1 (THE OFFICIAL GAZETTE) We, Abdullah the Second Ibn Al-Hussein, King of The Hashemite Kingdom of Jordan, according to Article (31) of the Constitution and on the basis of the Cabinet Resolution of 10/04/2007, we put into effect the following regulation: Regulation No. (45) of the year 2007 Civil Aviation Charges Regulation Issued According to Article (86) of Civil Aviation Law No. (50) of the year 1985 Article 1: This regulation called (Civil Aviation Charges Regulation of the year 2007) and shall enter into force from the date it is published in the Official Gazette. Article 2: The following words and expressions, anywhere it comes in this regulation, shall have the specified meanings as listed bellow, unless the context specifies otherwise: The Authority The Director General : The Civil Aviation Authority. : The Director General of the Authority. Article 3: A- Subject to what is mentioned in paragraph (B) of this Article, fees, charges and costs specified in this regulation are collected against carrying out any actions and services provided by the Authority as indicated in the following: 1- The use of Jordanian Civil Airports. 2- Services and Air Navigation Facilities. 3- Licenses, Authorizations, permits, certificates, adoptions, approvals and publications issued by the Authority, pursuant to the Authority Law, or any other applicable legislation, regulations or instructions. B- The Authority shall not collect the fees, any charges and costs, mentioned in paragraph (A) above of this Article, if any party is authorized to utilize or operate any aviation facility, where the concluded agreement with that party stipulates that, and in that case the agreement provisions shall be applied after the Cabinet approval on it.
2 Article 4: Charges against the use of civil airports are set herein as the following: A- Aircrafts Landing Charges 1- Subject to what is mentioned in paragraphs (2), (3), (4) and (5) of this clause, landing charges are collected as per maximum take off weight for the aircraft, according to the certificate of its airworthiness, provided the collected minimum charges in any case not be less than JD 30 where it shall be per each Ton or part thereof as the following: Description JD Fils First 25 Tons of Aircraft weight Following 75 Tons Exceeding 100 Tons A surcharge of (35%) prescribed in item (1) of this clause, shall be collected against every landing or takeoff during the night. Night is defined as the period between 30 minutes after sunset and 30 minutes before sunrise. 3- A surcharge of (10%) of charges prescribed in item (1) of this clause, shall be collected against Air traffic Control Services. 4- (50%) of the landing charges prescribed in item (1) of this clause, shall be collected on the following: - Helicopter Aircraft engaged in commercial flights. - Aircraft engaged in charter flights carrying tourist groups to the Kingdom. 5- (30%) of landing charges prescribed in item (1) of this clause shall be collected on the following: - Aircrafts engaged in non-commercial flights. - Foreign Aircraft used for training or crew test flight for the purpose of acquiring licenses or qualifications or testing of the aircraft and its equipment, subject to the prior written approval of airport director. - Aircrafts engaged in aerial activities for the service of the state. B- Parking charges outside Hangers: 1- Subject to item (2) of this clause, parking charges shall be collected according to the maximum takeoff
3 weight of the aircraft as indicated in the certificate of its airworthiness. 2- The first two hours of parking charges shall be exempted, and this charge will be collected on every following hour, provided that the minimum parking charges shall not be less than JD 15 and as indicated below per each ton or part thereof per hour or part thereof as follows: Description JD Fils First 25 Tons of Aircraft weight Following 75 Tons Exceeding 100 Tons In any case of submitting a request for parking for a period exceeding 72 hours, and approving it, the parking charges shall be collected according to the maximum take off weight of any aircraft, as indicated in the certificate of airworthiness for period of 24 hours or part thereof as follows: Description JD Fils For Aircraft weight 5700 Kg or less For Aircraft weight 5701 Kg and more The prescribed charges in items (4) and (5) of clause (A) of this Article are applicable against Aircraft parking pursuant to item (2) of this clause. C- Parking charges inside the hangers: 1- Parking charges inside hangers shall be collected according to the maximum take off weight of any Aircraft as indicated in the certificate of its air worthiness for each (24) hours period or part thereof for each ton or part thereof as follows: Description JD Fils First 25 tons of Aircraft weight Following 75 Tons Exceeding 100 tons - 750
4 2- The mentioned rules in items 4 and 5 of clause (A) of this Article are applied for aircraft parking inside hangers. 3- The maximum collected parking charges inside the hanger must not be less than JD 30, in any case according to item (1) of this clause. D- Air bridge (Jet Ways) charges: 1- A charge for the use of air bridge for embarkation and disembarkation of passengers to and from Aircraft shall be collected on every two hours period or part thereof as follows: Description JD Fils For Aircraft of 90 tons weight or more For Aircraft of less than 90 Tons weight The Director General of Civil Aviation Authority is authorized to extend the specified period in item (1) of this clause for (30) minutes without any surcharges. E- 50% of the due charges are collected according to clauses (A), (B), (C) and (D) of this Article, except what is stipulated in items (4) and (5) of clause (A) and item (3) of clause (B) of this Article for aircrafts operating to King Hussein International Airport. F- Fees or any charges for using civil airports by aviation academies, institutions and aviation schools are determined by the instructions issued by the Minister of Transport according to recommendations of the Director General. Article 5: A-Passenger transit services fee of 3.5 against each passenger are collected. B-The specified fee of clause (A) of this Article is paid directly by airline companies, according to the instructions, issued by the Director General of Civil Aviation.
