3 MATANUSKA-SUSITNA BOROUGH REGULAR MEETING MINUTES AVIATION ADVISORY BOARD January 23, 2019 I. CALL TO ORDER, ROLL CALL, AND DETERMINATION OF QUORUM. The regular meeting of the Matanuska-Susitna Borough Aviation Advisory Board (AAB) was held on January 23, 2018, at the Matanuska Susitna Borough in the lower level conference room. The meeting was called to order at 3:02 p.m. by Mr. Norman Chance. AAB members present and establishing a quorum were: Mr. Bernie Willis Mr. Norman Chance Mr. Michael Pannone MSB Staff Present: Mr. Chris Cole, Planner II OFFICER NOMINATIONS MOTION: To nominate Mr. Norman Chance as Chair of the Aviation Advisory Board (Mr. Bernie Willis, moved; Mr. Michael Pannone, seconded). DISCUSSION: Mr. Norman Chance said he would accept the nomination. VOTE: None opposed. Mr. Norman Chance is approved as Chair of the board. MOTION: To nominate Michael Pannone as vice chair of the Aviation Advisory Board (Mr. Norman Chance, moved; Mr. Bernie Willis, seconded). DISCUSSION: Mr. Michael Pannone said he would accept the nomination. VOTE: None opposed. Mr. Michael Pannone is approved as Vice Chair of the board. APPROVAL OF AGENDA II. 4 IV. APPROVAL OF MINUTES a) December 18, MOTION: To approve the December 18, 2018 minutes (Mr. Michael Pannone, moved; Mr. Bernie Willis, seconded.) DISCUSSION: None. VOTE: None opposed. Minutes Approved V. STAFF/AGENCY/BOARD REPORTS & PRESENTATIONS Page 3 of 18 a) I have been in contact with AKDOT&PF Planning to host a presentation for the April 10 th meeting. Allen Kemplen, AKDOT&PF Planner for the Mat-Su area, recommended MSB staff to put together a work session and put together some scenario planning for Aviation in the Borough. b) Chris will reach out to State-Wide Aviation to invite them to give the AAB a presentation on the State of Aviation in the State. c) Working on Airport Overlay district web page. d) Jessica Smith, the planning manager, has left the department, and Brian Blackburn, environmental planner has submitted her two weeks. VI. ITEMS OF BUSINESS a) Airport Security update Mr. Norman Chance spoke about the Borough s Community Watch funds and that the Wolf Lake Airport is looking into applying for some of those funds. The hope would be to expand community efforts like this if successful to other airports in the MSB. Mr. Norman Chance also discussed with the board about a person claiming to be an employee of the Department of Health and Human Services that was driving around the airport and looking at homes and hangars. Mr. Chance thought it was odd that she would be doing a survey and going around airports and neighborhoods. VII. VIII. NEW BUSINESS a) Capital Improvement Program The Planning Director has postponed the CIP process. Chris explained to the Board that the Capital Improvement Program was currently on hold and going to change. Nothing is needed from the Board at this time. Would like to reach out to more aviation people to invite them to these meetings and have gatherings. 7 Federal Aviation Administration March 2019 Alaskan Region Aviation Fact Sheet Page 5 of 18 Alaska s 586,412 square miles of land and 2,427,971 square miles of airspace are served by: 3 Flight Standards District Offices (FSDO) 8 FAA and 5 military control towers (ATCT) 2 Certificate Management Offices (CMO) 2 Terminal Radar Approach Controls (TRACON) 1 Aircraft Certification Office (ACO) 1 Air Route Traffic Control Center (ARTCC) 147 full time aviation weather reporting stations 17 Flight Service Stations (1,703,224 activities) 1 commercial space port Aviation Weather Cameras: FAA owned and operated sites with 960 cameras 130 hosted Canadian sites with 430 cameras Pilots, Mechanics, & Aircraft: Alaska has 8,288 active pilots, 2,502 airframe and power plant mechanics of which 793 have inspection authorizations, and 8,734 registered aircraft. Airports: Alaska has 394 public use airports (255 are included in the National Plan of Integrated Airports System; 26 are Part 139 certificated), 281 land-based, 4 heliports, 109 seaplane bases, and approximately 761 recorded landing areas (private, public, and military) total. Of course, pilots land on many of the thousands of lakes and gravel bars across the state where no constructed facility exists. Air Commerce The number of enplanements (5 million) in Alaska is 6.8 times the state population compared to 2.6 times the U.S. population for all states. There are 311 certificated air carriers in Alaska providing scheduled and ondemand services. Seaplanes: Lake Hood seaplane base in Anchorage is the world's largest and busiest and the only one with primary airport status in the U.S. In 2018 it accommodated an average of 200 daily operations with over 600 on peak summer days totaling approximately 71,709 operations when combined with the Lake Hood gravel strip. Alaska has the most seaplane bases in the country 109 Air Traffic Control Tower