1 ULTRAHOLICS Ultralight Flyers Organization Feb 2007 USUA Club #26 February Meeting Tuesday Feb 6, 2007 (Dinner from 6:45-7:30pm) Chinese Village Restaurant 520 SE 82 nd Ave. (Between Stark & Washington) Portland, OR 2007 Club Officers President: David Richards Vice Pres: Roger Wilson Treasurer: Kip Frey Newsletter: Kip Frey (503) , Sandy River Airport: Website: January Meeting We had a great turnout, and a great meeting (funny how those two things go hand in hand). Fred Englett, Arty Trost and Doug Nelsen put together a small presentation on un-safety. We watched a test flight of an experimental aircraft, and discussed what we saw on the video, what did it mean, and why had it happened. More importantly, how could dangerous things have been prevented. Doug had some of those great oops pictures, the kind that make you wonder how it ever happened. Good job done by all. February Meeting I plan to spend half the meeting haranguing all present to pay their dues. Less than half of you have paid your 2007 dues. The treasury looks bleak. But, on a brighter note, there will be another presentation, by David Bonkowski, who has analyzed the bold, incisive answers we provided at the last meeting. THE ULTRALIGHT PILOT TRANSITIONING DEADLINE NEARS (from the EAA erag) Ultralight pilots who registered with one of the four FAA recognized ultralight organizations before September 1, 2004, but miss the January 31, 2007, deadline, or pilots who registered after September 1, 2004, still may use the aeronautical experience (flight hours) they obtained in ultralight vehicles to meet the experience requirements to obtain a sport pilot certificate. FAA recently published clarifying information. Also see some tips for the process located on the EAA sport pilot website. (The clarifying Information) What really happens to a transitioning Ultralight Pilot on January 31, 2007? Larry W. Clymer Manager, Light-Sport Aviation Branch Are you confused on what happens if you are an ultralight pilot and you have not made the transition to a sport pilot? Have you been told that your letter from your ultralight organization is no longer valid? Well, you are not alone! There has been a lot of confusion on what really happens if an ultralight pilot does not obtain their sport pilot certificate on or before the January 31, 2007 cutoff date referenced in 14 CFR (a)(1). To clarify, this deadline only applies to ultralight pilots who have been registered with one of the four FAA recognized organizations on or prior to September 1, If you are not one of these pilots this date does not apply to you. To understand this rule you will need to break (a) into two parts. Firstly, Part (a)(1) describes the approaching deadline and only applies to ultralight pilots who were part of a recognized organization on or prior to September 1, Secondly, Part (a)(2) applies to anyone who has registered as an ultralight pilot after September 1, In reality the special provisions provided for in (a)(1) expire on January 31, Effective February 1, 2007:
2 1. You must have the aeronautical knowledge requirements specified in This means you must now receive and log ground training from an authorized instructor or complete a home-study course on the applicable aeronautical knowledge areas for a sport pilot. 2. You must have the flight proficiency requirements specified in At which time, you must receive and log ground and flight training from an authorized instructor on the appropriate areas of operation for the category of light-sport aircraft being sought. 3. You must have the aeronautical experience requirements specified in At which time, you must log the flight experience required for the applicable category of light-sport aircraft for which you seek to obtain a sport pilot certificate. 4. You will no longer be able to use the knowledge test for a flight instructor certificate to obtain a sport pilot certificate. If you have only taken the flight instructor knowledge test, you will also be required to take the sport pilot knowledge test for your category of light-sport aircraft. 5. You will no longer be able to obtain an endorsement for each category, class, and make and model of aircraft listed on your ultralight pilot records. You will have to take and pass a proficiency check for each additional category and class of light-sport aircraft being sought. Does this mean you will be able to use the logged aeronautical experience you have obtained as an ultralight pilot? The answer to this question is yes, 14 CFR authorizes you to use your ultralight flight experience. One misinterpretation of is that the ultralight flight experience obtained while a member of a FAA recognized ultralight organization is ONLY valid until January, for pilots or January 31, 2008 for flight instructors. This is not the case, your aeronautical experience obtain under is good forever! Your organizational membership letter and your logbook will qualify as proof