1 MINUTES OF THE ANNUAL GENERAL MEETING OF SOMERSHAM PARISH COUNCIL Held at the Millennium Sports Pavilion, The Trundle, Somersham On Monday 13 May 2013 at 7.30 p.m. No requests were made in accordance with the Councils Mobile Phone and Recording of Meetings Policy for permission to use any electronic devices or mobile phones for essential purposes. PRESENT WERE: Miss M Blewett, Miss J Bullard, Mr S Criswell, Mr M Greaves, Mr E Harris,, Mr S Innes, Mr P McCloskey, Miss L Minter, Mr G Siggs, Mr R Sutton (in the Chair) and Mrs P Bryant (Parish Clerk). IN ATTENDANCE: Mr D Bonnett (parishioner) 1. ELECTION OF THE CHAIRMAN Mr Criswell thanked everyone for their support over the last 3 years and to the Clerk whilst he has been Chairman. It was proposed by Mr Criswell, seconded by Mr Hoy and RESOLVED by a unanimous vote to elect Mr R Sutton as Chairman. 2. ELECTION OF THE VICE CHAIRMAN It was proposed by Mr Criswell, seconded by Mr Siggs and RESOLVED by a unanimous vote to elect Miss Bullard as Vice Chairman. 3. APOLOGIES Apologies for absence were accepted from: personal Mr P Suckling personal Mr A Jebson apologies were left this evening after 5.30 pm on the office answer machine. District Cllr G Bull Miss Blewett said she may have to leave early as she was starting her work shift at 3 am. Miss Blewett left at 9.05 pm following Item 12. Mrs E Fleming resigned on 8 th May It was agreed a letter of thanks is sent from the parish council. Huntingdonshire District Council has been informed and the vacancy advertised. 5. PARISH COUNCILLORS DECLARATIONS OF INTEREST No requests were made. 6. PUBLIC FORUM It was proposed by Mr Criswell, seconded by Miss Bullard and RESOLVED by a unanimous vote to close the meeting for a period of time to allow members of the public to participate in an open forum. The meeting was closed at 7.41 pm and reconvened at 7.46 pm. Matters arising: - Congratulations to the new Chairman and thank you to Mr Criswell who has done a good job over last 3 years. Horrendous parking in Parkhall Road by the school could a letter go from the Parish Council as there is a fear of safety for children & other road users. A white Audi parks on the keep clear marker outside his gate, it is a large vehicle and it restricts parking either side and has prevented people getting out of the space. Could the police be asked to verify this is legal? Condition of the road over New Line Bridge to Warners Drove is very bad, lots of pot holes along the side of the road. Also people speed / poor driving. Continuous bad parking everywhere around the village. Page 3 of 8 Pages

4 7. PLANNING MATTERS H/05001/13/CW Colne Fen Quarry, Chatteris Road, Colne Fen Restoration of land at Colne Fen using imported inert waste to create conservation habitats. Mr Criswell said CCC recommends the council consider the plan in front of us and should there be any significant change request the Parish Council are included. It was proposed by Mr McCloskey, seconded by Miss Bullard and RESOLVED by all councillors present with 1 abstention to accept the application as it stands with the proviso should there be any significant change the Parish Council are included. Secondly there is clearly a need to restore the land and the soil that should have been there needs to be imported to become a benign habitat FUL Meadowcroft, St Ives Road, Somersham Extensions and alterations to dwelling It was proposed by Mr Innes, seconded by Miss Minter and RESOLVED by a unanimous vote to propose no objection. The property will be improved as a result of the alterations; it is well off the road and on a big site FUL 10, Bishops Road, Somersham Single storey extension It was proposed by Mr McCloskey, seconded by Mr Hoy and RESOLVED by a unanimous vote to propose no objection. The extension is sensible for the type of building; it fits in with property and street scene. MINUTES OF THE MEETINGS HELD ON 8 TH APRIL AND 16 TH APRIL 2013 The Minutes of 8 th April 2013 were proposed by Miss Minter, seconded by Miss Bullard and RESOLVED by a unanimous vote to be a true record of events and were duly signed by the Chairman. The Minutes of 16 th April 2013 were proposed by Miss Bullard, seconded by Miss Minter and RESOLVED by all councillors present with 3 abstentions to be a true record of events and were duly signed by the Chairman. 9. POLICE REPORT E-cops s received Mr Siggs parking needs badly needs enforcing especially with the PCL vehicle on the High Street for Tesco and the White Audi. Mr Criswell agreed and said we need to find out who has taken over from Sgt Dave Savill and to actually meet them on site rather than write so the council can clarify the various issues. Cambridgeshire Bobby Scheme It was proposed by Mr Siggs, seconded by Mr Hoy to request a short talk. This was agreed by all members present with 1 against and 1 abstention. 10. REPORT FROM COUNTY & DISTRICT COUNCILLOR S CRISWELL The Chairman offered his congratulations to Cllr Criswell for being re-elected as County Councillor. FINANCE & RISK MANAGEMENT MATTERS including: - o Monthly Accounts Mr Sutton reported there was a cheque for 600 to Youth Results missing from the list which should be included. The accounts were proposed by Mr Sutton, seconded by Mr Siggs and RESOLVED by a unanimous vote to be paid and the cheques duly signed. o Year-end receipts & payments accounts for 2012/2013 The receipts & payment accounts were proposed by Mr Innes, seconded by Mr Hoy and RESOLVED by a unanimous vote to be accepted. 