Operations in (fiscal year) 2017: Ted Stevens: Anchorage: 284,067 Bethel: 82,345 Lake Hood: 71,709 Kenai: 57,226 Fairbanks: 123,449 King Salmon: 27,579 Juneau: 108,013 Kodiak: 47,837 Merrill Field: 158,152 Airport Improvement: In fiscal year 2018, the FAA Alaskan Region distributed $233.4 million in 50 Airport Improvement Program (AIP) grants to State and other local airport sponsors. Since 1982, the AIP has provided over $4.5 billion for airport construction, development, and planning in Alaska. This funding was provided via approximately 1,734 AIP grants. Unmanned Aircraft Systems (UAS): Integrated Pilot Program: operated by University of Alaska Fairbanks (UAF) Pan Pacific Unmanned Aircraft Test Range Complex (PPURTC): operated by UAF Remote Pilots = 923 5,172 = registered UAS in Alaska (November 2018)

9 Page 6 of 18 Winter Newsletter January 2019 No. 9 Unidentified airport photo courtesy of Alaska Air Transit Winter 2019 Phase II of the Alaska Aviation System Plan (AASP) is wrapping up. The 5-year project began in 2013 and concludes this winter. In early 2018, the AASP kicked off an update to the 2011 economic contribution of the aviation industry to Alaska s economy, a study analyzing the aviation across the state. Draft study results are close to completion and will be available spring of A new work group, aimed at the implementation of an Adopt-an- Airport program, met in December. The new program aims to provide a method for volunteers to assist in airstrip maintenance while spreading awareness of existing conditions at public landing strips. Numerous website updates are underway to provide increased efficiency in documenting airport needs, prioritizing capital projects and the capital improvement program. A Phase II Executive Summary brochure and a final report will be available later this spring, documenting all project research and findings. Additional project information, including final deliverables and handouts, are available on the project website at

10 - Adopt an Airport Program Page 7 of 18 NEW AASP WORK GROUP! The Adopt an Airport work group is a collaborative effort between the Department of Transportation and Public Facilities (DOT&PF) and other user groups including the Alaska Air Carriers Association, the Alaska Airmen Association, the Aircraft Owners and Pilots Association, and the Recreational Airstrip Foundation (RAF). A need for the program was identified through the Backcountry Airstrip work group survey in 2017, where 56% of respondents indicated backcountry airstrips need repairs and maintenance. The proposed program will enable an aviation service group or other group of individuals to assist in basic maintenance at rural airports. The work group kicked off in December 2018, with program research and recommendations are currently underway. What do Other State Airports Do? 79% of respondents stated interest in volunteer opportunities to help maintain Alaska s airport system. The AASP team researched similar programs in Washington, Idaho, Texas, Montana, and Minnesota. Idaho, Montana, and Washington each have components that fit with the work group s vision for Alaska. A number of programs currently maintain some airstrips within their state networks using volunteer groups. We identified: the program s volunteer network, signage provided, equipment provided, safety requirements, medical/liability coverages and; budgets. Washington Adopt-an-Airport Volunteers

11 New Reports and Tools Page 8 of 18 Categorizing Airport Needs The AASP database houses airport needs across the state. Needs are fed into the system from inspections, DOT&PF staff, master plans, public requests, and much more. All needs are categorized by funding source and need type within the AASP database. The current breakdown of need categories, based only on tasks eligible for federal funding, is shown to the left. Capital Improvement and Maintenance Program (CIMP) Inspection Update Since program implementation in 2013, over 204 airports in Alaska s system have received Capital Improvement and Maintenance Program (CIMP) inspection. Additional airport reporting is now available for department staff as well as local sponsor airports. D and F need deficiencies, produced from most recent CIMP inspection data, are now queried through the internal AASP and within the Reports Tab, Deficiency Report subtab. Airports can be queried by inspection checklist, DOT&PF region, M&O district, or individual facility. For example, the report below highlights deficiencies for an inspection on Nome Airport. The visual chart helps identify what existing needs can combine into a future capital project to repair and improve the airport. The CIMP is moving to ios this spring! In addition to the Microsoft Surface Pro, the program is expanding to the Apple ipad. Beta testing is underway now, with the new platform ready for the 2019 inspection season.

