Other interested parties are welcome to attend and sit in the public gallery. 2 Delegated Powers and Duties The RDMC has the authority to: (a) (b) (c) (d) (e) Represent to Council on all governance issues relating to the statutory functions, powers and duties within its terms of reference. Recommend how Council should develop Māori capacity to contribute to its decision-making processes. Review and determine how the steps that Council will take to develop Māori capacity to contribute to its decision-making processes should be described, planned and monitored in the draft and final Ten Year Plan. Formally receive iwi/hapu management plans. Recommend the establishment of working parties as the need arises.

9 9 Report to: Ruapehu District Maori Council Meeting Date: 20 October 2017 Subject: Public Forum: Temporary Suspension and Reinstatement of Standing Orders Document No: File: A Purpose of Report 1.1 The purpose of this Report is to enable the Board to temporarily suspend Standing Orders in their entirety to allow Members and the Public to address the Board. Significance and Engagement 2.1 There is nothing in this Report that triggers the Significance and Engagement Policy. Public Forum Guidelines 3.1 The Council has adopted the following Public Forum Guidelines: (a) Five minutes speaking time will apply to each speaker or group. (b) Members of the public wishing to speak must advise the Community Board of the reasons and subject he/she wishes to address the Board a minimum of two clear working days prior to the meeting. (c) The Chair may refuse applications which are repetitious or offensive and may terminate a speaker in progress where the subject matter is disrespectful or offensive. (d) There are not to be criticisms of individual Board members or individual staff members. (e) The Public Forums are designed for people to speak about matters of interest to them to the Community Board. It is not intended that people should be questioning Board members on these occasions. However, Board members may ask questions of speakers to clarify their statements. Working with whanau and rangatahi in Taumarunui rewarding. Sally Rodgers, Attendance Service Team, CKC Reap Pleased AS Team have been granted extra hours. Attended an AS hui in Te Kuiti last week, learning positive tools to assist whanau better understand the Attendance Service. Work and Income Te Kuiti first to penalise families for not complying with Attendance Service and benefits were cut. Taumarunui AS team could look into using this type of measure to encourage recidivist families get their child to school. Informs Daniel Hughes is now working at the High School as teacher aid and is a helpful advocate for rangatahi and whanau. 10 new referrals made this term. Supporting whanau with other needs including transport and attending doctor s appointments.

Toko Angell, Kaumatua Experiencing difficulty with The Lines Company. Is still concerned with youth and drugs reiterates his experience with youth who wanted to trade drugs for his bikes. Has some grievances with Tamariki Oranga concerning his own moko. Herewini invites Toko to the Kaumatua hui at Ngahuihuinga Gardens on Thursdays. Catley Edwards, House sitting for step daughter Vanessa Edwards who is in Ottawa attending the Indigenous Artist convention. Updates on Te Kotahitanga Ngati Tuwharetoa. The roopu aim to be the main driving voice for the Iwi. Some vacancies soon in staffing. 16 Attachment 16 Attended a very interesting Maori Economy development hui last month. Jacques Windell, Chair, Taumarunui Residents and Ratepayers Association Updates on Winston Peters visit August 2 - Successful with over 300 residents in attendance. Rob Stevenson candidate for Rangitekei states best turn out throughout the campaign. Winston promises to continue to advocate for the residents of Taumarunui and Turangi preand post elections. Fatu Poliko, Case Manager, Maniapoto Training Agency. Enjoying Taumarunui Community and busy at mahi. Working well in collaborative efforts with other orgs to assist youth. Joined Te Reo Maori course Monday evenings Bahai faith celebrating 100years in October. Grant Alabaster, Senior Sergeant NZ Police Busier than usual in the Ruapehu District due to the ski season. Unexpected snow dumps in the last few weeks has drawn higher numbers which has increase traffic incidents. New CEO, Ross Copland encouraging less traffic on the Mountain by providing daily shuttles. RAL future vision is to have no vehicles on the Mountain. SH 48 was closed due to weather and emergency response teams were left without power while attending accidents. Youth Crime down in