22 ROLE OF COMMITTEES OF SOUTHERN INDIA REGIONAL COUNCIL For any organization of any magnitude, it is imperative that there should be a Organizational Structure upon which the entire functions are revolved and the Southern India Regional Council is no exception. When we look at the evolution of the formation of committees at SIRC, it is interesting to note that in the first year of its formation itself, the functionaries thought it fit that the affairs of the Regional Council could very well be run through the committees. As already seen at the initial chapter of this booklet, the Madras Regional Council, then called had constituted three sub-committees to deal with a) Draft Amendments to the CA Regulations and for further suggestions there for; b) To formulate a scheme and the condition on which coaching classes are to be conducted c) To sponsor a Students Society under the auspices of the Regional Council. Besides four more Sub-Committees were formed on i) Education and Study ii) Law iii) News and Publication iv) Research Over a period, the Regional Council was required to constitute the Standing Committees at the Regional level, viz., a) Executive Committee b) Students Committee c) Professional Development Committee d) Career Counselling Committee e) Public Relations Committee The Regional Council was permitted by Regulation to constitute the non-standing committees and in the normal course the Regional Council had the committees at the regional level per se with the committees of ICAI. During the year 2004 the Public Relations Committee of ICAI was merged with the Executive Committee and so also the Public Relations Committee ceased to exist at the Regional Level. While different yardsticks were considered for forming of committees by different regions, the Executive Committee of ICAI decided to have uniformity in the formation of committees at the Regional level and framed guidelines as to which of the committees could be formed by the respective Regional Councils and this came into effect from 2011 at SIRC. A communication bearing No. 23-CA(1)/495/2010 dated 13th December 2010 was received by SIRC from the Central Office based on which the 172

23 committees are formed at SIRC at present. Further the Continuing Professional Education Committee has become a Standing Committee by an amendment to the Chartered Accountants Regulations, According to the guidelines, under Regulation 137 (iii), SIRC has the following committees, besides the Standing Committees including the Continuing Professional Education Committee. In total SIRC has 24 Committees to assist in the functioning of the Regional Council. (1) Taxation Committee (2) Committee on Accounting Standards for Local Bodies (3) Committee on Financial Markets & Investors Protection (4) Committee on Banking, Insurance and Pension (5) Committee on Public Finance and Government Accounting (6) Committee on Corporate & Allied Laws and Corporate Governance (7) Committee for Capacity Building of CA Firms & SMPs (8) Committee for Members in Industry (9) Library Committee [Members/Students] (10) Research Committee (11) Information Technology Committee (12) Editorial Committee (13) Management Accounting Committee (14) Exposure Drafts Committee [for all subjects] (15) Branch Co-ordination Committee (16) Study Circles Co-ordination Committee (17) GMCS Co-ordination Committee (wherever applicable) (18) Members Grievance Committee (19) Internal Audit Committee The Southern India Regional Council also constitutes Study Groups to consider issues of professional interest like Study Group on Exposure Draft, Study Group for considering the Pre and Post Budget Memorandum, VAT, etc., and the views are considered by the respective committees and referred to the Central Council for its consideration. A reference in this regard is available on the constitution of groups in the guidelines referred to above which reads as under It has also been decided that for organisation or conduct of specific programmes/ events, a Regional Council may form a Group, if deemed necessary, and that such a Group be dissolved after completion of documentation and submission of accounts for the related programme/event within a period not later than two months from the conclusion of such programme/event. One notable decision of the Central Council taken during the year 2010 was that the branches of Regional Councils were permitted to constitute, one or more of the following committees, if deemed necessary: 173

