1 A Community in Action April 2014 Issue A community newsletter produced by the Holme Parish Council Heritage Project Information Board to be sited on the Village Green This project has been going ahead for some time and a team of people, including the History Society and led by Gordon Hawcroft, have been gathering information, checking facts, obtaining photographs, etc. to produce a History Time Line of Holme on Spalding Moor and a beautiful Trails Leaflet. The newly commissioned Heritage Map shows the parish and its works, which relate to the many wonderful heritage sites we are blessed with. The map is now complete and the official unveiling will take place on: The Village Green 1.00pm Saturday 19 April 2014 Many dignitaries have been invited, but the most important people are the residents of Holme on Spalding Moor who, it is hoped, will come down to see the map and discuss what future projects they might like to see. Leaflets will be available which will allow you to take the map around the walks to learn more of our heritage. Tea and biscuits will be available in the old School after the unveiling. The new Village Green tree, a Hornbeam, planted to replace the dangerous old willow, will also be unveiled on the day. Please come down and enjoy the day. Parish Council Vacancies There are two vacancies on the Parish Council and new Parish Councillors will be elected to serve until the next full elections in May 2015 when all Parish Councillors will stand down and seek re-election. See page 24 for details. 2 BUSY, BUSY END OF JUNE, get it in the calendar! On Thursday 26 June between 4pm and 7pm the Parish Council is repeating the Community Support Day at the Village Hall that was so successful last year Chief organiser Bethany Jenkins and East Riding Council's Theresa Gale are inviting masses of groups and organisations from the East Riding Council, power companies, 999 agencies and statutory bodies who can have a big impact on our lives hopefully in saving money, improving the quality of our lives and making our lives more enjoyable. All voluntary groups in the village will be invited to have a stand to show what they do and encourage you to join in so come down to find out information, enjoy and probably pick up a few freebies!! There will hopefully be a skate park and climbing wall on the Blacksmiths car park for the kids and people will be on hand to ensure they cross the road safely. Full details will be available in the June edition of Grapevine. This busy event will be followed by Holme Grown Weekend (Saturday 28 and Sunday 29 June) and again Louise and her merry band have loads of things going on, full details in Grapevine June edition but there will be Design a scarecrow ( with over a 100 entries last year) Open gardens Tea dance ( this year with a "vintage theme") Holme grown weekend bake off Holme grown weekend sewing bee Classic cars on display Army cadets climbing wall Stalls and afternoon teas Plus other events TBC Posters and further information will be appearing around the village in the next few weeks... If, like us, you re sat around your YouView box waiting to watch the next big match and 5 minutes before kick-off you find out the super fast broadband connection BT Infinity hasn t been installed in the village, what do you do? Gather around your computer screen and watch it on a small screen, not able to pick out the action? No! We need to come together as a community and express our interest! This may sound a bit too technical to bother with, anything that involves hyperlinks, websites and internet connections usually send me running for miles in the opposite direction. Actually this could be simpler than 1,2,3 or A,B,C!! We recently had a BT engineer call out and he explained to us that BT are installing Infinity on a level of interest scale, therefore the more households that request information or the service within a specific area, this will enhance the speed of the connection. 5 VIXEN 101 WANTS STORIES! Holme on Spalding Moor s local radio station will be marking Easter with a special programme of short stories and creative writing. Hosted by East Yorkshire-based writer, Julie Barker, Easter Tales is a sequel to a special show at Christmas. The show, on Easter Saturday at 4pm, could become a regular fixture each month on Vixen 101 if there is a good response from Grapevine listeners. Catch it on 101.8FM, online at vixen101.co.uk or via the Tunein app on mobile phones. It will also be available to download from the website. Meanwhile, Vixen 101 reporters will again be planning to spend the Spring and Summer out and about in the community with live radio. We did it last year with Holme Grown Weekend and the Heritage event at the village hall. Where should we go to on Saturdays in 2014? Take a listen on 101.8FM or online as we come down your way. We would also welcome new members as Vixen 101 embarks on a new, five-year broadcasting licence. You need to be 18 or over. We are the only media based in the heart of the community. The Skills4Holme New Beginnings, which incidentally is funded by the East Riding Adult Education department, are holding an open day to celebrate the overall success of the initiative that now has over 60 students. There will be a chance to see what the New Beginnings groups do, and a chance to meet some of the tutors. The music group will be on hand to entertain and there will be refreshments too. If you ve ever fancied taking up a new interest this is a great chance to come and see what courses we can offer - from music to pottery, from Creative Writing to French, from Woodworking to Computer familiarisation. - Saturday 26 th April to In the Scout Hall All are welcome! A HOSM Fairy Tale Once upon a time I met a man who said he lived in Holme on Spalding Moor. I was interested, curious even: as I loved moors and was living in Kirkby-Moorside: having arrived there via London, Norfolk and Cumbria. One day I was invited to visit this man and I set off in anticipation, passing from the North Yorkshire Moors, through the Wolds into the flat lands reminiscent of Lincolnshire and Norfolk. But where was this Moor upon which Holme rested? I found a village which had once been a hive of activity and a centre of a busy farming community; a beautiful church on a hill pre dating Norman times, a train station pre dating Mr Beeching and sadly no more. Did this help take the heart out of this village leaving only Station Lane? There had been a bustling community of nuns in the old hall, sadly the community had moved on leaving their dead buried in the grounds of what was now the Sue Ryder Home. This had brought some new life to a sleepy old village and over the fifteen years I have known the place it has changed into a vibrant community. There has been a village hall since 1957 built with volunteer labour and still thriving with a social club attached. New houses built with young people willing to be part of village life with all the varied activities that have developed. Open gardens in the summer bring in visitors and help boost the village shops. There is a nursery selling reasonably priced plants and a busy Equestrian Centre. A small industrial estate provides jobs and because there has been little in the way of progress as regards public transport this is much needed. There are a number of cottage industries such as dog breeding and kennels, and even a mobile public library, but sadly no bank. A couple of take-a-ways makes the village seem part of the modern world, yet a flourishing local history society and a Bowls Club remind me of the old world. The village courtyard is the latest addition and villagers need to use it or lose it! Our village is evolving as all good villages must if they are to survive, yet still keeping their identity. Much progress has been made since I attended my first HOSM event the Millennium celebrations on the playing field. Nevertheless I m still with my village lad and whilst I m not as attached to the place as much as he is that may be because I m a Londoner I still think fairy tales do come true! By Janet Douglas (A member of the New Beginnings Creative Writing Group) As part of the Skills4Holme initiative, the New Beginnings Creative Writing Group meet every 2 nd Wednesday of the month in the Coffee Shop at 2.00pm to 3.30pm with the initiative being funded by The East Riding Adult Education department. The volunteer tutor is local writer Karl Sheridan, and if you feel interested in taking up creative writing you can come and register either on the day, or apply for details at the Coffee Shop:

