1 1 SHAFLEET PARISH COUNCIL MINUTES OF A MEETING OF SHALFLEET PARISH COUNCIL HELD AT SHALFLEET HALL, SHALFLEET, ON WEDNESDAY, 3 rd DECEMBER 2014 AT 9.30 AM Present: Cllrs P Broadhead (Chair), H Hewston, B Baxandall, P Myles, S French, J McGuirk Clerk: Mrs S Woods County Cllr S Hutchinson IW County Press Reporter There were 32 members of the public present. Mr Walter had informed the Clerk that he would be recording and filming the meeting and he did. The Chairman thanked everyone for coming and asked if those that had come to give comment on the planning application for land adjacent Fleetway, could appoint a spokesperson and collate their comments to put to the Parish Council, the Cllrs would then carry on with some of the Agenda items whilst they did this and item 107 on the Agenda would then be dealt with. Most members of the public moved to the back of the Hall to do this. 103/14-15 APOLOGIES FOR ABSENCE: Cllrs Hewston and Baxandall - arrived slightly late. 104/14-15 DECLARATIONS OF INTERESTS REGARDING AGENDA ITEMS: None. 105/14-15 TO ACCEPT ANY DISPENSATIONS FOR AGENDA ITEMS: None. 106/14-15 TO CONFIRM AND APPROVE THE MINUTES OF THE PREVIOUS MEETINGS: 12 th November Cllr McGuirk proposed an amendment be made to page 6, last paragraph; remove the word decision and change to unanimous agreement as that is what had been resolved - resolved. Once the amendment had been made Cllr McGuirk proposed these Minutes be agreed, seconded Cllr Baxandall -resolved. The above Minutes, having been amended and agreed, were signed by the Chairman as a true record. 107/14-15 PLANNING: UPDATES AND DECISIONS: Planning Applications given approval by IWC: P/01191/14 Stables Farm, Warlands Lane, Shalfleet: Variation of condition no 3 on P/00353/12 to allow retention of ancillary security system. Planning Application refused by IWC: P/01188/14 Land adjacent to Warlands Farm, Warlands Lane, Shalfleet: Proposed detached dwelling (revised scheme).

TO AGREE COMMENTS ON APPLICATIONS: P/00507/14 OS Parcels 5819, 8116 and 8200, land rear of 18 to 34 Fleet Way and adjacent to Hayfield Cottage, Warlands Lane with access off, Main Road, Shalfleet: Outline for 24 dwellings (comprising of 10 bungalows, 12 houses and 2 flats) (Revised layout to proposed housing; additional information in respect of drainage, access, archaeology, ecology; outline matters changed so that matters relating to layout, scale, appearance and access are considered)(readvertised application). Public consultation held on this Thursday 27 th November 2014 at Shalfleet Hall. Mr Rose had been appointed a spokesperson for those against this application he said he lived in the village and relatives lived here since A copy of Mr Rose s comments on the initial application were given to the Clerk and these put on file. Mr Rose comments included those regarding: the IW Core Strategy Development Plan, specifically SP1; that development will not be permitted in the wider rural area of the Island unless a local need can be demonstrated. the Shalfleet Community Plan many forms had not been collected but those who had responded were not in favour of more housing development in Shalfleet. water run off; discussion held on water pipes and sewer system. proposed development would be separate from existing houses in Fleetway and would not form part of the existing village no footway would link it to the village shop, school, pub or church. the access onto the A3054 would be extremely dangerous. Thanks were given by the Chairman to Mr Rose. It was noted that the footway shown on the plan crossing between 28 and 29 Fleetway was privately owned and owners would not agree to a public right of way being created across it. Five people present at the meeting did agree with the application but the majority of people present were against it. Mr Cowley said he knew people who wanted to live in the Parish, regardless of the survey. He spoke of the Core Strategy which he said did not deal with Shalfleet and the fact that Arreton, where 87 properties had recently been agreed, was smaller than Shalfleet. He mentioned the Bouldnor application, which he felt may go to Appeal and the development would end up as the Inspector and developer wanted. Mr Rose confirmed Arreton was included in the Strategic Plan whereas Shalfleet is not. Cllr Hutchinson said he was responsible for the WW Ward which covered Shalfleet, Calbourne and Yarmouth and it was always difficult when housing proposals were put forward and the IWC would have to strike a balance. It was noted there were about 7,000 on the housing list and some people were so far down it they would never get a property a few were in desperate need. He believed there was a need for 30, possibly 40 homes in the area. Both Bouldnor and