Additional documents and reports by facility are now available within the Documents tab of any facility. The AASP Brings Efficiency to Airport Data The last two years the AASP has focused on making DOT&PF processes more efficient using the AASP internal website. 13 Page 10 of 18 Senator Ted Stevens Honored at Alaska s Largest Airport Spring 2019 The Ted Stevens Foundation unveiled a 631-pound life-size bronze statue of the late Senator Stevens at the Ted Stevens Anchorage International Airport. It shows Stevens, who served in the U.S. Senate for 40 years, with a welcoming disposition, seated on a bench with beautifully etched glass interpretive signs on nearby columns. This space will serve as a special place for Alaskans and visitors, and provide a history of the Senator s many accomplishments. Senator Stevens entered the Senate in 1968 and was one of the 10 longest-serving senators in U.S. history. He championed Alaska aviation as a former WWII Flying Tigers pilot, many transportation infrastructure projects, supported construction of the trans-alaska oil pipeline and advocated protections for Alaska commercial fisheries. Senator Stevens holds forth at the entrance to Concourse C in the secure area. 1 Plane Talk Winter 2014

This event is one of the nation s premier aviation events held at the FedEx hangar at the Anchorage Airport. We ve highlighted other events in this newsletter. I hope to see you at some of them. Have a great summer, and Fly Safe! The Alaska DOT&PF manages 239 airports across the state: 237 in rural Alaska and the 2 international airports located in Anchorage and Fairbanks. Aviation is considered a lifeline for rural residents providing the primary means of transportation for 82% of the communities not connected to a contiguous road system. The department continually evaluates the aviation system and the need for DOT&PF to maintain runways in locations where there are few or no residents. In 2009 the state managed 256 airports but over the last 10 years the state has transferred the ownership and management of 17 seaplane bases to local municipalities/ communities. The decision to transfer or divest airports/seaplane bases is made only after extensive public involvement and coordination with the FAA. Our core mission is to Keep Alaska Moving through Service and Infrastructure and we adhere to that mission even during these tough fiscal times. Now that spring has sprung construction activity is right around the corner. One of the bigger projects happening is at the very busy Anchorage Airport. The airport s north/south runway renewal project will require a full runway closure April through October, allowing construction to occur 7 days a week, 24 hours a day. During construction, air traffic will be shifted to the East/West Runways creating a temporary increase in air traffic and noise over the city. Airport operations and noise levels will return to normal upon completion of the project. Over the years the Lake Hood Seaplane Base has experienced significant growth of aquatic vegetation, so much so, the airport s lone lake harvester has been unable to keep up. During the summer of 2015 successful mitigation efforts were introduced returning the weeds to a manageable level. As the weed growth was inhibited a new challenge presented itself. Algae blooms began floating to the surface as a result of the massive underwater vegetation mat which began to decompose. This floating mat was the consistency of a thick jelly and would move around the lake with the wind, choking float slips and displacing aircraft users. Certain portions of the seaplane base simply became unnavigable. Airfield Maintenance crews attempted multiple methods for controlling the sludge but none were practical on a large scale. The airport s airfield maintenance team built a vessel The Work Barge in 2015 that works in close quarters to float slips. The barge was intended to be used for equipment transport and as a floating work platform. However, now with the airport needing a way to tackle the sludge they outfitted the work barge with a skid mounted 6 inch pump and rotating suction boom. A floating discharge line was run to shore to filter the organic matter from the water through a screened box. The result was an immense success. The shallow draft vessel was able to be maneuvered in clogged sections of the lake, clear one slip in under 15 minutes, and draw in algae from a wide area. This innovative configuration is saving the airport time and money and joins a growing list of innovations rooted in the Ted Stevens Anchorage International Airport s Airfield Maintenance Section. 