3 1 Introduction This volume comprises an assessment of cumulative effects from the combination of the G2 Project developments. Cumulative effects from other developments in the area are contained within topic assessments for each Environmental Statement (ES) Tables 1 and 2 show the background sound levels, air noise sound levels, aircraft taxiing and APU noise sound levels, and road traffic noise sound levels for the 17 receiver locations which were selected in the G2 Airport Project Ground Noise assessment (see G2 Airport Project ES, Volume 10) as being representative of residential areas at different directions and distances from the Airport boundary, for the base and development cases in both 2015 and All sound levels are reported in the specific units used for each specific noise source, and are not mathematically compatible. These noise sources comprise all of the major noise sources affecting each residential area other than local noise sources associated with neighbours, small industrial developments, agriculture, etc. which are often quite variable in nature and consequently difficult or impossible to predict. For this ES, construction noise is dealt with separately because of its temporary nature The background sound levels in Tables 1 and 2 are reproduced from the G2 Airport Project ES (Volume 10 Table 3) and are based on the results of a background sound levels survey carried out in April and May The data represents the measured minimum hourly average background sound levels LA90,1, for the daytime (0700 to 1900 s), evening (1900 to 2300 s) and night-time (2300 to 0700 s) periods measured separately for both easterly and westerly runway operations. Since the background sound levels are based on existing conditions measured in 2007, the data is the same for both the base and development cases The air noise sound levels in Tables 1 and 2 are derived from the aircraft noise contour calculation model, ANCON, as operated by the Civil Aviation Authority, for the OS grid references listed in the 3rd column of each table. The data represents the 92 day summer average aircraft sound level, LAeq, for the 16 hour daytime (0700 to 2300 s), for the 8 hour night (2300 to 0700 s), and for the 6.5 hour Quota Count night (2330 to 0600 s) for the base and development cases in both 2015 and These air noise sound levels are interpolated from the air noise contours provided in the G2 Airport Project ES (Volume 3 Appendix 1) for those receiver locations that lie within the air noise contour areas The aircraft taxing and APU sound levels in Tables 1 and 2 are reproduced from the G2 Airport Project ES (Volume 10 Tables 7 to 12 and Tables 14 to 19). The data represents the 92 day summer average aircraft taxiing and APU operation sound level, LAeq, for the 12 hour daytime (0700 to 1900 s), for the 4 hour evening (1900 to 2300 s) and the 8 hour night (2300 to 0700 s), for easterly and westerly runway operation separately, for the base and development cases in both 2015 and The road traffic sound levels in Tables 1 and 2 are reproduced from the G2 Airport Project ES (Volume 10, Table 21). The road traffic noise data are for the completed development year (2030). The data represents the 18 hour daytime and evening (0600 to 2400 s) average hourly sound level that is exceeded for 10% of the time by road traffic sound levels, LA10, for airport-related road traffic and overall road traffic for the base and development cases in For receiver locations within 600m of the M11 and A120 the overall road traffic sound levels are consistent with the overall road traffic sound levels for the base (do-minimum) and development (do-something) cases reported in the G2 Junctions Project ES. Tables 1 and 2 do not show equivalent data for the Noise Sensitive Receiver Locations listed in the G2 Junctions Project ES because, of these locations, those to the west of the M11 are not affected by noise sources other than road traffic noise considered in the G2 Airport Project ES, and those to the east of the M11 which are affected by other noise sources considered in the G2 Airport Project ES are represented by receiver locations already included in Tables 1 and 2 of this Appendix There are no significant effects of the G2 Rail Project proposals at any of the receiver locations considered in this Appendix. 2 Assessment The following paragraphs provide brief descriptions of each receiver location in relation to the residential areas represented by them and summarise the sound level differences between the base and development cases listed in Tables 1 and 2. 3
4 Site 1 - Brick End Brick End is north-east of Stansted Airport at about 1.5 km from the existing airport boundary. The receiver location is in the rear garden adjacent to the field boundary of a property at the junction of Brown's End Road and the road leading from Molehill Green. The most significant existing noise sources observed at this location were aircraft flyovers and occasional road traffic on the local roads. The air noise sound levels show some beneficial effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 and The road traffic sound levels show no significant adverse effects in Site 2 - Broxted Hill Broxted Hill lies between the villages of Brick End and Great Easton. The receiver location is in the rear garden of Broxted Hill Farm. The most significant existing noise sources observed at this location were aircraft flyovers and occasional road traffic on the local road. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show no significant adverse effects in Site 3 - Tilty Tilty is north-east of Stansted Airport at several kilometres from the existing airport boundary. The receiver location is in a field to the side of the front garden on a house in Abbey Gates off Harcamlow Way. The most significant existing noise sources observed at this location were aircraft flyovers and both distant and local road traffic. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show no significant adverse effects in Site 4 - Gaunts End Gaunts End is north of Stansted Airport at about 400 m from the existing airport boundary. The receiver location is in a field at the side of a house on the minor road leading south from the Elsenham to Molehill Green road. The most significant existing noise sources observed at this location were aircraft ground noise, aircraft take-offs and occasional road traffic using the minor road. The air noise sound levels show some beneficial effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show some minor and some moderate adverse effects in 2015 and The road traffic sound levels show minor adverse effects in Site 5 - Chapel End Chapel End adjoins to the north of Molehill Green which is in turn a few hundred metres north of the existing airport boundary. The receiver location is in the garden to the north side of a house on the local main road tough the village. The most significant existing noise sources observed at this location were aircraft flyovers and road traffic on the local main road. The air noise sound levels show some beneficial effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show moderate adverse effects in 2015 and The road traffic sound levels show no significant adverse effects in Site 6 - Brown's End Brown's End is between Brick End village and Broxted Hill. The receiver location is in the rear garden of a house on the local main road tough the settlement. The most significant existing noise sources observed at this location were aircraft flyovers, occasional road traffic on the local main road, and, at the time of carrying out the survey, ducks and dogs. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show some minor adverse effects in 2015 and The road traffic sound levels show minor adverse effects in Site 7 - Easton Grange Easton Grange is south of Broxted Hill. The receiver location is in the rear garden of a house which is a few hundred metres west of Easton Lodge. The most significant existing noise source observed at this location was aircraft flyovers. Distant shooting was audible at the time of carrying out the survey. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and 2030.
