2 Safety rules for Keflavík International Airport Accident free operations at Keflavik Airport (KEF) is one of ISAVIA Ltd. main objectives. These rules aim for minimizing risk of accidents, events or other incidents which could threaten safety. 1. ISAVIA Ltd. policy is to place flight safety and security ahead of economical issues, feasibility, workload, flexibility and environmental issues. 2. To ensure Icelandic as well as international laws, rules, regulations, standards and international obligations in relation to flight security and safety requirements are enforced at KEF. 3. Minimize all operational risk at the aerodrome to acceptable level, and risk of aircraft incident occurs on or in the neighboring area around the aerodrome, will remain at a realistic minimum level at all times. 4. To have in affect accountable, systematic safety management system for documentation and safety management at KEF, not only for ISAVIA, but for all service providers at the aerodrome as well, and are consequently responsible to ISAVIA Ltd regarding regular audits. 5. To ensure safety rules for KEF are enforced. Safety rules for Keflavik Airport are in compliance with current laws and regulations about occupational safety and health management for workplaces. The rules are aimed for operations performed at the aerodrome, they are intended to mitigate risk as much as possible, for maximum safety for all employees and passengers passing through Keflavik airport. Service to aircraft and passengers requires specially educated and well trained workforce which performs each task quickly and safely under circumstances that require precise vigilance. 6 2.1 Definitions: a. Movement area: The part of the aerodrome to be used for the take-off, landing and taxiing of aircraft, consisting of the manoeuvering area and aprons. b. Manoeuvring area: The part of the aerodrome to be used for the take-off, landing and taxiing of aircraft, excluding aprons. c. Safety Management System: A systematic approach to managing safety including the necessary organizational structure, accountabilities, policies and procedures. 3 Scope These rules specify safety requirements and safety management for operations on all movement areas on KEF. The safety rules apply to but are not limited to the following: - Employees for ISAVIA Ltd. Police and customs employees. Employees for airlines and airlines service providers at KEF. Employees for contractors working for any company or institution at KEF and need temporary or regular admission permit. Employees for fuel- and flight/aviation service providers. All other employees at KEF and adjacent buildings. 4 Safety rules for Keflavik airport 4.1 General Safety rules are stipulated by ISAVIA Ltd., for the services described in these rules. They shall not be ignored, changed, disaffected, diminished or canceled by other rules or by other authorities than ISAVIA Ltd The Safety Management System s attainment correlates with safety awareness and management of safety rules for all linked to operations at KEF. Managers, supervisors and employees shall, with no exception, abide by these rules. Failure to comply by current safety rules can result in cancellation of access In case of any discrepancy regarding a topic in these rules, same shall be forwarded to ISAVIA Ltd., in writing and signed by the one concerned, for discussion or correction. bls. 6
7 4.1.4 Directors and managers for companies and institutions within the scope of these rules as noted in article 3 above are responsible for compliance to these rules among their employees and operations Directors and managers for companies and institutions within the scope of these rules shall ensure that their staff gets adequate theoretical and practical training on safety at least twice annually. To ensure these safety rules have the effect intended, these rules shall be introduced. Training for employees shall be maintained documented Leaders and managers for the companies and institutions within the scope of these rules, shall forward standard operating procedures and safety rules for their employees. The rules need to be approved by Airport Operations Management (AOM). They shall be updated regularly or in case of major changes to ensure compliance with these and other appropriate rules Neatness, disciplined and professional operations are necessary safety issues at airports and aprons. It is prohibited to leave at the airport any potential Foreign Object Debris (FOD). Managers, leaders, supervisors and safety officers shall have clear stipulations in their standard operating procedures and emphasize their employees adhere to the stipulations Pedestrian employees at aprons, runways and taxiways shall wear reflective and high visibility clothing. All Personal Protective Equipment (PPE), shall fulfill set requirements in, the labor law 46/1980. All