1 CALL TO ORDER: The meeting was called to order at 1:30 p.m. CONFIRMATION OF QUORUM: All eight members were present, therefore a quorum was established. Those present: Arthur Buzz Abercrombie, Paul Atchison, Michael Coltart, Kurt Haggman, Don Hardy, Bryan Johnson, Larry Larson and John Mulhern. Also in attendance: Debbie Smith, Executive Director. GUESTS: Ravyn Whitewolf, City of Blaine Public Works Director (1:38 pm to 1:58 pm). Carlye Gillespie, CPA Archer Halliday PS (Teleconference 2:00 pm to 2:10 pm). Conrad Koning (3:00 pm to 3:43 pm). APPROVAL OF FEBRUARY 21, 2014 MEETING MINUTES: The meeting minutes were approved as distributed. EXECUTIVE DIRECTORS REPORT: a) Financial Report The financial statements for January (Profit & Loss Analysis of Budget vs. Actual, Balance Sheet and Account Receivable Aging Summary) were reviewed. Approval of the financial statements is under New Business a). b) Drayton Cove Greenbelt Debbie and Justin Cleere met with arborist John Hymas, (who has been a consultant for the SRA over the years) and reviewed potentially dangerous trees in populated areas along the Drayton Cove greenbelt. Several trees were tagged for removal; and several trees were placed on a monitor list. A request for trees to be inspected by the Architectural Standards Committee (ASC) will be made on March 27, Moving forward, the thought is that review of potentially hazardous trees in the SRA greenbelts will be a phased project, and funding for this project may come from the contingency for maintenance projects. c) Lincoln Road Lease Debbie met with the landlord on March 15, 2014 and performed a walk-through of the leased area. The landlord found the area acceptable; and the final months lease fee of $300 was waived. The lease terms have been satisfied and the SRA no longer has any obligations for this lease area. d) Miscellaneous An dated March 17, 2014 from a resident on Wood Duck Way stating theft of a UPS package was noted (the resident did not report the theft to the Blaine Police Department). OLD BUSINESS: a) Let s Move Blaine (LMB) John said there are no updates since last month. With the recent review of the condition of the DCRE, this may be a factor in allowing use of the SRA easement due to deteriorating conditions (see old business b). 3/28/2014 1
2 b) Drayton Cove Recreational Easement (DCRE) Paul said that he, Kurt, Debbie and Justin reviewed the easement on March 17, In follow up to the meeting with Drayton Cove, lots owners that took place on September 5, 2013, it appears that some of the residents have repaired their drainage pipes that overhang the bank; and many have not. The group noted further erosion since the last tour in It was determined that a follow up letter will be sent to the residents asking for confirmation of repairs. In regard to the drainage ditch at the bottom of the bank, Paul agreed to obtain current quotations for trenching to ensure that the water is flowing through the ditch to the culverts. Branches that are overhanging the pathway will also be cut. The letter to the lot owner s will include a statement that the SRA is prepared to pay to clear out the drainage ditch strictly on a one time basis; and moving forward it will be the lot owner s responsibility and expense to ensure the drainage ditch is working properly on an ongoing basis. c) Semiahmoo Standards Future Presentation to the Blaine Planning Commission This topic was moved to Executive Session. AD HOC COMMITTEE REPORTS 1. City of Blaine Liaison John Mulhern John reported on the following topics: It appears that the Blaine Chamber of Commerce is every happy with the new hotel management. Finances are of concern over the next two years as it relates to revenues. Blaine Marina steps are taking place as it relates to boathouses and fire prevention. Several Code Enforcements were reviewed as it relates to tear-downs. Updates to the Resort Semiahmoo Master Plan (RSMP) were approved as it relates to redistribution of impervious coverage, a park near the Marina and 60K square footage of commercial space. The project known as Burnside (parcel behind the Semiahmoo Fire Station), Marina Phase II and Semiahmoo Resort Village were all withdrawn. Parks and Streets Reinstatement of development fees for usage. Ordinances the Blaine Police Department (BPD) asked for small changes to increase the ability to make arrests and impose fines and to address abandonment of animals. The new marijuana law will be a challenge due to Federal laws. 2. Covenants, Conditions and Restrictions (CC&Rs) Review Larry Larson Larry referenced a section of the CC&Rs and said the language is written in legal-eze and can be hard to read. Currently there are 185 references to Declarant and there is no longer a Declarant. He said there is a possibility of having a better document moving forward. It was mentioned that if there are any lawyers in the community that would be willing to review the CC&Rs and assist the board, it would be helpful and appreciated! 3/28/2014 2
