1 1192 MINUTES of the meeting of St.Minver Highlands Parish Council held at the Perceval Institute, St.Minver on Tuesday 10 th December 2013 PRESENT: Councillors B. Bartlett, F.B. Bickham, M. Dingle, B. Gisbourne, R. R. Harris, S.H. Lander, B.E. Lane, G.B.H. Owen, M.S. Parnell PUBLIC: Councillor A. Penny (Cornwall Council), Mr & Mrs Kimbrell IN ATTENDANCE: Mrs. H. Hyland (Clerk) The Chairman advised of evacuation routes in case of an emergency. There were no hazards to note. 172/2013 COUNCILLOR VACANCY Mrs J Shepherd has resigned thereby creating a vacant position. She is to be thanked for all her hard work on the Parish Council. Due process will follow. 173/2013 APOLOGIES To receive and approve apologies for absence. None PCSO Claire Drennan 174/2013 DECLARATIONS OF INTEREST i)to receive registered and non-registered disclosable pecuniary interests and nonregisterable interests from Members relating to items on the agenda. None ii) To receive awarded dispensations: None. 175/2013 PUBLIC PARTICIPATION a)mr Kimbrell spoke about his objection to the planning application for Little Dinham Woodland Caravan Park (PA13/09771). He was objecting, mainly, on highways issues. The junction with the B3314. The proposal is for more caravans than allowed, per hectare. Overlooking site is elevated and will be looking into their bedrooms. Potential flood risk with additional caravans on site Overdevelopment Traffic accidents are not reported as a matter of course, only fatals so do not reflect the true position. 176/2013 MINUTES of the meetings held on the 12 th November 2013 were confirmed correct and signed by the Chairman.

2 /2013 HIGHWAYS ISSUES a)to consider placing grass verge cutting out to tender Cllr Lane proposed, seconded by Cllr Bickham, and it was RESOLVED to leave the verge cutting with the current contractor for the time being. b)to consider taking on weed treatment provision. Cornwall Council has decided to cease general weed treatment (spraying with herbicide) but will continue to deal with injurious weeds (ragwort, Japanese knotweed etc) and to continue treating weeds they consider adversely affecting highway safety; this work is now being offered to town and parish councils. Members did not wish to take on this work. c)proposed road closure Dunder Hill, Polzeath in February Members object strongly to a road closure, particularly at half term, as the area is busier, not quieter. The period should be reduced to a maximum of 4 days to be scheduled either side of half term. d)members were asked if there were any problems to report. i)it was noted the roadway at Polzeath is still in a poor state. ii)with regard to the white stones outside Park Farm, St Minver, the owner is to be asked if they would consider removing them. 178/2013 PUBLIC FOOTPATHS a)cllr Dingle had been approached regarding the possibility of opening up some of the footpaths to bridleways. By the time the advertising, witness statements had been collected etc there could be a period of between 3 7 years to have a modification order in place. Cllr Dingle will obtain details of specific paths. b)cllr Gisbourne reported that the footpath from St Minver church down to the bottom of the hill needs attention. The first field is overgrown. Our contractor is to be asked to look at it. 179/2013 REPORTS FROM OTHER BODIES/OUTSIDE ORGANISATIONS a)to receive a Police report from PCSO C Drennan (submitted electronically) For the month of November 2013 there were two crimes recorded. 1 x Assault at St Minver 1 x Assault at New Polzeath Other issues were highlighted: Livestock theft from Bodmin Rural Farm machinery is currently being targeted Break-ins to building sites/renovations and from shed/garages are still an ongoing issue. b)st Minver Lowlands Parish Council - copy of minutes of 4/11/13 and 18/11/13 taken by Cllrs Bickham and Harris. c)padstow Harbour Commissioners - copy of minutes of 17/10/13 taken by Cllrs Harris and Lane. d)cornwall Council - to receive a report from Cllr Penny Cllr Penny was invited to speak. He still has some Community Grant money left. Applications to be submitted by 04/02/2014. Availability will not be guaranteed next year.

3 1194 Although relating to St Minver Lowlands, the Chairman asked Cllr Penny if something could be done regarding roadside lines that need painting from the Oystercatcher to the White Heron as the parked vehicles have been causing problems. Cllr Gisbourne (St Minver Lowlands councillor) was asked to take this back to Lowlands. 180/2013 PLANS a)plans for consideration: PA13/09070 Parkdean Holiday Parks Ltd., St Minver House Holiday Park, St Minver, Wadebridge Demolition of existing chalets and the stationing of static holiday Caravans NO OBJECTION PA13/09771 Little Dinham Woodland Caravan Park, Camel Road, St Minver, Wadebridge Extension to existing caravan park NO OBJECTION, subject to i)flood Risk Assessment recommendations being carried out satisfactorily. ii)cornwall Council caravan site conditions being adhered to. Highways have no issues with this so the officer is looking to approve this application. 5 /2013 ACCOUNTS a)payment of accounts Cheques, amounting to , due for payment (as per schedule) Invoices for payment were checked by Cllr F. Bickham. Cllr B.Gisbourne proposed, seconded by Cllr B.Lane, and it was RESOLVED that the outstanding accounts be paid b)public conveniences update following meeting to discuss future opening, particularly over winter period. To consider future options. Following the meeting of the Working Group three options were put to the parish council for consideration: i)keep all three toilets open over the winter period at weekends only, as is the current position. It was noted that all three facilities would be opened by Cornwall Council on the 26 th and 27 th December in addition to the usual weekend opening times. All three will be open all week over summer. ii)close New Polzeath and keep Polzeath open for 7 days throughout winter to provide a toilet facility in the area that is available all week. There is a funding shortfall on this option. Daymer Bay would remain open at weekends. All three will be open all week over summer. iii)keep Polzeath open all week for just the Christmas and New Year period, reverting to weekends only for the remainder of winter. All three will be open all week over summer. The third proposal was the preferred option. Cllr H. Lander proposed, seconded by Cllr M.Dingle, and it was RESOLVED that Cornwall Council be requested to extend the opening hours at Polzeath to all week over the Christmas and New Year period, with no charge to the parish councils. c)polzeath Marine Conservation Group 2013 Annual Report and request for funding. d)cornwall Air Ambulance - request for funding. Cllr B.Lane proposed, seconded by Cllr M. Parnell, and it was RESOLVED that a contribution of be made. e)to consider Precept for 2014/2015 Members discussed this in depth. Notification has been received regarding the Support Grant ( ). Cllr M.S. Parnell proposed, seconded by Cllr B. Bartlett, and it was RESOLVED that the precept remain the same as last year, and to request /2013 CEMETERY REPORT a)cemetery Committee advises they will not be looking at an increase in their

6 1197 precept for 2014/15 b)signs denoting no dogs have been donated and will be placed in all St Minver churchyards 184/2013 OTHER AGENDA ITEMS a)hedge is overgrown in the section between the council houses, at St Minver, and Trevanger.
