Champion. 09/517 MINUTES OF THE LAST MEETING It was resolved to approve as a correct record the minutes of the meeting held on 21 July Proposed Cllr Reeds seconded Cllr Bryant. 09/518 DECLARATION OF INTERESTS. The Chairman reminded members to declare any personal or personal and prejudicial interests relating to items on the agenda. 09/519 PUBLIC FORUM PCSO Teresa Cox explained that the Police are endeavouring to make an appearance at Parish Council meetings and that it is an opportunity for the public and councillors to raise matters of concern directly to the Police. 09/520 PLANNING. Applications received from Maldon District Council. FUL/MAL/09/00620 Painting of external walls, window frames and doors. 27 South Street, Tillingham, Essex. There was no response made by Tillingham Parish Council. Decisions advised by Maldon District Council: FUL/MAL/09/00288 Replacement UPVC French doors 35 Kings Farm Meadow, Tillingham, Essex. Mr R Pemberton. Approved. Other Planning Matters: It was resolved that clarification would be obtained from MDC planning department as to when a planning application was required, and in particular in a conservation area. There was concern that a resident needed planning permission to repaint their house the same colour, but that the village hall roof had changed colour, and covered structures had been built in the front school playground without apparent planning permissions. It was noted that a planning application had not been received for stables at 3 Tile Corner and this would be queried. 09/521 AFFORDABLE HOUSING NEEDS SURVEY It was resolved to select Flagship Housing Group who has offices in Chelmsford Sept 09 Min 261

2 through local partner organisation Chelmer Housing Group. The RCCE Housing Enabler would be advised. 09/522 COMMUNITY LED PLANNING Tracey Hammond had now taken on the role of coordinator of this steering group. The members are now Anne Pluckrose, Peter Young, Val Nightingale and Lyndsey Hubbard. Their last meeting was on the 10 August when the questionnaire was reviewed. Further amendments will be necessary following discussions with agencies with regard to the cost of analysis. Tracey Hammond invited Parish Council members to attend and contribute to the Community Plan meetings. 09/523 FINANCE. Balances Community account Instant Access Saver account Instant Access Saver Reserve account National Savings New Village Hall Reserve Instant Access Saver New Hall account The clerk reminded members that the Instant Access Saver account balance included the budgeted 1000 for the new village hall fund which had not yet been transferred to the designated account, and also the Parish Plan grant of 500. In effect this means there is a balance at present of to meet all budgeted expenditure. It was resolved that the payments be approved. Proposed Cllr Potten seconded Cllr Mee. The clerk reminded members that Budget Setting for the Precept 2010/2011 must commence. Members were requested to consider future projects and supply information to enable quotations to be obtained for the budget. Sept 09 Min 262

3 09/524 ANNUAL RETURN FOR THE YEAR ENDED 31 MARCH 2009 The external auditor had completed the audit. There were no outstanding matters. 09/525 NOTICES, MEETINGS AND TRAINING COURSES TO ATTEND EALC Annual General Meeting Wednesday 23 September 2009 at Plantation Hall Heybridge. Speakers 3.10pm 5.30pm, Tea & Cake, Award Ceremony 6.45pm- 8.00pm. Possible attendance by Clerk and other members. EALC New Statutory Planning Committee 9 October 2009 at 10am at Twyford Court Gt Dunmow. No nomination. RCCE Village Hall & Community Building Conference 2009 at Saling Village Hall Braintree, Saturday 10 October 10.00am -3.00pm. Fee 20. Cllr Bryant to attend. ETP Budget and Precept Course 15 October 2009 at Foakes Hall, Gt Dunmow Fee 34. No nomination. ETP Law & Procedures Course 20 October 2009 at Foakes Hall, Gt Dunmow, Fee 54. No nomination. Southminster Parish Council Halloween Party in the Park 31 October Yrs hrs, 10-18Yrs hrs. Help is needed with setting up and stewarding. It was resolved to make a donation of 225 to this popular and successful event and to publicise it widely within the village. Dengie Hundred Group of Parish Councils meeting 16 September 2009 at Mundon Village Hall. Cllr Harvey to attend. Neighbourhood Action Panel Meeting 16 September 2009 at 7.00pm at Mayland. Cllr Potten to attend. 09/526 REPORTS FROM MEETINGS ATTENDED Saltex 9 September Cllr Harvey reported this was a very good event and that he had researched many products and suppliers on behalf of the Parish Council. MDC Emergency Planning Update Meeting and collection of the Rest Centre box 14 September The clerk was unable to attend this meeting but will arrange for collection of the box from MDC. ETP Power of Well Being CILCA section 7 10 September. The clerk attended this training session to update her CILCA qualification. 09/527 THE CHILDREN S PLAY AREA The ROSPA report had been received. The clerk had complained about the inaccuracies within the report and the report had been amended by ROSPA. The inspection date was 15 May 2009 which was after the original installation of the new fence and gates, but before the contractors came back to carry out remedial works. The comments relating to the fence and gates are out of date. Matters raised and action to be taken: Bench Trip hazard at concrete. Action: Eliminate with infilling. Cllr Mee and Harvey to supply soil. Barbed Wire on top of resident s fence is not recommended. Action: Budget to plant hedge. 2 Playdale Ellerside Benches - 4 projecting bolt threads. Action taken: These have been cut off and filed down to remove sharp edges. 1 Flat swing seat has been damaged but does not require immediate replacement. Action: Monitor and replace when hard material is exposed. Slide safety surface - Trip zones at edge of impact attenuating surface. Action: Build up ground levels to remove trip hazards. Cllr Mee and Harvey to supply soil. Surface lifting. Action: Re-glue and fill gaps and joints as necessary. Clerk to investigate remedial action and alternative safety surfacing. Chain V Bridge Tighten eye bolts. This action had been taken. The single pedestrian gateway had been tarmacked. Sept 09 Min 263