pedestrian traffic is prohibited during snow removal operations, only necessary vehicular traffic is permitted at same areas and then by using special caution Dogs, cats or other pets are not permitted at the airport except by a special authorization issued by ISAVIA Ltd., and then for special purpose at the airport To comply with article 23 in the Fire Protection Act 75/2000, fire prevention for companies and agencies at KEF shall be the responsibility of the owner of each building and for their own funds. This refers to fire prevention performed by owners and managers or their trained employees or parties on their behalf i.e. special service agents or independent fire inspectors Use of open fire is prohibited at KEF as well as all tools that create sparks and can ignite fires, except by a special permit the from Airport Operations Duty Officer tel: Use of fireworks is prohibited at KEF It is strictly forbidden to erect any type of crane on or around the Keflavik airport area unless one has permission from Keflavik airport safety officer, a valid safety assessment and the tower has issued a NOTAM. Near aircraft stands it is necessary to consider the cranes fall radius, the crane operator/manager will need to issue a drawing showing the cranes fall radius in relation to the aircraft stand. If the safety officer deems the fall radius to interferes with an aircraft stand the stand will be closed while the crane is raised or crane operations are halted while there is an aircraft occupying the stand The safety rules are established for normal weather conditions. When weather conditions become worse, all risk in operations at the airport increases. Leaders and managers for the companies and institutions, airport security guards and all employees at KEF, must adapt all operations to the bad weather conditions and increased risk involved. In accordance with regulation 920/2006, 464/2007 and 631/2008, risk assessment shall be forwarded before project concerned is performed. Main risks involved shall be defined and mitigating measures explained to lessen same risks to acceptable level Use of bicycles is prohibited at the airport s movement areas Accident, damage or something wrong with aircraft, even a minor abnormality, as well as equipment used for aircraft services, shall be reported to the Control Center tel and where appropriate to the next immediate supervisor Use of ipods, CD players or other entertaining devices with earphones, is prohibited during work at KEF airport Directors and managers for companies and institutions within the scope of these rules shall ensure regular safety briefing sessions with staff for main safety issues each time be discussed. These sessions could be held monthly, weekly or even at the start of each shift. 5 Safety rules for vehicles and aircraft 5.1 Stipulations regarding vehicle condition and inspection Companies and institutions using vehicles, mobile stairs, dollies and related equipment at KEF, are responsible for their regular maintenance, that they be operated to the instructions in the operators manual and to keep a record of their use, ownership, mishaps, maintenance and check lists for each vehicle. All records shall always be readily available for audits. Each equipment shall be marked on both sides by its owner s registration number, with at least 15 cm high number. It is recommended that each service render use his selected colors for his equipment used at the airport. To gain permission to drive on aprons, vehicles and equipment shall fulfill the requirements set forth in these rules, see articles from to 5.1.8, both included. Acceptable reflectors shall be on each side of every equipment used on the airport Vehicles intended for use on aprons, taxiways and runways shall have ownership markings on both sides, the markings should be at least 30cm high and 30 cm bls. 8
9 wide and should be clear and in colours that are easily legible on CCTV cameras. The vehicles shall display a yellow flashing low intensity obstacle light on the roof or on the highest point on the vehicle, in accordance to Annex 14 chapter 6. All vehicles intended for use on taxiways and runways shall have a radio for safe communications with Air Traffic Control (ATC). Vehicles privately owned by employees working at the airport, are exempt from the stipulations to be marked on both side and to, have a yellow beacon on top, then only to be driven to and from work by marked designated route Effective inspection system shall be used to inspect the equipment, check list made for each vehicle and equipment that cover at least the basic items noted in articles from to below, and inspected at least weekly All registered vehicles used for operations at KEF, shall always pass inspection in accordance with traffic laws 50/1987 and regulation on vehicle make and mechanism 822/ All mechanically