2 15/20 APOLOGIES AND DECLARATIONS OF INTEREST Apologies were received from Dr Gillingwater, Mr Gidlow, Mr Pendleton, Cllr Brown & Ms Barker. Councillor Stevenson advised a continuing declaration of interest relating to NWLDC planning matters. 15/21 a. THE MINUTES OF THE MEETING held on 3 July 2015 were accepted as a true record b. MATTERS ARISING not actioned or covered on the agenda 15/13f The results of a meeting on concerns raised by a member relating to training flights will be reported to the ICC. 15/22 SPECIAL BRANCH UPDATE: Dave Allford outlined the role and aims of Special Branch operating at EMA including: National strategy and policy Security Services & Police Protective security Counter espionage East Midlands Special Operations Unit Counter terrorism and protection Pursuing and checking Powers outlined DSP funding from Central Government All issues and areas are under constant review including passengers, freight and flight profiles, illegalities, serious and organised crime Working with agencies including UK Border Force Responsible also for small planes/general aviation (private planes) On call 24/7 and reliance on global intelligence led policing Aim is to avoid disruption to travelling public In response to members questions: Extra vigilance is being exercised because of fears of terrorists travelling in plain sight Working with UK Border Force on migrant and gang-master issues All specific risk areas are monitored eg electricity sub stations, vulnerable areas National Crime Agency has responsibility for trafficking and all agencies work together The Chairman and members thanked the team for an interesting and reassuring presentation and discussion. 15/23 ADDITIONAL AGENDA ITEM ELECTION OF ICC MEMBERS TO SUB COMMITTEES The Chairman outlined the facility for each constituency, ie Local Authorities, Local Groups and Airport Users to elect three members to each of the and TEP sub committees for a period of two years. It was accepted that elections for 2015 would be actioned at this meeting. Election is of the organisation, not the individual and is for a period of two years. Substitution is by the organisation s normal substitute, although it is accepted that organisations can nominate a different substitute, ie from another group with similar interests, if they wish. It was agreed that any individual ICC member can attend any meeting, but cannot participate in any vote taken. The election results are as follows: E M A I C C P a g e 2 6

As advised to ICC members, airport tours are available and members interested should contact Anthea Hartshorne at EMA for details and inclusion. Anthea.Hartshorne@eastmidlandsairport.com Concerns raised by the Manchester Airport Consultative Committee regarding drones were outlined as well as the discussions by and TEP. The recommended actions were endorsed. EMA confirmed discussions with the CAA about the issues which are gaining greater levels of awareness. Drones are increasing in both size and capability and present significant risks and challenges to policing alongside the risks imposed by laser strikes. Members are asked to raise awareness and support the need for legislation as a CAA regulatory issue. Details of the Airport s passenger and freight numbers are included in the Airport update. Members have requested that the EMA ICC webpage be updated and EMA confirmed action by MAG has been requested. EMA s response to the Parliamentary Transport Select Committee is included in the Airport update. An untainted government committee chaired by David Cameron will decide on future runway proposals for Gatwick and Heathrow airports. 15/25 TRANSPORT DEVELOP Jon Bottomley presented details. Copy slides will be circulated with the meeting minutes. Details included: Midlands Connect partnership Benefits of improved connectivity Derby/Nottingham Hub and transport corridors Driver for strategic transport investment 1.1bn annual agglomeration benefits HS2 Toton recognised as best location for an East Midlands station E M A I C C P a g e 4 6
5 Route to be confirmed Target completion date 2037 Midland Mainline electrification Line to Sheffield to be completed by 2023 Highways England Strategic highways investment of 15bn to 2021 M1 J23A-25 Smart motorway in 2016 A453 Kegworth-Clifton dualling A38 & A50 grade separated junctions In response to member questions: Midlands Connect is to be chaired by an independent representative Highways England is the new name for the Highways Agency Links to Parkway Station will be surface transport. However, new and better services will support any future case for links to EMA The route for HS2 remains under review but current proposal is the 2013 public consultation route which runs under the airport The new rail freight interchange will use the existing rail network and its requirements will feed into rail investment planning. The Chairman and members thanked Jon Bottomley for the details provided. 15/26 AIRPORT PROJECTS Howard Ebison outlined the details circulated which included: Runway resurfacing November/December 2016 EMA is working with NWLDC to retain the consent for a runway extension Car park long stay 4 extension Staff car park relocation Car rental village new area Meet and greet area increased Provision for disabled spaces remains 15/27 AIRPORT UPDATE Andy Cliffe outlined the details circulated in the Managing Director s report. Members agreed this is a useful and informative summary report to ICC. Headlines included: Airport performance Product improvement Industry affairs Education and Development M.A.G developments A member queried involvement in Labour and Conservative conferences and EMA confirmed specific involvement and input which enables the opportunity for a dialogue about local issues and concerns. A member queried the impact of the loss of Monarch Airlines. EMA advised that other airlines have operated additional services. There is a current westward shift of the holiday market due to tensions in the Middle East.. Enhancement of services to Europe provides opportunities to EMA. A member queried the need and motives for Aid/Humanitarian flights to take place at night and the need for dangerous old aircraft to be banned. EMA advised that all flights are covered by mandatory CAA regulations in relation to air safety and air worthiness. E M A I C C P a g e 5 6
6 EMA and DHL confirmed continuing support of humanitarian operations. This was endorsed by several ICC members. Members thanked Andy Cliffe for the information provided. (a) (b) Finance statistics Information accepted as circulated. An annual financial report will be presented to the next meeting. Community Relations update Information accepted as circulated. Education and Employment initiatives were highlighted and members confirmed support of these initiatives. Outreach event dates were detailed and members asked to circulate and publicise as appropriate. The Community Fund Chairman congratulated EMA on waiving the penalties relating to the recent humanitarian flights. (c) (d) (e) Planning applications Details outlined as circulated. Passenger Services report Information accepted as circulated. Environment report Information accepted as circulated. It was recommended and agreed that a presentation on Webtrak updates be presented to and ICC. A member said that the CO2 benefits of the willow planting need definition.
