On the proposal of An tardmheara Comhairleoir B. Bermingham, seconded by Comhairleoir J. Corr, An Chomhairle agreed to approve the conferring of the Freedom. Comhairleoir B. Bermingham, to confer the Freedom of the City of Cork on Dean Denis O Connor and Sr. Eucharia Buckley of the Presentation Order, and to adopt the following resolution:- RESOLVED that the Freedom of the City of Cork be conferred on Dean Denis O Connor and Sr. Eucharia Buckley of the Presentation Order: In recognition of their immense contribution to the advancement of religious values and the spiritual and religious well-being of the people of Cork. For their 1

2 selfless dedication to the service of others, and in broader acknowledgement of the role played by religious orders in the development of our society. For all this and much more, the Lord Mayor and Councillors of the City of Cork consider them worthy to be enrolled in the Roll of it s Honorary Citizens. An Chomhairle further approved the proposal of An tardmhéara to schedule the Special Meeting of An Chomhairle to confer the Freedom of the City for Friday May 22 nd, An tardmhéara read the following statement condemning the shootings at the Massereene Barracks, Co. Antrim:- I would like to condemn in the strongest possible terms the shooting dead of the two British soldiers at Massereene Barracks, Antrim on Saturday last, 7 March. This cowardly act must not be allowed in any way to distract politicians on either side in Northern Ireland from the path they have taken to true peace and reconciliation on the island. On behalf of the people of Cork I would like to extend my condolences to the families of the bereaved and wish those injured a speedy recovery. 1.3 An tardmhéara informed An Chomhairle that arrangements have been made for the official opening of the refurbished Grande Parade and Boardwalk at the junction of Grand Parade/South Mall on Thursday March 12 th (a) VOTES OF SYMPATHY A vote of sympathy was passed unanimously with An Chomhairle standing in silence to:- - The O Shea Family on the death of Barry O Shea - The O Regan Family on the death of her mother - The Healy Family on the death of Jack Healy - The Daly Family on the death of Mossie Daly - The O Leary Family on the death of John O Leary - The Cuthbert Family on the death of Paddy 2. 3 3. MINUTES The minutes of the Ordinary Meeting of An Chomhairle held on 23 rd February 2009 were considered and approved. 4. QUESTIONS 4.1 SMALL BUSINESSES COMMERCIAL RATES In response to the following question submitted by Comhairleoir L. McGongigle, a written reply was circulated as outlined below:- To ask the City Manager if small businesses in the City could be allowed to defer payments on their commercial rates if they find that they are in serious financial difficulties. Given that rates are one of the biggest single expenditures for any business, I would appeal to the Manager that an arrangement could be arrived at where such businesses can defer their rates for a period of twelve months. Ultimately no business in Cork should be forced to close its doors because of rate arrears. In the same vain businesses shouldn t be forced to reduce employee hours or let staff go because of their liability to City Hall. Income from rates accounts for 61.5m or 31% of the City Council s total projected income for 2009, as adopted by Council on 19 th December It is the largest single source of income for the Council and is absolutely necessary to fund the level of services provided for in the expenditure side of that Budget. The City Council adopted a balanced Budget in December 2008 and it is critical for the Council to secure all the income it provided for when adopting the Budget for In every year there are some business concerns who have financial difficulties. The City Council has always sought to agree a payment schedule in these instances which would meet both the needs of the business concerns and the requirement of the City Council to secure funds to meet the cost of providing services. 4.2 SINGLE MEN/WOMEN HOUSING LIST In response to the following question submitted by Comhairleoir L. Kingston, a written reply was circulated as outlined below:- To ask the Manager to please inform Council regarding single men and women on the housing waiting list under the following headings: 3