operated equipment not required to be registered in accordance with traffic laws, and used for service on aprons, shall always pass inspection in accordance with applicable regulation set by the Administration of Occupational Safety and Health in Iceland (AOSHI, Vinnueftirlitið) All lighting equipment, headlights, direction- and parking lights both front and rear, direction- and warning lights in dashboard where applicable, as well as yellow beacon Last inspection date on fire extinguishers and first aid kit No potential FOD loose in or outside of the vehicle Condition of tires, rims, bolts and wheel suspension Brakes including parking brake Electrical wiring and fuel- oil- or hydraulic fluid leaks Radios Map of the airport with vehicle s call sign in vehicles permitted to enter taxiways and runways. 5.2 Traffic signs Traffic signs, instructions signs and warning signs are to display information to vehicle operators, in accordance with domestic and international rules. bls. 9
10 5.3 Priority in traffic In daily operations at KEF it is emphasized to ensure airline s flight plans are not altered. To put safety first is very important especially during rush hours. Traffic is prioritized at the airport to enhance safety Aircraft cleared for landing or take off do have priority, the right of way on the airport. Other traffic is prioritized as follows: 1. Emergency vehicles using blue flashing beacon lights 2. Aircraft taxiing under their own power. 3. Snow removal and anti-ice operations, runway inspections, sweeping and braking action measurements. 4. Tug towing aircraft. 5. Service vehicles. 6. Other vehicles Aircraft Anti Collision Lights shall be switched on before aircraft engines are started. All traffic on aprons shall remain within safe distance from aircraft with Anti Collision Lights on Vehicle operators and pedestrians must give aircraft traffic the right of way. Stop and maintain safe distance from aircraft until same has passed by. It is prohibited to pass/exceed taxiing aircraft. Vehicle operators shall avoid blinding aircraft pilots during landing, take offs or taxiing by use of vehicle head lights. 5.4 Speed limits At aprons, runways and taxiways Icelandic traffic law apply, also the Aviation Act and safety rules for KEF in compliance with regulation 464/2007 bls. 10
11 5.4.1 Maximum vehicle speed limits: a. 50 km/per hour on runways and taxiways. b. 30 km/per hour on aprons. c. 10 km/per hour in the vicinity of an aircraft. Vehicles and equipment used for snow removal, breaking action measurements and responding emergency vehicles are exempt from the above mentioned speed limits. bls. 11
12 5.5 Stipulations to vehicle operators It is important to use direction lights properly to avoid accidents, activate the direction lights in due time with good advance To maintain full control of the vehicle or service equipment is always the responsibility of the operator, both hands are to be used to control the vehicle The useage of the high light beam should be severely restricted to avoid blinding pilots or other traffic at the airport Catering, cargo and other vehicular equipment with elevating mechanism, shall always be driven with the mechanism in the lowest position possible Exceeding slow equipment is only permitted during safe conditions and by not leaving marked routes At least 10 meters shall be between vehicles traveling on the airport where 50 km speed limit is permitted Vehicle shall always give aircraft the right of way taxiing by its own power or being towed Vehicle shall not cross a taxiway being used by taxiing aircraft. At least 200 meters distance to next aircraft shall be maintained, front or aft of aircraft It is prohibited to leave a vehicle unattended with its engine running at the airport s movement areas Parking is prohibited on marked routes at aprons and to stop shall be avoided Vehicle or equipment shall not be parked where it can be in the way of aircraft or other vehicles or where it could create a hazard or unnecessary inconvenience Use of motorcycles is prohibited at taxiways and runways on KEF Pedestrian traffic is prohibited on runways and taxiways except in case of emergency or normal maintenance. 5.6 Vehicle operations at aprons Vehicle shall not be driven over hoses, ground- or electrical cables nor fuel lines where aircraft refueling is in progress Vehicle shall not be driven nor parked under aircraft or aircraft wings except for special service to the aircraft When a vehicle is driven towards aircraft to render service, the operator shall emphasize to do that parallel to the alongside of the aircraft. The vehicle shall be parked in a direction facing away from the aircraft with front wheels in a straight line, not in a turn. Special caution shall be used when it is necessary to drive directly towards the aircraft Marked routes shall always be used when driving on aprons. Passing another vehicle is prohibited. In case vehicle needs to vacate market routes to render service to aircraft, marked routes shall be used as long as possible. When returning to the marked route the shortest way shall be selected. ISAVIA s Ltd vehicles and equipment are exempted from this requirement, when due to their work marked routes need to be vacated. Special caution shall be used and safe distance from aircraft maintained. Safe distance from a parked aircraft shall be at least.: - 5 meters from imaginary line drawn from aircraft nose to wing tips and aft meters from same line during aircraft refueling operation bls. 12
