A Note from the Publisher I am feeling very disappointed. I am writing this article on April 30. This is the day this ATIS is suppose to go to Les for distribution. Unfortunately, I do not have enough to send. I received a call last night from a chapter member who I can count on to send me another article. Upon receiving that article, I will go to press with what I have. I know we can do better than this. We did much better for the previous issue of the ATIS. If you do not tell me what is happening with your chapter, I have no way of knowing. Your article does not have to be perfect. I will edit and correct it if required. Just send me something. 2 Flying with the Civil Air Patrol Many of us are experiencing the rising costs of aviation. Some are approaching retirement with time for other activities. Some are searching for ways to give back to the community. I have found that the Civil Air Patrol (CAP) can help address some of these issues. CAP has a number of different aircraft but most are either Cessna 172s or 182s. In fact, CAP has the largest fleet of single engine Cessnas in the world. Since the primary use of CAP aircraft is search and rescue, CAP uses only high wing aircraft due to their better downward visibility. The aircraft ages and avionics varies from 1970 s stream gauges to the latest versions of the Garmin G1000. Many of the older aircraft have been refurnished and some have Aspen avionics. There are several levels of pilots VFR and Instrument Rated of course but inside CAP there are certifications for: One of the most appearing things about CAP flying is the cost. For any CAP activity the cost is zero. So days when I fly a plane to another unit after repairs or give rides to cadets or approved CAP practice, I pay nothing. For non CAP activities, the cost of a late model G1000 C182 is $37 per hours plus fuel say $ total per hour. The local DFW rental rate for the same aircraft is $200 per hour. A CAP C172 is in the $75 range per hour. Some of these aircraft are 30 years old but all are well maintained. In fact we are required to clean the leading edges and windscreen after each flight. Cadets can be taught to fly either free or at a reduced price. There is no cost for an instructor either for a cadet or senior member. Senior members can get IFR instruction for the cost of the aircraft. CAP encourages the use of its aircraft. Squadrons have to fly a certain amount of hours per year to keep an aircraft, so they want the planes flying. An approved pilot can fly any aircraft they are approved to fly regardless of its location. Reservations are made on-line. However, each flight must have a FRO (flight release officer). The FRO confirms that the flight started and ended as planned without incident. It s not all love and happiness. There are restrictions. Only CAP personnel can fly in CAP aircraft. Overnight requires special approval. You have to re-qualify annually. First pass you have to qualify separately for each aircraft type you want to fly - for example Cessna 172, 172 Aspen, 172 G1000, 182 and 182 G1000. After the first past the annual is only at the highest level aircraft. The flight review is much like the FAA, however there are differences. CAP concentrates on hand flying and precise use of the autopilot if G1000. Missions are often low and slow so there is almost an obsession with slow flight. CAP wants VFR with the precision of IFR. CAP practices emergency descents, short and soft field landings and stalls. CAP does all the standard maneuvers like 360 slow flight and 45 and 60 degree bank turns. Some mission will require landing on highways or even fields so they want you to know the aircraft. Bottom-line CAP is a way to serve our country, help our youth and fly at no or a reduced price. It is not a causal commitment but for many it is worth the effort. Gene Thompson 2

3 In the second Delaware State University speech competition, Matthew A. Jones, C/Capt, AFROTC Alt-LAB Officer, 128th Cadet Wing (member of the F/O Connie Nappier Jr Chapter) won 1st place! This is his speech: On a hot summer day in July of 1943, while escorting bombers over Italy, a fighter aircraft, piloted by Lt. Charles B. Hall was in an intense dog-fight. Sweat dripping down his face, he wipes his goggles to clear his vision. An enemy fighter enters into his crosshairs. He pulls the trigger, letting loose a spray of flames that ignite the enemy s aircraft. Could this be the one, could this be it engulfed in smoke down his target went. Never before had an African America fighter pilot in the United States armed forces shot down an enemy aircraft. Ever since I was a little boy, I ve had the aspiration to become a pilot. It first started with wanting to become an astronaut and I learned that in order to do so, one had to learn how to fly. Unfortunately, I never saw too many pilots that looked like me. Thankfully, I was pointed in the right direction. I watched Tuskegee Airmen, a movie, starring Lawrence Fishburne and Cuba Gooding Jr. A film that illustrated the first black military aviators in the United States. Despite adversity, prejudice, and discrimination, these men did the impossible. Led by Col Benjamin O. Davis Jr., a graduate from West Point, the 332 nd fighter group deployed to North Africa and Italy, conducting primarily bomber escort missions. During WWII, 72 Tuskegee Airmen shot down a total of 112 enemy aircraft including some of the best German fighters, known to be. And although disputed, it has been recorded that these Red Tails never lost a bomber to enemy fire. Their story has motivated me to stand before you today, not only as a student, soon to be graduate, but a certified black pilot. Thanks to the guidance and support of this institution, I have earned a pilot slot in the United States Air Force. When I put this uniform on, I think about these men, what they ve done for me, what they done for all of us, and I