The Dinner was graced with the presence of Ms. Eva Cheng, JP, Secretary for Transport and Housing, as Guest of Honour. The event was dubbed Nostalgia Night when guests were brought down the memory lane by a slide show of Old Hong Kong. In his welcoming speech, Prof. SC Wong said, As citizens of Hong Kong, we are proud of the achievements in and development of our transport and logistics industry, and as professionals, we are proud to have contributed to that industry s success... 2 The winners of the CILT Award 2009 were presented with the champion trophies for their distinguished achievements in the industry. Ms. Eva Cheng presented to Crown Logistics the Enterprise Award, and Peak Tramways the SME Award. Anand Dayal Chairperson of CILT Malta, Mr. Bernard Auton Secretary General Malta is a perfect place for CILT meeting. It is a peaceful island offering fantastic historic sites for visits. The narrow streets of the island were flanked with old 3-storey buildings. Ferries and buses are the main modes of transport. Hong Kong s delegation included four young persons (Joseph Lau, Kenneth Law, Alice Yip and Virginia Tang) and one of them, Joseph Lau made a joint presentation with other young persons to the meeting. Miss Virginia Tang was one of the finalists of CILT International Young Achiever Award. The award went to Michael Hensley from CILT New Zealand who had developed an apprenticeship programme for teenagers who had newly joined the logistics sector. b) Members were briefed on the work of the Education Working Group set up to review educational standards and activities of the Institute. Seven key recommendations were put forward: 111 International CILT programmes would be retained; 222 Key Knowledge Areas (KKA) which had not been reviewed for the past 10 years would be updated; 333 Education programmes would be refreshed and revised based on new KKA; 444 Bench marking of CILT qualifications; 555 Secretary General and a new post of Director of Education would be established to oversee education activities. However, no timing has been fixed on recruitment of the Director of Education; 666 Expand accreditation teams to ensure impartiality and to enhance response; and 777 Education marketing to be enhanced. To reflect the significance of the new approaches, the Membership and Education Committee would be replaced by a new Education Standards group to be established. The main issues transacted are summarised below: a) Key Knowledge Areas were covered in a specifically dedicated workshop. Delegates were divided into seven groups; they worked on the knowledge attributes under different themes. Based on the response received, the aim is to produce a final document by the end of 2010 for adoption at the next council meeting in Prof. SC Wong presented the gift to Capt. 5 Outlook of the President Mr. Len Harper gave his views on the future outlook of CILT. The structure developed in the past might not be appropriate for CILT today. Accountability would be enhanced through a system of checks and renewals. For councils that were not managed well, they would be given a deadline for rectification. All councils would be required to sign a Delegation Agreement that they would observe the bye-laws. The President saw organic growth to be achieved not only through individual membership but strategic alliance and internationalisation. Report from Secretary General It is useful to note the Governance structure and the core management team on institute of affairs under the President, and International Vice Presidents who are responsible for standards, membership and Education, appointment of officers, strategy developments and communication with local councils. Worldwide, CILT global community includes 30,000 members working in over 100 countries and more than 5000 people now pursuing qualifications associated with Institute. This allows CILT to leverage on this network and understand better the opportunities. Although this is the first ICM organised by our new Secretary General, Mr. Bernard Auton, the meeting went smoothly. We are indebted to CILT Malta for all their efforts in the organisation of the meeting. The next ICM will be held in Sydney in Accreditation Visit to University of Malta was commissioned to conduct an accreditation visit to University of Malta on their programme Diploma in Transportation and Logistics Management (a 3-year part-time programme). The visit was conducted by Mr. KY Leung and Prof. SC Wong together with Mr. Bernard Auton, and observers from CILT Nigeria and CILT Malaysia. The visiting board was received by Dr. Joseph Azzapardi, Head of Department of Management. After meeting with teaching staff, board members were arranged to review the examination scripts, and others were given a guided tour of the campus. The visit ended with a lunch with 4 students. Presentation by Young members The presentation was interesting. Young members identified problems from their perspectives. Areas identified for improvements included improving website, better communication, bringing in and fostering links with young members and soliciting prominent leaders in the field to join CILT. It was suggested that the Institute should have a three year plan updated every year. Joseph Lau was Hong Kong s representative and spoke with other representatives. Sharing by Hong Kong On behalf of, Harriet Leung made a short presentation on how Hong Kong Office could help overseas councils to arrange visit schedules to Hong Kong. Hong Kong is recognised to be a superb show case on urban transport management. It will submit a report next year on this matter. President Elect and other committee arrangements Alan Waller was elected President Elect to succeed Len Harper in 2012 and will also take over chairmanship of International Management Committee. Mr. K.Y. Leung will transfer chairmanship of International Management Committee to the President Elect from the next meeting onwards. Mr. Leung would stay as International Vice President until next year. Dr. Dorothy Chan has completed her seven years service as Chair of Membership and Education Committee. 