1 RESOLUTION NO A RESOLUTION EXEMPTING, UNTIL JANUARY 1, 2018, CERTAIN IDENTIFIED LAWRENCE, KANSAS MUNICIPAL BUILDINGS FROM THE REQUIREMENTS OF 2013 KAN. SESS. LAWS 551, CH. 105, NEW SEC. 2, WHICH PRECLUDES KANSAS MUNICIPALITIES FROM PROHIBITING THE CARRYING OF CONCEALED HANDGUNS IN ANY MUNICIPAL BUILDING UNLESS CERTAIN SECURITY MEASURES ARE TAKEN. WHEREAS, the Governing Body of the City of Lawrence, Kansas deems that it is necessary and in the public interest to prohibit the concealed carry of firearms inside certain City buildings, and therefore authorizes the four (4) year exemption permitted by statute. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS: Section 1. The following buildings are hereby exempted from the requirements of 2013 Kan. Sess. The reasons for the exemption are based on the analysis of the security plans completed on each of these buildings and the determination of the governing body that safety is sufficient to continue the ban on concealed weapons from these buildings. The exemption of the above municipal buildings is in the interest of public safety, and ensures that the City s prohibition against firearms in the workplace, by either the public or employees, continues. Section 3. A security plan has been developed for the buildings being exempted which supplies adequate security to the occupants of the buildings and merits the prohibition of the carrying of a concealed handgun as authorized by the personal and family protection act. The prohibition shall continue until January 1, Section 4. A copy of the security plan shall be maintained by the city clerk and will be provided to the Kansas attorney general or local law enforcement upon request. The security plan is not subject to disclosure under the Kansas Open Records Act.