3 3 Shalfleet were exception sites have to justify need more intently. He agreed to take people s views forward. Thanks given to Cllr Hutchinson. Mr Tyrell referred to an application in Freshwater where a small development had been turned down as it was felt to be a piecemeal application for the site and if future plans were to enlarge the development people needed to know this and plan forward. Mrs Cowley said the only way young people can move at the moment is if someone dies and a house falls vacant. She objected to greedy developers who piled houses in, with no breathing space, for profit. Need to look at thinning these down to smaller, sustainable developments. Cllr Baxandall worried about the sewage situation/slope and fact it could lead it into Ningwood Lake. Cllr McGuirk said he had listened to people s comments; which should be recorded in the Minutes. He had concerns over the volume, although accepted there was a need for housing in the Parish he did not given credence to the need as had been assessed. Mr Bill Murphy (IWC) had said there was no formal standing from the survey. He was concerned development driven by housing need and it should be in smaller chunks. Cllr Hewston was concerned about sewage she agreed the proposals were too big for what was required. Cllr French said he had been opposed to the Ashlar development not done correctly and had faded away. He was not totally up on Shalfleet Fleetway. He felt there were weaknesses in the survey and queried if there was a true need for everything. He would prefer a smaller development and was opposed to the this one. Cllr Myles was in favour of affordable housing and would support a smaller development. Cllr Broadhead said young people cannot afford to live in the area they needed cheaper rents and there was a need for affordable housing. Cllr Hutchinson said can make affordable housing with shared ownership schemes and discounted rents. A member of public said there was no infrastructure in the village for the young who have to take the bus or be taken into town, regardless of rent. Cllr Broadhead said she had tried to get somewhere for children to play installed in Fleetway but some people had kicked up. Mr Tyrell said if this application was passed it would set a precedent for further applications for the site. The Chairman asked for Cllrs to vote on this application unanimously against applause from the public. The Cllrs then went through their objections: 1. Traffic The highway safety would be compromised. Traffic generated by the increase of vehicles, in particular on leaving the site onto the A3054, becomes a hazard as the lines of sight are short. The exit is just outside the 30mph speed limit.
4 4 2. SP7 Travel Although there is a bus service the housing will not reduce the impact on air quality and climate change. 3. It is outside the development envelope. This, Warlands Lane site would be an exception site. The identified local need, in the Community Plan, is for more retirement homes, for infill and small developments of up to 10 units. The young of the Parish needing affordable housing would be better served closer to a Rural Service Area. 4. Overdevelopment: a) The sewage system is at full capacity. b) Water supply is at low pressure on occasions during the summer months. c) Medical services are overstretched due to lack of doctors and qualified staff in the whole of the West Wight. d) There is no provision in the area, not just in the village, in terms of sport, games, playgrounds and suitable meeting places, particularly for the young of the village and the environs. 5. Sustainability The development will not generate jobs or tourist and recreation facilities in the area. 6. Design appearance and materials Fleetway was designed before The designs on offer are of this fashion and show little upgrading of design and use of materials. 7. If this development goes ahead it is the first phase of a further 151 units to be allowed on this exception site. This is more than the Fleetway estate which it adjoins. Such an increase will turn the rural community and area into a dormitory of urbanization. This is out of character with the whole of the West Wight, not just the Parish of Shalfleet. P/01392/14 17 Port La Salle, Bouldnor: Alterations; extension at first floor level to provide additional living accommodation; conversion of garage to provide enlarged kitchen, gym and utility room (revised scheme). Cllr McGuirk said close neighbour had no issues with this and Cllr French said there had been no previous objections to the original scheme and as long as the neighbour had no problem with it, neither did he. Parish Councillors agreed no objection to this application there were in favour. P/01407/14 Wellow Cottage, Main Road, Wellow: Proposed outbuilding to provide garage and workshop. The Parish Councillors had no objections to this application. The Clerk reported a planning application had come in today not yet on IWC website; Homecroft, Cranmore Avenue, Cranmore Demolition of dwelling, proposed dwelling - asked Cllrs to please look at and let her have their comments before the Christmas break. 108/14-15 WELLOW GREEN MRS JILL COWLEY ATTENDING TO SPEAK ON HER PLEA FOR A FOOTWAY ALONGSIDE THE ROAD LINKING THORLEY TO WELLOW GREEN AND PLANS FOR BRINGING WW SPORTS CENTRE TO THE GREEN AS PART OF THEIR OUTREACH PLAN: The Chairman thanked Mrs Cowley for coming to the meeting to speak on this matter. Mrs Cowley asked Mr Walter/Mr Lemain to turn off the camera and stop filming whilst she spoke she confirmed she was happy to be interrupted. Mrs Cowley said Shalfleet is a vibrant and lively Parish, which was lucky to have open breathing spaces such as those at Wellow and Bouldnor. She said residents had fought to keep their school and they should fight to keep their Greens.