pray to continue their legacy. I gladly accept the torch they ve passed down, because in my mind, I too am a Tuskegee Airmen. I'm sure you are as proud of him as we are her in Connecticut. The kids received wonderful NASA gift bags with an assortment of treasures from Bronze Eagles Houston region chair, James E. Miller. Each child flown will receive a Bronze Eagles Certificate of Flight, at a later date. A BIG thanks goes out to Stinson Airport s new restaurant owner, Chef Bernard from New Orleans, LA. Bernard s Creole Kitchen & Catering fed all of the kids free and the Nawlin s food, Swamp tea and Community coffee is absolutely deeeeeeee-licious! Bernard also has live entertainment for lunch and dinner and he will continue to support our aviation organization! A Bronze Eagles Thank You letter of appreciation will be sent. 9 SouthWings Conservation Aviation Needs Pilots in the Southeast By David Moore ASHEVILLE, North Carolina Have you ever wanted to put your plane to good use to benefit the planet? With SouthWings, a non-profit organization headquartered in Asheville, NC, you can go flying and help protect the environment at the same time. Often referred to as the environmental flight service for the Southeast, SouthWings is looking to add pilots to their roster. Founded in 1996, SouthWings has worked with hundreds of organizations from West Virginia to Florida to Louisiana using GA aircraft to give journalists, researchers, advocates, decision makers, and even celebrities an aerial perspective on some very prominent environmental issues. They work with a large diversity of organizations and individuals from the mainstream to the non-traditional all of which are trying to expose the culprits that cause environmental harm and propose creative solutions to protect our natural heritage. SouthWings flights play a key role in shaping environmental policy since many conservation organizations are often criticized for not having the science or hard data to support their causes and statements. But through the airborne perspective provided by SouthWings combined with analysis of aerial images and results of field studies, the environmental community can offer multiple ways of looking at the earth and the forces that are changing it. Mission profiles can vary drastically. From flights to survey mountaintop mountaintop removal (MTR) coal mining activities in West Virginia, to looking for oil slicks in the Gulf of Mexico, to counting sharks and whales off the Atlantic coast of Florida, to issues in between SouthWings network of volunteer pilots are in the thick of the key environmental campaigns of the day. SouthWings set out to fill a niche in the Southeastern U.S. and began with one pilot but quickly grew to three in the first few months. Today, the roster is over 40 pilots, all of whom generously donate their time, skills, and aircraft to flying on behalf of the environment. Without these pilots, SouthWings would be unable to offer flights to so many of its environmental partners. While the organization is based in North Carolina, in 2012 they opened a Gulf-area office in New Orleans where the flight work has increased dramatically since the 2010 Deep Water Horizon BP oil catastrophe. SouthWings encourages interested pilots to visit their website at or contact Flight Coordinator David Moore at david@southwings.org to learn more. Pilots must have at least 750 hours of PIC time, be current according to the FARs (i.e., current medical and current to carry passengers), either own or have access to an airplane (non-experimental), and list SouthWings as additionally insured on their policy. Although many of SouthWings pilots possess an instrument rating, SouthWings does not require one - most flights are on good weather days with little to no wind. With no shortage of work on the horizon, SouthWings looks forward to years of continued contributions to environmental conservation through aviation. 9

10 The Dr. Albert E. Forsythe Chapter in conjunction with its community partner, the Phi Upsilon Chapter of the Omega Psi Phi Fraternity, sponsored by popular demand a second Aviation Awareness Day on Saturday, 6 October The event was held again at Marlboro Aircraft Services located at Monmouth Executive Airport (KBLM) in New Jersey, a facility owned by Chapter member William Bienes. The project was scheduled to coincide with the Young Eagles Flight Rally of the local Experimental (EAA) Chapter 315. The purpose of the event was to introduce underrepresented youth and others to the world of Aviation/Aerospace and the associated career fields. More than 100 youngsters and adults attended the program. Catherine Young, the airport manager of Groton Airport (KGON) in Connecticut, represented the field of Airport Management. Bryce Watson, a United Airline Pilot and CEO of Nightwalker Productions, provided an extensive static and flying display of radio-controlled model aircraft. The Microsoft flight simulator provided by Chapter member Chris Leach again was a big attraction to the aspiring young pilots. Dr. Albert E. Forsythe Chapter's Aviation Awareness Day II Presenters were available from the following areas related to Aviation and Aerospace: Afro-Americans in Aviation History, Tuskegee Airmen, Pilots (Airlines), Aviation Maintenance, Airport Management, Flight School Training, Black Pilots of America, Women in Aviation, Experimental Aircraft Association, the Monmouth Area Flying Club (charter founders: Joseph Holt, William Scott, and others), US Navy Recruiters, Radio-Controlled Model Aircraft, and Flight Simulation. Kenneth Moore again provided an interesting slide presentation on the history of Blacks in aviation. George Watson, a Tuskegee Airmen (ground support) again attracted a lot of attention. Yvonne McManus and James Hamilton Sr. represented the airline pilots, The Chapter provided, on a limited basis, airplane rides to youth that were not able to fly with the EAA Chapter. Also, some adults were given rides. The flights were made in Chapter member William Scott's Piper Cherokee 180 (piloted by Chapter Member Samuel Williamson) and a Cessna 172 RG flown by Sholom Ellenberg, a friend of Chapter member Chris Leach. Flight Experience Certificates were provided to the youth and the adults. 10

