1 The Corporation of Delta COUNCIL REPORT Regular Meeting F.10 To: From: Mayor and Council Office of the Chief Administrative Officer Date: September 25, 2017 Reclassification to the City of Delta RECOMMENDATIONS: A. THAT the position titles of Chief Administrative Officer and Municipal Clerk be changed to City Manager and City Clerk respectively and that Delta Municipal Officers Bylaw No. 5900, 2002 be amended accordingly. B. THAT staff develop a historical interactive timeline of Delta's history as part of the Parks, Recreation & Culture Department's cultural services outreach program. C. THAT copies of this report be provided to: i. The Honourable Carla Qualtrough, PC, Minister of Public Services and Procurement, Member of Parliament for Delta ii. iii. Ravi Kahlon, Parliamentary Secretary for Sport & Multiculturalism, Member of the Legislative Assembly, Delta-North, and Ian Paton, Member of the Legislative Assembly, Delta-South. PURPOSE: To provide an update regarding the Provincial government's recent approval of Delta's request to reclassify from a District Municipality to a City and update Delta's name to the City of Delta. As well, this report provides an update to Council with respect to work underway to recognize the name change and Delta's history, and to seek Council authority to change the official job title of two key city positions to reflect Delta's new name and classification. BACKGROUND: At the January 30, 2017 Regular Meeting, Council endorsed a report initiating an Alternative Approval Process seeking to change Delta's classification from a District Municipality to a City and update Delta's official name from The Corporation of Delta to the City of Delta. Key objectives associated with this initiative include: (1) to increase recognition of Delta's identity and role as a local government and (2) reduce confusion over the common assumption of Delta as a private business due to the inclusion of "The Corporation" in Delta's official name.

2 Page 2 of 4 Reclassification to the City of Delta September 25,2017 To clarify, a municipal classification and name change does not impact Delta's agricultural identity, municipal status or community names such as Ladner, Tsawwassen and North Delta; nor will this change impact taxes, assessments, grant funding opportunities, or Delta's zoning or agricultural land. To meet the Provincial legislative requirements for a municipal reclassification, Delta held an Alternative Approval Process, which closed on March 31,2017. At the May 15, 2017 Regular Meeting, Council endorsed a report from the Municipal Clerk certifying the results of the Alternative Approval Process held to obtain voter assent for Delta's reclassification. In total, Delta received 1,506 elector response forms opposing its classification change out of a total of 69,928 eligible voters, a figure representing 2.15 per cent of the Delta electorate. At the May 15, 2017 meeting, Council also approved a report to make a formal request to the BC government to change Delta's classification and accordingly update Delta's name, by Letters Patent, to the City of Delta. Initially, Delta was expecting a response within six to eight weeks of requesting a classification and name change. However, the May 9, 2017 BC Provincial Election and subsequent change in government led to delays in the approval process. DISCUSSION: On September 22, 2017, the Provincial government approved two Order in Councils: (1) Order No. 362 enclosed as Attachment A of this report, a new Letters Patent that officially reclassifies The Corporation of Delta as a city under the new name, City of Delta; and (2) Order No. 363, enclosed as Attachment B, which confirms Delta will retain all additional powers previously held as a District Municipality under its new city classification. These powers are related to drainage liability protections under Section 639 of the Local Government Act. As well, Section 3 of Order No. 362, Actions to be valid, confirms Delta's retention of all existing bylaws, permits, resolutions, licences, or other actions issued, made or passed by Council, which remain in full force and effect and do not require updating due to the name change. Next Steps Name Updates As outlined in previous reports, staff is seeking a phased implementation of Delta's new name to avoid incurring unnecessary costs and expenses. As a first order of business, Legal Services staff is working with the Land Titles Office to update Delta's name. As well, staff is updating various internal documents and templates to reflect Delta's new name. These documents are developed by staff using Microsoft Word and require minor updates by each department's designated staff member. As part of the official name change staff is recommending that the job titles for the Chief Administrative Officer and Municipal Clerk be updated to Oity Manager and City Clerk. Similar to Delta's name change request, staff is seeking to update these key positions to adopt the naming conventions used amongst many other Metro Vancouver municipalities. If approved staff will need to update Delta Municipal Officers Bylaw No.