Taumarunui. Youth Aid officer Joel O Meara covering wider district including Raetihi and Ohakune. District wise 12 youth, 4 in court, 8 on AA Plans. Licensing issues identified as one of the main offences for youth and in many cases their first offence. National Programmes have been initiated to battle the trend. Family Harm team, Michele Bolstad and Gabe Quirke engaging with families in home. Identifying contributing factors and advising managing tools for the families. Actively policing drug issues in Taumarunui but do rely heavily on Community knowledge and support to combat. Katarina Moore, Iwi Liaison Officer NZ Police Continues to advocate for positive outcomes for Maori whanau using the whanau Ora approach. Is committed to utilising strategies developed by Police and Māori to work together to achieve common goals by These goals: 10 percent decrease in the proportion of firsttime youth and adult offenders who are Māori; 20 percent decrease in the proportion of repeat youth and adult victims and offenders who are Māori; 25 percent decrease in Police apprehensions (non-traffic) of Māori that are resolved by prosecution and 20 percent reduction in Māori crash fatalities (without increasing the proportion of Māori injured in serious crashes). Recruiting up to 800 staff nationally with a focus on providing a tikanga curriculum. Encourages prevention talks in homes around drug and alcohol prevention. 17 Attachment 17 Continues to ensure current staff are familiar with a clear framework of practice to deliver positive outcomes for vulnerable children. Receiving up to 5 8 referrals each week. Ruapehu District Maori Council continue to develop Iwi Representation. Maori Council seek to provide members with information about the process of establishing Māori Wards within the Ruapehu District. Findings released for Te Pae Tawhiti: Exploring the Horizons of Māori Economic Performance through Effective Collaboration, focuses on the extent to which effective collaboration, good governance and the active management of collective assets within Māori enterprises improves economic performance. Clive Manley, Executive Officer, Ruapehu District Council Post Social Sector Trials Advisory group continue to develop a Community Led initiative/s for youth in Taumarunui. Current and some new NGO s are invited to share and identify gaps to present at Government level for better resourcing and funds at a meeting late September. Revitalisation Taumarunui projects underway with Council approving heritage display boards at the Railway Station and the Taumarunui Ohura Ward committee voted to run a competition for the best concept for the upgrading of the public toilets. Residents will also be asked their thoughts on what they would like to do with the old Library building. RAL had donated 300 lift passes which were passed along to the Principals Association for distribution. Karen Ngati, Family LAW Reiterates Community and Family Law services is free and covers employment and consumer issues. Chair of the Taumarunui Ohura Ward Committee and is committed to all things good happening in Taumarunui. Committee meet every 6 weeks. Next meeting this Thursday. Public forum, all invited. Highlighting Taumarunui High School reunion 3 & 4 th of March Stewart Shaw continues to care for Te Peka reserve and is calling to the council for support. Embracing new bilingual street signs that have been erected in town. Eventually more signs will be erected along the river walk way. Encouraging the 6000 members of the Motorhome Association to stay and spend time in Taumarunui with day parking facilities available behind Hinengakau Maatua Whangai development house on Miriama St. Revitalisation taskforce have partnered with the Lines Company to revamp their boxes and artist Myra Lowe will undertake the job of doing them up. 8 heritage boards will depict

Aroha Rudkin, Strengthening Families Strengthening Families ethos visually seen as a waka that provides the tools for whanau to utilise. Led by the whanau and powered by the team. Contracted for 25 whanau currently working with 8. Would be happy to present to the community fundamentals of Strengthening Families. Highlights Business after 5 assist businesses in Taumarunui better network and develop management skills for their establishment. ETI are planning the Christmas Parade 2017 with a beach theme. Isabelle Roderick, Kuia Presents the DHB strategic plan booklet. Vision incorporates Whanau Ora and Hauora. Commends efforts by artist Digger Te Kanawa who has provided his concept in form of a pataka for the new hospital Library. Acknowledges council in adapting and