Apologies 15/144 Apologies were assumed from CCllr Heron, and Cllr Spark had advised he would arrive late. 2. Declarations of Interest - none 3. To confirm minutes of the meeting held on 28 July /145 It was resolved that the minutes of the meeting held on Tuesday 28 July 2015 were to be signed as a true and accurate record. Proposed by Cllr Shand and seconded by Cllr Webster. 8 in favour (1 abstention as not present at the meeting). 4. Chairman s Report on Matters Arising from 28 July (not on the agenda) 15/146 15/118 Highways Matters Moyles Court Ford - repairs to the footbridge scheduled by HCC but no firm date yet. General Footpath Matters FP 31 Listed Building Consent application for replacement of the stiles with gates is pending sale of The Rectory. FP 727 (from Shaves Green to Ford Cottage) the ditch has been dug by Somerley and flooding issues being monitored. 15/94 North Ibsley Lakes invasive weed crassula. This has been previously raised and answered by CCllr Heron in Nov 2014, and also the Monitoring Officer at HCC Rosemary Box has commented. HCC have apologised as the s106 cannot be properly imposed on successors to the land due to lack of detail in the legal agreement. CCllr Heron had asked

CCllr Burtenshaw to contact the resident who had raised the matter. 15/95 Mockbeggar Lakes Response awaited from NFDC. Clerk to chase. 15/103 Overhanging Branches in Highwood Lane Residents have cut back branches, as requested by HCC Highways. 15/119 A338 Residents Access opposite Garage The verge is on a 'rural cut program' i.e. 2 cuts per year in early spring and late summer. If requested, HCC can arrange a safety cut if nettles get too high. Clerk to propose a spray of Grazon to kill the nettles but not the grass to HCC Highways. 15/132 Ditch by Rockford Sandpit Bob Brown has investigated and is trying to ascertain the owner of the ditch; it was suggested it might be the National Trust. Clerk to advise Bob Brown. 15/137 Electoral Review of Hampshire Consultation The Chairman has responded to this within the required time frame and in order to give the Parish Council s support to CCllr Heron. i.e. to leave the division of boundaries as already aligned. 15/142 HALC Pension Workshop The Chairman attended this yesterday to understand the Parish Council's obligations with regard to providing a pension scheme for its employees by April There is considerable administrative work involved and she suggested the Parish Council continue to seek guidance from HALC. She will report further from the workshop in due course. The Chairman brought forward item 10.i Ellingham Show update 15/147 Cllr Lane expressed sincere thanks to all those involved for giving up their time and for the local producers who kindly donated their produce for the very successful free raffle. All agreed it is a good event to have a parish presence at, and it was commented on having a non-black marquee next year to reduce the temperature. And also item 10.ii Affordable Housing update following Public Exhibition 15/148 Cllr Lane advised she thought it was an excellent community engagement event with over 70 forms taken for completion and approx. 80 attendees. The following was discussed:- - A resident expressed concerns on how slowly HARAH have responded to her on enquiries and the lane on which site 11 is only has a 4m wide road which would not be sufficient for the additional traffic generated by a small collection of properties. - The Chairman raised in Cllr Spark s absence his concerns that if a selected site is much larger than the acreage required for 4-6 properties, at a future date it may be possible for the rural exemption site to be expanded as a precedent has already been set. This was discussed and a member suggested how all the members must be sure of the Government s position on the Right-to-buy scheme before proceeding. It was also noted any sites outside of the National Park Boundary will not be subject to such tight controls (i.e. any sites within the NFDC district). - Comments were received by members how a formal presentation at the Public Exhibition would have been helpful, and also more accurately drawn maps of the sites.

The following was agreed to be included under item 10.ii at the meeting on Tuesday 20 October under minute reference 15/169 Cllr Trebilco requested the inclusion under minute reference 15/148 agenda item 10.ii Affordable Housing update following Public Exhibition of the discussion of the residents feedback forms completed at or following the Public Exhibition being made available to all members and residents. This was agreed, however the residents feedback forms would not be available to residents in their raw form, but as a feedback document to protect individual identities. With the above inclusion, it was resolved that the minutes of the meeting held on Tuesday 22 September 2015 were to be signed as a true and accurate record. Proposed by Cllr Spark and seconded by Cllr Shand. 9 in favour. 5. Public Forum 15/149 An attending resident raised their concerns regarding exiting Snails Lane onto the A338, as it is a busy road and very difficult to turn in either direction because of the blind bend. Also, Japanese knotweed is present on this land and the ragwort didn t appear to be pulled this year. Clerk to liaise with the resident and Bob Brown, HCC Highways. 6. Finance 15/150 i. Payment of accounts. The following cheques were approved for payment. Proposed by Cllr Stainton-Burrell, seconded by Cllr Sampson. Financial report. Current account (after these payments above) Capital reserve account 46, Reserve account 1, Crime in the Parish 15/152 None had been specifically reported to the Clerk however there were discussions relating to concerns of the 101 system, namely difficult to get through to an officer when calling on an existing

