6 PREFACE This Emergency Response Plan is promulgated to indicate the responsibilities of Aerodrome personnel at Brighton City Airport. The document contains the action to be taken in the event of:- Aircraft Accident Aircraft Ground Incident Full Emergency Local Standby Weather Standby Domestic Fire and Special Services Procedures Act of Aggression / Unlawful Act Counter-Chemical, Biological, Radiological, Nuclear and High-Yield Explosives (CCBRNE) present in an aircraft Off-Aerodrome Accident The orders detailed will also serve as a guide to other internal departments and external organizations concerned in emergency actions at the Aerodrome. The orders cannot be entirely comprehensive, and officers-in-charge of departments, agencies and sections are expected to interpret them as dictated by circumstances as they occur. The Operations Manager is responsible for the compilation, promulgation and amendment of these orders. The order itself will be approved by the Accountable Manager following any change being approved and endorsed by the Aerodrome Safety Action Group. 7 SECTION 1 : PURPOSE OF THE EMERGENCY ORDERS 1.1 Purpose The purpose of the Emergency Orders is to set out procedures, which can alert the various emergency services and co-ordinate, their activities Whilst no instruction can cover every situation (as no two incidents will be the same), a basic set of procedures, interpreted and applied with common sense can ensure that lives are saved, and the injured persons be removed to medical care in the shortest possible time. These orders are provided to enhance that same understanding. 1.2 Resources For practical and economic reasons it is not possible to provide and maintain the entire emergency services that maybe required for incidents that happen on, or in the vicinity of the aerodrome For most categories of emergency the aerodromes own Rescue & Firefighting Service (RFFS) are trained, equipped and resourced (including first aid arrangements), to facilitate an initial response which is adequate for the size of aircraft using the aerodrome. When and as required, the RFFS will supplemented by one or more of the following external agencies: West Sussex Fire & Rescue Service (WSFRS) for firefighting and rescue South East Coast Ambulance Service (SECAMB) for casualty immediate care and transport Sussex Police will additionally provide officers and resources for their specific role, and as required for investigation and scene security (also acting for, and on behalf of the AAIB). 1.3 Rendezvous Points In order to facilitate access and egress from the aerodrome by emergency services under emergency conditions, two (2) rendezvous points (RVP s) designated RVP North and RVP South have been established These RVP s are located at Gate 2 (north) and Gate 8 (south). Both gates provide adequate access and egress for vehicles of all emergency services. Keys to RVP gates (two and eight) are available on all aerodrome vehicles. Additionally keys are made available from security personnel located at the Ricardo Bridge Works Security Office on the Old Shoreham Road. 1.4 Response The degree of response by emergency services is governed by the category of the emergency and the incidents location Aircraft accidents associated with take-off or landing occur most often within in the area known as the full response area (within the boundary) and require a timed response from the RFFS (three minutes from accident to attendance required) When an accident occurs, or is expected to occur outside the aerodrome boundary, and outside of the full response area for a distance of approximately 1000m, the aerodrome will dispatch an attendance of the RFFS to the location (there is no RFFS attendance time requirement to these incidents) Accidents beyond 1000m may require an attendance by the RFFS for specialist aircraft knowledge. This will be confirmed ASAP due to severity of the incident, local conditions or known dangers of the aircraft (CAPS system onboard etc). Prompt liaison will take place between the ATS and RFFS duty OIC to determine the correct response (see the RFFS Manual). 18 Sep 2017 Page 5