13 5.6.5 People and vehicles shall maintain at least.; - 3 meters distance from aircraft fueltank airvent. - A safe distance behind and in front of a running enginer and engines being started To reverse a vehicle or vehicular equipment towards or from aircraft is prohibited, except when driver is assisted by guidance from a co-worker ensuring safety behind the vehicle Passengers are only permitted in vehicles equipped with passengers seats If necessary to approach aircraft ready for push-back from slot or if push-back has started, person in contact with cockpit crew shall first be contacted Equipment or vehicles shall not be on designated aircraft parking area, nor to close to same when aircraft pushback takes place No vehicle is permitted to enter a designated aircraft parking area except a vehicle rendering service to aircraft on area concerned Vehicles and equipment on aprons shall only be parked at approved parking areas. Service vehicles should not be parked on or inside of aircraft stand safety lines. Special caution shall be used not to hinder possible emergency exit for passengers from aircraft, or possible access for emergency rescue crews, not to block off fire extinguishers or refueling emergency stop switches. 5.7 Baggage area To drive a vehicle through areas where baggage is handled is prohibited except for those assigned for that work each time Short cuts are prohibited through areas where loading or unloading of baggage on or off aircraft takes place Aprons shall be kept clean. Special emphasis shall be placed on aircraft parking spots, baggage and cargo handling areas where potential risk of leftover cargo covers and debris exists. Although supervisors are responsible for proper neatness at their areas of operation each time, no one is exempt from responsibility. bls. 13
14 5.8 Vehicular operation on taxiways and runways Approppriate training provided in a training course is mandatory for all drivers required to drive on aprons and adjacent areas, in relation to their work duties. The training course includes both written and practical checks, the training curriculum must be accredited by Airport Operations Management (AOM). Special additional training is a mandatory stipulation for all drivers required to enter the maneouvring area (taxiways and runways), in relation to their work duties. The training course includes both written and hands on checks, the training curriculum must be accredited by Airport Operations Management (AOM) see articles to Drivers shall know the conditional requirements set forth for all vehicles intended for use on the movement area (runways, taxiways and aprons) All vehicles on taxiways, runways and aprons shall be equipped with a yellow flashing obstacle light on top, and adjust head lights to low beam to avoid blinding other traffic Permission from ATC shall be granted before entering a taxiway or runway. For aviation and airport safety, people and vehicles are not permitted to enter taxiways or runways except for repairs or other important work. At least 60 meters distance from taxiway or runway edge shall be maintained when requesting permission for entry Entry to taxiways is prohibited without permission from ATC except on a marked route across taxiway sierra 3, to and from building To pass another vehicle or stop on this route is prohibited and the stop sign by the taxiway is to be respected The right side shall always be used when driving on a taxiway or runway, except when special circumstances make it not possible If a driver becomes lost or uncertain about his permission, he shall immediately notify ATC It is prohibited to leave a vehicle unattended on a taxiway or runway except with permission from ATC In case of vehicular brake down on a taxiway or runway, ATC shall be notified and the vehicle must be removed to avoid obstruction for other traffic If runway visibility Runway Visual Range (RVR) is less than 800 meters, or cloud ceiling with a decision height 60 meters (200 ft) or lower, special Low Visibility Procedures (LVP) are implemented. CAT II precision instrument approach and landings for the airport are in operation. Vehicles must stop by special CAT II markings where the markings are positioned, further away from runways than normally and outside of Instrument Landing System (ILS) sensitive area for the runway concerned If visibility is less than 550 meters, all unnecessary traffic is prohibited. Only one aircraft is permitted to taxi at a time. When LVP are in effect, number of individuals and vehicles at work on aprons shall be minimized to a necessary low limit. During snow removal operations, all pedestrian traffic is prohibited at the same areas, only necessary vehicular traffic is permitted and then by use of extreme caution. bls. 14