6 Holme on Spalding Moor Parish Council A Quality Council Parish Council Meetings Residents are able to see the Parish Council (PC) in action at monthly meetings that are usually held at the Methodist Church Hall on Selby Road every third Wednesday at 7:30pm, the next meetings are on Wednesday 16 April, 21 May and 18 June. Everyone is welcome and there is a public session at the start of every meeting, if you wish to speak in the public session, please contact Steve Young, Clerk to the PC, five days before the meeting to get booked in. In addition to the meetings, the PC holds Surgeries on the Saturday before a meeting, to allow anyone to have access to Parish Councillors (PCllrs), who are in evidence to listen to residents concerns and views. Planning applications and decisions are available to view. Our Ward Cllr Victoria Aitken will also be available. If any person has any concerns re: anti-social behaviour in Holme on Spalding Moor or any other issues they feel the Police need to know about, one of our Police Community Support Officers (PCSOs) Bill Mell or Simon Smith will be available to discuss them, subject to work commitments. The next surgeries are on Saturday 17 May, 14 June, all between 10am and 12 noon in The Coffee Shop, in The Courtyard opposite the Blacksmiths Arms. So if you have concerns or questions then please come down to the Coffee Shop Surgery. Anyone wishing to: receive notice of meetings and/or a copy of the agenda by ; give notice to speak at a meeting; wishes to view current planning applications or any PC document they can contact Steve, Clerk to the PC. The PC minutes are printed in the HOSM Grapevine newsletter and are also placed on the 3 village notice boards. The newsletter is distributed to some 1200 homes in the village, the Clerk will this to you, on request, if you him at annensteveyoung@tiscali.co.uk. Other important local information is also put into the newsletter. Parish Council minutes and agenda's will be available on the following web-site, along with diary dates, village news and announcements: Environment Agency Contact Telephone Numbers Environment Agency telephone numbers to report environmental problems, if you notice unpleasant smells in the village, please telephone to log the incident. Free mobile number , Landline number Emergency Planning The basic emergency plan has been prepared and lodged with ERYC, in case of an emergency affecting the whole community then the information will be used by the emergency services. Emergencies could take many forms, the obvious flood problems should not be a problem but we may have an airline crash, out of control fire, contamination from a tanker spillage, a major road accident etc, it is very difficult to make plans for all of the things that may affect the whole community and the main function of our emergency plan is to ensure that the 999 services have information on where they can set up an incident room, where they can store equipment and what support is available in the village. The plan has information on shelters, useful places and buildings and people with skills. The obvious information has been listed i.e. Village Hall, Churches, School. If anyone would like to put forward sites to store equipment and vehicles that would be useful to add to the plan. Specialist skills or equipment are asked for and the food outlets have been listed, again if anyone would like to forward specialist people skills or equipment e.g. tractors or heavy machinery then this can be added and if there is anything else that you may consider useful please get in touch with the Parish Clerk Steve. Street-light and Pot-hole Problems If you notice a street-light not working please either phone the number on the lamp-post, report it via the East Riding of Yorkshire Council website or Steve the Clerk with the name of the road, the location and the number on the lamp-post. The East Riding of Yorkshire Council is responsible for our street-lights and will rectify problems. Pot-holes are the bane of our lives and the East Riding of Yorkshire Council is again responsible for repairing them, it appears that in cold weather they only make a temporary repair which is then done properly once the road surface is warmer. To report problems ring and ask for Highways, report via the East Riding of Yorkshire Council website with exact location and if possible a picture, the picture seems to help get the repair done more quickly!! Environment Project The Parish Council project headed up by Helen Williamson has gained permission form ERYC Highways to make improvements to the pond by diverting road run off pollutants and this will be done when the land dries out a bit more. The pond has lost wildlife species and the PC is planning to improve the environment to encourage these species to return. In Bloom Entry Our new Chairman, Peter Hastings, ably supported by Joe Murray are heading up this project and you will see the wonderful displays in flower beds, planters on lamp-posts and our fantastic display of daffodils, Peter & Joe recently attended a conference about the In Bloom competition and are laying plans to enter perhaps next year. Neighbourhood Watch The Parish Council has received concerns at the number of burglaries in the village recently, our local Community Support Police Officer, Bill Mell, is aware of these concerns and has said that he will spend as much time in the village as he is able. 6