8 Mutual aid assistance is agreed between WSFRS and the BCAL RFFS. 1.5 Summary of BCAL Functions and Responsibilities Air Traffic Services When an aircraft is known to be in difficulties or, alternatively, on receipt of a request from the aircraft captain for precautionary action, air traffic services will initiate the appropriate emergency procedure ATS will select the appropriate category of emergency and notify the RFFS via the crash alarm For incidents of the following type; Aircraft Accident, Full Emergency If the incident involves the railway inform Network Rail immediately to stop trains as a priority. Inform West Sussex Fire & Rescue Service Inform South East Coast Ambulance Service Inform Sussex Police Inform HM Coastguard if incident involves difficult environments River Adur routes adjacent to runways 06/24 & 13/31 or if an aircraft has ditched into the sea. Continue to provide as much direct information as possible to external emergency services via landline/radio. If there is any doubt as to the degree of risk the Full Emergency procedure will be initiated rather than Local Stand By Action by Air Traffic Services to RFFS (All Emergencies) Operate Crash Alarm and broadcast type of incident on RFFS frequency Listen for RFFS to acknowledge call Inform RFFS the type of incident (ATS to provide an immediate and most expeditious route if confirmed incident onsite) Give nature of problem Give details of aircraft type Give number of persons on board Give location of aircraft Give Grid Reference if accident off airfield After the initial actions have been taken and the emergency orders are in effect, consideration should be given to informing key members of Aerodrome management. For a confirmed Aircraft Accident at the first opportunity ATS should inform by telephone; The Operations Manager (if not on duty) The Senior Air Traffic Control Officer (if not on duty) Senior Aerodrome Fire Officer (if not on duty) The Accountable Manager shall be informed (ASAP) Aerodrome Fire Service (RFFS) Turn out an attendance to all emergencies Proceed to designated standby points Carry out Rescue & Firefighting operations Provide emergency first aid All subsequent actions following attendance are the responsibility of the RFFS officer-incharge on duty. The aerodrome RFFS will not be released, made available or return to the aerodrome fire station until the duty OIC is satisfied that the RFFS are no longer required at the incident (confirming the incident is closed or officially handed over to the local authorities). 18 Sep 2017 Page 6

9 SECTION 2: EMERGENCY ORDERS CLASSIFICATION 2.1 The following orders are promulgated to indicate the responsibilities of, as well as the action to be taken by the aerodrome and to serve as a guide to other organisations in the event of: a) Aircraft Accident (external emergency services alerted immediately) An aircraft accident classifies an accident which has either occurred or which is inevitable on, or in, the vicinity of the aerodrome. In the event of a fatal / serious injury incident then the Procedure AOP: shall be instigated. b) Aircraft Ground Incident (external emergency services alerted if required) A ground incident is defined as being where an aircraft on the ground is known to have an emergency situation other than an accident which requires the attendance of the emergency services. c) Full Emergency (external emergency services alerted immediately) A full emergency describes when it is known that an aircraft in the air is, or is suspected to be, in trouble that there is danger of an accident. A full emergency usually calls for the response of either all or majority of the emergency services involved in the aerodrome emergency plan. d) Local Standby (external emergency services alerted if required) A local standby is called for when it is known that an aircraft has developed, or is suspected as having developed, some defect which would not normally involve any serious difficulty in effecting a safe landing. e) Weather Standby (no external emergency services required) A weather standby is called when weather conditions are such as to render a landing difficult or difficult for ATS to observe. f) Domestic Fire and Emergency Special Service Calls (external emergency services alerted immediately) The term Domestic Fire describes a fire on or near the aerodrome which initially does not involve aircraft, nor is from the result of an aircraft accident. A Domestic Fire is:- A property/vehicle or undergrowth fire on the aerodrome A fire outside the aerodrome boundary An Emergency Special Service is:- Those incidents that are defined as calls from the public or other emergency services for assistance on humanitarian grounds, which the aerodrome RFFS might attend where the response is in accordance to a mutual aid agreement with the local emergency services. g) Act of Aggression/Unlawful Act Procedures for dealing with incidents such as Bomb Alerts, unlawful seizures and acts of aggression towards aerodrome infrastructure or personnel. h) Counter-Chemical, Biological, Radiological, Nuclear and High-Yield Explosives Incidents Procedures for dealing with an aircraft carrying any of the above cargo or infected passengers.. i) Off-Aerodrome Accident (external emergency services alerted immediately) An Accident involving aircraft off the aerodrome but within 1000 metres. 18 Sep 2017 Page 7