6 ICM 2010 Young Professionals Workshop Thanks to the great support from the, Mr. Joseph Lau, Mr. Kenneth Law, Miss Alice Yip and Miss Virginia Tang grasped the chance to join the Young Professionals Workshop organised in Malta. It was not only a good opportunity to meet young members from countries like Egypt, Australia and United Kingdom, but also a valuable experience to explore the culture, history and transport/ logistics developments in Malta. During the trip, we have attended the 2010 CILT Malta Conference: The Calm After the Storm Global Expectations in Trade, Transportation and Logistics: This conference had stimulated the audiences to have a fruitful discussion by sharing Young Professionals Workshop their opinions. In addition, we have joined four fantastic visits including, Malta Freeport, Playmobil, Valetta Cruise Liner Terminal and Grand Harbor. All delegates enjoyed this exciting tour. We also participated in the President Dinner which we had a joyful evening with other delegates. Indeed, we have established the key milestones and new directions in the sharing session: Attracting, Retaining and Developing Young Professionals. This sharing session enabled the International Council to gain a deeper understanding on the present position, problems and future planning for the young professionals. We here wholeheartedly thank you and congratulate CILT Malta for the success of Young Professionals Workshop in We believe the spirit and philosophy of young members will be inherited in the future, and we re looking forward to the next ICM in Sydney, Australia. 7 transport policy committee Recently, the Transport Policy Committee had written two letters to Ms. Eva Cheng, the Secretary for Transport and Housing, on Transport Planning in Hong Kong and Subsidies for Ferry Services in Hong Kong. The following letters are extracts only, please visit the Institute s website at NEWS/POSITION PAPERS page on for the full submissions. 11th June 2010 Transport Planning in Hong Kong Government has undertaken three Comprehensive Transport Studies since the mid-1970 s. CTS 2 was followed by the 1990 White Paper on Transport Policy. CTS 3 was followed in 2000 by the policy document Hong Kong Moving Ahead which focused on: Better integration of transport and land use planning Better use of railways as the back-bone of our passenger transport system Better public transport services and facilities Better use of advanced technologies in transport management Better environmental protection We understand that there are no plans for a further Comprehensive Transport Study. Instead, there is a regular Strategic Highway Project Review and the various public transport modes are subject to review from time to time, for example by the Transport Advisory Committee (Taxis in 2008 and Non-franchised Buses in 2004). Railways have been the subject of separate studies, the latest being the 2000 Railway Development Strategy. We have the following concerns about this fragmented approach to transport planning: Overview: the CTS approach is flexible and responsive to changing community priorities. For example, CTS 3 gave greater emphasis to environmental concerns and in 2010 the community has higher aspirations for pedestrianisation and also for cycling or towards more people-centred planning. The CTS approach provides a coherent framework within which detailed planning and implementation of infrastructure and public transport can take place. It further provides for regular reviews of progress against the targets set Better integration of transport and land use planning.. Better use of railways as the back-bone of our passenger transport system.. Better public transport services and facilities.. Better use of advanced technologies in transport management Better environmental protection.. We understand that the issues are complex and far-reaching, but are greatly concerned at the lack of transparency in reviewing overall progress on the matters covered in the earlier CTS studies, and the absence of strategic vision for the future. We would be grateful for your response to our concerns, and to learn of any plans you may have to address them. 8th July 2010 Subsidies for Ferry Services in Hong Kong We understand that Government is considering subsidizing ferry services to Cheung Chau, Mui Wo, Peng Chau, Lamma (two services), and the inter-islands service. We understand that the basis for subsidy is that passengers would be expected to meet a proportion of any justified fare increase (inflation plus half the remainder) while Government would reimburse to the ferry operator the foregone part of the increase subject to a cap set by the total maintenance costs on the relevant service, totaling some $40 million per annum for the six