6 o Training Courses for staff and councillors Councillors agreed the Clerk and Mrs Bird could undertake the Risk assessment course. The Clerk will continue to investigate first aid courses. Miss Blewett left at the end of Item pm 13. HIGHWAY MATTERS including Public Footways - Repairs/ Maintenance Correspondence: CCC village grass cutting 2013/2014 It was proposed by Mr Hoy, seconded by Miss Minter and agreed by a unanimous vote to proceed with the grass cutting contract and with the contractor Mr J Waters. Speedwatch wheelie bin stickers speed notification stickers an update on permitted display routes It was agreed to respond asking Mr D McCandless to report back from the St Ives Road safety meeting to be held tomorrow evening. Speedwatch statistics in Colne Road outbound CCC changes to local bus routes HDC - Local infrastructure needs consultation. Response due 31 st May 2013 Suggestions include a school extension ( needed when more building takes place in parish), cycle ways and toilet for Norwood Playing Field. Councillors were requested to suggestions to the Clerk. This will be discussed at the Localism WP on 23 rd May Repairs Resurfacing of some of the High Street will take place this year. Parkhall road loop Mr Criswell said he has asked Brian Murdoch CCC to come out to have a look 14. STREET LIGHTING inc repairs The Clerk reported CCC 26, The Trundle remains obscured by the hedge. The hedge is still encroaching across the public footway and is with George Hay CCC, the Enforcement Officer. 15. PEAR TECHNOLOGY DIGITAL MAPPING It was proposed by Mr Siggs, seconded by Miss Minter and RESOLVED by a unanimous vote for the Clerk to request layer maps from CCC and HDC to include on the parish mapping information such as definitive footpaths, Listed Buildings, street lighting, Tree Protection Orders etc. 16. SOMERSHAM CARNIVAL COMMITTEE ROAD CLOSURE APPLICATION It was proposed by Mr Siggs, seconded by Mr Hoy and RESOLVED by a unanimous vote to write and propose no objection. 17. REPORTS FROM SOMERSHAM PARISH COUNCIL WORKING PARTIES & REPRESENTATIVES: a) The Norwood Building Refurbishment of the Squash Court. It was proposed by Mr McCloskey, seconded by Miss Bullard and RESOLVED by a unanimous vote to proceed if money in the pot from squash court takings in the year-end reserves. 7 c) Amenity Area Working Party (inc Somersham LNR) Friends of Somersham Local Nature Reserve) Mr McCloskey reported the annual works programme is being reviewed and will interface with the Community Plan. SNRG have had a couple of successful events and will be sponsoring the Community Games day on 15 th June at 12 noon. Additional reports: o Annual works Programme o Somersham Community Plan Health & Green Space Actions Somersham Lake congratulations were expressed on the work carried out at the lake area, it is looking good. Mr Innes stated his concern at the plastic covered signs which have appeared over the area warning people to clear up after their dogs. Mr Innes doesn t object to the notices about dog mess but these signs are not bio-degradable. The unofficial blockage of a footpath exit point was reported. The obstruction has been removed. The duck feeding platform still needs repair It was agreed Martin Tyers will corden off the platform immediately whilst Mr Smith was away. CCC Rights of way grass cutting 2013 CCC Footpath 2 and 3 update Vandalism at the disused railway line restoration area It was agreed this ought to be reported to the police. d) Millennium Sports Field Response letter received from Mr D Cornwell SSLA Chairman. Miss Bullard reported on the conclusions of this for the SSLA committee who have agreed they now need to move forward however the fallout includes 3 committee member resignations. The AGM will be held on 21 st May Miss Bullard requested help from councillors for the upcoming events at the Millennium Facility please. The Caretaker position is current vacant and being advertised. e) Christmas Lights Working Party Meeting Reports 17 th January & 4 th April 2013 It is appreciated the work and meeting notes are being carried out by volunteers but the reports need to be clearer as it is impossible to establish what has been discussed or agreed. f) Youth Working Party / Youth Club & staff management Miss Minter reported Alice Boon has decided to resign, she can t manage the time. The position is still being advertised.. Ash Miller the assistant has commitments elsewhere and keeps going away so the Senior YC need another part-timer. Overall they are still struggling with the senior youth club staff in order to keep it going. g) Community Information Centre Minutes 9 January, 13 February & 10 April Miss Minter reported the garden party held last Saturday and despite the rain raised over 400. Miss Minter said they were sad to have upset some of the neighbours with the colour of their shed (too bright) but they will do something to soften it. h) Somersham4u Newsletter Team Report Mr Harris reported the newsletter is looking good and is now with the printers. Miss Bullard asked if they have sorted out new distributors. Mr McCloskey said not yet but they will be. i) The Educational Charity of Thomas Hammond - No report j) Localism Working Party Mr Criswell reported the next meeting will be held on 23 rd May. 8 Miss Minter recently arranged a solar panel presentation for the VHMC which was attended by other interested parties. k) Somersham Time Bank perhaps there could be some help on delivering the newsletters? 18. REPORTS OF EXTERNAL MEETINGS ATTENDED BY PARISH COUNCILLORS No meetings were reported. 19. BURIAL LAND EXTENSION The Clerk reported she hoped to get the planning signed off by Huntingdonshire DC once the Yew Trees have been planted this week. The Clerk will notify the PCC about the problems with dumping soil / turf and grass cuttings on the new area. 20. NOTICES & MATTERS FOR THE NEXT AGENDA Mr McCloskey reported SNRG wished to add a questionnaire in the next newsletter. Mr Criswell reminded the Councillors the Annual Parish Meeting and Community Event Networking evening will start at 6.30 pm on 20 th May The Annual Parish Meeting will be held on Monday 20 th May at 7.30 pm The next ordinary Parish Council meeting will be held on Monday 10 th June 2013 at 7.30 pm There being no further business the meeting closed at pm.