24 (1) Continuing Professional Education Committee (2) Taxation Committee (3) Newsletter Committee (4) Information Technology Committee (5) Library Committee (6) Students Committee (7) Committee for Members in Industry The formation of committees at the branch level was since then not envisaged either in the regulations or in the directions of the Central Council regarding the functioning of the Branches of Regional Councils. The guidelines stipulate that the maximum number of members to a committee should not exceed 10 and in the event of co-opting not more than 2/3 of the members could be co-opted of which ½ of the members can be non-members. (To check and modify). The Committees at the Regional Level are the arms of the Regional Council who are functioning under the control and supervision of the respective Regional Councils. The organizing of programmes, identifying areas of operation for the benefit of membes and students are discussed at these meetings and given shape. The deliberations at the committee meetings are placed in the form of minutes at the meeting of the Regional Council and discussed for improvement. Though there is no stipulation as to the number of meetings a committee can hold, it is on an average two to three meetings of non-standing committees are held in SIRC and on few occasions more than three meetings were held. Besides these Committees, there is yet another body in the purview of the Regional Council, viz., Students Association which is constituted by the Regional Council where three members are nominated of which one member of the Regional Council shall be the Chairman of the Committee. While it was the practice of having two different Chairmen for Students Committee and the Southern India Chartered Accountants Students Association (SICASA) since 2010, as per the directions of the Central Council, the Chairman of Students Committee shall be the Chairman of the Students Association. It has also been the practice of having one member of the Central Council, preferably a member from Board of Studies to be one among the three members of the Students Association and the Association consists of 15 members, the 12 members being the students from whom the Vice-Chairman, Secretary and Treasurer are elected at the Managing Committee Meeting. Barring a few Committees, the Terms of Reference of the other committees have been drawn and act as a guide to the functioning of such committees. The Terms of Reference are forming part of annexure to this booklet. *** 174

25 CHARTERED ACCOUNANTS DAY ORGANIZED BY SIRC OF ICAI It is pertinent to note that when the Chartered Accountants Day is celebrated by SIRC and its Branches, there is a system in place for honouring the members which would be dealt at the relevant period viz in detail. Similarly on the occasion of the Golden Jubilee Year of ICAI, Hon ble Chief Minister of Tamil Nadu Shri K. Karunanidhi presented memento to the Gold Medalist from Chennai. Besides recognizing members in other functions like Golden / Diamond Jubilee, the Regional Council honours the senior members on the Chartered Accountants Day organized ever year. A detailed brief on such events would find a place in the respective period in this booklet. One who would like to trace the history of holding the Chartered Accountants Day would be interested to know that the forerunners of celebrating the Chartered Accountants Day was Bangalore when it celebrated the function on 30th May 1990 at Bangalore. However it was held in the month of May but it is SIRC which formalized the system of organizing the Chartered Accountants Day from 1993 in a structured manner and this would be dealt elaborately in the next Chapter of this booklet. It may be noted that since 1998, it has assumed the role of a National event organized by the Institute at all Regional Councils, Branches of Regional Councils and Overseas Chapters. A reference was made about the holding of Chartered Accountants Day by the Bangalore Branch in the earlier chapter but a full-fledged Chartered Accountants Day was celebrated on 1st July 1993 at Madras, the first of its kind of celebration. Shri D. Rangaswamy, President, Society of Auditors and former President, ITAT and Former Central Council Member, ICAI and Former Chairman, SIRC was the Chief Guest who inaugurated the function. The Regional Council had the privilege and honour to honour 20 senior members of the profession based on the membership seniority on the occasion. A record number of 1000 members with family joined the occasion. Shri K. Ananthachari, Former Chairman of SIRC was the Convenor and Shri A. Arjunaraj, Chairman, SIRC presided