Members of the public: Five. Press: None. CHAIRMAN: Cllr Harvey 13/238 APOLOGIES FOR ABSENCE Cllrs Bryant and Keane. (both ill) 13/239 DECLARATION OF INTERESTS Cllr Mee declared a non pecuniary interest in agenda item 13/243 planning application FUL/MAL/13/00945 as he owned land opposite the site. Cllr Harvey declared a non pecuniary interest in agenda item 13/243 planning application FUL/MAL/13/00956 as he was a neighbour. 13/240 DISPENSATIONS None. 13/241 MINUTES OF THE LAST MEETING RESOLVED: To approve as a correct record the minutes of the meeting held on 15 October /242 PUBLIC FORUM Clint Tuckey, Chairman of Tillingham Flower Show Committee explained three ideas for alternative storage for the flower show marquees. Buy a storage container and locate it on a local farmers land. Extend the flower show shed end of the tractor shed on the West Field. Request use of the entire existing tractor shed and flower show shed end for storage of all of their equipment. Cllr Harvey advised that the Flower Show Committee must decide which idea they wish to pursue and that consideration would have to be given to legal necessities. Councillors stated the existing tractor shed and flower show shed end was not large enough to accommodate all of the flower show equipment currently stored at Tillingham Hall Farm. Therefore in reality this was not an option. Cllr Harvey also advised that vermin will attack the marquee material. The tractor shed and flower show shed end are not vermin proof. The only reason that vermin have not attacked the marquees at their present storage location is that the storage bags are hung in the roof, and any vermin survive on ground level food. Jon Crisp from Arcady Architects Ltd was available to answer questions raised on planning application FUL/MAL/13/ Points raised were: The development had increased from 24 to 27 houses. This was due to an area allocated for allotments being no longer required. Concern that car parking will flow out onto the South Street highway. The previous outline planning application recommendation had stated 2 parking spaces to each dwelling. Some dwellings now only have 1 allocated space. Jon Crisp explained there were now 1 bedroom bungalows that only needed to have 1 parking space. Also there are 9 visitor parking spaces and the site road will accommodate parked Minutes November

2 cars. Garages are large enough to park a car and house refuse bins, cycles etc. It was noted a communal underground LPG gas tank will supply heating fuel to all properties. Jon Crisp explained this is instead of oil heating. A management company, to be formed by the residents, will be responsible for the communal tank and also the amenity space. Residents have requested the 30mph limit be extended from 94 South Street to 18 Southminster Road (Dengie Straight) to slow traffic down before approaching South Street. Also the amenity area (play area) will be adjacent to the highway, and as an additional matter of safety this speed limit should be extended. Surface water drainage. Cllrs Harvey and Mee advised Jon Crisp that the bore hole reading report does not represent the true situation. These were done in a dry period. This site has always been susceptible to flooding. There used to be a ditch within the site boundary adjacent to the highway, which then ran under the highway in an easterly direction. Also there used to be a ditch to the western boundary. Both of these ditches have been filled in. Soakaways will be insufficient on this site. In Tillingham there is not a separate surface water drainage system under the highway. All surface water drainage goes into the sewer system. This will result in an overload on the sewer system which already backs up in times of heavy rain. Cllr Mee stated one site prone to flooding in the area could prejudice insurance premiums for all residents in the area. 13/243 PLANNING. Applications received from Maldon District Council. To respond as a Statutory Consultee: HOUSE/MAL/13/00956 Replace wooden sash window fronting highway to the east and replacing west elevation windows with conservation PVC. U sash windows due to premature rot. Candleford 44 South Street Tillingham Mrs N Stotter Tillingham Parish Council supported this application. FUL/MAL/13/00945 Erection of 27 dwellings (including 9 Housing Association units) with associated garages, parking areas, gardens, access and amenity areas. 94 South Street Tillingham Essex Robin Levy Associates and Chelmer Housing Partnership. Tillingham Parish Council supported this application subject to the following recommendations: SURFACE WATER/FLOODING: Local knowledge is that this site is prone to flooding. The bore hole report was done during a dry period and does not reflect the true situation. Two ditches, within the site and adjacent to the site have been filled in during recent years. Soakaways will be insufficient. VERY IMPORTANT Please note that surface water and sewage drain into the same pipe under the highway in Tillingham. There is not a separate system and in times of heavy rainfall the sewer system already backs up. Please request the architects to re assess the surface water drainage system. PARKING The previous outline planning application recommended 2 spaces per dwelling. This should be consistent with this planning application. The main highway, South Street must not become a car park for this development. Please recommend that garages are used for parking cars and not storage/additional rooms. Minutes November

