1 CAA/07-17/ th July 2017 NOTICE ON STATUS OF TCs ALLOCATED TARGETS THROUGH UNDERTAKING CUM INDEMNITY BOND A mandatory single window for Accreditation and Affiliation for all National Skill Qualification Framework (NSQF) aligned schemes, SMART, went live on 2 nd October A transparent, unified and user-friendly solution for all our current and prospective stakeholders. During it s nascent stage, prospective Training Providers/Training Centres faced challenges while adopting the methodology used by SMART for affiliation. Towards the end of 2016, we observed, that the number of stakeholders facing adaptivity issues were alarmingly high. During such circumstances, to give the stakeholders a respite, Training Centres (self-rated as 4 Star and above) that had registered themselves on or before 10 th December 2016, were given an option to submit an undertaking cum indemnity bond. The undertaking stated that the respective training centre recognizes, that it does not meet the requirements of affiliation and accreditation as on that date, pertaining to the applied job roles. Further it stated, if the Training Centre does not comply with the undertaking and does not rectify the deficiencies, then, they will be liable for any suitable action decided by National Skill Development Corporation. These bonds were vetted by our legal team and targets were given before affiliation for these centres. As of 10 th July 2017, out of 1198 centres, 68% Training Centres have successfully complied with the clauses mentioned in the bond and have been marked Qualified on the SMART portal. 3% of Training Centres are yet to be physically inspected. Post inspection, suitable action will be taken in accordance with the status the training centre attains. 10% (115, Ref- Annex 1) of Training Centres that have still not cleared the affiliation process and have been marked Not Qualified ; 8% (99) of Training Centres are at the Deemed Not Ready stage; 11% (137) of Training Centres have their application blocked; centres that fall under these categories are being served a legal notice, their future payout is on hold and may even be blacklisted from the PMKVY scheme. Only existing enrolled batches are allowed to continue so that our prime objective of skilling youth is not hampered. Action taken against these centres remain unchanged, payment for enrolled batches has been put on hold and further action is underway. A notice has been given to these centres, containing a deadline (31 st August 2017) to comply. Please note that undertaking cum indemnity bond was a one-time option given during the early stages of PMKVY , it is no longer available. -Sd/- Chief Program Office (GGM), NSDC
