1 MINUTES OF A MEETINGOF SOMERSHAM PARISH COUNCIL Held in the Millennium Sports Pavilion, The Trundle, Somersham On Monday 1 October 2012 at 7.30 p.m. Mobile phone and recording of the meeting: Mr Jebson requested permission to use his electronic devise for note making purposes only, no other requests were made. All councillors present agreed this was acceptable. IN ATTENDANCE: Cllr G Bull and 2 members of the public. PRESENT WERE: Miss J Bullard, Mrs E Fleming, Mr A Jebson, Mr E Harris, Mr M Hoy, Mr S Innes, Mr P McCloskey, Miss Minter, Mr G Siggs, Mr R Sutton (in the Chair) and Mrs P Bryant (Parish Clerk). 1. RESIGNATION OF MRS MYRA ALVIN & NOTICE OF CASUAL VACANCY The Chairman reported Mrs Alvin had tendered her resignation by letter and the Elections Office informed. A notice advertising the casual vacancy has been displayed. Date the call for a poll expires - 10 th October PUBLIC FORUM It was proposed by Miss Bullard, seconded by Mr Siggs and RESOLVED by a unanimous vote to close the meeting for a period of time to allow members of the public to participate in a public forum. The meeting closed at 7.33pm and was reconvened at 7.46 pm. At the meeting held on 1 October 2012 matters discussed were: A complaint about the fair on Norwood Playing Field, FUL The Meadow, Parkhall Road, Somersham. 5. 2 Construction of new late access track, car park and shed for day ticket fishing. Erection of stables and provision of landscaping. Letter Mrs P Owen, Blue Roan Farm It was proposed by Mr Hoy, seconded by Miss Bullard and RESOLVED by a unanimous vote to object on grounds of the serious traffic concerns for this minor road plus over development of the site which has poor access and poor facilities. In addition because there is no-one on site to manage the facility the opening hours should not be extended. H/05017/12/CM Somersham Quarry, Long Drove, Somersham Erection of a wind powered pump to maintain the water levels of lakes within the restored mineral site. It was proposed by Miss Minter, seconded by Mr McCloskey and RESOLVED by a unanimous vote to propose no objection, the wind pump is needed and is a sensible way of organising the water levels. MINUTES OF THE MEETINGS HELD ON 3 rd & 17 th SEPTEMBER 2012 The Minutes of 3 rd September were proposed by Mr Innes, seconded by Mr Jebson and RESOLVED by 5 votes for and 4 abstentions to be a true record of events and were duly signed by the Chairman. POLICE REPORT No report. 8. REPORT FROM COUNTY & DISTRICT COUNCILLOR S CRISWELL & DISTRICT COUNCILLOR G BULL Report accepted from Cllr S Criswell. SEE APPENDIX 2 Cllr G Bull reported there are 2 specific sites for Somersham in Local Plan, Rectory Lane & West Newlands plus there was some detail on Gypsy & traveller sites in Huntingdonshire. Bike stands 2 free offers Miss Minter said she would ask the VHMC to consider the bike stands. 10. FINANCE & RISK MANAGEMENT MATTERS including: - Monthly Accounts The accounts were proposed by Mr Innes, seconded by Mr McCloskey and RESOLVED by a unanimous vote to be paid and the cheques were duly signed. SEE APPENDIX 3 Report the Appointment of External Auditors from 2012/2013 Littlejohn LLP Annual Return revised figures The Clerk explained the background to the revision of the yearend figures, these now complied with Moore Stephens required alterations. The revised Annual Return figures were proposed by Mr McCloskey, seconded by Miss Bullard and RESOLVED by a unanimous vote to be accepted. To Consider the Purchase of a Community Notice Board for The Cross. The Clerk is waiting for final confirmation on the cost to install the notice board by CCC Highways. 11. HIGHWAY MATTERS including Public Footways - Repairs/ Maintenance Correspondence: CCC Changes to local bus services Jo Challis CCC update on highway matters Mrs Smith report of overgrowing hedge at The Trundle/Ibbotts Crescent. Repairs broken rail on HDC recycling area Zebra crossing needs repainting on High Street State of road outside Tollington House, High Street Hedge on corner of Pennway & Homestead 12. STREET LIGHTING MATTERS inc repairs No matters were reported. 