3 3. Architectural Standards Committee (ASC) Liaison Bryan Johnson ASC Meeting Minutes The March 13, 2014 draft minutes were noted. Bryan said that Michael Jones, Blaine Community Development Director and Councilman Paul Greenough attended the March 13, 2014 ASC meeting and provided an update to the ASC members, similar to what was presented to the board in January. Mr. Greenough encourages the SRA membership to attend Planning Commission (PC) and City Council meetings. As an example, if there is a topic under discussion with the PC, and SRA members have questions or concerns, they can make a request to the PC to keep the issue or record open for two weeks. 4. Maintenance Committee Paul Atchison and Kurt Haggman Maintenance Staff Report Justin Cleere, pro tem supervisor provided a written summary for the period of February 1 to February 28, Noted highlights included: Lots of gate work (due to the weather). Completed the final cleaning of Lincoln Road lease area. Cargo unit moved to the new Shintaffer Road maintenance facility. Took the sander and plow off to go get the recall inspection done for the Dodge (and then put the sander and plow back on). Started on the repairs of the split rail fencing along Boundary Ridge. Finishing off the cleaning of circles in the cul-de-sacs. Completed OSHA compliance seminar. Snow / removal of said snow. Removal of the fallen tree in Drayton Cove greenbelt. Working on the Drayton Cove pump. Drayton Hillside Gate 1 improvements of planting area and performed much needed tree pruning and debris removal along with a freshly rebuilt sign. Started a thorough Syre Park overhaul similar to the Drayton Hillside Gate 1 revamping. Debbie was asked to address the broken section of tree near Drayton Hillside Gate 3 and agreed to do so. 5. Community Courier Newsletter / SRA Web Site Paul Atchison Paul reported that the new web site is now operational and can be found at Further improvements such as graphics will be added. Paul was thanked for his time and his CMIT assistant s time on development of the new site. 6. Whatcom County and Parks & Recreation Liaison Larry Larson Whatcom County Key topics include: Whatcom County (WC) is seeking public input on Urban Growth Areas (UGA), which will lead to an Environmental Impact Statement (EIS). 3/28/2014 3
4 Whatcom County is #12 of 15 counties dealing with fecal bacterial in water (livestock makes a difference for WC). Drayton Harbor has improved, thus there will be more time to harvest oysters (open November through January). Help is needed on the Technical Advisory Committee. A long-term planner was hired by WC. Parks & Recreations The new name is Blaine-Birch Bay Park and Recreation District (an article was in March 20, 2014 edition of The Northern Light). The restrooms at Semiahmoo Park are scheduled for renovation. Concessions will also be added at the park. Waterfront restrooms are being added at Birch Bay. Park impact fees will be implemented county wide. 7. Resort Semiahmoo / Semiahmoo Golf & Country Club (SG&CC) Liaison Bryan Johnson Bryan said that he has contacted Brett Eaton and David Sullivan requesting that an informational bulletin board prepared by the city of Blaine be placed in the country club lobby that would provide the current status on undeveloped projects in the Semiahmoo area; and is awaiting a reply. 8. Evaluation of changes in Resort Semiahmoo Master Plan (RSMP) Katie Boczek Referenced under Ad Hoc Blaine Public Works Paul Atchison Ravyn Whitewolf provided the board with an update on projects in the Semiahmoo area. New directional signs have been installed at the intersection of Drayton Harbor Road and Semiahmoo Parkway. There are also several new signs throughout Blaine, including a new sign at the border crossing, directing traffic to Semiahmoo. She is planning to trim the trees on the east side of the parkway and along Drayton Harbor Road as soon as the limited crew can be scheduled. She also has scheduled to clean off the pathways. Muirfield Plat the sewer connection on Goldeneye Lane in the Turnberry Wood neighborhood will take place by boring under the trail and SPW. Pre and post inspections will take place to insure that the SRA greenbelt will be restored as best as possible. The LED street light change-over will begin at Semiahmoo and assessment of the condition of the light poles will also take place during the change-over. 3/28/2014 4