7 Bill is one of the group of CSPOs and they cover a large area so he cannot guarantee being in the village as often as he might like. We all need to remain vigilant and report suspicious incidents and vehicles on the non-emergency number 101, the Police keep a log of such reports and they can build into a picture that helps them when making an arrest. Should anyone wish to get involved in setting up a Neighbourhood Watch Group then the Police will support the group to become operational, contact the Clerk Steve for more information. Doggie Bag Dispensers As reported in the last Grapevine, six of these dispensers have been put in place where people walk dogs, this will leave no excuse for not picking up the dog mess! Dispensers are located at Back Lane, Howden Road, High Street, Selby Road, Old Road and Sands Lane. Please keep an eye on the dispensers to ensure that no-one abuses them or wastes the bags as the Parish Council has to pay for more supplies. It is hoped that this helps the village in the campaign to make sure that all dog owners pick up their pets mess. Two further litter bins are to be sited shortly in the village and doggie bags and contents can be put into any litter bin. Citizen Link building at the top of Meadowfields This appears not be used very much and the East Riding Council who own it are considering other ways of how it may be used, suggestions to Steve the Clerk please. No Cold Calling Zone Please remember that the whole village is a NCCZ and tell anyone appearing at your door that this is the case and please go away, we have recent reports of Safestyle pestering residents and these people appear to be the biggest problem we have, trading standards at Beverley are having problems stopping their activities, if we all send them away they will stop coming. The Police tell us that there is an anecdotal link between Cold Callers and Doorstep burglaries. Oil For those people who have oil for their heating needs, an oil buying co-operative has been set up in the East Riding and Peter from the Humber & Wolds Rural Community Council reports that the bulk oil order in March was for a total of 16,300 litres. Various oil companies are phoned with this quantity and the best price obtained, a saving of 7.1p per litre was saved against the highest price quoted. The cost to join is still FREE so you are losing nothing by joining and the more members and quantity of oil ordered then the better for all of us particularly if the total delivery is to one small area. The minimum order is 500 litres so you do not need to wait until the tank is empty and can spread the cost more easily by ordering more regularly, the price is the same if you order 500 or 1000 litres. Yorkshire Water The PC was asked about the number of tankers being used by YW at the pumping station at Sands Lane/Hawthorne Drive, they say that they had a problem with the pumps that has now been rectified so normal operations have resumed. Spen Lane The Parish Council has been informed that Spen Lane will be closed to through traffic between Spen House and Spen Farm on 15 April for work on electricity poles and cables, access to properties and pedestrian access will be maintained at all times. Community Elsewhere in this Grapevine are pictures of our wonderful display of daffodils plus our new flower beds. If you would like to get involved in your community there are numerous voluntary groups plus the Parish Council is leading or supporting projects on Heritage, Environment, Village in Bloom and World War 1 research to prepare for memorials, please contact the Clerk Steve for further information and contact details. Holme on Spalding Moor is a very busy village and there is something for everyone!! Doreen Engall has retired as a Parish Councillor and a small presentation was made at the March Parish Council to record the 30+ years she has served on the Parish Council. Precept for financial year 2014/15 This is the money the Parish Council needs to carry out its function over the year, it is collected with the Council Tax by the East Riding of Yorkshire Council and paid to the Parish Council. Discussions took place at the December Parish Council meeting as follows: 1. It was noted that in financial year 2013/14 the PC received a tax base grant of 2, with the precept and this is not being repeated for 2014/15 hence the money available to the Parish Council for 2014/15 will be reduced by this Parish Councillors agreed that the Parish Council reserves are at a necessary level to be able to react to unexpected expenditure and therefore they should not be reduced. 3. The draft budget for 2014/15 shows an excess of expenditure over income of 3,000 due to increased expenditure on preparations for HOSM in Bloom, Christmas 2014, extra work needed to be done by our village handyman plus in 2014/15 the Parish Council will be maintaining the Church Graveyard for the first time. 4. The increased expenditure was seen as necessary to keep up standards in the village and the extra work was being well received by residents. 5. A bye-election was held in 2013 which cost the parish 1,300 (another one will take place in 2014 costing another 1,300) 6. The precept has not been increased for 3 years and it was considered that an increase of 2,000 was not excessive, the effect on a Band D council tax payer will be an increase of 1.92 per year per dwelling less that 4 pence per week. 7

10 Dear Residents, Isn t it great to see the wonderful display of spring flowers around the village, WELL DONE to all who are taking the time and care to make every where look so picturesque. I am also looking forward to the Easter weekend when I will be joining you at the unveiling of the new display board in the village centre. I am sure I will learn more about the history and activities of the village. David Davis MP and I are still working closely on issues around Flooding in Howdenshire which I am sure will be an ongoing issue and one which is very important to us all. The Environment Agency asked for anecdotal evidence from residents affected by the Dec Tidal Surge and we have also included some from earlier flooding. If any one has anything they would like the EA to consider please it to me and I will pass it on. The Gilberdyke landfill site is also taking up a lot of my time and has now incorporated ongoing work around the composting site in HOSM. There is a possibility that compost piles around the area will be used as restoration material at the landfill site because the Environment Agency has not passed it fit for spreading on farm land. There are still a number of things to be agreed before this can be completed. I have received complaints about unpleasant smells coming from very large compost heaps; the one which runs alongside the rail trail between HOSM and Foggathorpe is just one example. I have asked for regular updates from both the ERYC and the Environment Agency to ensure that the best possible outcome can be achieved for all concerned. The Bus Service between Holme on Spalding Moor and York via Bubwith is under threat and is, understandably, causing a lot of worry to residents who use the service to travel to work and get into and out of York. I have, along with HOSM and Bubwith Parish Councils, called for a public meeting to give residents the opportunity to state their case and to hear what ERYC and the Bus companies can do to maintain the services. Hopefully this will happen very soon and if possible be advertised in this edition of the Grapevine. Pot holes are an ongoing issue across the whole of the East Riding and HOSM parish is no different. Myself and your Parish Council are constantly asking for repair work and we have achieved a little success but there is still a lot to be achieved. I am conscious the East Riding is a very large rural Authority area and therefore has a lot of roads to maintain but we will continue to beat the drum and hopefully there will be a lot of work done on our road surfaces this summer when the laying of tarmac is most successful. Nasty, dirty, lazy, inconsiderate dog owners use this word all the time...only they don't know it. Ever stood in a pile of dog poo? Bet most of us have a child that has. Ever pushed your pram/push chair into the house only to find you wheeled in dog poo? Bet most of us have sniffed it in our car, home, office or even at school. TOXOCARA CANIS is the parasite that lives in dog s bodies, it s round and white and looks like a worm. It infects pregnant, nursing bitches and young puppies. Infection can be passed via mum s milk and dog s droppings or poo! Toxocara eggs hatch in the pups; some go to the lungs and cause respiratory problems, some to the liver and gut and some get coughed up. Those that stay, mature into adult worms in the digestive system. These lay thousands of eggs which are passed out with POO, to lay on the grass, plants, and soil, sometimes for many months until ingested by another dog and the whole cycle starts again. Not picking up poo allows the eggs to mature and lay in wait on the ground... In wait for you?? Humans ARE at risk (children are more at risk through sports and playing fields when rolling on the ground). Each year 50 cases involving eye damage are recorded as a result of Toxocara. Wash your hands after you have played any sports or used any parks which may be used by dogs. REGULARLY WORM your dog. PICK UP POO. NAME and SHAME anyone you see leaving dog poo on the ground. 