services. To qualify for the subsidy, the Sunday/public holiday surcharge would have to be reduced from the current level of about 40% to no more than 20%. We understand the difficulties of maintaining the viability of these services, but have the following concerns: Overview: Government s long-standing policy has been to provide transport services at a reasonable fare without direct subsidies. To depart from this policy should not be undertaken lightly, nor without clear policy considerations and objectives. There is nevertheless a variety of subsidy schemes in place, ranging from capital cost subsidies for some railways, to fare concession schemes for students and the elderly. The CSSA includes a component for travel costs. The costs of these subsidies are met in a variety of ways, but normally fall to Government. The policy objectives of existing schemes are quite clear: to ensure the viability of a major new transport development which might not otherwise be built; to lessen the financial burden on a class of citizen, which cuts across the whole of society (students/their parents, the elderly); or to assist those in need. The proposed scheme does not match any of the above broad objectives. Policy.. Practical aspects and implications:.. Every alternative should be exhaustively considered... Conclusion: the policy objectives of the proposed scheme are not clear. The implications are far-reaching. Both the objectives and the implications need to be clearly set out and further analysed before proceeding. In the meantime, if the impact of fares is deemed to be too great, it would seem sensible to consider a scheme to help those in need. Such a scheme may be built on the CSSA, should be based on objective criteria, and applicable to all forms of public transport rather than the ferries alone. 8 education & training committee The PQE 2010 Results to be Announced Soon The Institute will declare the results of the Professional Qualifying Examination 2010 (PQE 2010) conducted on 4-7 May Candidates who sat for the examination will be notified of their results by post in mid August The Chairman of the PQE Sub-committee is pleased there are candidates with outstanding performances. The award for the Best Paper will be presented at the forthcoming Annual General Meeting on 16 September out of 12 PQE papers were attempted by members in the examination. The overall average score for the 9 papers was about 56 with 3 papers having 100% passing rates. 9 professional activities committee Seminar: Hong Kong & China Export Market Outlook, 23 April 2010 While China has overtaken Germany as the world s number one export country, sustainability of this top status will be full of challenges. Mr. Sunny Ho, Executive Director of the Hong Kong Shippers Council, shared his views on the main considerations that underlay the trade and fiscal policies of the Mainland Government. In regard to China s trade outlook, key areas of contention that affect relationship between China & her trading partners including exchange rates, antidumping argument, pollution were analysed. Seminar: NLP Series 2010 Seminar II: From Beliefs to Motivation, 28 April 2010 Beliefs and values are drives of motivation for our actions. In everyday life we confront with new problems to be solved. Mr. Lawrence Li, Certified NLP Trainer, explained how we can change the way to perceive our problem and so change the meaning at this NLP seminar. When the meaning changes, our responses and behaviours will change. Mr. Timothy Li presented the souvenir to Ir David Yau (Right) Seminar: The Guangzhou-Shenzhen-Hong Kong Express Rail Link Hong Kong Section, 19 May 2010 The Guangzhou-Shenzhen-Hong Kong Express Rail Link Hong Kong Section is the city s first step onto the high-speed rail system towards the connecting of Hong Kong with the vast network of high-speed rail in China, serving major cities in the country. At the seminar, Mr. Chew Tai-chong, Project Director of MTR Corporation, introduced the design, construction and the future West Kowloon Terminus of the Hong Kong section. Mr. Timothy Li presented the souvenir to Mr. Lawrence Li (Right) Seminar: Introduction to Value Management, 8 May 2010 Value Management is the systematic application of recognised techniques which identify the functions of the product or service, establish the value (worth) of the functions, and produce the basic function to meet the required performance at the lowest overall cost. Ir David Kai-cheung Yau, Deputy General Manager at the Henderson Land Development Company Limited, explained how Value Management has been used in the building and construction industry. At this half-day seminar, participants knowledge in function analysis was enriched in the Value Management workshop. 