11 Members from several other BPA chapters were on site to provide assistance and support. Namely, the Roscoe Draper Chapter of Pennsylvania (Doug Tolbert, Derek Grier, and Vincent Mallory), the Flight Officer Connie Naprier, Jr. Chapter of Connecticut (Dianne Daniels, Adriana Daniels, and Catherine Young), and the Bronze Eagles of Texas (Charles Masters). Len Leach, brother of Chapter member Chris Leach, produced an hour-long video of the event that is available on DVD and will eventually be posted on the Chapter's website ( Gilda Rodgers, owner, CEO at Frank Talk Multi-Media Network, also produced a video of parts of the event that will be aired on the Internet. William Bienes prepared ample refreshments for all the attendees and was assisted by Chapter Member Richard Taylor. The Alfred E. Furthermore, we help them translate this excitement to academic studies which form the foundation of a productive career in aviation. Our instructors are all experienced flight instructors who volunteer their time to share their combined experience of 165 years in the aviation field with the young people in the BPA Summer Flight Academy. Your son/daughter will receive 10 hours of flight time and 40 hours of ground school. They must have at least a B average and be between the ages of To the Students interested in attending the BPA Summer Flight Academy Have you ever wondered what it would be like to take the control of an aircraft in the skies? Well, here is your chance. You will begin your flight by pre-flighting your aircraft under the supervision of an experienced flight instructor. When you and your instructor are satisfied that the aircraft is safe to fly, you will then enter the cockpit and complete the Before Starting Checklist. You then start the engine and once the engine fires to life, you get a taxi clearance and start taxiing the aircraft. At the end of the runway you turn the aircraft into the wind and complete the runup check. Once you and your instructor are satisfied that the aircraft is ready, you get a takeoff clearance. You then taxi onto the runway, apply full power and takeoff. You are now flying and after an hour of flight instruction you return to the airport, line up with the landing runway and land the aircraft. You then taxi back to the parking area, set the brakes and shut down the engine. After completing the Shutdown Checklist, you log your flight time in your log book and have your instructor sign it. Learning to fly requires more than getting into an airplane and flying, it also requires that you learn the subjects required to pass the FAA Private Pilot Written Exam. So each day you will attend ground school. The ground school is taught by experienced teachers using the latest audio visual equipment and computers. The BPA Summer Flight Academy is a 14 day ultimate rush. Are you up to the challenge? Parent / Sponsor Information Because of the highly concentrated ground school and flight training given at the BPA Summer Flight Academy, it is required that the student have at least a B average and be highly motivated towards flying. Each student is expected to put forth a maximum effort to complete the program. This intense total immersion aviation course conducted by highly qualified, competent and demanding volunteer staff, is not for the casual camper. Students not ready and willing to expend the required intellectual and physical effort should not attend. Excellent character, good conduct and maturity are required of all students. It is essential that the parent and/or sponsor making application understand that the student, for whom application is made, must have no characteristics which will make him/her an undesirable companion for the other students. Students who, in the opinion of the BPA Summer Academy staff, fail to make satisfactory aeronautical progress, behave contrary to Academy rules, or whose actions are contrary to Academy objectives, will be expelled from the Academy. Expelled students, their parents and/or sponsor will receive no refund of fees. What our Former Parents and Student say... Requirements, Location and Fees Ava Taylor Parent/Teacher The BPA Summer Flight Academy will be held at Texas Southern University in Houston, TX. The Students should arrive at the BPA Summer Flight Academy on Saturday, July 6, 2013 no later than 4 pm and will depart the Academy on Saturday, July 20, 2013 between 7 am and noon. Those Students arriving via commercial airline should fly to Hobby Airport or Houston International Airport, Houston, TX. There, they will be met by the BPA staff. Further arrival information will be included in the registration information. The fee for the BPA Summer Flight Academy is $3200 for BPA Members and organizational members of IBAC and $3270 for a non BPA member. The application and a $500 deposit must be postmarked by June 1. The balance must be paid by June 15. The application is the key to the efficient operation of the BPA Summer Flight Academy. Therefore, it is absolutely essential to have all applications postmarked no later than June 1. There will be an additional $100 charge if the application is postmarked after June 1. An application may also be completed on our web site at Proof of Citizenship Any U.S. citizen applying for training to be used towards a recreational, sport pilot, private pilot (single or multiengine) certificate, multiengine rating at any level, or instrument rating, in an aircraft weighing less than 12,500 pounds must present the flight school or flight instructor with evidence of U.S. citizenship.
