The month of December saw over two million passengers pass through the airport, up 10.3 per cent on the same month last year and the busiest December on record at Stansted. A record breaking 1.98 million passengers passed through London Stansted in November, up 8.7 per cent on 2017, and the airport s busiest November saw 158,000 more passengers use Stansted than in the same month last year, with load factors the average number of seats occupied on each flight reaching 87 per cent, the second highest ever total for November after The record-breaking performance helped maintain Stansted s position as the fastest growing major airport in the UK and one of the top five fastest growing large airports in Europe. The airport now serves 200 destinations across 40 countries and offers more scheduled connections to Europe than any other airport in the world apart from Munich. During 2018, the top five destination countries reporting the strongest growth by passenger volumes over the previous year were Spain (+331,000), France (+189,000), Germany (+187,000), Turkey (+176,000) and UAE (+123,000). UKwide domestic traffic increased by 197,000 passengers. The top five international destination airports recording the largest increase in passenger numbers during the year were Frankfurt (+176, 000), Dubai (+123,000), Naples (+95,000), Alicante (+92,000) and Nice (+91,000). Passenger numbers to Belfast increased by 301,000 compared to 2017.

7 Brexit Over the last few months London Stansted Airport has been undertaking contingency planning for all potential Brexit outcomes. Our planning work is governed by our Brexit working group, chaired by John Farrow, Customer Services and Security Director. To inform our planning, with have been regularly engaging for some months directly with the Border Delivery Group (the group assigned by HM Government to oversee Brexit planning). This planning includes evaluating all potential risks, both on day one and in the and longer term, and includes assessing and mitigating risks to the border, customs, cargo, people and aviation. We are also working externally with our airline and ground handling partners and the airport s retailers and contractors to provide them with support and guidance as required and will continue to do so as the process continues. In addition, we are also working with third parties to gain confidence in their plans for all scenarios. Part 1 Claims As advised at the last meeting, I am pleased to report that a settlement has been agreed for the largest group of claims. The first payments were made to residents in November, this continues as acceptances are received. In parallel, negotiations continue with the other agents to again arrive at a locally determined solution. Good progress is being made. We are continuing to deal with individual queries as they arise, clarifications and confirmation of entitlement. Residential property update Total properties sold to date: 237. There are a handful of properties that have either exchanged and will complete in the next month or are sold subject to contract that are expected to exchange shortly. One property is due to be marketed for sale in the next two weeks with vacant possession. Stansted s transformation Stansted s transformation continues to make progress: the programme has now marked one year of construction. In January 2018, Stansted Airport appointed Mace as the main contractor for the construction of the 150 million arrivals terminal. Enabling works are underway with work on the 39,000 square metre terminal to start in spring 2019 and scheduled for completion in autumn The arrivals terminal will include larger immigration and baggage reclaim areas, new retail facilities, a public forecourt and improved access for all onward transport options. Once completed, Stansted will be the only major UK airport operating dedicated arrivals and departures terminals. Works continue within the airfield to continue the development of the Echo apron, with eight new stands expected to be operational this year. The new six-floor multi-storey short stay car park is past the half-way point of construction and is expected to open in the summer 2019, while inside the existing departures terminal, demolition and preparation continues for the next instalment of shoreline check-in desks. London Stansted has appointed Gerry Whyte as Delivery Director for the airport s multi-million pound transformation. In his new role Gerry will work closely with Business Change Director, Paul Willis, and take responsibility for overseeing and delivering the 600 million project which will significantly enhance the airport experience for passengers and airlines. Gerry previously worked on some of the UK s largest construction developments ranging from Edinburgh St James, Liverpool One and Bluewater in Kent. He most recently held the post of Preconstruction Director at Laing O Rourke leading the team through the preconstruction phase of the retail expansion of Brent Cross. He started in his new role on December 3 rd. 7