5 5 Wellow Green is in the heart of the village and is of great value to many people but it is not very accessible, accept by bus. She had walked to it with a double buggy and found this not easy or safe. Younger people are being encouraged to walk to places; the footpaths and bridleways are good but there is not a walkway on the road from Thorley and Wellow. In August a fund raising event was held in Wellow Green (pictures shown) with the High Sheriff attending. Butterflies and insect had been recorded and they wish to encourage these. West Wight Sports Centre arranged games and lots took part, including a Tug-of-War for children next year it is hoped parents take part too. Mrs Cowley spoke of the loss of funding for the Sports Centre and the fact it was to use Wellow Green as an outreach. She was aware the PC pay towards the cost of grass and hedge cutting but she asked for the support of the Parish Council and people here to ask the IWC to put in a white line walkway, with bollards at some points to make pinch points to reduce traffic speed from Thorley to Wellow. Yarmouth TC have petitioned for this and Mrs Cowley confirmed it is on a Works Programme long term plan but asked Shalfleet to write and support and push for this. Cllr French asked if there was a plan of the proposed walkway. Mrs Cowley said not at the moment, she was here to ask for the PC support in principle. Cllr McGuirk referred to the support the PC was giving to NANSAG and it was noted this covered Newbridge and Ningwood. He said if this proposal did not cross over then he was OK with it. Cllr Hewston proposed PC send letter of support for the walkway, seconded Cllr Myles resolved. The Chairman gave thanks to Mrs Cowley for attending and speaking at the PC meeting. 109/14-15 IWALC VAL GWYNN ATTENDING TO GIVE AN UPDATE ON THE YARMOUTH COASTAL DEFENCE WORKING GROUP AND SPEAK ON FLUVIAL FLOODING OF RIVER CALBOURNE: The Chairman invited Val Gwynn, the Parish Council representative on the Yarmouth Coast Defence Working Group, to speak. Val reported it had been the warmest year on record. She then gave background information on herself and on the Shoreline Management Plan, which she encouraged people living near the coast to get involved in. Val said IW needed to liaise with Hampshire as what they do would affect the Island. She reported Tim Adams was to be the new Harbour Master at Yarmouth from January Mention made of the Yar Bridge (which affected all in Shalfleet) and fact IWC had wanted to make this remote controlled. Yarmouth Harbour Commissioners had always been responsible for opening the bridge and she was pleased to report they would continue to do so for the next 24 years it would not be remote controlled. She thanked the Clerk for responding to Sylvia Mence and confirmed Cllrs now had the updated version of the Flood Report. Mention of problems at Snetterton; (fact they were having to fund raise to install their own flood defences), Solent Forum, Scope and also informed the meeting the Thames Barrier and Humber took the bulk of the government flood money. Val said the Shoreline Management Plan stated let the sea do it work with no active intervention. The Environment Agency were the only statutory body to get money for flooding. Referred to property at Shalfleet Bridge which had to build a temporary block wall to prevent flooding from Shalfleet Mill. Val spoke of the Yarmouth Pier Appeal, Heritage Lottery funding and that from local people she said it was a great pier, worth saving.