including original place names on new signs. Hinekopa Barrett Simpson, Kaumatua Humbled at the Ngati Maniapoto signing. Acknowledging moko Lesley Elder and team Black Ferns on their triumph. Dave Turu, Kaumatua Privileged to perform the powhiri for the new citizens of the Ruapehu District at Council Chambers last week. Ngarau Tarawa, Manager, Te Waka Pu Whenua Nga Kaumatua o te Mauri Atawhai continues to provide a wealth of information to the community. Maori Party Candidate, Howie Tamati will be in Taumarunui tomorrow evening from 6pm at Morero Marae. Attended 80 th birthday of kuia in Te Kuiti last Saturday. Lots of fun with co-driver Hinekopa. Herewini Tarawa, Kaumatua Acknowledges and welcomes Peggy to the forum. Informs the forum he sits as Kaumatua adviser on the DHB Trust Board alongside Isabelle, and new to the table, John Marsh and Dave Turu who attended their first hui last month. 21 Unconfirmed 21 Unconfirmed PUBLIC FORUM: TEMPORARY SUSPENSION AND REINSTATEMENT OF STANDING ORDERS. The Board Temporary suspended Standing Orders in their entirety to allow Members and the public to address the Board. RESOLVED 1 That the Report on Public forum: Temporary Suspension and reinstatement of Standing Orders be received. 2 That pursuant to section 21(4) Schedule 7 of the Local Government Act 2002, the Board temporarily suspends Standing Orders in their entirety to allow Members and the public to address the Community Board. Members received addresses as follows: Graham Bell from Te Puni Kokiri (TPK) gave Members an update on the services provided by TPK and answered Members questions. Mr Bell advised Members about the following matters: (a) Te Ture Whenua Māori Bill on hold until after the 2017 elections. (b) The Whenua Māori Fund allows greater utilisation of Māori land will be transferred over the Māori Land Services in the future. (c) Working on an education strategy to give greater understanding of Te Ture Whenua Māori Bill and the Māori Land Services. (d) Māori Housing Network has a dedicated person as a result, of restructuring. (e) Papakainga Housing is part of the Māori Housing Network fund. Dennis Tucker from the Youth Services Centre based in Taihape attended the Hui and gave Members an update on his role as a Specialist Case Worker for the Ministry of Social Development. Mr Tucker explained how he was responsible for delivering a Youth Programme and a Youth Parenting Programme, which included working with youth across the surrounding regions including Waiouru, Ohakune and Raetihi. Mr Tucker also said he was seeking support from other networks such as TPK and Council. Anahera Hose from Te Awanui A Rua Charitable Trust gave Members an update on the Taratahi Farming education programme that has recently been established in Taumarunui. Miss Hose said the programme will be established at the old Taringamotu School grounds, but until then, it is being facilitated at the Ngakonui Community Centre while, the practical work is being carried out on local farm properties in the Ngakonui area. RESOLVED Members Tane/Wi That the Report on Deputation: Phoebe Harrison Team Leader Environmental Health & Liquor Licensing be received UPDATE ON THE LONG TERM PLAN A Members received an update on the Long Term Plan (LTP). Council s Team Leader - Policy Planning Rebecca Bell spoke to the report and answered Members questions. The discussions included a specific focused on the best way to engage with Iwi/Hapū, which Council is seeking guidance from RDMC. Council is providing pre-engagement sessions known as The Chat Space throughout the district between August and November. The Chat Space sessions will enable Council to meet with the public to discuss issues that Council is already aware of, and to learn more about the issues that are of concern to the community. The Chat Space sessions will be advertised prior to the event. As part of its pre-engagement opportunities, Council is also interested in attending upcoming events with Iwi/Hapū and the wider community. Chairperson Ashford acknowledged the role of RDMC and reiterated the importance of informing their respective Iwi/Hapū in order to encourage proper engagement with Council. RESOLVED Cr Hoeta/Member Tane That the Report on Update on the Long Term Plan be received. The meeting adjourned for lunch at 12.20pm and reconvened 1:00pm MĀORI WARDS M Members discussed the opportunity to establish Māori Wards within the Ruapehu District. The discussions also included other forms of Māori representation that would better suit Iwi/Hapū. Council s Senior Iwi Development Advisor Jo Tocker spoke to the report and answered Members questions.