12 Karl s Corner Writing up Karl s Corner is quite hard sometimes and I have to guard against it being overtly political, which is quite hard for me because I have strong viewpoints on politics and politicians. Admittedly I used to be a firm Socialist - my father being a ward councillor for the Labour Party when I was young, and my grandfather having been a staunch union man in the aero industry in the early 1930 s, having fought tooth and nail to get a Union recognised. Sadly, like so many of us, I find it very difficult to tell the difference between any of the main parties these days, although I do recognise that many ward councillors and Members of Parliament do sterling work, regardless of which flag they fly under its just a pity we can t keep the best of the best and ditch the rest, but then democracy doesn t work that way, especially in the wonderful world of Westminster. Anyroad, the Juries out on who to support just at the moment... The reason I mention politics is because an old adage advises that, when having a discussion with others, it s always fortuitous to avoid hitting on either politics or religion - yet being a volunteer in the coffee shop sometimes both politics and/or religion inevitably crop up in general conversation. The other day I was asked by a customer what benefits, if any, I had gained from becoming a Christian. Tricky question I thought... then tried to give a candid answer. Tricky because my personal belief doesn t always follow the required norm I tend to query things as well as think outside the box - after all, we do live in a modern scientific world and even the prophet Thomas questioned things! Nevertheless everyone s personal interpretation of faith - if they have one, that is - is different, but no matter where I am or what happens, I never feel alone. The fruit of the spirit is love, joy, peace, patience, kindness, goodness, faithfulness, gentleness and self control. (Galatians 5: 22) The fact of forgiving an injustice also gives one a great sense of peace that s not to say you ever forget it, but holding on to grudges merely erodes one from the inside out. There is also the moral aspect of it too: Do unto others as you would have them do unto you... I have to say that I ve been a lot happier since, but, of course, there are many who do not have faith but nevertheless do the best they can for others, and to my mind these people are equally as blessed as if they were Christians. Okay: it all sounds twee, but just think for a moment if everyone really did follow the Ten Commandments and followed the word of Jesus gosh, wouldn t life be so much better for all of us worldwide? Okay, having broken the rules on discussion what else is going on? Well, the New Beginnings initiative is highly successful, especially with candidates doing either the computer course, or music and or creative writing. The workshops also are busy with students too everyone should have a shed, even just to sit in and escape! (Ladies have greenhouses, don t they?) I ve lost count of how many times I ve heard the comment that I wish I could sing/play music/write stories/throw pots/paint etc but I never had the chance when I was younger. Well, now you do have the chance, and it s not just about learning something new or finding a hobby: it s the social side too. I m tutoring Creative Writing, but its not all slogging through punctuation, grammar and composition we all have a chat and discuss our work over a cuppa, and it really is enjoyable you can join anytime: we don t bite!! Finally, the Holme Gala June 29 th. We are looking for a few Classic Cars to have on display and I know there are several lurking in the village somewhere, so if you have one and would like to share it and support the village, please get in touch with me. It would be great to promote the classic car movement and to be on hand to explain the benefits and fun we get from owning a classic car like being able to mend it, for a start! Plus it s always great to be able to talk about your car to others. 14 Just a Thought I grew up in the 1940s and 50s, a time when money was tight for everyone and luxuries were few and far between. Our main source of entertainment was listening to the radio or reading a book. As with most of our family and our friends, we had no television set. Buying one cost a lot of money and the programmes were few and of poor quality compared to now. If we wanted a real treat and could afford it, we would go to the cinema. This was the most popular form of entertainment and our two local flea pits were always jam packed, especially on a Saturday night. In 1951, a brand new feature length Disney film came out and we all went to see it. Alice in Wonderland held us enthralled. Many of us had read the book but to see the characters come to life on the screen was enchanting. It is one of the few films that I can recall vividly and am happy to still watch over fifty years later! In the story, Alice is sitting on a riverbank with her older sister who is reading a very dull book to her. Alice becomes very bored until she sees a white rabbit, dressed in a jacket and waistcoat, running past her. The rabbit is very distracted and keeps taking a large watch out of its pocket. She could hear it saying to itself: I m late! I m late! For a very important date! No time to say hello, goodbye! I m late! I m late! I m late! Alice is so intrigued that she runs after the rabbit, falls into a rabbit hole and so the story begins. She encounters the rabbit several times during the course of the story and it always seems distracted and pressed for time. I like people watching especially at busy stations, shops or airports. It seems to me, from my observations, that many of them are much like the white rabbit. They are always on the move, distractedly looking at their watches or the station clock. There is little time for other people or to pass the time of day with anyone. Time is of the essence for them and nothing and no one must get in their way. There are, of course, times when an urgent matter crops up and we have to give it a priority no matter what. It could be dealing with a sick relative, going for a job interview, visiting the doctor or going on a date. It is understandable that we must then keep to time and even hurry if we are running a little late. However, some people seem to spend all their waking hours rushing from one thing to another. Being in a permanent hurry can become a lifestyle for them and they can so easily miss some of the most important moments in life, such as spending time with a friend, helping a grandchild make a model out of a cornflakes packet, listening to a skylark or, literally, smelling the roses. It is important for us to do things but it is equally essential that we take time off to enjoy life. What a terrible pity if we come to the end of our life and could not say that we enjoyed any of it! The Bible tells us that God richly provides us with everything for our enjoyment. So, let us try every day to stop what we are doing and take a few moments to enjoy life. Sandra 14