4 a) Are there more single men than women on the housing waiting list? b) How many single men/women applicants are currently on the housing waiting list? c) How many single men/women applicants were given allocated housing in 2008? a) Yes b) Number of single men on the housing waiting list = 1,501 Number of single women on the housing waiting list = 819 c) Single men = 130/ Single women = PLANS REMOVE OUTDOOR SHEDS In response to the following question submitted by Comhairleoir K. O Flynn, a written reply was circulated as outlined below:- What plans have the Housing Department to remove outdoor sheds and secure the back yards from vandalism, loitering and anti-social behaviour at the rear of No. 52, 53, 54, 55, 56 Cattle Market Street which backs on to Buckley s Terrace, Boyces Street. This site has been visited by City Council Officials and the City Architect has been requested to bring forward design proposals for the area with a view to addressing concerns outlined above. The matter will be addressed in the context of the Boyces Street Remedial Works Scheme 4.4 TRAFFIC CALMING SOUTH CENTRAL WARD In response to the following question submitted by Comhairleoir S. Ahern, a written reply was circulated as outlined below:- Could the Manager please tell the Council: a) The amount paid in wages, salaries and Cork City Council pensions in b) The amount of income tax remitted to the revenue authorities on foot of those wages, salaries and pensions. c) The amount of money deducted from the 2008 wages and salaries as employees pension contributions. d) His estimate of the Council s annual Economic Value to the economy of the Cork Area. a) The total taxable pay for wages was m, for Salaries 30.9m and for City Council pensions 11.15m. In addition, we paid 6.8m to CIT/VEC pensioners, which is fully recouped from the Dept. of Education. b) The amount of income tax remitted was 11.64m c) The amount deducted as employees pension contributions was 2.99m d) The economic benefit of the City Councils activities is very wide. As well as its core activities in the provision of Housing, Roads, Water Services, Waste 6

7 Services, Planning & Development and a total spend of over 400 m, it is also a key driver for the region in a much wider sense. The City is the engine of the Region and together with the County has prepared a Strategic Plan for the development of the City Region for the next decade and beyond. This Strategy will enable the City Region to:- - Attain critical mass - Integrate land use and transport - Make efficient use of investment in infrastructure - Provide high quality environment and improve the competitiveness and attractiveness of the Region. Proposals for the Docklands, Urban Tourism, Social Inclusion, Culture, Education and City Centre public realm improvements are having strong economic benefits for the City Region. 4.6 ALLEYWAY KNOCKPOGUE AVENUE/FAIRFIELD CRESCENT In response to the following question submitted by Comhairleoir D. McCarthy, a written reply was circulated as outlined below:- Would the Manager please advise me as to when the alleyway in Knockpogue Avenue and Fairfield Crescent will be blocked off? The initial processes (including establishment of title, informing Utility companies, etc) for the closure of laneway between Knockpogue Avenue and Fairfield Crescent have just been completed and the design process is now being put in place. It is planned that the actual works on site to close this laneway can be included with a number of other schemes which are due to go out to tender in May/June A completion date to close this laneway is therefore around the end of October RADON GAS IN CORK CITY In response to the following question submitted by Comhairleoir T. Brosnan, a written reply was circulated as outlined below:- Following his answer to my recent Question regarding the incidence of Radon gas in Cork City, can the City Manager please issue a request to the Radiological Institute to confirm the data they have gathered to date on the City and that City 7

8 Hall would publish same so that residents can be aware of any danger to their health and take appropriate measures to eliminate that danger. The Radiological Institute will be contacted and information received from them will be circulated to Council. 4.8 FINANCIAL CONTRIBUTIONS AFFORDABLE HOUSING In response to the following question submitted by Comhairleoir T. O Driscoll, a written reply was circulated as outlined below:- How much has Cork City Council received under Part V of the Planning & Development Act 2000 in financial contributions from developers in lieu of Affordable and Social Housing in (1) 2007 (11) 2008? How many sites and units have been provided under the Act in 2007 and 2008? Financial Contributions: 548,000 Units 78 Sites Financial Contributions 337,646 Units 1 Sites REPAIRS GUS HEALY SWIMMING POOL 2009 In response to the following question submitted by Comhairleoir J. Corr, a written reply was circulated as outlined below:- To ask the City Manager: a) What was the cost of repairs carried out in 2009 on the Gus Healy Swimming Pool? b) Is that pool now in a safe and hygienic condition for users? c) Will it be possible to arrange for an increased number of swimming hours for the public during the summer months? a) The cost of the recent roof replacement for the Gus Healy Pool was 150k. The replacement was necessary to ensure the facility could remain open. b) The pool is safe and in good hygienic condition. c) A full range of summer programmes for the public has been in place for the past few years, including kids fun sessions, aquafit classes, public swim hours, lane swimming, swimming lessons etc. the facility being open from 6.30am to 8

