Definitions Traffic Alert and Collision Avoidance System II An onboard avionics system that alerts crew members via aural and visual display indications to the presence of air traffic in the vicinity that may pose a potential midair collision threat. In addition to Traffic Advisories (TAs), a system also provides Resolution Advisories (RAs). ACAS II Airborne Collision Avoidance System II The ICAO and European designation for. Traffic Advisory (TA) An alert with aural and visual components that notifies the crew of a developing traffic conflict with another aircraft. (e.g., Traffic! Traffic! ) Resolution Advisory (RA) An urgent alert with aural and visual components that includes specific vertical guidance to the flight crew in order to avert an impending collision. (e.g., Traffic! Traffic! Climb! Climb! ) When both aircraft involved in a potential collision situation are equipped with systems, the two systems coordinate to provide complementary guidance to each respective flight crew. (e.g., The TCAS system on one aircraft will issue a climb directive, while the TCAS system on the other aircraft will issue a directive to descend.) Background systems have been in widespread use in airliners and business aircraft since approximately 1990, reliably helping to avert airborne traffic conflicts and midair collision threats. Successive software versions have brought additional enhancements, and up until recently, Version 7.0 software was the latest worldwide standard. However, an airliner near-collision event over Japan in 2001 and an actual airliner collision at approximately FL350 over southern Germany in 2002 have led to sustained efforts to further improve operational procedures as well as to update software to include additional safety enhancements. As a result of these efforts, Version 7.1 software includes the following major improvements: Resolution Advisory (RA) Reversal Capability: The system will now have the capability to issue an RA reversal. This means that if the crew in one of the aircraft involved in a TCAS RA event fails to comply with the RA instruction given (e.g., Traffic! Traffic! Climb! Climb! ) and does the opposite, the TCAS system of the other aircraft can then issue a reversed RA command to avert a collision. Level Off Callout: The system will now issue a Level Off! Level Off! callout in lieu of the former Adjust Vertical Speed Adjust (AVSA) callout. The AVSA callout is intended to prevent a collision when an aircraft climbs or descends at a rate that potentially puts it in conflict with another aircraft. But the AVSA callout is somewhat ambiguous in that it doesn t aurally instruct pilots whether to increase or decrease vertical speed. They must reference their flight displays to determine how to adjust, and crews sometimes have made the mistake of impulsively adjusting vertical speed in the wrong direction. The Level Off callout is more straightforward and eliminates this ambiguity. Page 1 of 8

2 Key Benefits for Business Aircraft Operators Improved operational safety Continued access to airspace regions that will require aircraft equipped with (or ACAS II) systems to have Version 7.1 software in order to continue operating in those regions Equipment Requirements Upgrading an existing system to the Version 7.1 level is typically a software change only. However, it may be necessary to ship a unit to the supplier to be upgraded or exchanged for an already upgraded unit. Regulatory Status Europe o In December 2011, the European Commission published Implementing Rule 1332/2011, which established the following requirements: Forward-Fit: All aircraft with an individual certificate of airworthiness issued as of 1 March 2012 and having a Maximum Takeoff Mass (MTOM) greater than 5,700 kg (12,500 lb) or a maximum passenger seating capacity of more than 19 are required to be equipped with ACAS II Version 7.1 ( Version 7.1) in order to operate in European airspace. Retrofit: All aircraft with an individual certificate of airworthiness issued prior to 1 March 2012 and having a MTOM greater than 5,700 kg (12,500 lb) or a maximum passenger seating capacity of more than 19 are required to be equipped with ACAS II Version 7.1 ( Version 7.1) as of 1 December 2015 in order to operate in European airspace. Note: Operators who have voluntarily equipped their aircraft with a system (i.e., even if not required by operating rule) are also required to have Version 7.1 software by the applicable deadlines in order to operate in European airspace. United States o There is currently no published deadline for upgrading systems with Version 7.1 software for operation in the United States. Operation in RVSM airspace currently requires -equipped aircraft to have Version 7.0 software or later. Other Regions o ICAO Annex 10 standards specify that systems should have Version 7.1 software on new aircraft as of 1 January 2014 (forward-fit) and on existing aircraft as of 1 January 2017 (retrofit). o Business aircraft operators who fly internationally need to be aware of the current status of any requirements for Version 7.1 in the regions they intend to operate. Compliance Status of Citation, Beechcraft, and Hawker Aircraft Cessna, Beechcraft, and Hawker have offered three primary systems in the past: the (CAS-67) system from, the TCAS system from ACSS, and the TCAS- and TCAS-94 systems from Rockwell-Collins. In addition, Cessna now offers Garmin s GTS system for new G3000 and G5000 aircraft in production. The following tables beginning on page 3 show status and timing for availability of the upgrade to Version 7.1 for the applicable aircraft models.