4 The clerk advised that next year s precept budget should allow for professional trimming of the oak trees. Quotes would be obtained. Members advised that some residents had requested a basketball net for older children. Members were requested to research designs and costings. 09/528 THE WEST FIELD Cllr Harvey advised that he assisted the Flower Show Committee with the removal of the rubbish from the field with farm machinery, but found that the Bowls Club were reluctant to leave the bar gate temporarily unlocked for this purpose. It was resolved that the Parish Council should have a key to the bar gate padlock. Cllr Mee would request a key from the Bowls Club. Cllr Mee reported from the West Field User Group. The cricket site screens will be removed after the last Sunday game. The goal posts required further strimming. The Flower Show Annual General Meeting will be held on 5 October 2009 at 8.00pm in the Bowls Club Pavilion. The next meeting of the West Field User Group will be on 12 January The clerk advised the car park drains required clearing of leaves and Garwoods had been instructed accordingly. ROSPA Playing Field Risk Assessment. Condition scores were high and risk assessments were medium to low. Cllr Mee would supply a copy to the Sports Clubs for their records and actions. 09/529 MULTI TRACK The increased area had been tarmacked and the delivery and installation of the ramp would be completed on 16 September The new sign face should also be delivered shortly and this will need to be installed locally. 09/530 ESSEX YOUTH BUS SUMMER ROADSHOW Feedback from ECC indicated that this facility was poorly attended. The Parish Council was due to be invoiced for one agreed session. 09/531 STREET LIGHTING Complaints had been received that the street light at Mill Close was not now lighting the area, especially Casey Lane which is a busy through route from the housing estate to the main street and recreation field. The black out tape is in the process of being removed to allow the street light to operate correctly. 09/532 MARSH ROAD ALLOTMENTS It is likely that a high voltage electricity cable runs through the allotment gateway, although EDF Energy is vague in their correspondence. A quote had been requested from a firm who confirm they are competent in dealing with cabling in ground works. There is becoming a waiting list for allotments. An L shaped area of the allotment land is rented to a neighbour for grazing. It was resolved that the frontage strip of allotment land is re claimed for allotments. This would allow approximately four starter allotment plots to be created and reduce the waiting list. This will involve fence moving and a new agreement for the remaining allotment land at the rear of the plots. The clerk would contact Mrs Plant solicitor to seek advice. 09/533 VICARAGE LANE DRAINAGE There had not been any further update from Trilogy Homes. The clerk would write to the solicitors. 5 09/534 HIGHWAYS Visibility Marsh Road junction with South Street. ECC advise that parking restrictions are the only remedy at this junction. The Parish Council are reluctant to agree to yellow lines at this time because the parking problems will just be moved to elsewhere in the village, and consideration needs to be given to residents who do not have off road parking facilities. It was resolved that MDC traffic wardens would be requested to attend in the village and to enforce parking laws. A letter would also be sent to the school requesting them to remind parents to park sensibly in South Street and Vicarage Lane. Badger holes Mark Lane ECC advise the badger holes are not causing a problem for carriageway users and ECC are not allowed to interfere with their habitat. Permanent marker posts will be erected in the near future. Grass verge Marsh Road, adjacent to Chancel Close. ECC advise the highway extends to the back of the footway on Marsh Road, therefore the verge is likely to be privately owned. In order to reduce costs concerning this very small triangle shaped piece of verge land it was resolved to instruct MSJ Garwood & Son to cut the grass. ECC advise of a temporary road closure for BT cable works B1021 Bradwell Road, Tillingham from 14 September to 28 September 8.00hrs to 17.00hrs. Matters to raise with Highways were to pursue our enquiry with regard to a CIF Highways grant to tarmac the verge parking area in Vicarage Lane and potholes in Reddings Lane. 09/535 PUBLIC RIGHTS OF WAY It was resolved to obtain a quote for cutting the footpath between 40 and 42 South Street. PROW would be reminded that it was an ideal time to repair the ditch bridge on Mr Procter s land since the field only had lucerne growing in it. 09/536 REFURBISHMENT OF THE VILLAGE HALL Cllr Bryant gave a brief report on the progress of the Village Hall Management Committee s project. They had completed 90% of the project which had cost approximately The next part of the project would be to refurbish the meeting room and to finish external decoration, electrical installation and install an improved heating system. 09/537 BRADWELL WIND FARM The clerk advised the Planning Inspectorate pre inquiry meeting notes were available in the member s circulation box. 09/538 BUS SHELTERS Cllr Mee had investigated ECC regulations for a bus shelter and the finance available. He reported that there was inadequate room on the pavement to meet the requirements of ECC regulations and the cost to the Parish Council would be in the region of It was resolved to close this project. 09/539 ANY OTHER BUSINESS Essex Police Neighbourhood Watch suggested Parish Councils may wish to purchase This is a neighbourhood watch area sign at 12.50, but that fixings and labour would be additional costs. Councillors were not in favour of more signs in the streets. Sept 09 Min 265