3 30mph SPEED LIMIT The speed limit begins outside of this development. We request that the speed limit is extended to slow traffic down before they approach this corner. We request that the speed limit commences at 18 Southminster Road (Dengie Straight), Tillingham, Essex. This should be a condition of the s.106 agreement. Information only TCA/MAL/13/00954 To raise the crowns to 2.3 metres of 2 groups of trees because they are obscuring public footpaths immediately outside of our boundaries. Trees are of various species, Group 1 is the full length of the public footpath along Westfield and group 2 is public car park and footpath (approx 20 trees). St Nicholas Church of England Primary School, South Street Tillingham Tillingham Parish Council supported this application. Decisions advised by Maldon District Council: TCA/MAL/13/00776 Fell two diseased fir trees, and reduce Ash by 50% by removing all dead and diseased branches. Tillingham Hotspur Football Club had advised that the football pitch had been awarded third prize in the Essex County Football Association competition. 13/252 THE TRACTOR SHED There had been vermin in the shed. The sports club grass seed had enticed the vermin. The grass seed must be stored in a metal container. The shed is in need of a coat of creosote. This must be budgeted for in the precept. 13/253 TILLINGHAM FLOWER SHOW STORAGE An had been received and Clint Tuckey, Chairman of Tillingham Flower Show Committee also spoke in the public forum. RESOLVED: Idea 3 is not an option as the existing tractor shed and flower show shed end is not large enough to accommodate all of the flower show equipment currently stored at Tillingham Hall Farm. Idea 2. On 17 September 2013 the Parish Council resolved in principle to support an extension to the flower show shed end of the tractor shed. This would be subject to planning permission from MDC. If this option is pursued a lease will be required between Tillingham Parish Council and Tillingham Flower Show Committee. The Tillingham Flower Show Committee must give consideration to the fact that the shed is not vermin proof, which will result in the marquee material being attacked. It was agreed that Cllr Pluckrose may liaise with Tillingham Flower Show Committee and give a report at the next Parish Council meeting. 13/254 MULTI USE GAMES AREA (MUGA) Essex Community Foundation Bradwell Wind Farm fund has pledged 3966 towards the MUGA fencing with conditions attached. This is mainly dependent on further ECC CIF funding to complete the surfacing in the first instance. The ECC CIF judging panel met on 19 November Tillingham Parish Council has been awarded a further grant of for surfacing of the MUGA. 13/255 THE WEST FIELD CAR PARK & TOILET BLOCK Cllr Mee will monitor leaves and sweep up as necessary. The Clerk will investigate MDC Community Toilet Scheme grant (seen in Burnham Standard ). Cllr Harvey will switch on toilet block heaters when necessary. 13/256 FIELDS IN TRUST. No report available. 13/257 BIRCH GARDEN GREEN AND SURROUNDING AREA. Sign Mill Road leading to Mill Close, Birch Gardens & Birch Road requires fixing back in place. Report to ECC Highways. Ref Hedge at entrance on west side needs cutting back away from the pavement. Report to ECC Highways. Ref & Street Light at Mill Close has been repaired. Cost 102. (Call out fee 56 plus parts). The oak tree support had been damaged. Mick Garwood had kindly offered to reinstate the support. 13/258 THE WAR MEMORIAL Cllr Mee advised the cleaning work will be done in the spring. 13/259 A VILLAGE FLAG No further information is available at the present time. 13/260 HIGHWAYS Winter 2013/2014 Salt Bag Partnership. Volunteers are required to assist with this scheme. Cllr Mee will manage this project. Update on highways: Potholes in St Lawrence Road had been repaired. Minutes November

6 To report matters to ECC Highways. Badger sign at east end of Dengie Straight has been blown over. Road junction sign with Manor Road (driving eastwards) blown over. Ref for both signs. 13/261 PUBLIC RIGHTS OF WAY (PROW) A tree has blown down across footpath 40. Report to ECC.Ref /262 AMBULANCE SERVICE CALL OUT TIMES IN THE DENGIE PENINSULA. Cllr Harvey reported that he had a personal experience of waiting 2 hours for an ambulance from Harlow to arrive. He is aware of other local people having experienced a long wait for help. He requested that the Parish Council request this to be an agenda item at the Dengie Hundred Group of Parish Councils Meeting. RESOLVED: Tillingham Parish Council request Ambulance Service call out times in the Dengie Peninsula to be an agenda item at the Dengie Hundred Group of Parish Councils Meeting. 13/263 TILLINGHAM ANNUAL PARISH MEETING MARCH RESOLVED: To invite the emergency services, Ambulance, Fire, Police and First Responders and to request a demonstration of a defibrillator. An update had been received from the East of England Co Operative society stating that the installation of the defibrillator at the Medical Centre had been delayed due to health & safety reasons. Cllr Mee agreed to contact the Medical centre. 13/264 EXCLUSION OF THE PRESS AND PUBLIC To resolve that under the Public Bodies (Admission to Meetings) Act 1960 s.1(2), the public and press be excluded from the meeting for agenda item 13/265 as publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted. 13/265 CONTRACTS FOR MUGA RESOLVED: The surfacing contract was awarded to D J Moore. Further information will be obtained for the fencing. 13/266 DATE OF NEXT MEETING The next monthly meeting will be held on Wednesday 18 December Agenda items must be notified to the Clerk by Monday 9 December /267 ANY OTHER BUSINESS Tillingham Parish Council congratulates Tillingham Fire Brigade on completing a 7 mile pull of the Fire Engine from Burnham to Tillingham. Ella Middleton suffers from dystonia and the money raised will be donated to dystonia research. The event was well supported by a cross section of the public and a figure of 5000 had been raised to date. The fire brigade had recruited two new members who were receiving intensive training. 13/268 CLOSURE There being no further business the meeting closed at 9.50pm. Sheila Welham.