over the function. The Regional Council took a novel step to get an idea of number of participants and sent the Reply-paid post card to all the members in Chennai requesting them to specify whether they would be attending, attending with spouse, attending with spouse and children and the data compiled which enabled the SIRC to plan the programme in a systematic manner. The games for the spouse and children were organized and were highly appreciated by the participants. The highlight of the function was that it was organized with the sponsorship only and no funds of SIRC were utilized. If to record, it can be said that SIRC was the forerunner in the conduct of Chartered Accountants Day throughout the country by the Institute later on. Encouraged by the response from the members, on 1st July 1994, the Chartered Accountants Day was celebrated, second year in succession. Shri P.B. Vijayaraghavan, Former Central Council Member, ICAI was the Chief Guest. 20 senior members on the 175

26 basis of seniority were honoured after taking into account the senior members already honoured at the last year function. For the first time in the history of SIRC, the retirement of an official was recorded at the meeting of the Regional Council by a Resolution when Shri B. Ramaraj, Additional Secretary, ICAI retired from the services of the Institute on superannuation on 30th June Shri B. Ramaraj, Additional Secretary (Retd.) was also the Guest of Honour. It is pertinent to note that it was recognition to the employees of ICAI that an officer who served the Institute for nearly 30 years was given the honour to be the Guest of Honour on the Chartered Accountants Day. The Chartered Accountants Day became a regular feature in the activities of SIRC and it was celebrated on 1st July Shri V. Jagadisan, Former Central Council Member was the Chief Guest and honoured 20 senior members. At the Chartered Accountants Day held on 1st July 1996, Shri N. Srinivasan, Former Central Council Member was the Chief Guest and honoured 25 senior members. During this year the number of members to be honoured was increased from 20 to 25 members. Shri N.C. Sundararajan, Past President, ICAI was the Chief Guest at the Chartered Accountants Day Celebrations held on where again the next 25 senior members were honoured. At the Chartered Accountants Day held on 1st July 1998, first time outside the premises of the Institute at Rani Seethai Hall, Chennai Shri N. Murali, Joint Managing Director, The Hindu was the Chief Guest. On this occasion the staff members who have completed 25 years of service were honoured. For the first time, a Walkathon was arranged and members, students and staff of ICAI participated in the walkathon held in the early morning at Marina Beach. This has become a regular feature in the years to come. On this occasion, to commemorate the Chartered Accountants Day Cricket Match between the Members and the officials of Income-tax Department were also held and continued even now. Though in all the years since 1993, SIRC organized the Chartered Accountants Day, in the year 1999, this could not be held on the said date as the SIRC celebrated the Golden Jubilee Year of ICAI in a grand and befitting manner and hence the Chartered Accountants Day was celebrated on 15th October Shri G. Narayanaswamy, Former Central Council Member, ICAI was the Chief Guest. During this year the number of recipients of the honour was increased from 25 to 50. For few years, tickets were Rs. 100/- and later Rs. 200/- as entry fee was sold and later on this was dispensed with and the admission is free for all members with spouse and children. In the millennium Year, the Chartered Accountants Day was celebrated on 1st July 2000 and Shri R. Balakrishnan, Past President, ICAI was the Chief Guest. 176

27 In the year 2001, the Chartered Accountants Day was not celebrated owing to the Golden Jubilee Celebrations of SIRC was conducted on 1st of July and steps taken to organize the function did not materialize. On 1st July 2002, Shri Ashok Kumbhat, Past President, ICAI was the Chief Guest at the Chartered Accountants Day Celebrations. The Chartered Accountants Day held on 1st July 2002, besides Shri Ashok Kumbhat, Past President as Chief Guest, Shri H. Raja, Member of Tamil Nadu Legislative Assembly and Shri V. Sreenivasa Rao, Regional Director, Company Law Board were the Guests of Honour. The Chartered Accountants Day held on 1st July 2003 had Shri R. Bupathy, Past President as the Chief Guest and the Chartered Accountants Day held on 1st July 2004, Shri N.C. Sundararajan, Past