It was agreed that the ideal date should be Thursday 26 June as this would then be followed by the Holme Grown Weekend, Clerk to confirm this with Theresa Gale from the Community Partnership Team at East Riding of Yorkshire Council. Bethany will compile a list of voluntary groups and contacts so that easy communication can be arranged, Chairman hoped that the 2014 event would be as successful as the 2013 event, it was agreed to aim for later in the day so that people at work could attend more easily. 01/14 Minutes of meeting dated 18 December 2013, these were approved and signed by the Chairman subject to adding the following at the end of the last paragraph in 139/13 i.e. "emphasising that small grants will be considered on their merits". Chairman reported that the Blacksmiths Pub was still waiting for contact re Pub in a Hub, Clerk to follow up School clock waiting for response to grant application. Waiting for information on adoption of Moor End access roads plus Snowdrop Garth. Waiting for online mapping training Cemetery report, the kerbing of burial areas and movement of Memorial to Tom Cooper ongoing. As the first row of graves in the Cemetery was now full it was decided to hold a site visit of the Burial Committee, meeting at the end of February, to look at progress on kerbing and land usage New trailer is being looked at for purchase and use by Peter2 Wiles. Chairman reported on consideration of using Community Payback Team member every week working for our handyman, risk assessments plus health & safety policy would need to be checked with CPBT and it will take time to set up Grapevine, Clerk to arrange a meeting with Holme News to discuss potential amalgamation. The February edition of Grapevine will be prepared after meeting with Emily Hobson and be timed to include a review of the Village Panto Christmas 2013 event, the event was seen as a big success and plans will be discussed later in the year for Christmas 2014 The local grant fund application for 2 litter bins and 6 doggie bag dispensers has been approved, this being a grant of Louise Ratcliffe and Ian Baxter will investigate potential sites for the dispensers. A grant application for replacement chairs for the Village Hall has been submitted and will be considered late January. The Health & Safety Policy was adopted by the Parish Council. The Severe Weather Plan has been sent to Parish Councillors and except for one address error was confirmed. The Emergency Plan is being put together by the East Riding of Yorkshire Council and will be copied to Parish Councillors for checking. Clerk has now received Emergency Plan copies from the School and Sue Ryder and will discuss Emergency Plan with the Dairy Public Rights of Way, responsibility for cutting of grass could be transferred to the Parish Council to allow control of these walks to pass to the Parish Council. This was seen as a good idea by Parish Councillors and an audit of paths will be carried out, a map plus list of paths and an audit form to be put together by the Clerk Wall along A614, concerns have been expressed to the Parish Council that the wall looks in a dangerous state, it was considered that support should be given to the owner to try and find finance to have the wall made good. Questions were asked about planning issues where enforcement action is needed and it was resolved to ask for an update from East Riding Council Village Green, an informal meeting of available parish councillors was held at the 'Surgery' on 11/1/2014. The recommendations made by this meeting were accepted by the Parish Council for action as soon as possible. These were (1) to replace the existing telephone box with a heritage red one (2) permission has been obtained to remove the cycle racks and re-site them elsewhere in the parish (3) the new interpretation board to be sited in place of the cycle racks (4) the existing seat to be re-sited (5) the replacement tree to be sited nearer to the bus stop 16

17 Clerk read out an from the East Riding Council engineer saying that a pedestrian crossing in the centre of the village had been accepted subject to finance being available and that it will be considered in 2014/15 with other schemes in the East Riding area Clerk reported that he is attending a funding fair on 30 January and will take with him financial needs from village voluntary groups also that he is attending a fair in February giving advice for arranging events such as the Christmas event in the village Information received about the Citizen Link was seen as incorrect and this will be followed up Community Partnership, the annual election for Chairman is due to be held on 22 January and Parish Councillors voted by 10 votes to nil with 1 abstention to support the incumbent Mick Bower Concern was expressed that the new interpretation board on the Village Green was not protected by a CCTV camera, Chairman to obtain a price for a camera to be added to the Village Hall system 03/14 Planning application 13/04039/VAR Variation of condition 7 (approved plans) of planning application 13/02166/PLF at Land South East of Throlam Farm, Drain Lane for JP & OJ Thompson, supported 13/04092/PLF Erection of dwelling at Land North of 12 Runner End for Mr & Mrs J Golton, Parish Councillors voted by 10 votes to nil with 1 abstention to object to this application. This was proposed by Alec Wild and seconded by the Chairman. Parish Councillors saw the application as not in keeping with the surrounding area, tandem development with the building line out of line with adjacent properties, it was seen as too close to adjacent properties and the sewerage and drainage in this area are major problems as identified by the applicant in the planning application 04/14 Planning decisions as advised by East Riding of Yorkshire Council, nil 05/14 Accounts, balances of current account, saver account It was noted that donations of 70 from Tim Laverack and 20 from Margaret Hobson had been received as contributions to Christmas Trees, these had been acknowledged by the Clerk Cheques approved: Peter2 Wiles handyman, Steve Deere litter picker, Clerks salary for January, HM R&C tax and national insurance Oct/Nov/Dec, Clerks expenses Oct/Nov/Dec, Woodland Nurseries for Christmas trees, Konica Minolta copier copy costs plus Lawnmower owned by Peter2 Wiles has been purchased by the Parish Council at a cost of 50 Madge Johnson reported that further donations had been received for Christmas Trees being 100 from the Coffee Shop on the Green, 20 from the Chinese Takeaway and 5 from the Social Club Newsletter/copier to date Income Expenditure ( ex VAT) 06/14 Holme Heritage Project update Gordon Hawcroft reported that the heritage board would be ready by the end of January and all grants claimed, this would leave a residue of grant for leaflets, the 500 grant from VHEY is ready to be claimed A future project has been suggested to provide a panoramic viewing board at the Church on the hill in the Parish Council Cemetery 07/14 Conservation Issues, Weirs Pond plus Community planting of woods and orchards. A grant application has been submitted for 1200 for native wild flowers and trees to be planted at Sandholes. A meeting will be held with the East Riding Council at the pond on Wednesday 22 January at 3pm to discuss drainage. The recent from The