9 8pm Monday to Friday and from 6.30am to mid morning on Saturdays. A similar programme will be in place this Summer REPORT TO COUNCIL DISC PARKING In response to the following question submitted by Comhairleoir D. Wallace, a written reply was circulated as outlined below:- To ask the City Manager to provide a report to Council on Disc Parking in the City outlining: a) Details of the section of the traffic regulations/bye laws governing signage and designation of disc parking spaces. b) To comment on the policy of Cork City Council to clamp cars in areas that are not properly defined by appropriate signage. c) To outline how many appeals were received over the last two years relating to clamping or ticketing in areas where the owner claimed that there was inadequate signage. d) To outline the result of these appeals. e) To confirm the total number of appeals received from motorists regarding tickets, clamping and tow away over the last two years and to confirm the percentage that were successful. And if he would comment on the duty of care on Cork City Council to ensure that the appeals process is fair and applies the regulations in a fair and equitable manner and if he is satisfied that this is the case. (a) In the Cork City Parking Bye-Laws: The Signs Regulations means the Road Traffic (Signs) Regulations (S.I. No. 181 of 1997). The National Regulations means the Road Traffic (Traffic and Parking) Regulations 1997 (S.I. No. 182 of 1997) Disc Parking Area means an area on a public road where traffic sign or signs No RRM 016 and/or No RUS 018 authorised by the Signs Regulations together with an accompanying information plate(s) indicates that parking of vehicles is subject to the exhibition of a parking disc or a valid Park by Phone parking disc and having registered a valid Park by Phone contract parking period. (b) Cork City Council has contracted the towing and clamping service to an independent service provider. The service provider performs the duties in compliance with the regulations and all relevant legislation, including verification of the offence of illegal or unlawful parking when an 9

10 immobilisation device is being fitted to the vehicle, or the vehicle is being removed. (c) This information is not available on the current database system. It is included for the next I.T. system review. Any comments on appeals relating to inadequate signage is assessed as part of the appeals process for towaway, clamping and ticketing. (d) With regard to ticketing, the number of tickets cancelled for insufficient sign posting: Number of tickets cancelled for inadequate road markings: (e) With regard to ticketing, the total number of FCPN appeals: There were 1,084 cancellations in % success rate There were 1116 cancellations in % success rate. Clamping/Tow Away is covered by: Roads Traffic Acts 1961, 1968, & 2004 Roads Traffic (Traffic & Parking) Regulations 1997 Roads Traffic (Signs) Regulations 1997 Cork City Disc Parking Bye Laws 2005 Traffic Wardens Act 1975 Local Authorities (Traffic Wardens) Act, 1975 (Section 3) (Offences) Regulations, 1997 Roads Traffic (Immobilisation of Motor Vehicles) Regulations

11 Towaway and Clamping Appeals are dealt with by the Roads Control Section in the Roads Directorate. FCPN (Ticketing) Appeals are dealt with by Roads Traffic. Any appeals on parking fines issued have to be submitted in writing, and must be received within 14 days of the issue date of the Fixed Charge Penalty Notice. Appeals received outside of this time frame cannot be processed. The appeal must contain the individuals name and address, the FCPN ticket number, the vehicle registration number and the grounds for the appeal. This is to be submitted to the Appeals Officer, Parking Services Section, City Hall, Cork. A written response will then be issued granting or denying the appeal. Towaway and Clamping Appeal forms are available at the City Pound, the Reception Desk in the City Hall or on the website When a written appeal is received in the office the following procedure is followed: 1. A file number is assigned to the appeal. 2. All details are logged; name, registration number, location where the offence took place, nature of offence, date of offence, penalty and the date the appeal was received in the office. 3. Towed or Clamped. 4. Identify offence. 5. Details of reason for appeal assessed. 6. An appeal is acknowledged within two days of receipt of the appeal. 7. The report on the Clamping/ Tow-away Operators IT System and photographs are printed. 8. Based on the information contained in the appeal and the report from the Clamping/Tow-away Operator a decision is made by Roads Control. 9. If the appellant is unhappy with the original decision, a re-appeal may be submitted and this will be assessed by the Administrative Officer. Cork City Council s Roads and Transportation Directorate is committed to dealing with all customers in a courteous, fair and open manner, and in accordance the Customer Charter. I believe that the appeals process is a fair and equitable system TRAFFIC LIGHTS TRAMORE ROAD/TOGHER ROAD In response to the following question submitted by Comhairleoir J. Buttimer, a written reply was circulated as outlined below:- Can the City Manager indicate and comment on: 11

