STRONG High Seas Project Strengthening Regional Ocean Governance for the High Seas in the CPPS and Abidjan Convention Areas A project delivered under the framework of the Partnership for Regional Ocean Governance (PROG) Dr. Carole Durussel Institute for Advanced Sustainability Studies (IASS), Potsdam Credit: Peter Prokosch, Lawrence Hislop, Peter Prokosch, Yannick Beaudoin, Taller CPPS sobre ABNJ 25 de octubre de 2017
High Seas [...] all parts of the sea that are not included in the exclusive economic zone, in the territorial sea or in the internal waters of a State, or in the archipelagic Waters of an archipelagic State (LOSC, Art. 86) Credit: Rogers, A D, U R Sumaila, S S Hussain and C Baulcomb, The High Seas and Us: Understanding the Value of High Seas Ecosystems (Report, Global Ocean Commission, 2014), p. 4 Represent: 64% of the world s oceans Nearly 50% of the planet s surface Main pressures: fisheries, shipping and climate change Credit: Sumaila et al. (2014) in Rogers, A D, U R Sumaila, S S Hussain and C Baulcomb, The High Seas and Us: Understanding the Value of High Seas Ecosystems (Report, Global Ocean Commission, 2014), p. 5 Taller CPPS sobre ABNJ 25 de octubre de 2017
Governance of ABNJ While there is a growing interest in marine resources exploitation in ABNJ, so far there is no comprehensive legal regime for the conservation and sustainable use of marine biodiversity in these areas Governance of ABNJ is rather pursued through a fragmented legal and institutional system, failing to ensure the long-term sustainability of marine resources Credit: Global Ocean Commission, From Decline to Recovery: A Rescue Package for the Global Ocean (Report, Global Ocean Commission, 2014) Taller CPPS sobre ABNJ 25 de octubre de 2017
Governance of ABNJ Despite these challenges, several initiatives for the conservation and sustainable use of marine biodiversity in ABNJ are underway at the regional level North-East Atlantic Southern Ocean Sargasso Sea Source: BfN Source: UK Foreign and Commonwealth Office, 2009 Source: Taller CPPS sobre ABNJ 25 de octubre de 2017
Governance of ABNJ In parallel, the international community agreed in 2015 to develop a global, legally binding agreement on the conservation and sustainable use of marine biodiversity in ABNJ under the United Nations Convention on the Law of the Sea (UNCLOS) International Conference? UNGA Resolution 59/24 Rio+20 The Future We Want UNGA Resolution 69/292 1st BBNJ WG 2nd BBNJ WG 3rd 9th BBNJ WGs BBNJ PrepCom Taller CPPS sobre ABNJ 25 de octubre de 2017
Governance of ABNJ Such a global instrument will not supplant the various existing ocean governance mechanisms It will instead depend in many ways on improved and well-coordinated action of competent management bodies at the regional level for its implementation Hence strong regional ocean governance mechanisms will be essential Picture: Sönke Johnsen, Source: Picture: NOAA, Source: Picture: NOAA, Source: Taller CPPS sobre ABNJ 25 de octubre de 2017
