Statement of Acknowledgement AGENDA Chair: We would like to acknowledge this land that we meet on today is the traditional lands for the Kaurna people and that we respect their spiritual relationship with their country. We also acknowledge the Kaurna people as the custodians of the greater Adelaide region and that their cultural and heritage beliefs are still as important to the living Kaurna people today. 2. BACKGROUND At every Gawler Youth Advisory Committee (GYAC), the Youth Development Officer (YDO) provides a report on activities undertaken since the last meeting. COMMENTS/DISCUSSION 1. Principal s Meetings Agenda items Since the February meeting the YDO has met with all school/college Principals or their allocated representative, with one meeting to occur in the following month. During these meetings a number of items were discussed of which the YDO will provide an update during the meeting: a) Review of the Youth Plan b) GYAC Representative for their School/College c) Youth Leadership Program d) Sponsorship Programs e) School Tours f) South Australian Youth Week g) School Holiday Program opportunities h) Youth Space i) Youth Portal j) Mayoral Christmas Card Competition (where appropriate) 2. Review of Youth Development Plan In May 2016, the Gawler Youth Network was successful in receiving a Youth Network Grant from the Office for Youth for the amount of $5,000. This grant is to be used towards the cost of consulting and engaging with Gawler s young people. Page 3 of 9

4 A pop-up consultation session was held on Friday 28 April from 2pm 5pm at Clonlea Park and featured a 10 metre mobile rock-climbing wall. Approximately 80 children and young people participated and a number of Youth Surveys were completed on the day. The Youth Survey ( is also currently being promoted on both the Youth Portal and Gawler Youth Facebook page. The 1 st Gawler Scout Group approached the YDO regarding the possibility of the Scouts meeting with the GYAC. This meeting happened on the evening of Friday 11 August. The Scouts were interested in learning about the role of the Committee and to participate in a workshop to provide feedback for the Youth Development Plan. Feedback from GYAC members who attended the evening is welcome. In addition to the existing funding received, another $5000 was awarded to the Gawler Youth Workers Network to further assist the engagement, consultation and review of the Youth Development Plan. Thursday 26 October a Youth Summit was held. On this day, two workshops were held consecutively at the Gawler Sport and Community Centre for invited secondary and primary school students. The intention was to commence a dialogue around youth needs in Gawler and provide some fun interactive ways to obtain the information. The main themes highlighted by young people will be the skeleton for the new plan. A report was presented to the Corporate and Community Services Committee of Council on Tuesday, 14 November 2017 reflecting on the Youth Summit and outlining Stage 2 in the engagement and consultation of this Plan. Stage 2 of this review will occur over the two weeks preceding South Australian Youth Week. Hubs will be set up with new interactive activities to draw out further details and practical ideas from the main themes established at Stage 1. This set up in schools will also promote larger numbers of youth engagement in this review process. Page 4 of 9

5 The hubs will occur at the below locations on the allocated date, inviting the listed schools. A set number of classes/year levels will attend allocated sessions providing feedback from a large cross section of youth across our local community. 1. Gawler Civic Centre The YDO has been visiting a number of other Council run Youth facilities to assist in finding the best model to assist in formulating the new youth space operations. In addition, a station specific to seeking young people s programing priorities will be captured through Stage 2 of the review of the Gawler Youth Development Plan. An update on the Gawler Civic Centre (previously Gawler Connect Project) will be provided by Council staff at the meeting. 4. South Australian Youth Week In the Budget, the Commonwealth Government ceased funding of a number of youth-focused programs and initiatives, including withdrawing nearly $60,000 in funding for National Youth Week in South Australia. The Government of South Australia is enthusiastic to ensure the Youth Week remains an opportunity for all South Australians to recognise the positive contributions that young people make to our community, as well as a chance for young people to make their voice heard on the issues they care about. In that spirit, National Youth Week will officially become SA Youth Week (SAYW) as of It will be held from April There was total pool of $100,000 available. Applications for SAYW grants opened 21 August and closed 22 September Grants up to $1,500 were available for individual organisations, up to $3,000 for collaborative events involving two or more organisations, and up to $5,000 to host the state launch. While a funding shortfall of $30,000 remains in the absence of Commonwealth Government Funding, the Department of Communities and Social Inclusion who are administering the grant proposes to minimise the impact of this by discontinuing provision of State Government funded SAYW merchandise. At a Local Government Youth Development Network meeting this was unanimously supported. Page 5 of 9

6 In all other respects, SAYW will remain the same as it has previous years. The theme for SAYW 2018 is Youth Future Your Way. The idea is to highlight young people s role in shaping their lives and in doing so, shaping directions for South Australia. The event will combine an afternoon of interactive activities: laser skirmish, henna, tie dye, live art display, half pipe with demonstrations, sumo suits, gladiator ring, young performing artists, and some fun engagement and consultation stations. This will all be followed by an outdoor cinema screening, and accompanied with free BBQ and drinks. The event will also be an excellent opportunity for young people in the Gawler community to provide feedback regarding the review and redevelopment of the Gawler Youth Development Plan. Council received $1,500 from the Department of Communities and Social Inclusion for this activity. In addition the Rotary Club of Gawler, and Rotary Club of Gawler Light have again committed to providing $3,000 towards Youth Week activities. The YDO will provide a further update at this meeting. 5. April School Holiday Program The YDO has been working on a number of opportunities for young people during the April School Holidays. These will likely include: a) Garage band ipad Workshops b) Henna Workshops c) Skate Park Open Days (over two days) d) Skin care, make up and self-esteem workshops e) Barista Course f) Circus Workshops g) Hair Styling Workshops h) Pod Casting Workshops i) White Card Training j) Work zone Traffic Management Training k) Provide Visitor Information Course l) Customer Service Course 6. Gawler Urban Arts Program Council has provided a budget of $10,000 in 2017/18 to continue the Urban Arts Program. During the July school holiday s two full day workshops were delivered. The first taught young people how to create gif s, including illustrations, and free online software. The second developed a pop up garden installation, of which the pieces will be used at up at coming events in the Community. During the October school holidays Adelaide artist, Sarah Boese lead a festival lantern making workshop. This was well attended and produced wonderful art works. A term program was delivered with FLO (Flexible Learning Option) students. These at risk young people will work with a professional artist, and has delivered artwork to be used during Town events and activities. Page 6 of 9

7 A live arts display was delivered as a part of the Gawler Skate Park event on Saturday, 11 November The YDO is working on the planning and delivery direction of the program moving into This is forming as School Holiday Programs for the year is developing, as well as the possibilities of the Youth Space in the Civic Centre. During the Council s 2018 Gawler Fringe Opening Event in Walker Place the following art works developed throughout the Youth Urbans Arts Program over the last year were on display. Below some are pictured: 7. The Bunyip Generation Now Column The Generation Now articles are thought-provoking articles submitted monthly to The Bunyip by GYAC members. The writers of the remaining articles up to July 2018 were nominated at the GYAC meeting on 6 November The date that these articles are due to the YDO as well as the article publishing dates are outlined below. 8 8. Marketing Strategy The aim of this strategy is to improve knowledge of how young people can bring their concerns and important issues to Council and provide a point of contact. Madison Kennewell, Andrew Welch, and Angus MacDonald were nominated at the July 2017 meeting to lead this strategy. The marketing plan will be tabled at the meeting. The YDO will have individual conversations with GYAC Members relating to their schools allocation/introductions. The Youth Portal ( was developed with funding received from the Federal Government Digital Inclusion Project. It was designed by young people from GYAC, for young people within our local community.
