1 ST STEPHEN IN BRANNEL PARISH COUNCIL Minutes of the Ordinary Meeting of St Stephen in Brannel Parish Council held at the Brannel Rooms, Fore Street, St Stephen on Wednesday 3 rd January 2018 starting at 7.30pm. Present: Chair: Cllr Hatton Vice Chair: Cllr Sibley Messrs: Cllrs Davey, Edmonds, Hallett, Mills, Parker, Simpson and Wonnacott MBE. Mesdames: Cllrs Mrs Harris, Mrs Tippett and Mrs Wonnacott. In attendance: Linda Ranger Clerk, Ruth Mills Administrator, Cornwall Cllr John Wood and 7 members of the public. Cllr Hatton welcomed everyone to the meeting and wished them a Happy New Year. He ran through housekeeping procedures and advised everyone present that if they intended to participate in the meeting, they could be recorded, photographed, filmed or otherwise reported about. FPC01/18 Apologies: RESOLVED to accept apologies from Cllr Mrs Alllsopp, Cllr McLening, Cllr Mrs Yates and Cornwall Councillor Greenslade. FPC02/18 Declarations of Interest: None. FPC03/18 Dispensation Requests: None. FPC04/18 Public Participation: The Chairman handed out grant cheques to the following Foxhole Village Green Fifield Chatties St Stephen Community News The representatives each thanked Members of the Parish Council said a few words on how the monies would be spent. Apologies and thanks had been received from St Stephen Cottage Garden Society. Their cheque would be posted to them. Due to the Christmas and New Year period, a police report was not available. The figures would be included in the next report. 01/18
2 7 members of the public left the meeting at 7.40pm Cornwall Cllr Wood spoke on the roof at the CERC he and Cornwall Cllr Greenslade had requested an inquiry into the matter. He also urged Members to get involved in the Boundary Review and spoke on the Cornwall Council budget. Cornwall Cllr Greenslade had asked the Clerk to advise Members that the road at Treviscoe had reopened. Apparently, the cause was due to a blocked South West Water sewer pipe which, had in turn, caused the blocking of the road drainage. SWW had repaired their problem and the road drains had also been cleared while the road had been swept and made good of debris etc. Further discussions would take place with SWW to ensure a more permanent solution for their sewer issue. FPC05/18 Full Council Meeting Minutes: RESOLVED that the minutes of the meeting held on Wednesday 6 th December 2017 be signed as a true and accurate record. FPC06/18 Matters Arising: FPC232/17 The precept request had been sent to Cornwall Council. FPC239/17 The chairs would be received later in the month. Storage would not be an issue as Little Treasures had moved venues. FPC07/18 Committee Meeting Minutes: Planning Committee The minutes of the Planning Committee meeting held on Wednesday 13 th December 2017 were received. There were no recommendations therein. Finance and General Purposes Sub Committee The minutes of the Finance and General Purposes Sub Committee meeting held on Wednesday 20 th December 2017 were received. The recommendations would be considered under agenda item 9. 5 FPC09/18 Former Sunday School also known as the Church Rooms, Nanpean: The Clerk advised that the car park had to be closed earlier in the day due to the storm causing loose roof tiles that were subsequently falling to the ground. The Team Manager had taken the appropriate health and safety action to allow the car park to be reopened. After discussion, it was RESOLVED to approve the following recommendations That the Parish Council manage the outside area as a public short stay car-park and, subject to planning, create a second entrance/exit to help with the flow of traffic, especially at school drop off and pick up times. 2 sets of large wooden solid gates would be installed at the section by the double entrance to Nanpean cemetery so that this area could be closed off for funerals or Council works when needed; That the Clerk obtain quotations or follow the tender process for the above works and look into external funding or grants; That a section to the left of the building be converted into a crib hut for staff working in Nanpean cemetery; and further space to the right of the main entrance remain under the remit of the Parish Council to be used as a community lounge/room and an additional or future Parish Council office and; That Parish Council staff replace all guttering; and That to ensure transparency and best practise, a statement be released asking for other offers to be put forward. Any offer should be for a community facility plus be supported by a full business plan that includes proof of sustainability and financial backing. Furthermore, the offer would have to cover internal refurbishments and utility connection costs. The offers would have to be submitted within 4 weeks of the release date of the statement. The statement would be released on the Parish Council website, social media accounts and noticeboards along with an article in the St Austell Voice. FPC10/18 Hillside Meadows, Foxhole: Previously, a resident had requested that the Parish Council fund the play area/equipment that had not been installed under the original planning application at the above location. Members had reported the matter as an enforcement. The Clerk advised that Cornwall Council, as the Local Planning Authority, could not take any enforcement action on the matter as 10 years had lapsed since the development was completed therefore the resident had repeated his request that the Parish Council install a play area/equipment at the intended site. There was another enforcement currently open on properties claiming sections of the land as extensions to their gardens and there had been no definite response on ownership. 05/18
6 After discussion, it was RESOLVED that whilst Members appreciated the resident s frustrations, with an enforcement still outstanding; ownership and land adoption undetermined; and monies already having been paid by property owners, the issues appeared civil matters that the Parish Council would be unable to help with. Therefore, it was agreed that all correspondence be passed to Cornwall Cllr McLening with a request that he take the matter forward with the appropriate departments at Cornwall Council. Cornwall Cllr Wood left the meeting at 8.10pm. FPC11/18 Financial Compensation Scheme (FCS): The Clerk detailed the options open to Members. After lengthy discussion, it was RESOLVED to open a savings account with Unity Bank at a monthly charge of 6, that the 32-day account with Lloyds be closed and the balance be transferred to the new Unity Bank account. In addition, the matter would be passed to the Finance & General Purposes committee to review if any further action needed to be taken. FPC12/18 Training: RESOLVED to approve the attendance of the Clerk, Team Manager and Cllr Sibley at the Being a Better Employer event. FPC13/18 Neighbourhood Plan Steering Group: Cllr Mrs Wonnacott and the Clerk gave an update on the Neighbourhood Plan and the work that had been carried out since the last meeting. The grant application to Locality had been successful and funds were due to be paid in the next 5 working days. FPC14/18 Consultations: None 06/18

FPC15/18 Information and Answers: a) The Clerk reported that over the Christmas and New Year break, various complaints had been received regarding the rubbish and dog fouling in the village of St Stephen. Each had been responded to and the appropriate action taken. b) Cllrs Sibley and Simpson gave feedback from the China Clay Community Network meeting. c) Cllr Mrs Tippett spoke on the various areas across the Parish that suffered from re-occurring flooding. The matter would be referred to the next Development and Environment Committee meeting. d) Cllr Simpson gave feedback on the planning training meeting that he had attended. e) The Clerk updated Members on the request for traffic calming outside Nanpean CP School. f) Cllr Hatton spoke on water pressure problems in Whitemoor.
