1 STOKE RUERNE PRISH COUNCIL MINUTES of a full meeting of Stoke ruerne Parish Council held at 7.30pm on 19 th pril 2016 at the Village Hall, Church Lane, Stoke ruerne. PULIC OPEN TIME District Councillor Sandra arnes confirmed that an additional 60 car park spaces (all day) are now available at the car park on Northampton Road in Towcester, the Masons car park is maximum stay 3 hours. There is an additional 110 spaces to be created at a later date when the junction at the Saracens Head is improved. Councillor arnes is very concerned that central government is looking to build a significant number of new properties on greenbelt land and she hopes that SNC is able to protect the District from rural development. Features such as the proposed juliette balcony and folding glass doors are not appropriate within the conservation area and would set a concerning precedent. For information only E C D Rail Central Councillor Stimpson attended the Local Liaison Workshop. Full consultation will follow VILLGE DESIGN STTEMENT (VDS) Councillor Richardson presented the first draft to Council and asked for feedback from Councillors so that the final document can be confirmed and submitted to SNC REVIEW OF RISK SSESSMENT ND RISK SCHEDULE The risk schedule includes a tree report to be undertaken every 3 years. Councillor Stimpson to assess how many trees and how large they are on the Council owned land and Councillor Cooper will then contact P Jackson for his advice. FINNCE Clerk in process of completing year end for Councillor Smith to complete internal control prior to internal audit. It was resolved to apply for internet banking. Not to make payments to begin with but to enable the Clerk to view statements & transfer money to new deposit account. It was resolved to open a deposit account with HSC bank so that surplus funds are not left on current account. The following accounts were approved for payment. TRINING It was resolved that the Clerk is to attend an agenda & minutes course with Northants CLC cost she will then review/amend Council agenda & minutes as required. SOUTH NORTHMPTONSHIRE LOCL PLN Councillors Cooper & Karklis attended a briefing at SNC. Council needs to respond to consultation by reviewing Village confines, consider tone of future development, what green spaces and special landscapes need protecting and parking. genda item for next meeting. CLERK S FORUM The Clerk attended the above on 18 th March. She circulated details to Council about the ritish Red Cross First Call service and dial a wheelchair. she also outlined how the Council will Receive a minimum of 15% CIL money for all new developments.