Conservation Volunteers was discussed, an offer of 170 trees for a cost of 50 was considered very generous and ideas were put forward to take advantage of the offer, these being the Rail Trail and the verges at the entrances to the village on the A614 08/14 World War 1 memorial events, the Heritage Group working on WW1 had identified information about all fallen soldiers except one person, this information will be put into a book. Other ideas suggested were to support the British Legion Poppy Picnic perhaps at the end of June to coincide with the Holme Grown weekend plus exhibitions and fireworks to celebrate the end of the war 09/14 Village in Bloom, Clerk reported that a meeting to discuss in Bloom was being held in Immingham on 20 February and it was agreed to purchase 4 places at 6 each for Peter Hastings, Joe Murray, Chris Worrall and Peter Wiles with the reserve being Helen Williamson 10/14 Reports Helen Williamson reported the pot hole had reappeared on Drain Lane and also at Bursea Chapel Gordon Hawcroft reported the problem on the Rail Trail where land had been taken and fenced off, he had contacted Ward Councillor Nick Evans to ask him to intercede with no result. Gordon expressed dismay that only 1 Ward Councillor out of 3 was doing work on this issue. The encroachment was still there and he had contacted the Property and Asset Strategy Department at the East Riding Council and was told that they were 17

18 considering selling the land to the person who had encroached. He asked the Parish Council to get involved to make sure that this does not happen and that the land is returned to the Rail Trail. Alec Wild commented that the electricity poles are now inside the land fenced off and said that the Parish Council should be seen to be reacting to this land grab. Ian Baxter suggested that both issues ie the inaction of Ward Councillor and the encroachment be put on the next agenda. Ward Councillor Victoria Aitken commented that the issue had to be taken forward by a Ward Councillor and a meeting is to be held with East Riding Council Officers to take the matter forward. Clerk was asked to research the issue with the East Riding Council before the next meeting Ernest Smith reported that the problem road surface on Baileywood Lane had been resolved satisfactorily plus that he had been asked about shelter for children waiting for the School bus but that as children are picked up at multiple places this would be impractical Ian Baxter reported major problems with parking at the Church for the recent funerals, Chairman commented that the car park area is in private ownership. This will appear on the agenda of the next Parish Council meeting Madge Johnson reported that Back Lane was very slippery in recent icy weather Doreen Engall reported that she is taking her MBE to the School to show the children Chairman reported that the benches in the Church Graveyard are damaged plus that the Community Pay Back Team have done a lot of good work in the village 11/14 Correspondence Clerk reported on correspondence from the Land Registry advising of an application to register land based on adverse possession, the land is adjacent to 16 Moor End and has been walled off for 25 years. To record any declarations of pecuniary and non-pecuniary interest by any Member in respect of items on this agenda, nil 23/14 East Riding of Yorkshire Council Local Plan Final Submission Previous comments from Holme on Spalding Moor Parish Council about the Local Plan were; The Parish Council considered that 170 new properties was a large amount of growth to the village, there was much concern that the village infrastructure was not adequate for the existing residents plus another 170 dwellings The existing roads plus sewerage network were particular areas of concern and Parish Councillors strongly insist that much needed improvements are made now before any development is allowed Parish Councillors discussed the shape of the village plus existing infill opportunities for development The Parish Council recommended strongly that no further development should take place on Sands Lane and the land allocated here for development should be apportioned elsewhere in the village preferably between Back Lane and High Street so infilling gaps in the village rather than expanding the limits. Sands Lane is seen as the natural boundary of the village and development should take place within this boundary not outside of it. Sands Lane is not a road that should take further traffic, it is not wide enough, the road is constantly in need of repair and any repairs never seem to last The junctions at each end of Sands Lane which allow traffic onto the road network are not adequate for existing traffic and therefore more traffic would make it even more dangerous The junction between Sands Lane and Selby Road is seen as a traffic hazard Discussion at the meeting centred on the proposed development sites as identified by the East Riding of Yorkshire Council in the Final Submission Document. Alec Wild noted that some of the 170 dwellings had been accounted for in sites developed or sites with planning permission, the timetable for development was from now until 2029 The only site that caused concern for the Parish Council was the Sands Lane site, this had previously been objected to and these objections had not been taken notice of by ERYC. 21

22 Gordon Hawcroft stated that the consultation process online was not easy to fill in and this may have stopped some people commenting, he also said that the objections to the Sands Lane site had not been given enough importance by ERYC and the latest consultation was a justification of their decision rather than a full analysis of the problems associated with the site. He also said that the site was currently a mess and he hoped that the proposed development was not being seen by ERYC as an opportunity to 'clear up the mess'. Chris Worrall agreed and said that some residents had said they would prefer development over the mess Ann Dowson stated that Sands Lane was not a good site as it is too far from the centre of the village when other sites are available in the Back Lane/High Street area, the road is not adequate for existing traffic and the junction with the A163 is seen as a dangerous junction Madge Johnson agreed that Back Lane area was a better site as it is closer to the village centre and School Alec Wild said that the only comments received by ERYC about the Sands Lane site were from the Parish Council Chris Worrall said that land owners have to put up their land for consideration and that land agents would doubtless have made all land owners aware of the possibilities. If infill land is not put up for consideration then it cannot be considered Ernest Smith said that there are other sites available better than Sands Lane Ian Baxter said that the only site seen as negative was Sands Land and other sites could take its place, development on Sands Lane would produce more cars to cause problems at School times and in the village. Chairman summed up that most residents doubtless did not know of the issues so it is important that the Parish Council bring all of the points and emphasise the objections to the Sands Lane site. The ERYC need to be informed that the web-site is not easy to navigate. It is important to see if the ERYC will reconsider other sites that have been rejected Alec Wild agreed that sites should be re-appraised to take the place of Sands Lane, he proposed Ann Dowson seconded that ERYC be asked to take this action, resolved unanimously Gordon Hawcroft