President, ICAI was the Chief Guest. In the year 2005, Shri Ashok Kumbhat, Past President, ICAI was the Chief Guest and in 2006, Shri G. Sitharman, Past President, ICAI was the Chief Guest. Shri R. Bupathy, Past President was the Chief Guest at the Chartered Accountants Day held on 1st July The Chief Guest in the year 2008 was Shri Sushil Singh Bhogle,. On this occasion SIRC organized Mass Diabetes Awareness & Detection Camp for members, students, staff and the public and another programme Know your Kidneyes. And in the year 2009, Justice S. Mohan, Former Supreme Court Judge was the Chief Guest. On this occasion, Shri B.P. Rao, Past President, ICAI also graced the Chartered Accountants Day in the morning. Past Presidents of ICAI from Southern Region were also honoured on the occasion besides the senior members. During the year 2010, Smt. J.M. Shanti Sundaram, Chief Commissioner of Central Excise and Customs of Service Tax, Chennai was the Chief Guest and CA. R. Kirlosh Kumar, IAS, Deputy Director of Finance, Govt. of Tamil Nadu and Shri G.V. Raman, Past Chairman, SIRC were the Guests of Honour. In the year 2011, Padma Shri CA. T.N. Manoharan, Past President, ICAI was the Chief Guest and CA. K. Ananthachari, Past Chairman, SIRC and CA. P.B. Sampath, Director, TAFE were the Guests of Honour. On this occasion, 500 saplings were given to the participants. In the year 2012, CA. S.G. Ramachandran and CA. M. Bheema Bhat, Past Chairmen of SIRC were the Guests at the function.. *** 177

28 S. VAIDYANATH AIYAR MEMORIAL FUND / LECTURE The Institute of Chartered Accountants of India instituted the S. Vaidyanath Aiyar Memorial Fund in in honour and memory of late Shri S. Vaidyanath Aiyar, Past President of ICAI and decided to have the Memorial Lecture annually in all the Regions. SIRC also, as part of their activities are conducting the S. Vaidyanath Aiyar Memorial Lecture every year inviting high dignitaries to deliver the memorial lecture. The decision to institute S. Vaidyanath Aiyar Memorial Fund through voluntary contributions from members could be traced to a Circular letter sent by the Central Council in February Wide coverage was given when instituted and names of contributors were also published in the Journal. A deliberation took place in the 13th Annual General Meeting of SIRC held on 11th July 1964 as to the treatment of excess of expenditure on account of conducting the S. Vaidyanath Aiyar Memorial Lecture and it was decided that the lecture being a part of SIRC activity, any excess of expenditure is to be borne by SIRC. In this regard it is to be noted that at present the Central Council reimburses to a maximum of Rs. 3,000/- from the S. Vaidyanath Aiyar Memorial Fund in regard to the conduct of the Lecture to all the Regional Councils. Correspondence in regard to the increase in the grant was made which was not considered but however the Regional Councils were permitted to obtain sponsorship to cover the cost of holding the programme. The names of dignitaries who had delivered the memorial lecture are given as Appendix to this booklet. *** 178

29 V. SANKAR AIYAR MEMORIAL LECTURE During the decade old history of SIRC between 2003 and 2012, one more Memorial Lecture Fund was instituted in the year 2008 in the name of late Shri V. Sankar Aiyar. The First V. Sankar Aiyar Memorial Lecture was held on 9th May and it was inaugurated by Shri Mani Shankar Aiyar, Hon ble Union Minister for Panchayat Raj and Development of the North Eastern Region and the eldest son of late V. Sankar Aiyar. Shri Mani Shankar Aiyar also delivered the First Memorial Lecture on the subject Panchayati Raj: Inclusive Growth through Inclusive Governance. This Memorial Lecture is now one of the annual feature of SIRC. The Second V. Sankar Aiyar Memorial Lecture was held on 20th July 2009 and Shri Swaminathan S. Anklesaria Aiyar, Consulting Editor, Economic Times delivered the Memorial Lecture on The Economics of Global India. The Third Shri V. Sankar Aiyar Memorial Lecture was delivered by Smt. Tara Ram Kumar, Eminent Social Worker, Bangalore on the subject Relevance of Social Justice & Social Development in India on 17th June The Fourth V. Sankar Aiyar Memorial Lecture was delivered by Dr. Montek Singh Ahluwalia, Deputy Chairman, Planning Commission, Govt. of India on the subject Economic Reforms for Inclusive Growth on 19th October Mr. Mani Shankar Aiyar, Member of Parliament and Shri G. Ramaswamy, President, ICAI also participated and addressed the gathering. *** ASHOK KUMBHAT MEMORIAL LECTURE The First Ashok Kumbhat Memorial Lecture was delivered by CA. R. Seshasayee, Managing Director, Ashok Leyland Limited on Challenges to the Accounting Profession on 25th April Shri N. Rangachary, Former Chairman, CBDT and Former Chairman, IRDA presided over the meeting. The Second Ashok Kumbhat Memorial Lecture was delivered by CA. Harish Salve, Senior Advocate, Supreme Court on Direct Taxation Contemporary Issues on 26th January Shri N. Rangachary, Former Chairman, CBDT and Former Chairman, IRDA presided over the meeting. *** 179