3 Page 3 of 4 Reclassification to the City of Delta September 25, , 2002, to reflect the job title changes and reflect the current list of Municipal Officers for the City of Delta. Branding - Bulrush. Coat of Arms and Municipal Motto In term$ of branding, Delta's bulrush brand, Coat of Arms pnd municipal motto "Ours to Preserve by Hand and Heart" will not change, as these symbols remain integral to Delta; representing aspects of the municipality's past, present and future. However, as part of the reclassification process, Delta is required to notify the Canadian Heraldic Society of its reclassification and provide a copy of its new Letters Patent. Provincial staff has provided informal notification to the Chief Herald and Delta staff will follow up with a formal notification letter following endorsement of this report. Much of Delta's signage and stationery does not include or state "The Corporation of' but simply indicates "Delta". This provides significant cost savings for this project, as Delta's vehicle fleet and most of the park and wayfinding signage are already branded as "Delta" with the signature bulrush brand. With respect to online accounts, Delta already owns the "Delta.ca" website domain name so no changes are required. However, staff will be updating our social media account names from "CorpDelta" to "CityofDeltaBC" to reflect Delta's new name. Staff has reviewed this process and can confirm there are no direct costs associated with Delta's social media account name updates. Some stationery items, such as business cards, will require updating; however, Delta's strategy is to not replace these items immediately. Instead, Delta will replace stationery as supplies diminish to avoid incurring additional expenses related to its name change. A summary of the schedule of name updates required for stationery and signage is included as Attachment C. Event - Recognizing Delta as the Newest City in Canada Celebrations to recognize Delta's new name and city classification will be added to two pre-planned Canada 150 Skating Day events, both scheduled to be held on Sunday December 10,2017 as follows: Canada 150 Free Skate & Celebration of the City of Delta Ladner Leisure Centre 2:00pm to 4:00pm In partnership with South Delta Minor Hockey Association Sungod Recreation Centre 3:00pm to 5:00pm In partnership with North Delta Minor Hockey Association Delta has partnered with the North Delta Minor Hockey Association and the South Delta Minor Hockey Association to host local participation in these nation-wide skating parties. Public admission is free and will be funded through Federal government grants. Interactive Timeline of Delta's History As part of these events recognizing Canada's 150 th anniversary, Parks, Recreation and Culture staff is developing an interactive timeline of Delta's history. The timeline is designed to highlight significant milestones and successes in Delta's history and will be presented in static physical form. While one side of this interactive display will feature a municipal timeline of events, the other side seeks to engage the community to assist

4 j \. I Page 4 of 4 Reclassification to the City cif Delta September 25,2017 Delta in building its history, by enabling individuals to add their own community-based achievements. Additionally, a digital form of this timeline will be available through a touch-screen kiosk, with the opportunity to access additional archival information related to Delta's key milestones. Following the Canada 150 Skate celebrations, the timelines will be featured in Delta's recreation and seniors'. centres. Implications: Financial Implications - A total of $2,200 was spent on advertising this initiative in Delta's local newspapers. Any additional costs associated with the name updates cited in this report will be kept to a minimum and remain within the $5,000 project budget. Municipal information materials and stationery will be updated with Delta's new name gradually over time, on an as-needed basis when stock is out and requires replenishing. The two Canada 150 Skating events scheduled for December 10, 2017 will be funded by grant money or within existing, operating budgets. CONCLUSION: The BC Government has approved Delta's reclassification and name change to the City of Delta. Staff is providing Council with an update on plans to ensure the new name is reflected on report templates, various internal documents, and social media accounts. Additionally, Council's approval is sought to update the job titles for two key public positions (Chief Administrative Officer and Municipal Clerk) to City Manager and City Clerk. Delta has experienced significant change and growth since its 1879 incorporation as a District Municipality with roughly 252 residents to its current population of over 102,000 citizens. The municipality's new name, City of Delta, represents a progressive step towards clarifying Delta's identity and role as a key municipality within Metro Vancouver '- George V.