12 The basis on which a decision was made to introduce traffic lights at the junction of Tramore Road and Togher Road. If external consultancy was provided, and if so by what firm and at what cost? What are the proposals for management of the junction and when will they be in place? The operation and effectiveness of the junction of Togher Road and Tramore Road is being monitored and the traffic control arrangements are under review. The costs associated with the installation of traffic lights, in this instance, represent a very small portion of the investment on the overall junction improvements which have delivered significant benefits. Road Safety Issues and Improvements The operation of any junction can be assessed from a Road Safety point of view but the mode of operation and the general impact of measures must also be taken into consideration. Irrespective of whether traffic signals or an alternative arrangement is used to control the junction, the new geometric layout on Togher Road Tramore Road is much safer for both pedestrians and cyclists and the investment to date has provided the following benefits: a) Much improved footpaths and provision of access ramps on all approaches to the junction b) Improved street lighting on the junction and on approaches with upgrading to SON lanterns c) Reduction to one lane on the Togher Road outbound is much safer for cyclists d) Reduced radii to reduce vehicle speeds and reduced crossing distances are much safer for pedestrians MHL Ltd. were engaged as engineering consultants to undertake the design of junction layouts, pedestrian crossings and cycle track facilities in the Togher area in This design work followed on from the Cycling Strategy Report undertaken by ARUP Consulting Engineers on behalf of Cork City Council. Review of Junction Efficiency & Mode of Control The junction was originally controlled by a roundabout and traffic signals were installed to improve road safety and to provide a higher level of service to pedestrians and cyclists. However, since the traffic signals were put into operation difficulties arose in relation the impact for drivers and residents which we need to take into account. Following fairly systematic monitoring of the junction and the receipt of a large number of complaints the following aspects were identified as being key: 12

13 1) Excessive delays continued on the inbound over-bridge approach due to gapping out as a result of right-turners queuing. 2) The queuing on Tramore Road associated with the implementation of traffic signals control gave rise to difficulties for residents in terms of access and egress from driveways during peak traffic periods. In many instances residents were obliged to park on Tramore Road itself which reduced capacity on the roadway and added to delays. Safety Flashing Mode In the mean time, the traffic signals at the junction have been switched to Flashing Mode until the assessment process is completed and any necessary arrangements or an alternative method of control is put in place. It is imperative that the traffic signals at the junction remain in Flashing mode until all the necessary arrangements are put in place to ensure a much more satisfactory traffic management operation at the junction. The use of Flashing Amber to the main road approaches and Flashing Red to the minor road approaches has been shown to be a much safer situation that switching out to all black or for that matter removing the signals altogether. Detailed Assessment Proposed It is proposed that detailed assessment of options for the operation the Togher Road-Tramore Road junction be undertaken, in conjunction with the Engineering Consultants who designed the new junction layout. The use of yellow boxes on the road junctions on Togher Road which could facilitate residents entering and leaving the estates will also be considered in the context of any further changes. It is intended that all the necessary arrangements are put in place to ensure the safe and efficient operation of the junction and that the impact for drivers and residents will be taken into account to secure a satisfactory outcome acceptable to all concerned 4.12 PROPOSED BRIDE VALLEY PARK IN FAIRHILL In response to the following question submitted by Comhairleoir M. O Connell, a written reply was circulated as outlined below:- Can the Manager tell me when he expects work to commence on the proposed Bride Valley Park in Fairhill. Work is scheduled to commence next week on the first element of the new Park, the installation of a Multi User Games Area. The balance of the works are scheduled to commence in June