5 NEW BUSINESS: a) 2013 Draft Financial Review Carlye Gillespie, CPA, Archer Halliday PS joined the meeting via teleconference and presented the draft 2013 financial review report. She read the following Independent Accountant s Review Report: Based on our review, we are not aware of any material modifications that should be made to the accompanying 2013 financial statements in order for them to be in conformity with accounting principles generally accepted in the United States of America. After completing the review, Carlye was thanked for her time and the conference call was disconnected. A motion was made and seconded to accept the 2013 Financial Review Report. Motion carried. A motion was then made and seconded to accept the December 2013 financial statements, and the January and February 2014 financial statements. Motion carried. b) Drayton Hillside II Bioswale Ravyn Whitewolf, City of Blaine Public Works Director reviewed the landslide that recently occurred below the bioswale on Drayton Hillside II, lot 1. It is unclear if the tree clearing that took place in 2012 was possibly a contributing factor. Ravyn provided the board with copies of the as builts for the bioswale that were on file with the City, but had not previously been provided to the SRA by Trillium Corporation. Ravyn said she can t determine a single cause for the erosion, although it appears that there is evidence in the slough that prior repair (unknown when) was done due to rocks at the base of the slide that are normally used for road repair. She said that the bioswale was reconstructed in 2008 and the plans were certified by an engineer, Mr. Garth Cray; and suggested that SRA contact Mr. Cray and have him review the bioswale to ensure that it is functioning properly. Ravyn said that the city s role will be support and over site. Michael thanked Ravyn for her input on this matter. At 3:00 pm, Conrad Koning, owner of Drayton Hillside II, lot 1 joined the meeting. Mr. Koning provided a very comprehensive analysis of his interpretation of the events relating to the land slide on his property and thoughts on the bioswale. He also provided comments he received from an engineer that visited the site on March 21, He told the board that in his estimation, the cost to repair the slide area is approximately $11K. Mr. Koning also offered suggestions on repairs to the bioswale and is willing to work through the process with the SRA. Mr. Koning was thanked for his time and presentation and he departed the meeting at approximately 3:43 pm. EXECUTIVE SESSION A motion was made and seconded to convene into Executive Session at 3:44 p.m. Motion carried. A motion was made and seconded at 4:10 p.m. to reconvene the open meeting. 6 Semiahmoo Standards Future Presentation to the Blaine Planning Commission It was determined that Larry Larson will attend the March 27, 2014 ASC meeting to review the draft documents with the ASC member co-authors. Once a consensus is reached with the ASC, the authors and Debbie will meet with Michael Jones, Blaine Community Development Director to review the document. It will then be determined who will present the document to the Blaine Planning Commission in April. The board supports this plan of action. Drayton Hillside II Bioswale As a result on the meeting with Mr. Koning, a message will be sent to Ravyn Whitewolf notifying her that the valve on the bioswale has been turned off (by Mr. Koning) to avoid further erosion. SRA will immediately contact the engineer who certified the as builts and schedule a review of the operation of the bioswale (and obtain continuing education tools on maintenance since this was not provided by Trillium Corporation). In regard to the recent landslide on Drayton Hillside II, lot 1, SRA staff will be directed to ribbon-off the area below the stairway from the public access area (within the Drayton Hillside II neighborhood leading to the pathway, which was closed by the SRA last October). ADJOURN: The meeting adjourned at 4:15 p.m. The next meeting will be held on Friday, April 18, 2014 at 1:30 p.m. in the Fire Station/SRA Conference Room located at 9001 Semiahmoo Parkway.