13. LOCALISM INITIATIVES Time Bank Project Steering Group meeting held 6 th September 2012 The Clerk will ask Lucy Bird to produce a monthly report for the meeting. Community Plan Update ready to 4.68 per copy Warboys Environmental Group Greener Futures invitation to meeting 25 th October THE FUTURE OF THE FRIENDSHIP CLUB Miss Minter explained the Friendship Club was in a precarious situation and there is a possibility it could finish once Mary s Tea Rooms closes this December. 4 Miss Minter said she would be attending the club to discuss this problem with members to see what they actually want for the future and she will report back. 15. CONSULTATION - Cambridgeshire s Flood Management Strategy Councillors had no comments to make as the strategy should not overly impact on Somersham. 16. REPORTS FROM SOMERSHAM PARISH COUNCIL WORKING PARTIES & REPRESENTATIVES: a) Norwood Building / The Victory Hall VHMC draft Minutes 11 th September 2012 The Clerk gave an update on draft Lease agreements between the Parish Council & VHMC Discussion was held on installing an outside tap from the old referee s room which is currently used by the VHMC although owned by the parish council. It was agreed the parish council were prepared to share the cost with the VHMC if the tap was installed at the same time as the current plumbing work was being carried out to remove the shower/toilet etc. b) Amenity Area Working Party (inc Somersham LNR Friends of Somersham Local Nature Reserve ) SNRG report received from Mr McCloskey Funfair on the Norwood Playing Field complaint received from Mr Hazelwood, Squires Close. A second complaint was made by a member of the VHMC regarding a crossover with a fundraising event previously planned and booked for the hall, plus the smell of diesel affected one user group on a Thursday night. Overall Councillors agreed the fair was a great annual event for the parish and the Chairman made the following observations on behalf of Mr Criswell: The Parish Council is keen to encourage as many activities as possible for a wide range of people. There are not many events held in Somersham with children in mind. The venue needs to be easily accessible and the whole purpose of the Norwood Field is for recreation activities. The fair closed at 9 pm at the latest each evening. (Open Thursday, Friday 6 9 pm & Saturday 2 9 pm only) It was proposed by Mr McCloskey, seconded by Miss Minter and RESOLVED by a unanimous vote to remain with a one week contract for the fair to be on site except in exceptional circumstances and permission for an additional week must be sought from Councillors. The Clerk will take advice on noise levels for a fair from HDC Environmental Health. Queens Diamond Jubilee Trees Proposal to plant along a new footpath bordering Lafarge Land at the proposed Pocket Park It was proposed by Miss Bullard, seconded by Mr McCloskey and RESOLVED by a unanimous vote to support the proposal. c) Millennium Sports Field Draft Minutes 18 th Sept 2012 d) Christmas Lights Working Party Report from Mr P Gilham WP Chairman e) Youth Working Party / Youth Club Miss Minter reported one junior youth club staff member is to retire at Christmas, the job will be advertised and the contract awarded on a yearly basis. Finally, there had been a meeting with Richard Jenkins to discuss the senior youth club and commencing communication with the youth through Face book and somersham4u website f) Community Information Centre Miss Minter reported FOSL is now a registered charity medals & certificates will be going to children who participated in the reading challenge over the summer holidays; the CIC is short of volunteers especially on Thursdays. REPORTS OF MEETINGS ATTENDED BY PARISH COUNCILLORS No meetings were reported. 18. BURIAL LAND EXTENSION including the Boundary Wall The Clerk has sought advice from Mr J Few at Eaton & Few regarding the boundary wall renovation and will be contacting the original landowner to discuss their understanding of the wall ownership prior to the land being sold. Mr M Tyers and Mr B Blewett will be carrying out clearance work at the back of the pond during the half-term break at the end of October. 19. NOTICES & MATTERS FOR THE NEXT AGENDA The Clerk reminded Councillors there were still a number of risk management reports well overdue.