14 4.13 GREEN ROUTE DOUGLAS ROAD In response to the following question submitted by Comhairleoir T. Shannon, a written reply was circulated as outlined below:- To ask the Manager to confirm to City Council and subsequent to my ongoing motions to City Council and lobbying of City officials over many years that as part of the Green Route on the Douglas Road that a Pelican Crossing will be sited in the vicinity of the Ardfallen Hall, and that a footpath will be installed along the south side of the Douglas Road between Rose Bank and the Cross Douglas Road. This location referred to in this motion is on Douglas Road adjacent to the Briar Rose Pub. Douglas Road is on the recently constructed Bus No. 7 Green Route, and pedestrian requirements and facilities along the roadway were assessed during the design and construction of the project. A pelican crossing at this location was ruled out because of the perceived low level of demand and because of adjacent alternative crossing facilities at Eglantine Park and Rosebank. However, the consultants for the project will be asked again to review the area in the context of this question and if appropriate, the provision of a crossing will be installed as part of the Green Route Project. The stretch of roadway between Rose Bank and the Cross Douglas Road, approximately 400 metres long, is quite narrow and contains a number of bottlenecks. A footway has only been provided on the north side to date. We will investigate the provision of a footway on the south side of the road but if this identifies the need for acquisition of several front gardens, it may not be practical or feasible at this stage. It will however, still remain an objective of the City Council to provide a footpath in this area. In conjunction with the foregoing we will investigate the feasibility of the provision of sections of footway but need to take into consideration the necessity to ensure that any section provides a continuous safe route for pedestrians and minimises crossing of this busy road at less safe locations RENEW FOOTPATH GREEN OPENS SPACES LEESDALE ESTATE In response to the following question submitted by Comhairleoir M. Shields, a written reply was circulated as outlined below:- Would it be possible to renew the footpaths on the green open spaces in Leesdale Estate? The inclusion of Special Meeting for May 22 nd, 2009 following from 1.1 above. 7. RECREATION AMENITY & CULTURE FUNCTIONAL COMMITTEE 23 rd FEBRUARY QUARTERLY REPORT ON LEISURE AND LIBRARY FACILITIES An Chomhairle approved the Quarterly Report on leisure and library facilities. 15

16 7.2 ARTS GRANTS RECOMMENDATIONS On the proposal of Comhairleoir S. Martin seconded by Comhairleoir J. Corr, An Chomhairle approved the recommendations of the Arts Committee in relation to 2009 Arts Grants. 7.3 TO PROVIDE PUBLIC AND COMPANY ALLOTMENT SCHEMES IN THE CITY An Chomhairle approved the report of the Director of Services dated 19 th February 2009, on the following motion which was referred to the Committee by An Chomhairle:- That Cork City Council will provide a public and community allotment scheme in local communities throughout the City. Bringing allotments back into use, with an emphasis on sustainability. (Proposer: Cllr. C. O Leary 08/110) The report of the Director of Services stated that research on provision and management of allotment schemes was currently being undertaken and that a full report would be brought before the next meeting for consideration. 7.4 HONAN FAMILY VAULT An Chomhairle approved the report of the Director of Services dated 19 th February 2009 on the following motion which was referred to the Committee by An Chomhairle:- That the City Manager approve the repairing of the damage to the glass door and stained glass rose window of the Honan Family Vault in St. Finbarr s Cemetery which was broken and defaced by vandals. The Honan Family contributed many beautiful buildings to Cork City and the family vault is of significant importance architecturally and ought to be preserved. I would also request that the beautiful limestone Celtic Cross Headstone dating back to late 1890 which was recently broken would also be repaired. It would also be helpful I believe if the long low wall at the southern end of the cemetery were removed or at least made uncomfortable so that revellers socialising in the cemetery could not use if for seating any more. (Proposer: Cllr. M. Shields 08/410) The report of the Director of Services stated that repairs would be carried out, and that additional security fencing would be placed on the southern boundary to deter unauthorized entry. 16