10 SECTION 3: ACTION OF AERODROME KEY PERSONNEL 3.1 The Aerodrome Accountable Manager The Accountable Manager will act on behalf of Brighton City Airport Ltd. to ensure compliance of procedures in all departments relating to emergencies as a direct result of aircraft operating to and from the aerodrome He/she will; Confirm that procedures have been instigated to ensure any incident is dealt with in accordance with these orders and therefore closed as soon as possible. Ensure that the requirements of the Emergency Response Plan are in effect Ensure support procedures are implemented for staff Ensure BCAL Maintain licensing standards Act as the liaison officer for the press 3.2 Operations Manager (OpsM) The OpsM will provide assistance to the RFFS (SAFO or duty OIC) and will also provide assistance to the AcM from an operational perspective The OpsM will; Communicate with the AcM Ensure staffing levels and equipment needs are considered for a protracted incident Consider the effect and impact on staff and that cover is available (consider recall of key persons/relief staff) Assess the impact of the emergency on the aerodrome, and takes action to ensure disruption is minimal Redirect staff to provide facilities for external agencies (for protracted incidents) Make available an area for Silver Command as required for command and control 3.3 Senior Aerodrome Fire Officer The SAFO will; Conduct firefighting operations and maintain command and control at the incident Liaise with local authority emergency services at the incident Consider the effect and impact on RFFS staff and that cover is available (consider recall of key persons/relief staff) Assess the impact of the emergency on the aerodrome RFFS, and takes action to ensure disruption is minimal and thus RFFS facilities are returned to published levels. 3.4 Senior Air Traffic Control Officer The SATCO will provide assistance to the AcM from an operational perspective. The SATCO will also; Provide support to ATS, OpsM and AcM as required Consider the effect and impact on ATS staff and that cover is available (consider recall of key persons/relief staff) Assess the impact of the emergency on the aerodrome ATS, and takes action to ensure disruption is minimal Assess the impact of the emergency on the aerodrome, and takes action to ensure disruption is minimal Provide communications directly to the emergency services. 3.5 Absence of Key Personnel Should the above named persons be distant from the Aerodrome the most senior manager available shall be responsible for the actions above. 18 Sep 2017 Page 8

11 3.6 BCAL Staff (general responsibilities) BCAL staff will not have specific roles to perform during emergencies outside of the RFFS/Operations or ATS departments. Staff can engage in predetermined actions if specifically provided. These actions should be documented as procedures, and shall be practiced regularly during exercises to confirm the correct understanding BCAL staff shall not attend an incident or allow members of the public to attend, photograph or access a restricted area during an incident. Staff shall also refrain from making comment on any incident that can be overheard by bystanders. SECTION 4: ACTIONS BY EXTERNAL SERVICES 4.1 West Sussex Fire & Rescue Service (WSFRS) West Sussex Fire & Rescue Service have their own procedure for attending incidents at or in the vicinity of the aerodrome The aerodrome understands that WSFRS will:- a) Dispatch a pre-determined attendance to the designated rendezvous point b) Provide assistance and support to the RFFS as required c) If the need dictates setup a control point and co-ordinate all activities in conjunction with the SECAMB and Police. d) Work in accordance with the aerodrome s operational plan The Senior WSFRS Officer present will be responsible for all aspects of firefighting and rescue operations once command and responsibility of the incident has been established from the aerodrome duty OIC Although the WSFRS has the responsibility to exercise authority due to legislation, the aerodrome RFFS duty OIC will be in command of firefighting during the initial operations at an aircraft incident on the aerodrome The Senior WSFRS Officer in overall command will not normally withdraw tactical control from the RFFS or alter deployment of the RFFS unless this is necessary for over-riding operational reasons. 