10 Seminar: Finance for Non- Financial Manager The Basic of Finance and Accounting, 29 May 2010 We have always been involved in some form of accounting. This seminar aimed at developing participants financial analysis capabilities to understand and interpret the principal financial statements, and become more effective in communicating with financial executives in the organisation; and enable them to use financial analysis in decisions making. Mr. Jeffery Cheung, a fellow member of both the Canadian General Accountant, Canada and ACCA, introduced the following subjects with examples from annual reports or listed companies at the half-day seminar/ workshop: Income statement, balance sheet, and cash flow statement Mr. Jeffery Cheung (right) received the souvenir from Mr. Mervin Choy Market value vs. book value Accounting income vs. economic income The importance of why you should always read any financial statement in conjunction with the others in order to get the most accurate and relevant information from them Visit: Tai Wai Training Center and East Rail Line Operations Control Center, 12 June 2010 After the construction of Ma On Shan Line, Tai Wai Training Centre has been the only training school for East Rail railway professionals. In order to provide the most effective training, Tai Wai training centre has introduced numerous simulators, for instance, Cab Simulators and Automatic Fare Collecting system, etc. Participants were offered to experience and learn how to be a professional railway operator. The 2nd part of the visit was to the East Rail Line Operations Control Centre (ERL OCC) at Fotan which is the brain of the East Rail Line network. It is responsible for the control of train service in East Rail Line and Ma On Shan Line, the China Through Train and Crossboundary services. 10 Newsletter issue 41

11 and HKIP Technical Tour: 2010 Shanghai Expo, June 2010 To make use of the opportunity offered by the 2010 Shanghai Expo, joined the Centre of Urban Studies and Urban Planning and Institute of Transport Studies of the University of Hong Kong, and the Hong Kong Institute of Planners (HKIP) in co-organising an exhibition and seminar on Green Transport in Hong Kong, Asia s World City ( in the Shanghai International Convention Centre (SHICC) on 18 June It aimed to share with the participants of the World Expo and professionals in Shanghai our experience in the planning and management of green transport. 4 speeches were delivered: Green Transport in Hong Kong by Ms. Eva CHENG, Secretary for Transport and Housing Green Transport International Experience by Prof. David BANISTER, Oxford University, United Kingdom Urban Planning for Green Transport by Mr. Jimmy LEUNG Cheuk-fai, Deputy Director, Planning Department Financing of Green Transport by Mr. C.K. 12 young members committee YMC Mentorship Programme Appreciation Dinner, 19 June 2010 After 4 months of activities, Appreciation Dinner of YMC Mentorship Programme 2010 was held on 19 June. Joined by 40 Mentors and Mentees, the dinner started with thank-you words from Mr. Davin Chan Ka Ho of YMC for valuable supports from Mentors and Mentees as well as excellent teamwork of YMC members namely Miss Queenie Siu, Mr. Wilson Chan and Miss Tiffany Chan, etc. Certificates of Participations were presented to Mentees, and souvenirs were presented to Mentors. Again, thank you very much for your supports to YMC Mentorship Programme and wish all participants enjoying friendship forever, and keep the momentum of the Programme into the future. YMC Visit to HAECO, 17 April 2010 On 17 April 2010, nineteen participants joined the visit to the Hong Kong Aircraft Engineering Company Limited (HAECO). A guided tour of the operational areas pertaining to line maintenance, base maintenance, and freighter conversion was given. This technical visit also included HAECO s Parts Store where the fully integrated computerized Inventory Management System was introduced. Young members found this technical visit very interesting and they were very impressed by the wellestablished aircraft maintenance facilities of this well-known company in the aviation industry. 13 Academic Visits by Overseas Delegations Foshan Students, 31 May to 1 June 2010 A group of 9 students taking the CILT International Logistics Management programme at the Guangdong Industrial College paid a 2-day visit to Hong Kong. After taking a 4-hour ride from Foshan to Hong Kong by long-haul coach, the students started the first visit to the Hong Kong Institute of Vocational Education (Tsing Yi) in the afternoon on 31 May They were received by Mr. Anthony Chan and Dr. TW Kan, lecturers of Department of Business Services and Management. After the sharing of academic programmes in Hong Kong and Foshan, a tour to the TY Call Centre, Library and the Aviation Centre was conducted. On the following day, they visited the Super Terminal 1 at the Hong Kong International Airport. They received an explanation of the operation of the air cargo terminal, toured around the site and watched the loading/ unloading of air cargoes and the warehousing system. Students were shown with great interest in the 2-day visiting programmes. The young members were invited to have a hot-pot dinner with the Foshan students. In the dinner, the youngsters exchanged their experience of student life in both Hong Kong and China. Korea Institute of Transportation, 9-10 July 2010 A group of 4 academics from the Korea Institute of Transportation (KST) from South Korea visited Hong Kong to see our famous Transit Oriented Development of MTR. The delegation led by Prof. Choi Keechoo of Ajou University, visited the MTR Tsing Yi Operations Control Centre (OCC) on 9 July They were introduced the development of the MTR lines and the operation at the OCC. On the following day, the delegation visited the LOHAS Park, the new residential estate and its public transport networks. The video on the public transport system produced by the Transport Department was shown to the delegates at the Office. It had provided them with a better understanding on the local transport development and planning.