of your experience. Therefore, you will need to keep these documents until you have obtained the certificates and/or ratings being sought. The aeronautical experience obtained in an ultralight vehicle however, can ONLY be used to meet the requirements for a sport pilot certificate, a flight instructor certificate with a sport pilot rating and a private pilot certificate with a weight-shift-control or powered parachute category rating. This experience CANNOT be used for any other FAA certificates or ratings. This time must have been logged in accordance with the provisions for logging aeronautical experience specified by a FAA recognized ultralight organization and in accordance with provisions for logging pilot time in an aircraft as specified in You must have obtained this experience as a registered ultralight pilot with one of the FAA recognized ultralight organizations. Who are the four FAA recognized ultralight organizations? ASC Aero Sports Connection EAA Experimental Aircraft Association USHPA United States Hang Gliding and Para Gliding Association USUA United States Ultralight Association While there has been some confusion about the transition for both ultralight pilots and vehicles, it is important that you understand the process and how it will affect you, especially if you are a transitioning pilot. The Light-Sport Aviation Branch, AFS-610, is here to support you in answering questions about light sport aviation topics. Please give us a call at (405) Results of the Bonkowski Poll By David Bonkowski Our club has been most valuable to me by bringing me in contact with other ultralighters from whom I could learn. The members of the club have a huge pool of collected wisdom. How could we tap that wisdom and spread it around? Arty and Kip suggested that we start by getting everyone to write the three most important safety tips or practices on a card at our January meeting. At our February meeting we will discuss the information we gathered at our January meeting, to get a more in-depth understanding of these ideas and collect your various perspectives. So here s what everyone said. First I typed in each item from each card. After looking them over, I saw some clusters of ideas, so I grouped things that seemed to go together and put a title on them. Many of the ideas were mentioned by several times. If an idea was mentioned more than once, I ve put the number of people who said it in parentheses. Read it over and come to the next meeting ready to pass on some gems of wisdom to the rest of us. I have to highlight one that sums up a big part of the safety picture. (not my contribution) Know what you're doing. Flying is not the place to fake it till you make it.
3 INSTRUCTION / FLYING SKILLS Get good training from a good trainer. Get instruction from and advice from more than one instructor. Know where you are. Be sure you are proficient in ability to fly your plane. (3) Learn to land dead stick. Do it for real when you get to control where it happens. Practice go-arounds Lose not thine airspeed -lest the ground come up and smite thee. (2) FLY SAFELY Fly within your personal limits, and your airplane s limits. Know what you will do when something goes wrong. Always allow for a large margin of error, i.e. assume engine will quit. (2) Take time to test new aircraft, do it slowly step by step. If you think about showing off - Don't. If you are going to do something stupid make sure no one is watching with a videocam. Be aware of other aircraft in the air around you. FLY THE AIRPLANE Don't stop flying your airplane until it quits moving. (2) Pay attention in flight; do not be distracted from flying the airplane. WEATHER Check the weather. (2) PREFLIGHT Don't get complacent on preflight inspections; do a meticulous pre-flight. (6) CHECKLIST(S) Have a good check list / share it with others to update it.(3) It's better to be on the ground wishing you were flying than to be in the air wishing you were on the ground. MAINTENANCE Maintain your aircraft so that you are always confident of it mechanically. Take action to prevent failures you've seen or heard of. If you think its probably good enough, it probably isn't. GET LOTS OF GOOD ADVICE Get plane checked out by knowledgeable 2nd party Get advice from lots of people to learn from their mistakes. Follow established aviation practices and get good advice on repair and maintenance. Have someone else check your aircraft once in a while. ONE OF A KIND Never hurry. Fly first, until stable condition allows inflight tweaking. Pay attention to your developing habits. Are they good habits or bad habits? Follow plans to the letter. Know what you're doing. Flying is not the place to fake it till you make it. FUEL Check fuel by visual or calibrated stick. Know you have enough fuel and oil. (6) Don't trust the auto gas. KNOW WHEN NOT TO FLY Know when not to fly fight your tendency to want to fly as is - even when you are far from home. (3)