4.2 South East Coast Ambulance Service (SECAMB) SECAMB have their own procedure for attending incidents at or in the vicinity of the aerodrome The aerodrome understands that SECAMB will:- a) Dispatch the nearest ambulance to the designated rendezvous point b) Dispatch other ambulances & personnel as required for command and control c) Setup an incident post and control all ambulance service activities in conjunction with the Police Incident Officer d) Provide lifesaving duties e) Convey casualties to hospital as directed by the SECAMB incident officer 4.3 Sussex Police Sussex Police have their own procedure for attending incidents at or in the vicinity of the aerodrome The aerodrome understands that Sussex Police will:- a) Assign officers as appropriate to the North & South rendezvous points b) Provide scene security and cordon control to the incident on or off aerodrome c) Liaise with BCAL Management, ATS and RFFS d) Implement Sussex Police Force Contingency Plan for specified incident 18 Sep 2017 Page 9

12 4.3.3 Where an aircraft that has declared an emergency diverts from this Aerodrome Air Traffic Zone to another ATS unit, the DATCO will reduce the incident when satisfied that the aircraft is in the control of the other ATS unit. ATS will stand-down all services and clear the incident. (The aerodrome RFFS will liaise with external emergency services if already onsite) When an aircraft emergency procedure has been initiated it will remain in force until the Aerodrome Fire Officer (duty OIC) agrees and confirms to ATS that it can be cancelled. This will be following confirmation from the captain that the aircraft, passengers & crew are safe, accounted for and that no medical services are required. Only then will the incident be closed If RFFS fire cover, for salvage work or to aid Police or AAIB investigations etc is still required when the state of emergency is cancelled, special arrangements may be made e.g. the Aerodrome Fire Officer duty OIC may need to retain some fire cover or equipment at the incident site. The ATS will be informed of any depletion in fire cover at the earliest opportunity. SECTION 5: UPGRADING & DOWNGRADING OF EMERGENCIES 5.1 Upgrading Incidents An emergency procedure maybe upgraded at the discretion of either of the following: a) SATCO / DATCO / AGCS b) Aerodrome Fire Officer (duty OIC) c) Police Incident Officer Downgrading Incidents Downgrades or the cancellation of an emergency will only take place after consultation by the RFFS duty OIC and ATS locally Only Three (3) types of downgrading may take place as follows: - a) Full Emergency downgraded to Local Stand By b) Aircraft Ground Incident downgraded to Local Stand By c) Locally flying aircraft declares emergency then departs ATZ A Downgrade or stand-down of the incident will not stop external services continuing into the aerodrome, a liaison person should be available at the designated RVP with up-todate information on the incident Where an aircraft that has declared an emergency diverts from this Aerodrome ATS to another ATS unit, the DATCO will reduce the incident when satisfied that the aircraft is in the control of the other ATS unit. 13 SECTION 6: OFF-AERODROME ACCIDENT / INCIDENT 6.1 Air Traffic Services Actions Air Traffic Services are responsible for notifying the appropriate authorities, including the Aerodrome RFFS of any aircraft that crashes within the Aerodrome Traffic Zone (ATZ) The location of the accident will be given geographically and where appropriate reference to local landmarks in the area provided The best location of the off-site incident will be passed to the emergency services (RFFS & external) by ATS using the detailed Grid/Assembly point as listed in & of this document. 