6 6 She spoke of flash flooding at Newbridge and Shalfleet, including in her garden, in which surges had brought numerous benches, wheelbarrows and railway sleepers into it which she had to dispose of. Owners are responsible for keeping their sections of stream clean and she would like an appeal to be made via the media to stress this. People living upstream of Shalfleet Bridge must be encouraged to take care of everything and take responsibility to keep their bits clear. It was noted Newtown had no protection or active invention being taken and there will be erosion if rivers get blocked and back up. The Chairman thanked Val Gwynn for speaking to the meeting on these matters and she thanked the Chairman for letting her speak. 110/14-15 SHALFLEET CHURCHYARD WALL TO AGREE TO SEND LETTER TO IWC SUPPORT THE URGENT RE-ALIGNMENT/REINSTATEMENT OF THIS, FOLLOWING AT RTA IN AUGUST 2013: Cllrs had been given copies of s from Mr John Whitney who had been dealing with this matter as a Parish Cllr and member of the PCC. Cllr Hutchinson said he had been working on this matter. A car had demolished the wall the Church had the insurance money and were happy for the replacement wall to be set back and realigned to help the pinch point at this section of the road. He had spoken to Marc Griffin, before he left and Tony Toynton before he left and both had agreed to this and that they would provide the rest of the money needed through the Health and Safety/Road Safety fund. Island Roads were happy to do but need to formally agree. Cllr Baxandall proposed and it was resolved the PC sent a letter of support asking for this work to be done. 111/14-15 POLICE REPORT: Not received. 112/14-15 TO AGREE TO PAY INVOICE FROM CAME & CO FOR PARISH COUNCIL ANNUAL INSURANCE PREMIUM OF : Information previously ed to Cllrs. The Clerk informed the meeting that the PC are in a fixed term contract due to run for another year. She will undertake a full insurance review prior to when this expires. Cllr Hewston proposed the invoice be paid, seconded Cllr Baxandall resolved. 113/14-15 CLERKS REPORT: Parish Office Chairman, Vice-Chair and Clerk had met with Trustees of Newbridge Community Centre to discuss renewal of the lease. Existing 6 year lease expires June This will go on future Agenda once their committee have discussed. Seats Chairman and Clerk looked at the two quotations which came in and agreed to accept quotation from Daniel Gregory for 460 (other quotation was for 495) he is local and work known to the PC. Small increase in charge to 500 due to fact picnic bench and seat at Blacksmith s Green rotten and needed to be replaced with new timber Cllrs resolved this be paid. S17 Footbridge Clerk had reported this again to Rights-of-Way, as in a much worse condition. VAT Claim Clerk pleased to report refund of 1, had now been received via BACs. Website Clerk is very pleased to report that Jamie of IOW Geek Website Design is kindly updating this free of charge. If more that purely updating is required the Clerk has asked him to speak to her regards costs. Places of Interest will now have something in it! Clerk had been in contact with Island Cottages, (who also wished to advertise on PC website) for information in a better format. Clerk had already put 2015 meeting dates on the website for information.
7 7 It was agreed PC could put a request in Village News asking if Places of Interest in the Parish wished to go on the PC website, to contact the Clerk. Will have WW Sports Centre put on. Local Council Administration Clerk pleased to report the PC now have an up to date copy at cheapest price she could find see accounts. NANSAG Letter of support from PC sent to CHF. IWC Discretionary Services Clerk informed IWC of PC decisions, as well as Brighstone Landscaping. Await to hear what IWC decide. Bouldnor Field Clerk had been liaising with Attrills for the benefit of the Parish. Bus Stop Clay Lane back from Southern Vectis their position remains as was and their question remains the same who will pay for the work? West Wight Sports Centre Received thanking PC for agreeing to donate 500. Clerk confirmed she was on leave over Christmas/moving house finishes 18 th December back Tuesday 6 th January /14-15 FINANCE: TO APPROVE LIST OF PAYMENTS: Circulated to Cllrs. The Clerk confirmed there was a cheque for Daniel Gregory for 500 for the seat refurbishment to be signed in readiness for when he had completed the work (which was imminent) rather than him having to wait until the middle of January. The Clerk will not let him have this until works completed account will go on January payments list resolved. Cllr Hewston proposed the accounts be agreed, seconded Cllr Baxandall resolved. Letter from IWC Tax base and Precept setting informs PC that the Localised Council Tax Support (LCTS) grant will be reduced in line with the overall anticipated reduction in Government funding to the authority. Looks to mean a