17 7.5 REMOVE PART OF GREEN AREA AT MOUNT BROSNA, OLD YOUGHAL ROAD An Chomhairle approved the report of the Director of Services dated 19 th February 2009 on the following motion which was referred to the Committee by An Chomhairle:- That part of the green area at Mount Brosna, Old Youghal Road, Mayfield, which lies across the road from the Swimming Pool and Sports Complex, be removed in order to create extra car-parking spaces for all the patrons. (Proposer: Cllr. J. Kelleher 08/439) The report of the Director of Services stated that there was no objection to the release of the area in question for car parking and that a report on the matter would be requested from the Roads Directorate was also considered. 7.6 PLAQUE BE PLACED IN ST. JOSEPH S CEMETERY An Chomhairle approved the report of the Director of Services dated 19 th February 2009, on the following motion which was referred to the Committee by An Chomhairle:- That a plaque be placed in St. Joseph s cemetery to commemorate the thousands of victims of the Great Famine who are buried there in accordance with the expressed wishes of the members of this Council s since (Proposer: Cllr. T. O Driscoll 08/441) The report of the Director of Services stated that a plaque would be erected in the next two months was also considered. 7.7 INSPECT TREES AT THE LOUGH An Chomhairle approved the report of the Director of Services dated 19 th February 2009, on the following motion which was referred to the Committee by An Chomhairle:- Following the recent storm on 17 th January, that the trees at The Lough be inspected and if necessary pared back as soon as possible. (Proposer: Cllr. T. O Driscoll 09/017) The report of the Director of Services stated that an inspection of the trees at the Lough was undertaken recently and remedial pruning on a number of trees will be carried out late February/early March. 17

18 7.8 ENHANCE THE LANDSCAPE AT THE LOUGH An Chomhairle approved the report of the Director of Services dated 19 th February 2009, on the following motion referred which was to the Committee by An Chomhairle:- That Cork City Council prepare a scheme that will further enhance the Landscape at the Lough. (Proposer: Cllr. T. O Driscoll 09/046) The report of the Director of Services stated that considerable improvements had been carried out in recent years and that further improvements would be made over the lifetime of the new City Development Plan. 7.9 PEDESTRIAN ENTRANCE TO THE GREEN AREA ON GLENHEIGHTS ROAD An Chomhairle approved the report of the Director of Services dated 19 th February 2009, on the following motion which was referred to the Committee by An Chomhairle:- That the park s department, reconfigure the pedestrian entrance to the green area on Glenheights Road which is being used by motorbikes on dirt/ scramblers motorbikes and who are ploughing up the green area and are a danger to children using the parks for recreational purposes. (Proposer: Cllr. K. O Flynn 09/041) The report of the Director of Services stated that the cost of erecting additional railing was 60k and that no funding was in place for same was also considered. The report also stated that the Council s Park Rangers would monitor the area over the next few months. 8. 22 13.3 ESSENTIAL REPAIRS AT CLAREMONT COTTAGES/ TERRACE, SOUTH DOUGLAS ROAD That the following essential repairs be carried out at Claremont Cottages, Claremont Terrace, South Douglas Road:- The steps leading to the footpath be reinstated, as they are in a very dangerous state. A double railing be installed at the steps leading from the cottages up to the terrace and the steps themselves be repaired, as this area is very dangerous at present for the elderly residents. McCarthy 09/069) Housing and Community Functional Committee 13.7 TONE ZONE OUTDOOR EXERCISE PARK EQUIPMENT As part of our Recreation & Amenity plans for our City Parks, I now propose we introduce on a pilot basis in our public park at Meelick Park Ballyvolane, Tone Zone Outdoor Exercise Park Equipment, to encourage people to exercise using the outdoor equipment, which has now become an integral part of municipal 22