4 Ellingham Harbridge & Ibsley Parish Council 4 22 September 2015 crime, lengthy process to report crimes. NFALC are hosting a Q & A with Chief Superintendent David Powell on 15 October and members were encouraged to send questions through to Cllr Lane to raise at this meeting. 8. Parish Council Matters 15/153 i. Parish Council Projects update. The clerk circulated the updated spreadsheet to all members. All were encouraged to continue to progress, or volunteer, for projects. Clerk to chase Bob Chapman regarding a quote for the bridge removal. Cllr Errington advised the dragon s toothed verges at Ibsley Service Station are on the Western Escarpment verges project. 15/154 ii. 15/155 iii. 15/156 iv. Suggestions of tasks for Parish Lengthsman visit in October. Removal of brambles around the grit bin at Kent Lane where it exits onto the A338. Clerk to add to task sheet. The Ringwood & Fordingbridge Footpath Society s review of our footpaths in imminent, and this may suggest footpaths that need attention. Clerk to report to Bob Brown, HCC Highways the signage debris which has been left at the grit bin at the top of Kent Lane at its junction with the Alderholt Road, requesting clearance. Consider proposal to remedy the flooding across track from Shaves Green (circ.16sep). The Clerk had circulated the two proposals received from Stuart Lane (resident Karma Cottage) for all members consideration. The water from the Parish Council owned Shaves Green floods across the Somerley owned track which leads to Karma Cottage and Goblins Green. The residents of these two properties are requesting a four way split of the invoice, to include the Parish Council and the Somerley Estate. It was proposed to support option 2 at a cost of plus VAT, which would result in the materials used for the track repair to last much longer than the proposed local hoggin proposed in option 1. Seconded, all 8 voted in favour. Clerk to advise Stuart Lane. Concerns were raised again relating to the willow tree in growing across the ditch near Goblins Green. Clerk to investigate. Suggestions for a Parish Council logo. No further suggestions have been received, so Cllr Loader will continue to work on this logo. 9. Environmental Matters i. Footpaths. No additional specific concerns raised. 15/157 ii. Ditches, culverts & overhanging vegetation. Members raised the following concerns:- - A high lorry has hit an oak tree near Nonsuch in Mockbeggar Lane; - The Vegetation is overgrown on the wall at St Martins Church again on Mockbeggar Lane; (Clerk to write to the resident); - Ivy lane is overgrown; - The width restriction signs on the Gorley Road heading north from Poulner being obscured by vegetation. Clerk to report all to Bob Brown, HCC Highways. 15/158

Reminder: Public Exhibition of Latchmore Environmental Impact Assessment being held on Tuesday 6 th October in Hyde Church Community Centre between pm. All were encouraged to attend before the planning meeting. 10. Community Matters i. Ellingham Show 8 August 2015 update. Brought forward and discussed under minute reference 15/147 ii. Affordable Housing update following Public Exhibition. Brought forward and discussed under minute reference 15/ /159 iii. 15/160 iv. Cycling events in the Parish. Cllr Errington update all on the process of how a temporary road closure is applied for, and brought members up to speed with the situation which arose with the proposed closure for Gorley Road/Highwood Lane through Mockbeggar (which was subsequently withdrawn). Cllr Errington is working on a letter to the NFDC, NPA, Safety Advisory Group, NFLAC, after NFALC expressing the Council s ongoing concerns. Ibsley Village Hall s noticeboard. The NPA have indicated a like for like replacement does not need permission and falls under 'permitted development'. Cllr Burtenshaw to obtain definite confirmation before the Ibsley Village Hall meeting next week. 11. Tree Works Applications: NPA CONS/15/0834 Linden Cottage, South Gorley fell 1 conifer. Deferred until Cllr Spark s arrival. 12. Consultation Papers (to approve responses or agree volunteers as appropriate) 15/161 i. Dorset County Council Draft Mineral Sites Plan response by 23Sep 15 (circ.10aug). Cllr Burtenshaw advised she has reviewed this consultation and pointed out that The Purple Haze development is not to be pursued as part of this minerals plan, due to impact on nature conservation; hydrology; amenity and recreation; access and landscape. Therefore, as it was the only possible site to impact our Parish, it was suggested and agreed no response be made. 15/162 ii. New Forest National Park Local Plan comment on the initial consultation on the scope of the plan and Call for Views (circ.16sep) response by 23 Oct 15. This Local Plan will have a number of stages, this one is to obtain views from Parish Councils, Councils and Statutory Bodies on any changes, improvements, additions or omissions. All members to forward their comments to Cllr Errington, who will prepare a response for the next meeting 20 October. Clerk to add to the agenda. 13. Outside Bodies: To approve the Councillors circulated reports of meetings attended and to deal with any issues arising: 15/163 i. New Forest Association of Local Councils (NFALC) AGM minutes 16Jul 15 (circ.10aug)- unattended. ii. Blashford Complex (Plumley) Local Liaison Group minutes 20Aug 15 (circ.7sep)-cllrs Burtenshaw & Errington. It was commented that the main achievement of this meeting was obtaining 2 meetings each year going forward, as this has been an uphill struggle. Some concerns were raised at the meeting by our members and addressed by the Group. All members were encouraged to raise issues as they arise to ensure Tarmac and the Monitoring Officer are aware of them.

6 Ellingham Harbridge & Ibsley Parish Council 6 22 September County/District Matters 15/164 DCllr Dow advised Dave Yates has stood down as the Chief Executive of NFDC, and his replacement is Bob Jackson, who will be appointed as of 24 October. He also advised the NPA is putting in place a Service Level Agreement for trees and conservation areas. 15. Correspondence 15/165 The clerk had circulated details of the HALC AGM on Saturday 10 October. It was agreed no one is available to attend. 15/166 The Clerk reminded all the meetings are the 1 st and 3 rd Tuesdays in October. Cllr Spark arrived at 8.50pm. 15/167 Deferred agenda item 11. Tree Works Application: NPA CONS/15/0834 Linden Cottage, South Gorley fell 1 conifer. Cllr Spark advised the conifer is growing underneath an oak tree and it is affecting the power lines. It was proposed to raise no objections. Seconded and all 9 voted in favour. The meeting closed at 8.52pm.