5 Article 6: A fuel fee of (1%) of the total claimed amount of money, issued by the supplying company inside the airport, where this fee is collected directly from the company, in accordance with instructions issued by the Director General. Article 7: Air- Navigation Service Charges: A- Air-Navigation Service Charges of Aircrafts flying over Jordan Airspace shall be collected according to maximum takeoff weight, as indicated in the certificate of airworthiness for each ton or part thereof as follows: Description JD Fils First 25 Tons of Aircraft weight Following 75 Tons Exceeding 100 tons B- According to clause (A) of this Article, the collected charges, in any case are no less than 30. Article 8: Air navigation service collected charges according to this regulation are as the following: A- Charges against Aeronautical information publication, its amendments and supplements, are according to the following: No. Aeronautical information publication Price inside the HKJ Price outside the HKJ 1 Aeronautical information directory, including all its segments and its cover The directory cover Aeronautical information directory, including all its segments without the cover. 4 Aeronautical information directory yearly subscription in its amendments and supplements
6 B- Prices of statistical reports are as the following: Description Monthly statistical report 15 Semiannual statistical report 50 Annual statistical report 75 C- The following are exempted from paying the mentioned charges in clauses (A) and (B) of this Article: 1- International Civil Aviation Organization and its related bodies. 2- Countries who are contracted with the International Civil Aviation Organization, on the basis of reciprocity. 3- Any official body, the Director General decides to exempt. Article 9: Fees against licenses, tests, authorizations, certificates, adoptions, and approvals issued by the authority are determined according to the following: A- License fees: Type of fees For Jordanian Issuance of a student pilot license Issuance of a private pilot license Renewal of a private pilot license Issuance of a commercial pilot license Renewal of a commercial pilot license Issuance of air transport pilot license (ATPL) Renewal of air transport pilot license (ATPL) Issuance of certified flight instructor (CFI) Renewal of certified flight instructor (CFI) Issuance of a flight engineer license Renewal of a flight engineer license Issuance of aircraft maintenance mechanic airframe or power plant rating. Renewal of aircraft maintenance mechanic airframe or power plant rating. Issuance of equipment maintenance technician license. Renewal of equipment maintenance technician license For Non- Jordanian

Issuance or renewal of aviation security officer license. Issuance of designated examiner for any 30 monthly or rating. 250 yearly. C- Licensing charges and flight safety services: Type of fees Study and assessment of application for scheduled or un-scheduled air career or air cargo. Issuance or renewal of air operator certificate (20 passengers or more) including periodical audits and surveillance
10 Issuance or renewal of un-scheduled air operator certificate (20 passengers or more) including periodical audits and surveillance. Issuance or renewal of an air operator license for aircraft operator of less than (20) passengers capacity or helicopter, including the periodical inspection and surveillance. Issuance or renewal of an air cargo carrier Application study and assessment for aircraft maintenance station license. Issuance or renewal of aircraft maintenance station certificate, including the periodical inspection and follow-up. Issuance or renewal of each rating license of airframe or powerplant ratings for aircraft maintenance stations for large aircrafts of a weight (15 tons) or more. Issuance or renewal of each rating license of 5000 airframe or powerplant ratings for aircraft maintenance stations for large aircrafts of a weight less than (15 tons). Issuance or renewal of one rating license from the 5000 rest of the ratings for maintenance stations. Application and assessment the license for an aviation academy or school. Issuance or renewal of pilot school or academy license, including the periodical inspection and surveillance. Issuance or renewal of one rating for pilot school or academy. Study and assessment of application for aviation maintenance school or academy. Certification or renewal of aircraft maintenance technical school for each airframe or powerplant rating. Licensing or renewal of one rating of airframe or powerplant of aircraft maintenance technician school or academy. Issuance or renewal of one rating license from the 5000 rest of the ratings of aircraft maintenance technician school or academy.