5 The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 and The road traffic sound levels show minor adverse effects in Site 8 - Tye Green Tye Green is north west of Stansted Airport at about 400 m from the existing airport boundary. The receiver location is in the rear garden of a house on the south-east side of the green in the middle of the settlement. The most significant existing noise sources observed at this location were aircraft ground noise, aircraft takeoffs and distant road traffic on the M11. The air noise sound levels show some beneficial effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show some moderate adverse effects in 2015 and The road traffic sound levels show minor adverse effects in Site 9 - Burton End Burton End is west of Stansted Airport and north of the existing north-side area with some properties abutting right up to the existing airport boundary. The receiver location is in one of the rear gardens of a row of cottages adjacent to Monks Farm and Ryder s Farm. The most significant existing noise sources observed at this location were distant road traffic from the M11, aircraft take-offs and aircraft taxiing and APU noise, occasional railway noise, and a dog. The air noise sound levels show some very small adverse effects and some very small beneficial effects of the development case compared to the base case in 2015 or The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show minor adverse effects in Site 10 - Great Easton Great Easton is south of Tilty at a similar distance of several kilometres from the existing airport boundary. The receiver location is in the rear garden of a house in the western part of Great Easton. The most significant existing noise sources observed at this location were aircraft flyovers, although there was also a contribution from a fish pond aerator. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show no significant adverse effects in Site 11 - Little Canfield Little Canfield is east of Takeley between the new A120 Takeley by-pass and the B1256 to the south. The receiver location is at the rear of the main house. The most significant existing noise source observed at this location was distant road traffic. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show minor adverse effects in Site 12 - Warish Hall Warish Hall is just south of the A120 Takeley by-pass to the north-east of Takeley. The receiver location is by the farmhouse near to a field. The most significant existing noise source observed at this location was road traffic on the nearby A120 although farm vehicle movements and other farm activities were significant on occasions. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show some moderate and some minor adverse effects in 2015 and The road traffic sound levels show minor adverse effects in Site 13 - Smith's Green Smith's Green is east of Takeley and south of Warish Hall. The receiver location is in a paddock at the rear of a house on the local main road though Smith s Green to Bamber s Green to the north. The most significant existing noise sources observed at this location was road traffic. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 and some minor adverse effects in The road traffic sound levels show no significant adverse effects in Site 14 - Takeley Street Takeley Street runs along the B1256 from Takeley village towards Bishops Stortford. The receiver location is in the rear garden of a house on the north side of the B1256. The most significant existing noise sources 5
6 observed at this location were aircraft ground noise, road traffic on the A120 Takeley by-pass to the north and local road traffic on the B1256. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show moderate adverse effects in Site 15 - Birchanger Birchanger is west of the M11. The receiver location is in the garden of the house on Birchanger Lane. The most significant existing noise sources observed at this location were road traffic on the M11 and aircraft departures. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show no significant adverse effects in 2015 or The road traffic sound levels show minor adverse effects in Site 16 - Takeley Takeley village is south of Stansted Airport on the B1256. The receiver location is in the rear garden of a house on the north side of Garnetts, which is the last turning on the left before leaving Takeley to the north. The most significant existing noise source observed at this location was road traffic noise from the A120 Takeley by-pass to the north. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show some minor adverse effects in 2015 and The road traffic sound levels show minor adverse effects in Site 17 - Bambers Green Bamber s Green is east of Stansted Airport and north of the A120 Takeley bypass. The receiver location is in the rear garden of a house on the western side of the settlement. The most significant existing noise sources observed at this location were distant road traffic on the A120 Takeley by-pass and local road traffic. The air noise sound levels show some adverse effects of the development case compared to the base case in 2015 and The aircraft taxiing and APU sound levels show some moderate and some minor adverse effects in 2015 and The road traffic sound levels show no significant adverse effects in 2030.