15 Cat II markings on a taxiway 5.9 Permission for vehicular operation on taxiways and runways at Keflavik Airport Vehicle operators on aprons shall have completed a safety training course approved by Airport Operations Management (AOM). Annual refresher training is required and prior to renewal of admission badges Vehicle operators on taxiways and runways shall carry a valid driver s license for vehicles concerned and the letter D on ID admission badge To gain permission to drive on taxiways and runways, individual concerned shall have completed approved training course and passed both written and hands on tests conducted by Airport Operations Management (AOM) as noted in article above Admission badge to KEF is valid for five years. Individuals in need for permission to drive on taxiways and runways shall complete annual refresher training, and prior to renewal of admission badges As stipulated in traffic law, drivers shall always carry a valid driver s license indicating permission to drive concerned type of vehicle. Same applies regarding admission badges for KEF indicating where individual concerned is permitted to drive Violation of safety rules for KEF, can lead to admission badge revocation. 6 Special safety rules 6.1 Baggage/cargo tractors Only tractors inspected and approved by the AOSHI, and in good condition in accordance with owner s inspections and records, shall be used to pull baggage carts or cargo dollies. bls. 15
16 6.1.2 No tractor is permitted to tow more than 6 loaded carts/dollies at the same time and 8 empty carts/dollies. Special caution shall be used. The operator concerned is responsible for his actions as always during operations at KEF Tractor shall not be left unattended with the engine idling. If driver s seat is vacated, engine shall be shut off and parking brake applied If a cart/dolly is released from tractor, hand brake shall be applied. 6.2 To push or tug an aircraft Only specially trained employees who have received training in accordance with service agent s training program, in compliance with current requirements are permitted to push and/or tug aircraft A fire extinguisher shall be placed at a safe spot by aircraft parking area Only tugs inspected and approved by the AOSHI and in good condition in accordance with owner s inspections and records, shall be used to push or tug aircraft and for the aircraft size concerned The area of aircraft s travel shall be free of obstacles and safe before tug or pushback operation starts Aircraft anti collision beacon shall be lighted before tug or push-back operation starts in accordance with the aircraft operators operational procedures To tug an aircraft while aircraft engines are running shall not be attempted When aircraft is being tugged on apron, taxiway or runway anti collision beacon or a flashing red light on the tug shall be lighted in accordance with the aircraft operators operational procedures. Regulation 770/2010 contains requirements for the usage of navigation lights on the movement area Maximum speed limit is 20 Km per hour when aircraft is being tugged on apron, taxiway or runway 6.3 Conveyor belt loader for baggage and cargo Before conveyor belt loader is used, compartments on same for debris shall be emptied to ensure space available for potential debris. Safety items shall also be checked to ensure unit works safely The parking brake shall always be placed in on position when unit is abandoned All equipment with a conveyer belt shall be checked at least weekly in accordance with applicable check sheet to ensure all safety items work properly. 6.4 Transportation of passengers and cargo Transportation of passengers to and from aircraft shall only be performed using approved busses, and in compliance with safety rules for passengers transportation. When aircraft has parked and anti collision lights have been turned off, then responsibility for safety on the parking area, including safety for passengers in aircraft concerned is the service agent s, when the passengers step out of the aircraft All cargo and baggage shall be transported in a secure and safe manner to avoid increased risk. Driver shall ensure baggage is secured and remember that drivers bls. 16