30 P.P. GURURAJA UPADHYAYA MEMORIAL LECTURE In Southern India Regional Council, SIRC instituted the P.P. Gururaja Upadhyaya Memorial Fund in memory of late Mr. P.P. Gururaja Upadhyaya, Former Central Council Member of ICAI (1988-September 1997) through contribution by members of the institute and appeal was made in SIRC Newsletter for contribution. The names of the contributors published in the Newsletter. SIRC in honour of Shri P.P.G. Upadhyaya, sitting Council Member died on 9th September 1997 and SIRC instituted a Memorial Fund in the year 1997 (His 60th Year) as P.P. Gururaja Upadhyaya Memorial Fund and contributions were received from the members and presently the fund has around Rs lakhs. SIRC also made an appeal through the SIRC Newsletter for contribution to the Fund and many of the professional friends and admirers of late Shri PPG Upadhyaya contributed to the Fund. The First P.P. Gururaja Upadhyaya Memorial Lecture held at Chennai on 28th December Shri P.B. Vijayaraghavan, Former Central Council Member, ICAI inaugurated the memorial lecture. Shri R. Bupathy, Central Council Member, ICAI delivered the key note address. The Second PPG Upadhyaya Memorial Lecture was delivered on 20th September 1998 and the Third P.P.G. Upadhyaya Memorial Lecture held on 5th September The interest accrued are being used to conduct programmes for the benefit of the students and over the years, SIRC organized classes in various subjects either on a continuous basis for two days, evening classes for a week and special lectures inviting other dignitaries. During the year 2000, a series of lectures were organized under the auspices of P.P. Gururaja Upadhyaya Memorial Fund on 11th, 17th, 24th, September, 1st, 8th October and 15th 2000 exclusively for the students where Case Studies were discussed. During the year a one day programme on 30th December 2000 under the auspices of the P.P.G. Upadhyaya Memorial Fund was also held. During the year 2001, on 8th September Shri P.P.G. Upadhyaya Memorial Lecture as a Workshop on Taxation was organized. Shri N.D. Gupta, President, ICAI delivered the special address and Shri T.N. Manoharan, Chennai chaired the session. The year 1998 was the 10th year of the institution of the fund as well as the 70th birthday of Shri P.P.G. Upadhayaya and a special booklet was released wherein members who had the opportunity to be with him in the Council or interact with them recalled their reminiscences and few photographs taken in the past were published in the booklet. The booklet was released at a Memorial Lecture in the year It is for the records that the First Students Newsletter was published in July 1997 when Shri P.P. Gururaja Upadhyaya was the Chairman of Board of Studies and the vision with which the Board of Studies under his Chairmanship started the publication The Chartered Accountant Student has been highly acclaimed by the students fraternity. 180

31 At the 165th Meeting of SIRC held on 11th July 1998, under Item No 33 the creation of P.P.Gururaja Upadhya Memorial Fund was noted and approved. One of the Memorial Fund instituted by SIRC which was referred in the earlier chapter P.P. Gururaja Upadhyaya Memorial Lecture Fund was utilized out of the interest accrued from the Fund every year for conducting programmes and holding memorial lectures all through the years. The modus operandi of holding these lectures were in the form of organizing memorial lectures, organizing special classes either for two days or week-end classes for the students pursuing the CA Course. Notable are the memorial lecture held on 25th January 2003 (to indicate why), classes held as a series on 6th, 7th, 13th (two sessions) and 14th (two sessions) in the year 2004, Memorial Lecture on 23 rd December 2005, 14th February 2009 and 25th January 2011 the last one being a full day programme. The Memorial Lecture which was started in the year 1997 had a great moment when the 10th Annual Memorial Lecture under the auspices of P.P. Gururaja Upadhyaya Memorial Lecture was held on 8th September To commemorate the occasion, a booklet was released and reminiscences of members who were associated with late Shri P.P. Gururaja Upadhyaya were published with photographs of yesteryears. It also happened to be his 70th year. The function was attended, besides the members and students, by Shri R. Bupathy and Shri T.N. Manoharan, Past Presidents of ICAI and Shri Ved Jain, Vice-President, ICAI. Photographs of various functions in which Shri P.P. Gururaja Upadhyaya participated were also published in the said booklet. *** 181