23 authority recreation and exercise programs in Europe and in Fingal County Council. (Proposer: Cllr. K. O Flynn 09/073) Recreation, Amenity and Culture Strategic Policy Committee 13.8 MONITOR CARS PARKED IN THE LAY-BYS AT CATHEDRAL ROAD That Cork City Council in conjunction with the Gardaí, monitor the number of parked cars in lay-bys at Cathedral Road across and near the Gurranabraher Credit Union, with view to ensuring that there is adequate parking for local residents and the public at large who visit the Gurranabraher Credit Union and Garda Station. (Proposer: Cllr. T. Fitzgerald 09/078) 13.9 INCLUDE ST. CLAIRE S AVENUE IN LIST OF TRAFFIC CALMING AREAS That St. Claire s Avenue be included in the list of Traffic Calming Areas and that its inclusion be noted for early attention given the volume and speed of traffic that it suffers due to its proximity to UCC and The Bon Secours Hospital. (Proposer: Cllr. M. Ahern 09/079) CHRISTMAS MARKET AT BISHOP LUCEY PARK Due to the phenomenal success of this years winter park located at Bishop Lucey Park, that Cork City Council introduce an annual Christmas Market, beginning on December 8 th and concluding on December 24 th, with a view to including stands of local crafts and produce as well as vintners and restaurateurs, incorporating local Brass and Reed Bands, Choral Groups and Dramatic Groups on different evenings. Brosnan 09/099) INFRASTRUCTURE WHICH GENERATES ELECTRO MAGNETIC FIELDS That Cork City Council undertake a project to identify the location of all infrastructure which generate Electro Magnetic Fields which extend beyond the immediate location of the structure itself and into nearby homes and schools. Brosnan 09/100) Environment Strategic Policy Committee SUPPORT FOR SWISSCO WORKERS An Chomhairle agreed the following motion: Cork City council records its full support for the workers at Swissco, Little Island in their legitimate efforts to receive their agreed and entitled redundancy payments after 35 years loyal service, and calls on the Tanaiste as Minister for Trade and Enterprise to contact the Management in Singapore to demand they honour their obligations. (Proposer: Cllr. J. O Callaghan 09/101) CUL DE SAC AT ENTRANCE TO KENLEY CRESCENT That a Cul de Sac sign be placed at the entrance to Kenley Crescent at Westgate Road, Bishopstown. (Proposer: Cllr. Buttimer 09/102) FILTER LIGHT AT JUNCTION AT BISHOPSTOWN ROAD & WILTON AVENUE That a green filter light be introduced at the traffic light controlled junction of Bishopstown Road and Wilton Ave., so as to allow cars an opportunity to turn onto Wilton Ave. travelling west on Bishopstown Road. 26 13.21 LANDFILL OPERATIONS That Cork City Council re-affirms its previous decision that all landfill operations and associated works i.e. MRF or a Transfer Station, cease in July 2009 as agreed, and that only those works associated with the recycling facility continue, on the landfill site at the Kinsale Road. (Proposer: Cllr. T. Shannon 09/104) Environment Strategic Policy Committee INCLUDE SOHO TERRACE IN TRAFFIC CALMING PROGRAMME 2009 That Cork City Council would include Soho Terrace, Strawberry Hill in its traffic calming programme for 2009 with the provision of two ramps. (Proposer: Cllr. M. O Connell 09/105) RAISE MANHOLE COVERS TO ROAD LEVEL That Cork City Council would carry out an inspection of Blarney Road between The Grotto and the exit on the Harbour View Road. Following the resurfacing all the manhole covers have not been raised to the level of the road. This work needs to be carried out as soon as possible. (Proposer: Cllr. M. O Connell 09/106) REMOVE OLD MOORING POSTS That Cork City Council will remove all the old mooring posts at Lapps Quay which are a danger to parking cars and preventing badly needed spaces. 27 13.25 ECONOMIC CRISIS An Chomhairle considered the following motion:- That Cork City Councillors will, in light of the current economic crisis, take a 10% pay cut (in representation payment and expenses) plus 50% cut in conference and travel budget, for each Councilor, with the exception of those Councillors who treat it as their full-time job and sole wage. (Proposer: Cllr. C. O Leary 09/108) A vote on the motion was called by Comhairleoir C. O Leary and was seconded by Comhairleoir A. Spillane. On the proposal of Comhairleoir D. Wallace, seconded by Comhairleoir D.
