Runway Surface Condition Reporting Automation and the Road to ICAO SNOWTAM/NOTAM FOAM Conference SNOWTAM Workshop June Olivier Meier, Project Manager AIS
We don t want to see this again
What are we doing today? Paper based Process handling Messages FIC/FSS Aircraft Movement Surface Condition Reports PAPER AMSCR
Consequences - Message lands on a stack - Manual input into NAV CANADA systems - Possibility of errors - Delay in transmitting the message
What do we want? Consultation with customers! Meetings with IATA (Jonathan Tree, Head Flight Ops) Requests from F. Flanagan (Head Dispatch United) What do they want: An automated, timely, international distribution of RSC data in an efficient manner and with the necessary integrity. The data shall be standardized, unambiguous and understandable internationally.
What do we want? End to End Digital Data Chain Ensure that the publication of all data from Measurement to Dissemination is efficient and has integrity.
Message versus Data NOTAMJ not system friendly NOTAMJ not used internationally because it s uniquely Canadian Solution is to transition to ICAO SNOWTAM standard Contains coded information which is system friendly Can be received and processed by any third part

How to transition to ICAO SNOWTAM Standard Introduce changes in the CNPM (Canadian NOTAM Procedure Manual) Adapt the AMSCR Form (Aircraft Movement Surface Condition Reports) All changes to the CNPM have been coordinated and consolidated with TC. An TC Advisory Circular is scheduled to be released for end of June 2012
Validity Period SNOWTAMs are valid for a maximum period of 24 hours The onus is on the Airport Authority to apply this rule however, NAV CANADA has the authority to cancel old NOTAMJ if found Eventually, automatically cancelled by the system
Definitions Added Refined In line with TC and ICAO publications (CARs, annexes) Use of decimals: Read on screen (EFBs) System to system data exchange
New AMSCR form Available in PDF and Excel on The structure is similar to the SNOWiz web app for smooth transition. Entries for RSC, CRFI, and data relative to a runway are all aligned. Includes more contaminants and combination of contaminants (e.g. DRY SNOW OVER ICE) Includes fields for cleared runway offset, snow banks, obscured runway lights and taxiways/aprons Uses check boxes which reduces the need for hand written entries
AMSCR 2012 Current AMSCR form available online at NAVCANADA.CA User guide also available online
Analogue versus Digital New process needed Modeled along the ICAO AIS to AIM roadmap and the EUROCONTROL AIS to AIM strategy roadmap Buzzwords: CDM: Collaborative Decision Making SWIM: System Wide Information Management

Main Milestones SNOWiz 1st trial with SNOWiz in Timmins December nd trial with SNOWiz in St. Andrews February rd trial with SNOWiz in Saint John NB March 2011 Parallel test operation/comparison during this winter season in: Grande Prairie Fort St. John (Timmins)* (St. Andrews)* (Saint John NB)* Expected general availability for winter season
Feedback: Contaminants Current Choice is 2 contaminants for the cleared surface with a 3rd Bare and dry by default. The new state shall be: 3 contaminants all selectable 100%. Current Choice is 1 contaminant for the uncleared portion with a 2nd bare and dry by default. The new state shall be: 2 contaminants all selectable 100%.
Feedback: Depth The value 1.5 INS will be added and applicable for the contaminants of the cleared width. Change adopted due to operational requirements.
SNOWiz Web Service For automated airports Created an ICD to interface with our system We are in very close collaboration with the two main vendors on the market Tradewind Scientific Ltd: TRACR II Team Eagle: Winter Ops Pro ICD is available to anyone
Milestones with Team Eagle Operational Feasibility Demonstration (OFD) conducted in Oshawa 08 Nov 2011 Basic manual data entry via computer/cellular equipped airfield vehicle End to end message transfer with live friction and temperature data on the operational systems Started parallel operation of the integrated WinterOps TM system in Winnipeg on 08 Feb 2012 Integration with more comprehensive, GPS based Runway Surface Condition Reporting System Represents realistic day to day use over several months = invaluable feedback General availability for every interested Airport in Canada for Winter season NOTAMJ/SNOWTAM compatible
