. Bob Douglas SPRING CLEANUP 2005 Thanks to all our community members that helped on Cleanup Day. With the Bull & Oyster Roast approaching, efforts were focused on getting the beach in shape. The numerous high tides throughout the winter had left quite a collection of trash and debris. We filled 52 trash bags. Sand was removed from the pavilion and the tennis court was cleared. Our Garden Club president and her helpers de-winterized the garden and trimmed the ornamental grasses. By early afternoon, the place looked mighty spiffy. Again, thanks to all who so generously donated their Saturday morning to help beautify our neighborhood. Nancy Bassler, President MOUNTAIN ROAD TRAFFIC In the past month, I have received several calls from N.S. residents voicing concerns about accidents on Mountain Road and the difficulty of making a left hand turn from North Shore Road. They asked that the feasibility of a traffic light be researched. I first spoke with a representative from Ron Dillon s office. Since Mountain Road is a state road, he steered me to Phil Jimeno for help. While Phil and I engaged in a game of phone tag, I asked our own Board of Governors their opinion as to whether a traffic light should be pursued. To my great surprise, the Board was evenly split pro and con. We temporarily tabled the idea. The day after the meeting, I spoke with Phil. He said that currently a traffic study of Mountain Road from Hog Neck Road to Gibson Island was being conducted. They are hoping to come up with some ways to make the
6 road safer without adding traffic lights. The results of the study will be available in November and Phil will pass them on to us. Nancy Bassler, President NOTES from NORTH SHOREburbia It s a sad day but we need to announce that Ham Palmer has died he was a member of the NORTH SHORE community as well as an active member of the sailing arena for many years--- Ham was recently in attendance at the Anne Arundel County Historical Society s annual dinner he had been a resident of Park Creek Ct for many years Cleanup day occurred without incident as both the park and the beach got a much needed cleaning by a small but earnest group who appeared to be the sons and daughters of Mr. Clean and not to be outdone, the children in attendance learned the new game of, Feed the Fire Barrel, Well, Shelvy S, we understand that Missy and Bryant Lawrence made an appearance at your estate since they were attending their son s, G.B Lawrence s wedding now, has Bryant mellowed, has he learned to respond quickly with less inflection? the Lawrence s lived for years and years on Dutchship Rd.From the Chesapeake Bay Foundation, Over 300,00 students have participated in Bay education programs funded by the Trust and that number is growing and Virginia has approved the testing of ariakensis oysters in VA waters The annual Bull and Oyster Fest was well received down at the beach Chef Glenn E was the Chef du jour and the beef was superb cooked on site so you could select your temperature of the beef and the entertainment leaders elected to serve Long Island Blue Points as the oyster--- great selection, even the young NORTH SHOREites were looking for another oyster---and the ladies of NORTH SHORE once again provided the specialty items that are de rigueur at these events and to think it is membership drive time again and we seem to be off to a great start---speaking to the membership chair, it appears that some of our members are reticent to cross over to that Senior status and still pay the $100, while others are trying to develop an algorithm so they can be in the $50 quartile at the earliest time frame, sounds like a Time machine scenario to me..was that our own NORTH SHORE Dr. Terry Hoffman on the TV the other morning discussing important medical issues?...and those snowbirds Ted and Jackie T and Bob and Elaine L have returned from the great migration and certainly look the tanned for it---even more relaxed..and the Sunday paper listed the highest home prices by zip code----it appears that Gibson Island beat out Beverly Hills by $1.6 MM vs. $1.5MM in average sales price----now, for the NORTH SHORE residents who can see the island or perhaps have caught crabs near the island, have our property s increased??really!!!...and as colleges come up with more diversity in their curriculum, one born and raised NORTH SHORE student, Juli W s college is offering spring semester in Greece---her father countered with an all expense paid trip to the Greek festival in Baltimore with a free pint of Ouzo---is their a difference? and one neighbor was discussing the success of another neighbor and wondered if, as a result of his success, they would move out and
7 up and the first neighbor remarked the he thought that living in NORTH SHORE was up..and from the how do you explain to your kids column, do you remember when---you got your windshield cleaned, oil checked, gas pumped and water level checked without asking or Remember lying on your back on the grass with your friends and saying things like That cloud looks like a. OK, Glenn, first we saw a sign the announced Glenn Nash is 60 and the next day it has disappeared was that because it was a hoax or perhaps do we need to call your Mom?---Glenn don t you hold the 4 generation record here in NORTH SHORE? Wouldn t this old world be better If the folks we meet would say I know something good about you! And treat us just that way? Wouldn t it be fine and dandy If each handclasp, fond and true, Carried with it this assurance I know something good about you! Wouldn t it be nice to practice That fine way of thinking, too?