11 Issuance of an aircraft registration certificate. JD 1000 in addition to JD 50 against each ton weight or part thereof, of the maximum takeoff weight (MTOW). Change or ownership (Registration). 100 Changing the site of an airline company operations, an aviation school or aircraft maintenance station. Issuance of a special flight permit to an aircraft Issuance or renewal of aircraft airworthiness certificate Approval of aircraft lease agreement. The technical surveillance for authorizing an air route. Issuance or renewal a license for an aircraft simulator. Licensing or renewal of a specialized pilot training center. Issuing or renewal of a certificate to transport dangerous goods for airfreight agents. Issuance or renewal of a certificate of transporting non-dangerous goods for airfreight agents license. Licensing or renewal of an aircraft factory license. Issuance of acceptance certificate to manufacture an aircraft 3000 in addition to 100 against each ton or part thereof of the maximum take off weight (MTOW). 5% of the realized charges for each month or part thereof, according to the previous item issuing air- concerning aircraft worthiness certificate
12 Issuance of certificate for authorizing aircraft production license. Issuing or renewal of an aircraft design organization or part thereof. Issuance or renewal of a foreign production 5000 organization certificate. Issuing an aircraft production certificate license Alteration of an aircraft production certificate 3000 license. Major repairs, alteration or technical standard 1000 order on an aircraft. Approval or renewal of aircraft production or 2000 repair stations. Reliability program approval Approval or acceptance of MP, AFM, MEL, 300 MAINT, PPM, OPS-PPM. Or any other manual. Ground handling, service agents certification 5000 renewal escalation of maintenance program. Approval of expanding of aircraft maintenance 500 program. Issuance of an export certificate of airworthiness. 25 against each ton or part of thereof, the maximum takeoff weight of the aircraft (MTOW). Issuance of noise certificate for an aircraft. 250 Issuance of deregistration certificate for an 250 aircraft. D- Airport certification fees: Type of fees Airport Certification application and assessment Issuance or renewal of Airport Operating Certificate for Airport with one runway. Issuance or renewal of Airport Operating Certificate for Airport with two runways or more. Heliport Certificate application and assessment Issuance or renewal of Heliport Operating Certificate. 2000
13 E- Security service fees Type of fees Review and approval of national airline security 2500 program Review and approval of foreign airlines security 500 program. Review and approval airport security program Adopting any Air security program for investors other 300 than airline companies. Monitoring and implementation airport security programs (Audit, inspection, survey and testing). Issuing permits for over flying Jordanian for non-scheduled flights against each crossing. Acceptance the application for economic operating license and assessment fees (EOL), nonrefundable. Issuing economic operating license (EOL)

G- Air navigation service license fees The monthly following up charges are calculated on the basis of the following aggregate rates: 1- JD (0.0103) against each (1000) passengers per kilometer. 2- JD (0.0579) against each (1000) Tons per Kilometer. Fee type JD Air navigation services (ANS) application acceptance and assessment fees. Issuing or renewing certification for operating air navigation cervices (ANS). Issuing or renewal the license for air watchtower/one runway. Issuing or renewal the license for air watchtower/one runway. Issuing or renewing a license for air watchtower/ approaching Issuing or renewing the license for air watchtower/ two runways. Issuing or renewal a license for air watchtower/ Radar Area Issuing or renewing a license for air information 2000 section (AIS) Issuing or renewing a license for a fixed telephone 5000 network (AFTN) Issuing or renewing a license for auxiliary air 2500 navigation system- to each structure. Application acceptance and assessment fees for certification of a college, a school or a technical institute air navigation. Issuing or renewing certification college, school or 5000 technical institute/ air navigation. Studying the impact of air navigation obstacles. 200
15 Article 10: A- The entire set up fee or charge against issuing any of the authorization, license permit, certificate, confirmation and approval shall be collect and specified as a temporary license, if the temporary period for the license is equal or more than (50%) of the period specified for the permanent license. B- (50%) of the fee or charge, mentioned in paragraph (A) of this Article is collected if the temporary license period is less than 50% of the permanent license. Article 11: Costs and expenses of accident investigations and delegates on carryout official tasks shall be according to the following: A- The related party or parties bear the entire expenses and costs of investigating any accident or semi-accident, pursuant to the instructions issued by the Director General. B- The related party in the case of delegating any employee for carrying out any official task, not mentioned in paragraph (A) of this Article, shall bear the entire costs of the delegating, travel and the daily realized costs, (per die..) according to the instructions issued by the Director General. Article 12: A- The following shall be exempted from the fees stipulated in this regulation:- 1- United Nation Aircrafts, its specialized agencies and aircrafts of international & regional organizations. 2- Aircrafts which participate free of charge in rescue and search operations, relief, salvage or other humanitarian services. 3- Aircrafts of official delegates. 4- The Aircrafts of the officially approved clubs and institutes, subject to reciprocity. 5- Government Aircrafts which carryout public services. 6- National Aircrafts which perform non-commercial flights for the purpose of technical testing for local navigational aids, or testing the aircraft or its equipment, provided acquiring the approval of the Director General or a person
16 he authorizes thereof in writing at least 24 hours before departure. 7- The forced landing of an Aircraft after takeoff, due to technical, or weather conditions or according to a request or instructions of the Authority. 8- License fees of the Authority employees during the time period of their employment. 9- The authority work units, its departments and directorates. 10- Any other Aircraft the Minister of Transport decides to exempt partially or totally, due to certain considerations recommended by the Director General. B- The Aircraft parking for maintenance purposes are exempted only from hanger parking charges, provided that the parking period shall not exceed three months. Article 13: When implementing the articles of this regulation, the specific items of exemptions, mentioned in the concluded agreements between the Kingdom Government and other parties, are to be put into consideration for exemption. Article 14: Minister of Transport shall issue the adequate instructions to implement the articles of this regulation after they are recommended by the Director General.