reiterated the point that Sands Lane should not be included as a 'reward' for creating a mess that needs to be cleared, he proposed that this be pointed out to ERYC seconded Ann Dowson and resolved unanimously Helen Williamson said that as all other sites are acceptable the ERYC should be asked to support the Parish Council's views on Sands Lane Chris Worrall informed the meeting that Sutton on Derwent Parish Council is preparing a Neighbourhood Plan and proposed that the PC Chairman be invited to a meeting to discuss, this was seconded by Alec Wild and resolved unanimously The meeting went on to discuss Planning Enforcement issues Gordon Hawcroft said that conditions were placed on planning decisions but they were not checked or monitored by the Planning Enforcement Team, he quoted the curfew on working conditions imposed on the planning decision at Prospect House and said that the whole village knew the condition was being ignored. This lack of monitoring was not protecting the environment of the village Chris Worrall said that when Planning Enforcement was started then it took a long time for action to be taken due to legal constraints Gordon Hawcroft understood this point but pointed out that monitoring of conditions should not be subject to legal constraints as the conditions are already in place. 23 Gordon Hawcroft started the meeting by showing pictures of the thumb-nail sketches to be inserted into the map plus photocopies of the finished map to give a good idea of how it will look, he explained the board content will be 1.4 metres by 1.5 metres with the frame and surround extra. The Holme Heritage logo will be cast on top of the frame, the map is designed not to fade in the sun. The map is in production and will be ready for a launch date of 19 April 2014 Gordon also showed a mock up of the finished leaflet to go with the map Gordon explained the original aims of the project recognised the history and nostalgia in the parish, the original aims were to produce a digital archive, map and a leaflet showing historical trails of the parish. The History Group has since been formed as a stand alone group and they are taking forward the archive using equipment provided via the Heritage Project plus they are looking to produce a web-site and a history booklet. The original budget was 25,000 including 5,000 of voluntary time, of the 20,000 external grants needed, only 13,000 was received and hence the project has had to be amended Both of the major funders WREN and LEADER have met with Gordon recently and expressed strong satisfaction and pleasure at what has been achieved by the Heritage Committee. They would be delighted to support future grant applications for follow up projects. They see that project as the link between Pocklington/Market Weighton and Howden/ Gilberdyke and the Pilgrimage of Grace The history booklet and web-site are being sourced by the History Group leaving the only elements to be completed by the Heritage Committee being the small maps and dispenser, the 1700 needed for the map dispenser is out of reach at the moment but once the first print run of the maps is paid for then they will become self funding as they will be sold at 1 each Launch Date It was formally agreed to hold this on Saturday 19 April at 1pm with afternoon tea to be provided, it was agreed to ask if the Old School could be used. 24 Holme on Spalding Moor Primary School To coincide with National Science and Engineering Week, we organised a series of special events for the week commencing 17 th March. These were woven around normal lessons and our broad theme for the week was Explore the Future, linked to Farming and Food. Events included: Mr Mark Thompson, from doing a whole school assembly on Monday and then working with Y5. On Monday afternoon, a NHS sponsored theatre group performed Big Difference for KS2 children. This was about healthy living and some parents were able to attend. On Tuesday, our younger children were involved in bun making, some using materials and methods form the time of the First World War. Also on Tuesday, Science Ambassadors from Croda UK in Snaith worked with Y6 on materials. Professor Timmis from York University did two sessions on Wednesday and Thursday for different age ranges on robots and farming (pictured). On Thursday and Friday the Cooking Bus was on site offering sessions for Y3-Y6 on cooking with British pork. Mark Alston Headteacher Parish Council Bye-election When the Parish Council has a vacancy this is reported to the East Riding of Yorkshire Council who handle everything to do with filling the vacancy. The Parish Council is instructed to advertise the vacancy on notice-boards, the ERYC advertise it in local press. If 10 electors request an election then an election is called, if this doesn't happen then the Parish Council is instructed to fill the vacancy from interested parties by co-option The Parish Council has two current vacancies and 10 people have requested an election, the two people elected will serve for 1 year only as the full elections take place in May 2015 when all Parish Councillors stand down and seek re-election. The ERYC control everything to do with the election, the Parish Council has no input at all except to pay for it!!!! The bye-election will take place on Thursday 8th May in the Village Hall and residents are urged to use their vote. There are four people standing for election: Laird Cremer-Evans; Bethany Jenkins; Ian Purkis; Sharon Smith. Please note that this information was printed starting 9th April and this list of candidates is formally announced on Friday 11th April giving candidates the opportunity to withdraw should they wish to. The Parish Council is advertising the election in the Grapevine and not using polling cards as these cost between 1,500 and 2,000 to produce and post, the cost of the bye-election last year was and this election will be a similar amount, this money has to be paid by the village through the Parish Council precept. 24

25 Bus service HOSM to York Some weeks ago our bus using residents found out from bus drivers that the timetable was being changed to a new supplier with a much reduced service. Currently we have 2 early morning buses into York and one of these was being cut. Currently we have 3 buses to get back being 16.20, and 18.20, these 3 buses were cut to a single bus at Rightly so our residents were incensed at the lack of consultation and information from the new bus company and the East Riding of Yorkshire Council. Bus users then started a campaign of complaints and demands for information supported by Parish Councils at HOSM, Foggathorpe and Bubwith. This campaign supported by Ward Councillor Victoria Aitken resulted in a public meeting held in HOSM on 2 April attended by the new bus company and East Riding of Yorkshire Council. Over 100 people from HOSM, Foggathorpe and Bubwith attended which showed the strength of feeling about the issue. A new timetable was presented giving back the lost morning bus and one of the lost evening buses but at different times to currently. The lost evening bus will run but only to North Duffield, support from North Duffield to HOSM was not offered. Bus users were not allowed information on fare prices and the concern is that these will rise massively, if this happens it will become viable to use cars and hence reduce bus usage and who knows what that will result in. Bus users lobbied those present to ask what the fares would be and why the missing evening bus cannot be extended to HOSM. We will wait to see what will happen to these important issues, the new timetable is due to take effect at the end of April so the timescale does not allow people much time to plan their working lives. This issue is vitally important to those that work or take leisure or shop in York and we will keep you informed. Don t leave tools or ladders in the garden, burglars like to use them. Secure wheelie bins away from the house and fences, they make good steps to climb on. Install movement activated lights, Lights mean that the burglar can be seen Consider a house alarm with bell boxes at the front and rear of the property, burglars don t always use the front of the house to gain access. Keep doors and windows locked even when you are at home. Sneak thieves only take seconds to steal something. Consider CCTV for your property. Don t leave keys in the locks, keep keys out of sight. Don t leave valuables in sight through windows. When you go out leave a light on, close the curtains. Have some of the lights on timers. Mark your property so that it can be identified. 