6.2 Rescue & Firefighting Service Actions The RFFS will respond to the crash alarm and exit the aerodrome as laid down in procedures contained in the RFFS Manual. SECTION 7: COMMUNICATIONS External Emergency Services Attending the Aerodrome The following communication systems are available: - Before entering the Aerodrome Sussex Police and or SECAMB are to obtain the RFFS / ATS ground radio (portable two way) from Ricardo s security hut A27/Old Shoreham Road. Located in the main Ricardo Entrance (nr the river footbridge) on the Old Shoreham Road. This radio will provide direct communications with RFFS/ATS when onsite. WSFRS to use channel 5 fire ground radio (WSFRS radio) ATS may support the incident and provide communications & assistance to all services on site via radio/telephone directly to Police, Fire & Ambulance Controls, but this will only be if conditions allow e.g. the Aerodrome is closed to all traffic / movements restricted and personnel are available in the VCR to provide this service (Aircraft in the ATZ have priority) Each emergency service is responsible for and will provide its own discrete R/T frequency. SECTION 8: DOMESTIC FIRE / SPECIAL SERVICES RESPONSE 8.1 Aerodrome Terminal Building and other buildings under aerodrome control Inform WSR&RS and in consultation with the RFFS duty OIC who will turn out a predetermined attendance. 8.2 Action by Air Traffic Services ATS is responsible for notifying the appropriate authorities, including the onsite RFFS of any incident on the aerodrome that is reported to them directly. The location of the accident will be given geographically and where appropriate reference to local landmarks in the area provided. 8.3 Action by Aerodrome Rescue & Firefighting Service Respond to crash alarm Don full PPE (see local procedures) Acknowledge call via radio 18 Sep 2017 Page 11

14 Obtain details (to be passed by ATS if appropriate) Turn out a suitable attendance Book in attendance at the incident Pass details to ATS via radio ASAP as to the detail or risk and request assistance if required Restore Aerodrome fire category as soon as circumstances permit SECTION 9: UNLAWFUL INTERFERENCE INCIDENT 9.1 Aerodrome Procedure Every effort, commensurate with the safety of personnel and other aircraft, shall be made to prevent the aircraft from departing The subject aircraft shall be directed to a remote area of the aerodrome, eg. TWY B, northern loop or even HTA W. If TWY B is used then the companies adjacent must be informed and also Lancing Signal Box in case the police require the railway line to be closed All aircraft movements shall cease except for the ASU and other aircraft operating on behalf of the emergency services or government agencies. Vehicular movements are to be restricted to the RFFS and those responding to the incident The incident is to treated as a Full Emergency. Once the outside emergency services are in attendance, control of the incident shall pass to the OIC Further information for the relevant departments [MATS2: Annex 1] & RFFS Manual. SECTION 10: COUNTER-CHEMICAL, BIOLOGICAL, RADIOLOGICAL, NUCLEAR AND HIGH-YIELD EXPLOSIVES (CCBRNE) 10.1 EGKA does not accept any aircraft carrying any of the above cargo/infected passengers Any inbound aircraft that declares that it has such cargo shall be given every assistance in finding a suitable aerodrome to divert to In the event of such an aircraft landing then it shall be directed to park away from inhabited buildings at either the Northern Loop/RWY20 threshold or the Compass Base No aircraft shall overfly the affected aircraft without permission from the relevant authority in charge of the emergency. Operations shall switch to a more suitable runway to prevent this happening The Accountable Manager and the HOD shall be informed immediately The incident shall be treated as a Full Emergency. 18 Sep 2017 Page 12

20 SECTION 12: JESIP (The Joint Emergency Services Interoperability Programme) 12.1 External Agencies Command and Control Brighton City Airport will support the JESIP principles for accidents and incidents involving aircraft in around the Aerodrome for Command and Control A joint working Forward Control Point will be established for all Aircraft Accidents and Major Incidents involving the Aerodrome Terminal Building The 3 rd floor BCAL administration office will be available for use of external Emergency Services. 1. The office is secure and can only be accessed via an electronic entrance fob (secured on the first floor access point) 2. Provides Telephones (with conference facilities), computers with internet access, and washroom and kitchen facilities 3. The office provides an overview of all active runways/areas associated with the operational aerodrome and has a 360 overview of the local area 4. Is located directly under the Visual Control Room 5. Car parking is provided locally NOTE: The 2 nd or 3 rd floor areas are not provided with disabled access/egress nor are they suitable for disabled persons. 18 Sep 2017 Page 18