32 INTERNATIONAL STUDY TOURS SIRC proposed an International Study Tour for 11 days from 18th to 28th September 1999 to Kualalumpur (Malasyia), Pattaya and Bangkok (Thailand) and Singapore but however the records do not indicate any such proposal materializing. However in the later years SIRC conducted the International Study Tours to various countries, the details of which would be dealt in the next Chapter of this booklet. While the Institute of Chartered Accountants of India organized many International Study Tours to different countries, it was in the year 2004 that SIRC took the initiative of organized at the Regional Level the International Study Tour when the First International Study Tour was organized from 5th September 2004 to 9th September 2004 to Colombo, Kandy, Triconamalee and Nuwaraeliya. 66 members and 23 of their family members participated in the International Study Tour. A Five Day International Study Tour was organized in the year 2005 between 22nd and 27th September 2005 to Singapore and Malaysia. 169 members attended. During the tour, a Joint Seminar by ICAI with Institute of Certified Public Accountants (CPAS) was held on 26th September 2005 at Singapore. In the year 2006, the International Study Tour was organized to Dubai and Abu Dhabi from 12th February to 15th February 2006 attended by 17 members. In the year 2007, one more International Study Tour was organized to Singapore and Thailand from 24th January to 31st January 2007 attended by 29 members. In the year 2008, the International Study Tour to Egypt was organized from 19th to 24th January The tour included a visit to Alexandria. A total of 117 members with their families participated. In the year 2009, between 25th and 30th January 2009, an International Study Tour was organized to Turkey attended by 24 members including family members and they visited Istanbul and Ankara. During the year 2009, an international Study Tour to Hong Kong Macau was organized from 4th to 7th August 2009 attended by 14 Members including family. In the same year from 24th to 28th October 2009, an International Study Tour to Sri Lanka was organized by SIRC and Hyderabad Branch played host. A total of 139 members with their family participated in the tour. During the year 2010, a long schedule of International Tour was organized spanning 11 days which hitherto was a maximum of a week when SIRC organized the International Study Tour to Australia and New Zealand and hosted by Hyderabad Branch between 2nd January and 13th January members including their family attended and the itinerary included a visit to Sydney, Brisbane, Auckland, Rotorua,Waitoma and Hamilton. In the same year two more International Tours were organized, one from 2nd to 6th August 2010 to Sri Lanka attended by 65 members with their families and the other to United Kingdom, Scotland and Dubai from 26th October 2010 to 3 rd November 2010 attended by 15 members. It may be noted that the term Study has been withdrawn while referring to the International Study Tour since *** 182

33 INTER-REGIONAL AND JOINT-REGIONAL CONFERENCES In the Southern Region, the First Inter-Regional Conference was held at Visakhapatnam on 12th and 13th November The Conference was organized jointly by SIRC and EIRC where Visakhapatnam Branch played host. This Conference was inaugurated by Shri S.P. Chhajed, President, ICAI which was attended by 350 delegates. However prior to this a Joint Programme was held with WIRC, SIRC and EIRC organizing it in Goa in Western Region attended by 400 delegates. (Ref: 169th Meeting of SIRC held on 29th October 1999 under Item No. 1 (e). While SIRC has been organizing the conferences and other regions also holding conferences at their places, for the first time, the concept of Joint Regional Conference came into being when SIRC joined with WIRC organized a Joint Regional Conference on 24th, 25th and 26th September 2004 at Goa. The next Joint Regional Conference was organized by SIRC in association with EIRC and CIRC at Visakhapatnam on 24th and 25th June In the year 2010, the Joint Regional Conference was organized by SIRC with WIRC, NIRC and CIRC at Goa from 13th to 15th August It is a unique occasion when in the earlier joint regional conferences two or three regions associated, the All Region Conference held on 14th and 15th October 2011 at Nagpur witnessed the participation of all the five regional councils. Similarly when the Second ICAI All Regions Conference was held at Baroda on 8th and 9th June 2012, all the regions joined together in organizing the conference. In all the conferences referred to above, SIRC was part of the Conference. *** 183