27 East Riding surgeries lead the way in creating new volunteer opportunities, working alongside local GP s, nurses and services HUMBER NHS Foundation Trust - Practice Health Champions A Knitting group, Gardening sessions, and mother-toddler workshops are just a few examples if what has been setup across Yorkshire and Humber already by Patients to support their local community and surgery. GP surgeries are working with local communities to empower and better the health and wellbeing of their patients. A new innovative partnership between Humber NHS Foundation Trust and three East Riding GP surgeries has been created to begin the exciting and successful Practice Health Champion programme, focusing on forming new pathways, stimulating opportunities, practical support and expertise within HOLME AND BUBWITH SURGERY. The programme builds upon the pilot work Altogether Better conducted in Leeds at Robin Lane surgery in Pudsey, recruiting, training and supporting over 100,000 community champions. Focusing on agreed aims and objectives they felt passionate towards, helping promote local health services, creating new initiatives and patient led groups focused on building bright futures for all involved. The potential benefits to the practices, patients and practice champions range greatly, from improving partnerships between local services and networks, reducing isolation to creating pathways that enable new skills and experiences to be gained. HOLME AND BUBWITH SURGERY will focus on recruiting and supporting local people volunteering their time and becoming involved in opportunities and openings to not only work alongside local health practitioners, GP s, nurses and staff, but also create and lead their own programmes and services that is at the forefront of their needs. Gaining training and education based upon the valued needs of the patients at the heart of the surgery. Involvement for the Practice Health Champions will be based upon the needs of the local community and the targets set that will benefit the community of Holme on Spalding Moor and Bubwith and the surrounding area. The volunteers will not just be focusing on single aspects of the surgery but involving themselves in a range of areas that will not only improve physical health but the mental health of patients and individuals from Holme and Bubwith. Fundamental aspects of the programme is to ensure volunteers are provided with the platform to have their voice heard and to deliver initiatives, services and groups that they feel passionate about and would benefit the community they serve. Natalie Belt - Programme Manager says this is an exciting project and we are looking to have been supported by The Big lottery and altogether better programme to host one of the pilot site sin this region. Within General practice we have a patient skill set that is far more dynamic and interesting then any board room or government office could offer. Getting to heart of the people and the communities we serve to influence decision making, improve local services and help towards setting up and developing such services is vital to continuing to keep people well, people self caring and form an understanding and knowledge of how the NHS works in Sharing a vision and a voice is the key to this project. 29 Holme Rovers Football Club Firstly we would like to mention that one of our most stalwart supporters Eric White and his daughter were involved in a road accident recently where the air ambulance was required. Gladly Louise is making a steady recovery and Eric has even been to see his beloved local team and the referee!!! All of us at the club wish both of them a full and speedy recovery and we hope you enjoyed the hamper of goodies donated by the football club. On the footballing front the men s first team have hit a rich vein of form and are unbeaten in their last five league games, winning four and drawing one which has ensured they will be competing in the premier division next season. As to the men s second team they have completed their fixtures for the season and they too have acquired enough points to ensure they play in division four next season. With regard to the second team the manager Nick Spooner is stepping down and the club would like to thank Nick for all he the work he has done. For those who do not know Nick started managing about ten years ago with the under 8 s and followed that team until they reached the adult age group. Thanks Nick and pleased to hear that you are still on the committee. The other team that plays on a Saturday is the under 10 s and they have found it hard going this season but always played with a good upbeat attitude. On another positive side they have great strength and depth in their squad which has been shown in their second friendly games when they have beaten a lot of teams and due to them moving up to nine a side next season should see them finish higher up the table. As to Sunday football the women s team have one game left to play and have improved on their results from last season but just as importantly will have fulfilled their fixture list for the season. Lastly the men s Sunday team have established themselves in division three. Looking to next season 14/15 there will be more teams representing our village.this leads onto the fact that a lot of work goes into running this football club and a substantial amount of money is required and our next money raising event is a prize bingo evening and all support is welcome. This is to be held at the Village Social Club on Friday April 11 th at 7.30 pm. 29

31 Rebecca s Perfect Recipe Born and raised in Holme Upon Spalding Moor, 18 year old Rebecca Steels has become an inspiration to the younger generation of the village by receiving an award in food technology, which was presented by Princess Anne. Rebecca achieved near-perfect marks in her exams and coursework for food technology, whilst attending Woldgate College in Pocklington. Travelling to the Royal College of Physicians in London with her mother, Sandie Steels, and her teacher, Sally Richardson, Rebecca received the British Nutrition Foundation s Drummond Award, given by the Princess Royal, with a 100 cash prize from the Foundation. Rebecca is now in her first year of University studying Psychology in Sheffield, where hopefully we will see more wonderful and exalting accomplishments from the young student. Rebecca s success has all been down to hard work, showing pupils that, with enough work, they can achieve the heights they dream of and can reach for the stars. 31