8 8 reduction of 175 the PC will need to take this into account when setting the precept (IWC ask for details of this by 18 th February 2015). 9. Letter from Freshwater PC thanking representative who attended the WW Council Group meetings. Asks PCs to take into account the problems faced by WW Sports Centre when setting their precepts in live with number of Community Charge paying households. 016/14-15 TO DISCUSS AND AGREE FORMAT FOR FUTURE AGENDAS REQUEST FROM CLLR MCGUIRK THAT PLANNING APPLICATIONS BE BROUGHT TO THE FRONT HALF OF THE MEETING AND FOR EACH APPLICATION 5 MINUTES IS PROVIDED PRIOR TO EACH APPLICATION FOR APPLICANTS/OBJECTORS ETC. TO COMMENT: Cllr French said it was difficult to give a definite amount of time for people to speak on a certain application. The Chairman agreed that if a large one and everyone present given 5 minutes the meeting would be quite long. It was acknowledged that special planning meetings had been held for large applications. After discussion Cllr McGuirk proposed his request be agreed, seconded Cllr French resolved. Also resolved Cllrs review the rest of the Agenda at next month s meeting. 117/14-15 TO DISCUSS COVER/PART-TIME HELP FOR CLERK: The Clerk felt there was a need for the PC to look for help to cover her holidays and busy times, could also be linked to specific objectives and on a temporary basis to improve the website and for projects and events. They would also need to be allocated time to be trained up in order to cover the Clerk affectively. It was acknowledged hours and pay would need looking at but Cllrs resolved to agree to look at this in principle. The Clerk said provision would need to be put in the budget to cover this if taken further. 118/14-15 PLAY AREAS: Bouldnor a. To agree to pay for new No Dog sign using powder coated aluminium panel at cost of 29. b. To Decide whether to replace old sign (incorrect telephone number and location of public phone) with another? c. To replace missing buffer on gate. Newbridge a. To Agree to pay for two new No Dog signs (one for each gate) at cost of 29 each and fitting for all three panels of 65. Total cost b. To Agree to remove incorrect signage, giving ex-clerk s telephone number to contact in an emergency, and whether to replace. c. To Arrange for repair of roundabout (does not turn). Cllrs resolved to agree all of 1 and 2 in this Agenda item and not replace Bouldnor b. Clerk to arrange. 119/14-15 COUNCILLORS REPORTS INCLUDING THE WARD COUNCILLOR: Cllr Hutchinson Bus Stop - Pleased to report he had arranged for the bus stop on the grass at Hill Place Lane to have a hard standing put in in January. Parking free half hour had now gone at Moa Place, Freshwater. Cont.
9 9 Ferries noted lose of additional boat on the Yarmouth/Lymington crossing would mean reliability would be affected and crossings delayed or cancelled. He had written to the four other WW Cllrs and was arranging a meeting with Wightlink to see if he can get reassurances of early and late ferry crossings. Navitus Bay Wind Farm he had attended an Open Meeting at Cowes. Unlike the Mainland who were opposing the Island looked at this differently and recognised the value from income, jobs and sustainability and felt worth having. Cllr Broadhead No report. Cllr Hewston - IWALC report given and will be put on file. E Cowes redevelopment plan She had attended through IW Society they may get in touch with Mrs Stables for information on NANSAG and traffic survey data collection. Heritage she had been to a meeting at Osborne House local people need to take responsibility for local buildings i.e. Bouldnor Battery. Trees Mrs Tyrell had asked PC to report that the Yew tree belonging to Shalfleet Manor was overhanging the verge and road. Property owners name given by Val Gwynn. Bouldnor Field Attrills had started to put up the security fence. The Chairman said she had a discussion with Mr Attrill who said if reinstating the ground rather than leave the hard standing (to be agreed by PC) they would not be turfing but seeding. The Clerk said she had been trying to tie things up with Attrills and would continue to do so. Cllr Baxandall No report. Cllr McGuirk No report. Cllr French Ningwood Bus Stop Cllr McGuirk and himself had been in contact with Mr Sullivan of Southern Vectis who said if PC agreed, he could have this sign moved in next to no time. Cllr Myles No report to give. Reported the gate at Withyfields was still down. Clerk confirmed she had chased this. 120/14-15 THE COUNCIL WILL RECEIVE QUESTIONS FROM THE PUBLIC: 1. The sign outside Wellow Millenium Green was in the wrong place and needed bringing near to the old Warden s shelter. Clerk to ask Trustees. 2. Mrs Stables said on an internet website it was stated that PC meetings were mainly in the mornings. She had looked at the meeting dates for next year and this was not the case the majority were in the evening. She asked the person updating this website to unsure information was accurate. 3. Mr Burt asked as a Point of Order, how many of the new Cllrs were Ningwood residents. The meeting closed at am Signed...
