Green Wedges PAge Land on the urban fringe particularly around the key, service and primary settlements within the South East Zone is vulnerable to speculative development that can blur the boundaries between settlement edges and the open countryside. Unchecked this development would result in the incremental loss of open land and ultimately lead to the coalescence of settlements with a resultant detrimental impact upon agriculture, the landscape and the amenity value of land While other policies of the LDP seek to prevent inappropriate development withinthe open countryside it is considered that theareas defined by the green wedges are morevulnerable and susceptible to change andrequire additional protection. Therefore,within the areas defined by the greenwedges development will be carefullycontrolled to ensure that proposals preventcoalescence between settlements, do notprejudice the open nature of the land, and protect urban form. CE1 The Vale of Glamorgan plans set out does not have a coherent strategy. Objective 10 page 26 To ensure that development within the Vale of Glamorgan uses land effectively and efficiently The Vale of Glamorgan has no green belt so the Green Wedge was used to give a higher protection from development. However, this is a farce. Pressure from Development Protection of open space (urban and rural) from development The vale of Glamorgan Council strategy does not have adequate development protection of rural open space and has bowed down to pressure from development. The Vale of Glamorgan strategy to protect

2 undeveloped land in the form of green Wedges has been completely overruled so developments can be carried out. This can clearly be shown in the allocation of green wedges and the redefining of the green wedges around Dinas Powys in favour of development despite local objection. The Adopted Unitary Development Plan states Land on the urban fringe, which for the purposes of this policy is defined as the area of countryside immediately adjoining urban areas, is vulnerable to speculative development. The spread of development into the countryside, which can result in urban sprawl, incremental loss of open land and lead ultimately to the coalescence of settlements, can have a detrimental effect upon agriculture, the landscape and amenity value of the land and can unacceptably erode community identity. Although there are other policies within the Plan aimed at restricting development in the countryside, it is considered necessary to afford additional protection to areas of important and vulnerable open land by restricting development on the urban fringe and between settlements. Despite clear objectives of the Councils Green Wedge policy to To protect undeveloped land from speculative development Vale of Glamorgan LDP Green Wedge background paper. Nov 2011states that the adoption of the LDP strategy it is considered reasonable to conclude that this pressure will not reduce over the Plan period and that opportunities for new development locations will continue to be sought. And The retention of the green wedge to the redefined boundaries is therefore recommended Using this incoherent strategy, the LDP Plan of now includes Primary settlements in Dinas Powys on the original Green wedges outlined in the Adopted plan on 2011 See page 58 Primary Settlement: Dinas Powys 26 Land at and adjoining St. Cyres School, Murch Road 27 Land off Caerleon Road, Dinas Powys 28 Land at adjoining Ardwyn, Pen-y-Turnpike 29 Land at Cross Common Road What is the point of the Green Wedge? By redefining the Green Wedges around Dinas Powys the Vale of Glamorgan Council has exposed us to canny developers securing approval for controversial housing schemes opposed by local residents. Plan for 100 s of new houses in sensitive areas

3 will be nodded through despite fierce objections from residents if the LDP is approved. It is a total farce. How much brownfield acreage is available in the Vale?... And if there is some, why is it not being developed first in preference to Green Wedge land?

4 2. Number of Houses set out by the Vale SP3 Policy SP 3 anticipates the need for 9,950 additional residential units over the Plan period, arising from demographic change household formations. This requirement originates from the Welsh Government s2008 based local authority level household projections for the Welsh local authorities. The Welsh Government has issued 2011based principal population projections for the Vale of Glamorgan. However, household projections for 2011 are not likely to be released before the end of Until the2011 household projections are released the 2008 based local authority level household projections are used ford determining the Vale of Glamorgan dwelling requirement. 2a. So why do they need houses push ahead with the consultation despite Plaid councillors asking for a deferral until new figures on household population become available from the Welsh Government in the next few weeks. e were using out-of-date figures and that new estimates on household population were due before the end of the year. Ian Johnson states Earlier in the year, I argued that the population growth in the Vale was not going to be as great as we originally thought.

5 That has now been agreed by the Welsh Government, who have slashed population growth forecast Even if those figures are just one per cent out, then that means 100 houses are not required.

