2 Principles and national policies The main purpose of tolls in Norway is to raise funds for infrastructure, not to regulate traffic (a smart way to supply infrastructure rather than smart demand management) All user charge projects are based on local initiative and approval All toll projects must be approved by Parliament The period of toll collection is normally limited to 15 years Normally at least 50 % of construction costs to be financed by tolls Those paying toll must also benefit Separate toll collection companies for each project/scheme Road toll revenues have been growing rapidly during the last 20 years Million NOK (2005) 100 NOK = 16 US Dollar Urban Rural 2

5 What do we get? The major projects in the Oslo Package 1 are urban road tunnels The most important of those is Festningstunnelen (The Castle Tunnel) below City Hall Square: 6 lanes, 1,6 km long, cost 2 bill. NOK The City Hall Square is here X It was important for the acceptance of the toll scheme that the Castle Tunnel opened 2 weeks before the toll collection started. 8 Oslo Toll Ring Experiences Reduced delay due to removal of bottlenecks Reduced overall traffic 3-5 % Increased public transport 6-9 % Road space above ground available for other uses Removed barrier effects from the surface street network Reduced noise from above ground traffic Less pollution (high chimneys, filtering) Improved traffic safety Commonly used Norwegian toll fee principles Heavy vehicles (allowed total weight above 3500 kg) pay double fees Old sign: Pre-paid trip subscribers get up to 50 % discount Trips exceeding one per hour are free Trips exceeding a certain number per month are free Public transport, MC, ELcars, ambulances, and disabled persons do not pay New: Symbols Toll plaza name 8

9 AutoPASS A technical specification for electronic tags (EFC) owned by NPRA Independent of industry and open to all from 1999 In full compliance with CEN and ETSI standards for DSRC 1,3 million tags in use National interoperability from Febr and presently used in 25 toll projects Nordic interoperability from Febr Oslo toll plaza no. 5 on a western arterial The subscription lane ( AutoPASS ) has a high capacity, approx veh/hour Approx. 300 veh/hour capacity in coin machine and attended ( manuell ) lanes No expansion of total road area was necessary 9