17 St. Paul Island - there s a new bird on the island! Ravn Alaska, the state s largest regional airline, now provides service to St. Paul Island in their Bombardier Dash-8 aircraft, configured for 29 passengers. Flights are scheduled on Tuesday, Thursday, and Sunday. Ravn Alaska flights offer their signature beverage and snack service, a fresh baked cookie, a selection of nonalcoholic beverages, and Alaskan Brewing Company beer for purchase, along with wine and GoPicnic snacks. About Ravn Air Group Over 1,300 employees support Ravn Air Group headquartered in Anchorage. Ravn operates a fleet of almost 70 aircraft on more than 400 flights per day, or nearly 3,000 flights a week, from hubs in Anchorage, Fairbanks, Bethel, Aniak, St. Mary s, Nome, Kotzebue, Unalakleet, Barrow, and Galena. Ravn is a frequent flyer and code-share partner with Alaska Airlines. About St. Paul Island Page 14 of 18 Saint Paul Island is the largest of the Pribilof Islands, a group of four Alaskan volcanic islands located in the Bering Sea between the United States and Russia. The airport is owned and operated by the State of Alaska. St. Paul is part of the Alaska Maritime National Wildlife Refuge. It is the breeding grounds for more than 500,000 northern fur seals and millions of seabirds, and is surrounded by one of the world's richest fishing grounds. New Division Operations Manager Alaska Aviation Museum 20th Aviation Hall of Fame On March 9, the Alaska Aviation Museum proudly inducted three new members to its Aviation Hall of Fame: Leon (Babe) Alsworth received the Explorer & Pathfinder Award, Hans Roald Amundsen was inducted with the Aviation Entrepreneur Award, and Jim Jansen entered with the Lifetime Achievement Award. Theresa Harvey accepted the Division Operations Manager/Assistant Airport Manager position at Fairbanks International Airport (FAI). This position oversees leasing, accounting, environmental, marketing, and communications. Theresa brings a wealth of experience to the position, including over 19 years at FAI in both accounting and leasing, most recently as FAI s chief of leasing. New Leasing Chief Jim Jansen Lifetime Achievement Award Leaving the trucking industry to join Lynden Transport in 1970, Mr. Jansen rose to become CEO and President of the company, building Lynden into a transportation powerhouse. Christel Burgess accepted the position of Chief of Leasing for Fairbanks International Airport. She has been with DOT for 21 years; 17 of those years spent at FAI. Her position oversees all terminal space, concessions, permits, and airport property at FAI. 1 Plane Talk Winter 2014 Leon Babe Alsworth Explorer & Pathfinder Award An Alaska bush pilot since 1939, Mr. Alsworth built a pilot sanctuary at Hardenberg Bay on Lake Clark, now known as Port Alsworth. Hans Roald Amundsen Aviation Entrepreneur Award Mr. Amundsen arrived in Alaska in 1936, and took to the air throughout Alaska with a passion for spreading the gospel on behalf of the Evangelical Covenant Church.

19 Page 16 of 18 Security Awareness Corner DOT&PF operates 237 airports in the rural airport system; seventeen of those are regulated by the Transportation Security Administration (TSA). Fifteen of the seventeen airports are what TSA designates as Category III airports. These Category III airports are served by aircraft with more than 60 seats and have many airport security requirements, while the other two airports are designated as TSA Category IV airports which have fewer requirements. While security and reporting suspicious activity is important at any airport, DOT&PF and the airport community at these seventeen airports regulated by TSA have increased requirements. You will find a small security awareness topic in each issue of PlaneTalk to help reinforce the importance of airport security and to bolster the security culture already in place at these airports. Fencing on these airports typically serves purposes from both safety and security perspectives. Fencing can prevent inadvertent or intentional access to restricted or dangerous areas and can also exclude wildlife from aircraft operational areas. Fencing needs to be in good repair and well maintained to remain effective. As winter turns to spring, fencing that may have been buried begins to emerge from the melting snow. As a an airport community everyone needs to be on the lookout for problem areas with fencing such as excessive gaps, holes, and breaks in the fence. Another fencing related area to pay attention to is clear zones. Each airport has a specific setback from the fence for any vehicles, equipment, or other items. Any deficiencies with fencing should be reported to the local airport management office. As always report any suspicious activity right away to the local airport management office or law enforcement. The National Weather Service (NWS) is responsible for monitoring river ice conditions to identify potential flooding, forecasts, warnings, and navigation information. riverwatchprogram Air taxi operators and pilots that fly between rural communities on a daily basis are in a great position to notice changes on the river.