6 3. The Bypass 2.2 Transport and Accessibility Issues Congestion, traffic, lack of public transport and parking, environmental impact of transport 2a. To which document do your comments relate? They are not founded on robust or credible evidence Vale council renamed the old Dinas Powys bypass into a Barry Waterfront to Cardiff "strategic" road. The first question we ask is what growth can be realistically supported by the currentlyiinfrastructure.? One of the main issue that has to be resolved is how do you alleviate the problem between the Merrie Harrier and Barons Court. Without the benefit of a bypass any attempt to improve the already busy road is limited. With the expansion of Llandough hospital and the St Cyres school complex and all the houses this junction is predicted to be in region of 400% over capacity by I don't think that they have included the hospital and school in the traffic calculations ) Ignoring this shows complete incompetence. The infrastructure and review needs to be considered and acted upon before continuing. Plans can be revised once there has been a due diligence assessment AFTER infrastructure development. You can't put the horse infront of the cart. It's madness. Not to mention the environmental impact!

7 I find it amazing that if you look at the road infrastructure created in Rhondda Cynon Taff over the last 30 years, the cost to the Welsh Office and WAG must be staggering even after subsides by the EU. We pay these guys to make these decisions out of the public purse. Why has nothing been done here? The new housing development outlined at St Cyres includes the planned route for the bypass. A strip of land protected for the bypass will be done if the LCD is approved. Roads through Barry and Dinas Powys are already full to capacity. Speaking exclusively to the Barry & District News in Newport, on how the infrastructure improvement would benefit Barry regeneration, Prime Minister David Cameron said: Faster access would be a benefit for everyone in this part of Wales. The time it takes to get to places is always a calculation in people's holiday and planning. You don t have to watch Gavin and Stacey to know it would take a long time to get there. Alun Cairns said: On a recent visit to John T Evans Haulage, based at Barry Docks, they explained to me that the current traffic jams, accidents and sheer volume of traffic have a direct impact on their operations and bottom line" Jams is no doubt a direct reference to the local congestion around Barry. The reason why Barry does not attract any decent job opportunities is down to the traffic problems it is suffering from. The purpose of the Barry Waterfront to Cardiff Link Road is twofold: firstly to provide a link between the major development at Barry Docks and the trunk road motorway network via the A4231 and also to Cardiff and Cardiff Bay via the A4055; and secondly to alleviate traffic congestion and improve road safety on the A4055 through Dinas Powys. These major road schemes will significantly improve the market accessibility of Barry and the Waterfront Strip. It is envisaged that with the construction of both of these schemes the potential for Barry to grow as a location for economic activity will be improved. Both these road schemes serve to facilitate development of the Barry Waterfront. It is also envisaged that the development of these strategic highways will also provide opportunities for public transport, cycling and walking improvements where strategic flows have been reduced and road space is released. This will in turn serve to discourage the return of through traffic. Barry is the largest town in Wales and 4 th largest populated area in Wales. With the plans for housing in Dinas Powys and Barry, there will possibly be nearly another 4000 cars each morning trying to get out of the Dinas Powys / Barry / Penarth areas - which almost by definition means that they will all be trying to negotiate the Merrie Harrier junction twice per day

Find out total % increase in proposed houses in the area relating to this sewage plant and whether the sewage plant can cope with the increase. Has there been a discussion with them? Flooding - Houses around Cross Common will they be in the flood plain? Will the houses on Barry Road and Sunny croft be further affected? Houses at St Cyres flood waters running down Millbrook Road and Millbrook Close problem with flooding and sewage on lawns. When there is flooding on Millbrook Road, The drainage back flows up Millbrook Close and sewage has been known to flow out onto their lawns. Also Cardiff Road Houses have problems with the drains during flooding periods. This causes sewage blockages in the household drains

Excuses made for public buses when the demand is there They do not encourage car users to switch to public transport removing traffic from the existing road network and relieving existing congestion. One example is the demand for public bus for children to get to school. It is not a request for a school bus but to encourage parents to switch from taking children to school and relieve the rush hour congestion by removing traffic. 10 Trains page 80 Peak times full to capacity. Between 7.30 and 8,30 there are 4 trains running from Barry through Dinas Powys. These are full with standing room only by the time they reach Eastbrook. If one train is late or cancelled then the subsequent train cannot take any people from the community as it is too full. There in only one train that has 4 carriages during this period. There are no other trains available with Arriva trains and there are no other options to buy as there are none being made.
