3 MTP CC meeting minutes January 3, CHIPO POT Dorothy Leonard reported that the Task Force meeting start time is being moved from 12:15 to 1 PM. TFF / G POT teve Haupt, District Manager, Open pace Division, Park and ecreation Department reported for enior anger Matt anford Urban Corps has almost completed the vegetation removal around Old Mission Dam. The bulk of vegetation has been removed and some minor cleaning may still be needed, but they have done a very good job working in a sensitive area. Many park visitors have been thanking the crews for all their hard work. The flag poles at the Visitor Center and Kumeyaay Camp Ground were recently repaired. There were some issues with the rope clips. The Camp Hosts have been emptying the trash cans along Father Junipero erra Trail, Old Mission Dam and the Kumeyaay Campground. They are also sweeping debris off the road, and have removed many of the old orange gravel bags along Father Junipero erra Trail. They have been doing a great job and park staff appreciate their assistance. anger Mel has been working with the County Probation Crew on removing the remaining orange gravel bags along Father Junipero erra Trail, and building water bars to slow the speed of water alongside the road. They will also be trimming back much of the vegetation along Father Junipero erra Trail when work recommences. DG& has been doing grading work in their roads. They have been coordinating with anger Mel on the installation of water bars and other repairs. The U Geology urvey recently conducted a badger survey at MTP near the grasslands. Parkland Dedication Initiative ric owlby for an Diego Canyonlands Mr. owlby presented information on the proposed an Diego Canyon Lands DCL) Canyon nhancement Planning. Currently the property in question is Designated and DCL is proposing to have it declared as Dedicated Open pace at no cost to the City. Council Policy is the guideline for Dedication of Park Lands. DCL is proposing to go through the tate Legislature. There is no cost to the city and the tate designation gives the same rights as if the City Council approved it. The policy calls for an annual inventory of city park lands to prioritize. There is currently a backlog in the city of 6,600 acres. The last canyon lands were dedicated in The DCL is asking for CC support for this proposal. cevedo asked if DCL is proposing Lake Murray and the Golf Course be included and what provision of encroachment is there where private property owners have illegally encroached on city owned land? Murphy expressed concerns about dedicating the golf course. hat does that do to the golf course? : Dedication would keep the golf course intact.

MOTIO: Moved and seconded MUPHY/PT) to recommend to the Open pace Division of the Park and ecreation Department, support of the proposal to dedicate land within MTP, and the proposed expanded Master that is City owned and administered by the Park and ecreation Department, excluding property owned by the City ater Department. Motion carried with oyer abstaining 102. lectric Car charging stations: MTP Visitor Center parking lot ndy Hoskinson, COtality The proposal is to install up to three electric car charging stations at the head of an existing parking stall. There would be wheel stops to protect the unit. The unit could serve three vehicles at one time and there would be no cost to the city. Pilch asked if this is part of the Park and Drop program where you pick up a car at a location and drive it to another location, and leave it? : This is not part of CartoGo. Currently they would not be able to leave a car here. Leonard asked if we could possibly gain two additional parking lots along Father Junipero Trail by changing the red curb to legal parking? Murphy asked if there is any place other than the parking lot where the unit could be installed and suggested Lake Murray. : e have looked at Lake Murray by the concession stand. Mr. Hoskinson further stated, we assume people are parked here for two hours or more and that is a good charging time. cevedo asked if there would be any city staff responsibility at MTP? : o, there is a 24 hour toll free service. MOTIO: Moved and seconded PILCH/HOCKLY) that the MTP CC support in concept the proposal to install electric car charging stations in the visitor center parking lot, with reservations due to the current lack of adequate parking on heavy park use days, and that the staff report back to the MTP CC on how the spaces will be managed. It is further recommended that a maximum of two spaces be installed for the one year trial period. Discussion: e should endorse this as a good thing for the world, but express some of our reservations. Leonard suggested that if this is adopted staff come back with a management

Quail rush Generation Project Update ick eff, Vice President, Cogentrix The site location is adjacent to the west side of the ycamore Landfill site. There will be a California nergy Commission hearing on January 25 to be held in the Mission Trails Visitor Center meeting rooms. The hearing will include a site visit. This hearing is similar to a public scoping meeting. Cogentrix is looking at purchasing about 40 acres of mitigation land that will be donated to the City of an Diego for Mission Trails. Mr. eff introduced Lorie Ziebart who handles public outreach for Cogentrix. Murphy asked if the CC will have to take a vote on this project? : Yes because it is within the Mission Trails Design District. Utt stated in the package sent previously, it showed a view shed of the building, but not the stacks. The mitigation is for the visual impact? : o, because the project is within the MCP and because it is a 22 acre site which will result in 10 acres of disturbance. Utt asked what is the mitigation process and does it include color, etc.? : Yes it includes color and the structure itself. Utt asked if Cogentrix looked at any of the mitigation sites as being the actual site as opposed to where it is? : e looked at all the property, and agreed with the City of an Diego that the site selected was the best option. Utt asked what kind of feedback from the City of antee? : e have met with four of five councilmembers and staff. Meetings have been positive. e recommend that the question be directed to the City of antee. Leonard stated that antee representatives at the Task Force meeting have indicated concern with the visual impact. Phil Conner, president of the homeowners association of the closest neighbors to the site expressed concerns by the residents relating to pollution and devaluation of property value. The visual is less of a concern. This is a possible degrading of property values matter. : Cogentrix staff will be glad to meet with Mr. Conner and the residents. 302 Mission Trails Park xpansion Lane MacKenzie, City of an Diego eal states ssets Department a. ast lliott ll the city land acquisition to date has been purchased through grants. He is talking to the property owners and to date there are more than enough sellers. He has met with Cogentrix representatives regarding the City priorities for land acquisition. Murphy asked what about the Castle ock property and mitigation land. : ny required mitigation land will be retained by the City of an Diego. Murphy asked if the city is concentrating on the west side?

6 MTP CC meeting minutes January 3, : Yes, MacKenzie stated he has blanket authority from the City Council to purchase land on the west side of the landfill. Phil Moses asked about the ast lliott property and will it ever connect between est ycamore and ast lliott, and what type of a staging area will be built at the north end? : upervisor Dianne Jacob has been working with Miramar to secure an access on the eastern portion of Miramar to allow access with an easement. Mark Carpenter KTU+ and Master Plan update consultant) stated, initially the target conservation area has been 75% with the acquisition of the new property via grants. He asked does that alter the 75% conservation requirements for MCP and MHP? : o. Leonard commented that the rmy Corps of ngineers is ready to begin working on ordinance removal. They have indicated they may not be able to maneuver their equipment to all the ast lliott areas because of the steep terrain. Leonard recommended to the rmy Corps of ngineers staff that they meet with Mark Carpenter regarding the proposed ast lliott trail alignments. b. ycamore Canyon This future area of MTP includes 1,500 acres to be donated by McMillin. The City is in the final throws of finishing the acquisition. There are 20 acres of various encroachments by adjacent private property owners and the City is working on having the 20 acres transferred to the private property owners. oyer asked what about the property to the north of the road. hould the city keep any property north of the road? : e will retain all required easements to maintain the road. cevedo asked if 20 additional acres is being granted to the city to make up for the 20 acres being deeded to the private property owners? : o, the agreement with McMillin is written so there is not an exact amount of property to be deeded to the City CIP Project Updates a. Mitigation is going along well and the cattails have been removed from behind the dam.
