Peter Reedrijk, Sea Reach Ltd. Opening and Review of Agenda David Moore (PacifiCorp Energy) welcomed the group and introduced Jay Maher (Kleinschmidt & Associates) a consultant contracted by PacifiCorp to develop the Lewis River Shoreline Management Plan (SMP). Attendees followed by introducing themselves. Lewis River Shoreline Management Plan Maher guided a PowerPoint presentation that provided an overview of the Lewis River SMP process (Attachment A). He summarized the public listening session held on August 22, 2007 at the Lewis River Golf Course. Moore notified the group of the FERC project boundary maps posted on PacifiCorp s website at and summarized the erosion meeting that was held on September 13, 2007 at Merwin. Moore also announced the October 17, 2007 public meeting, which will present elements of the Lewis River Settlement Agreement and provide the opportunity for public to interact with project staff. The meeting was initiated from public interest at the SMP listening session. Moore provided an SMP schedule update and described potential shoreline classifications. Jim Eychaner (Washington State Recreation and Conservation Office) suggested a more neutral term for the proposed Multi-Use classification. Brock Applegate (Washington Department of Fish and Wildlife) commented that all PacifiCorp lands associated with reservoir shorelines are designated for wildlife habitat, except those lands listed as Areas Excluded from WHMP Lands, in Exhibit A in the Settlement Agreement. 2 Lewis River Interpretation and Education (I&E) Program Susan Jurasz (Sea Reach Ltd.) presented a status report on the Lewis River I&E planning process which is Attachment B. Mariah Stoll-Smith Reese (Lewis River Community Council) provided spelling corrections to names of people listed in the process summary. Jurasz added that all information gathered to develop I&E content will be summarized in a Lewis River Storyline that will be available for creating additional I&E elements in the future. Peter Reedrijk (Sea Reach Ltd.) presented an actual size mock up interpretative panels for Saddle Dam Park and discussed panel design intent. Reese suggested changing the content on the welcome sign regarding PacifiCorp s day use parking fee. Mariah Stoll-Smith Reese (Lewis River Community Council) requested that all of the signage created be compliant with the day use fee agreement. Currently the draft wording in regards to fees does not reflect the non-fee times or other aspects, addition to parking fees, covered in the agreement. Ongoing Project Updates Moore announced that PacifiCorp has completed installation of vault toilets at Island River Access, Johnson Creek and Merwin Hatchery. Moore informed attendees that Clark County notified PacifiCorp that they will not permit the installation of a new vault toilet at Cedar Creek. The County will be sending a letter to PacifiCorp formalizing their decision that will be forwarded to all Parties of the Settlement Agreement. After receiving the letter, PacifiCorp will propose an approach to addressing ADA access at Cedar Creek. Moore added that the proposed vault toilet at Lewis River Hatchery is scheduled to be completed by spring Next Meeting Moore proposed the next meeting be held in spring PacifiCorp will make all meeting materials available prior to the meeting for potential call-in attendees. St. Helens (the watershed), introduce visitors to PacifiCorp and the fact they are recreating in a hydroelectric project area. Welcome Design a site-specific welcome panel for each location with the rules of conduct, hours of operation, maps, things to do, and information specific to that site. Primary Exhibits per site at least one on cultural history and one on natural history (stewardship based). The cultural history will either be about the hydroelectric story directly, or will be about tribes and early settlement, with the hydroelectric story indirectly mentioned. 22 Intimate Interpretive Opportunities the campgrounds and Merwin Park will feature some fun interpretive discovery elements along the nature trails and in the amphitheater areas. This interpretation will be geared toward kids of all ages. Docent/Camp Host Guide the storyline will be developed as a guide for the camp hosts. Step II: Developing the Interpretive Materials Development of a Storyline The storyline is a written document, roughly 30 to 50 pages that profiles the natural and cultural history of the area. It goes through a series of reviews for accuracy and content. Once it is approved, it becomes the guide for the individual exhibits. Breaking the storyline into individual exhibits Choosing the topics per site. Themes and topics are chosen for each site on the basis of the following: 1) What can we present (out of the storyline) that is site specific? This is a one of the driving forces of interpretation a story is most effective when it is told at the place it happened "fiercely local". 2) Although the exhibits are designed to stand alone we also want to create a story, we want the exhibits to fit together, adding to a visitor s basic knowledge/appreciation of all the sites and the reservoirs as a whole. We make decisions about how to strategically present the stories in a way that will make sense to a visitor that may visit one site, two, or five in a season. We make decisions based on exposure. For example: Tell the most important stories at the campgrounds where larger groups congregate and spend more time on site. We also make decisions based on the audience. For example: Tell stories to the appropriate (more receptive) audiences Information on water quality, fishing, and flood control (for fish habitat) are better at day use sites where fishermen congregate... 3) Audience also drives decisions regarding how to present information. For Example: At a campground where people have more time, stories can be more complex or because kids are present, the presentation can be more playful.