34 COHESION BETWEEN THE ICAI AND THE ICAI EMPLOYEES When the Institute was formed on 1st July 1949, it had its administrative office at New Delhi. With 1573 members throughout the country, the administrative functions was handled by a team of administration under the Secretaryship of Shri K. Srinivasan. Karthikeyan August Till Date The role of the officials in the formative period of the Institute was highly laudable and since then the significance of the administration is very vital in the functioning of the Institute. With the present growth of around 2.00 lakh members and around lakh students, one can visualize the importance and responsibility attached to the Officers and Staff of the Institute. Over the years, the wings of the Institute had spread across the country and abroad and to-day the Institute has 128 branches and 22 Chapters outside India besides the CPE Study Circles, Chapters, Groups and CPE Study Circles for Members in Industry. The number of committees has also over the period increased manifold and the administrative machinery is fully geared up to serve the members, students and other stake holders. This Chapter would in brief record the services of the officers and staff of the Institute. At the Southern India Regional Council, when it was formed in the year 1952 it had 457 members and to-day it has around members across the Region. While at the initial stage the administration was managed by Assistants, in the year 1964 it was under the administration of Shri B.R. Venkatesan, then an Associate Member of the Institute on the rolls of ICAI. Since then SIRC had seen many Regional Heads in the last 48 years and they are Shri B.R. Venkatesan Shri B. Giridharan Till Date *Initiated the Decentralization at Chennai The Council has recognized the services of the Officers and Staff on various occasions and it would be interesting to note that when the ICAI Employees Association was formed in the year 1978 on 29th March under the Trade Union Act, 1926, the recognition was accorded to it and since then the ICAI Employees Association has been closely interacting with the management on matters of interest for the staff of the Institute. Later on the Officers Association has also been formed but it has only unofficial status as at present but however the management do interact with the functionaries of the Officers Association on matters of common interest in regard to staff matters. The cordiality with which the ICAI Employees Association and the ICAI Officers Association discussed resulted in the Agreements signed over the years. The Council also recognizing the importance of the said establishments accord financial assistance whenever the Get-togethers are organized by the Employees Association at New Delhi and other places. The Council also provides special grant for the Regional Offices to have family tour subject to certain financial restrictions. It only shows that the harmony between the employees and the management has its root in mutual trust, confidence, dedication and devotion to the tasks assigned and performed. Referring to the ICAI Employees Association at Chennai, it can proudly be said that the support from the Regional Council and the Institute has been very encouraging. In the last few Get-togethers SIRC also contributed financially and the Chairman of the Regional Council was one of the dignitaries gracing the occasion, besides other dignitaries. The ICAI Employees Association organized seven Get-togethers the last being held on 2nd December 2011 with Shri G. Ramaswamy, President, ICAI and Shri Jaydeep N. Shah, Vice-President, ICAI gracing the occasion amongst other dignitaries from SIRC. This brief Chapter is recorded in this booklet to show that the service by the employees of ICAI has always been recognized as the life line of the Institute and the untiring efforts put in by the employees at Chennai is one of the factors for the effective functioning of the Institute in the Southern Region. *** 185