17 are always responsible for their actions. When sharp a turn is necessary special caution shall be applied, especially if towing carts or dollies. 6.5 Aircraft refueling Regulation 282/1980, with amendments 466/1991, defines stipulations for aircraft refueling. (and the regulation that will replace 282/1980, when same will be outdated) The latest international manuals on aircraft refueling are also used, Aviation Operating Standards and Joint Inspection Guidelines as applicable each time. 6.6 Aircraft de-icing Regulation 464/2007, about airports, chapter VI, article 3.15, defines requirements for aircraft de-icing operations. Service agents rendering aircraft de-icing/anti-icing services at KEF shall have approved safety and standard operating procedures for services of this nature in compliance with current requirements each time Only approved equipment shall be used for de-icing and anti-icing. To ensure user s safety and for others at the area, the equipment shall be checked before use. Inspections on condition of vehicles and equipment used for de-icing, shall be in accordance with chapter 5 in these rules Only specially trained employees shall de-ice and anti-ice aircraft at KEF. Same applies regarding handling of chemicals for de-icing and anti-icing. 6.7 Use of passenger boarding bridges by Leif Eiríksson air terminal Vehicles shall not be parked on area marked by red lines under passenger boarding bridges and indicates their area of travel Only specially trained employees shall operate a passenger boarding bridge, in accordance operating procedures KEF Ltd for the bridges Precise safety rules and instructions for proper use shall be readily accessible by each bridge. 6.8 Handling of hazardous materials Precautions and safety rules regarding storage and handling of hazardous materials shall be in compliance with regulation 553/2004 about employee protection against loss of health from materials at the workplace. bls. 17
18 6.8.2 Employer shall in accordance with regulation 553/2004, referred to in article above, ensure employees sufficient and applicable training in proper handling of hazardous materials, prevention and labels identification including first reactions in case of hazardous material incident Hazardous material spill shall be reported immediately to the emergency center, tel. 112 and KEF Control Center ext then warn others in the area of the danger. 6.9 Rules and instructions for use of chemicals in the workplace Rules for use of chemicals at the workplace are available on the website for AOSHI See law 45/2008, about chemicals and chemical mixtures, requirements regarding material safety data sheets, regulation 154/1999, about threshold limits and measures to mitigate pollution at workplaces. Regulation 553/2004, about employee protection against health hazards from chemicals at workplaces. These references are listed by hyperlink on page Hazardous chemical markings All hazardous material passing through KEF shall be labeled in accordance with regulation 236/1999, about categorization, labeling and handling hazardous materials, and chemicals containing such substances. Regulation 322/1990, about safe transportation of dangerous goods by air, regulation 237/2014, about cargo flights, regulation 984/2000 about transportation of dangerous goods and in accordance with ICAO requirements. bls. 18
19 All hazardous material shall be marked and labeled with a proper four letter UN number indicating necessary precautions to use for concerned cargo Handling of flammable materials Handling of flammable materials shall be in accordance with regulation on 188/1990 on flammable liquids and regulation 282/1980 on aircraft re-fueling Smoking is prohibited on Keflavik Airport except in specially designated areas Using tools or equipment on re-fueling areas and on other areas of the airport that can create sparks or fire is prohibited in accordance with regulation 282/1980 & 139/2014, except during safe conditions and with permission from Airport Operations Duty Officer or his representative Special caution shall be used in proximity of aircraft refueling operations. Marked routes shall be used and 15 meters distance shall be maintained Employers shall ensure all employees on aprons receive training in operating procedures, safety, prevention and actions in case of accidents and fire Service agents shall ensure approved fire extinguisher is always readily available for aircraft on parking area, one fire extinguisher is considered sufficient between two aircraft if their paring areas are side by side. bls. 19
20 6.12 In case of emergency All emergencies shall immediately reported to the ECC, ext. 112 and KEF Control Center ext: Then warn others in potential danger, have everyone vacate the area and give necessary information to emergency personnel as they arrive on scene In article of these rules, stipulations regarding employers responsibility about training for employees in safety, preventions and actions in case of accidents or fire. Use of fire extinguishers and other safety equipment, location of aircraft refueling emergency stop switches, location of fire alarm switches and role for safety representatives is a fundamental knowledge all employees. Information on emergency exits and actions in case of emergency shall be available at readily visible locations at all workplaces on KEF 6.13 Aircraft maintenance and repairs outside Special caution shall be used to avoid fuel, oil or hydraulic spill where repairs or maintenance on aircraft is performed. In case of spill same shall be cleaned immediately and request assistance from the fire service Service agents are responsible for safety and cleanliness at the area they operate on each time When repairs or maintenance is performed on aircraft outside of aircraft hangers, the service agent concerned is responsible for compliance with applicable safety rules and regulations as well as operating procedures 6.14 Safety when working on scaffolds Work on scaffolds in elevated height at KEF shall be done in compliance with construction regulation 441/1998 and regulation for scaffolds 331/ For a short time work in an elevated basket, instructions for elevating people by forklifts. nr. 3/1991, from the administration of health and safety shall be used, Scaffolds, basket boom high lift vehicles, forklifts and all equipment to be used for temporary use shall qualify all safety requirements stipulated in noted regulations and instructions by the AOSHI Fuel Depots at Keflavik Airport Fuel depots at KEF and transportation of fuels to the depots shall be in accordance with regulation 188/1990, about flammable liquids, regulation 35/1994 about protection against oil pollution from operations on land and regulation 252/1999 about release of volatile organic compound during fuel storage and its distribution of fuel to gasoline stations Traffic from visitors into fenced of fuel depots areas shall be limited and no visitor shall be inside the area unless under surveillance Manual containing incident management plans, defining clear information regarding actions in case of emergency, shall be readily available in control room on location and a separate issue in service agent s office Fuel & water separators for accumulation of potential fuel spills in the area, shall always maintained clean, same applies to drains and piping for same. bls. 20
21 6.16 Actions in case of an environmental incident or fuel spill In case of fuel spill during aircraft refueling, same shall immediately be reported to Airport Operations Management (AOM) by ext , also KEF Control Center ext Refueling operation shall be stopped by use of emergency shut off switch. Fuel hydrants are also equipped by emergency shut off valve on parking area concerned. All personnel shall be warned and area vacated up wind due to fire hazard. It is important that no engine is running in the area downwind from fuel spill or other potential ignition sources since fuel vapors travel by wind.. For aircraft refueling emergency stop, 11 emergency stop switches are located at the FLE air terminal apron as shown on picture. It does not matter which switch is used, any one switch will shut-off fuel pumping on all aircraft stands by FLE. In addition thera are 3 emergency stop switches by aircraft stands 22, 23 & 24. The switches are situated by the GPU s If a vehicle is located at the parking area concerned with the engine running, the vehicle may be driven up wind away from the fuel spill. An engine shall not be started at the area in order to remove vehicle from spill Ensure clear access for fire service Airport Security shall be assisted to direct traffic away from the area. bls. 21
22 6.17 Operational safety and health protection Companies and divisions managers at KEF are responsible for compliance with laws regarding accommodations, health issues and occupational safety at workplaces 46/1980, including later amendments, as well as to maintain systematic occupational safety occurances prevention, workplace inspections and stipulated requirements The above mentioned law stipulates in article 5. Chapter II, at workplaces for 10 employees or more, employer shall appoint one safety guard for the employer s behalf and employees select one from their group on their behalf. In cooperation they shall observe health matters and occupational safety at the workplace are in accordance with the law Corporations with 50 employees or more shall establish a safety committee. Employees select two representatives from their group and employer appoints two representatives. This committee shall plan actions regarding accommodations, health issues and occupational safety within the firm. The committee s further purpose and its representatives is defined in the law. bls. 22