8 London Stansted Airport jobs fair In October the London Stansted Airport jobs fair saw more than 700 jobseekers attend to receive information about the 26 companies based at the airport who were recruiting for more than 600 positions, with a variety of roles including cabin crew, retail, border security, catering and hospitality on offer. Some of the larger employers looking to meet new talent were Ryanair, Titan Airways, Border Force, Jet2.com and FedEx. London Stansted Airport is the biggest single-site employer in the region with more than 12,000 employees working for 200 on-site companies. To make the event as accessible as possible, free travel was available to all attendees thanks to partnerships with National Express, Stansted Express, Arriva, First Essex, Airport Bus Express and CrossCountry Trains. Companies attending the Jobs Fair included: Titan Airways, TRG, MoneyCorp, Blackjack; Omniserv, Radisson Blu Hotel, Ryanair, Stansted Airport College, Europcar, HMSHost, Caviar House, MAG, GUK, Harrods Aviation, Premier Work Support, Border Force, Jet2, Universal Aviation, McDonald s, Airport Lettings, FedEx, Luggage point, Novotel, Hampton by Hilton, ONS and Swissport. East of England China Forum In November, business and political leaders from the Eastern region and London gathered to officially launch the East of England China Forum which aims to stimulate inward investment, tourism spend, student numbers and export opportunities with China. Hosted by Daniel Zeichner MP in the House of Commons Members Dining Room, the 150-strong guest list included a delegation of political and business leaders from China s Jiangsu province which has had strong links with Essex County Council for over 30 years. The East of England China Forum launch event included speeches from: Daniel Zeichner MP, MP for Cambridge Ken O Toole, Chief Executive Officer, London Stansted Airport Mr. Zhang Bin, Counsellor Commercial, Embassy of the People s Republic of China in the United Kingdom of Britain and Northern Ireland Mr. Duan Xiong, Deputy Director, General of Jiangsu Provincial Department of Science and Technology Mr. Zhou Changqing, Deputy Director-General of Department of Commerce of Jiangsu Province Will Quince MP, Member of Parliament for Colchester, Essex, Committee Member of All-Party Parliamentary Group for China Following the launch, London Stansted welcomed a senior delegation from the Chinese Ministry of Commerce to view progress on the airport s 600 million investment programme and learn more about the opportunities that exist for Chinese airlines to provide direct long-haul service into Stansted. Mitie Over the last year, Stansted Airport have been working collaboratively with Mitie to assist with their recruitment and retention plans. We have now agreed that Stansted Airport will take over the delivery of the Soft Services Contract, including cleaning, glazing, waste management and pest control. 8

9 This means that all directly employed Mitie colleagues operating on the Soft Services Contract will TUPE transfer to Stansted Airport on 1 April 2019 and all staff are being consulted. At the heart of transforming our airport is a focus on providing better facilitates and experiences for our customers and the insourcing of soft services enables us to take control of an essential element of the customer journey. The team will form part of the wider Assets Maintenance Services team reporting into Roy Elphick and will be integral in supporting the improvement to our guest experience. London Stansted Airport Travel Show The second London Stansted Airport Travel Show, held in Cambridge in November, brought together travel agents, buyers, airlines and destination representatives. The event showcased the airport s 200 global routes and offered the chance to discuss corporate airport packages. Exhibitors included easyjet, Air Corsica, British Airways, Ryanair and Emirates. Chief Commercial Officer Aboudy Nasser shared an exclusive look at the latest design plans for the new Arrivals Terminal to be built and talked about a new era of putting the passenger experience at the heart of everything the airport does. Airport waste amnesty A week-long waste amnesty at London Stansted collected over nine tonnes of unwanted and discarded items as the airport undertook a major spruce-up ahead of its busiest ever festive season when more than one million passengers are anticipated to pass through its doors. The clean-up not only improves the passenger experience at the airport, it also supports preparations for the next phase of building works on the 600 million transformation project. Organised by Stansted s Facilities Management team and supported by the airport s waste management specialists, Mitie and Grundons, companies and colleagues from across the campus were invited to do their bit to keep the airport tidy and clear redundant and abandoned materials from right across the site. All nine tonnes of the waste will now be recycled or disposed of in a way which avoids it going to landfill. Drones All with all MAG airports, Stansted Airport has a robust safety management plan in place to deal with the risk of drones, which has been prepared in consultation with local police forces. We welcome the Government s recent announcement of additional powers for police officers, allowing them to more easily land, seize and search drones. Following recent events at other UK airports we are continually engaged with the Department for Transport, other government agencies and local police forces to identify additional improvements that may further mitigate the risk posed by drones, considering developments in technology, laws and regulations. 9

10 Transport Surface access: mode share The CAA s statistics for mode share for Q shows the percentage of passengers using public transport to get to Stansted Airport holding strong at 50.15%, with rail still the dominant mode, mainly due to competitive fares. Stansted Airport remains the leader across for the country for percentage of air passengers using bus, coach and train to travel to the airport. Rail New rolling stock will be introduced in Summer 2019 on the Stansted Express services as part of the new Greater Anglia franchise. The 12-car train units will see every train fitted with free Wi-Fi, at-seat plug and USB points, air conditioning and state-of-the-art passenger information screens, in bright new carriages with comfortable new seats. Bus and Coach Arriva have introduced new Euro 6 bus fleet on the 133 Service that serves Braintree, Felstead, Dunmow and Takeley. The vehicles have air conditioning, USB charging points and free Wi-Fi. Car Parks The construction of the Green Multi Storey Short Stay Car Park is underway, with planned completion ready for July We have completed the tender of car park bus operation, with award of the contract to be made by end of January This tender includes new bus fleet, real time information at all stops and reduced journey times to Long Stay and Jet Parks. This new contract will go live as from 1 st June Following passenger feedback, new signage has been installed in long stay to make the journey through the car park simpler: this works includes improvements to all the bus stop and zone signage as well as trimming all the bushes and trees to improve the overall appearance of the car park. The signage improvements will also be rolled out through Jet Parks and mid stay by the end of March

11 Staff Car Parking & Cycling The extension of Coopers End Staff Car Park is due to be completed by mid-february with approx. 400 additional spaces. This will include the construction of a shared pedestrian and cycleway connecting to Enterprise House, a key part of the airport s walking and cycle strategy and will be ready by the end of March. Annual Transport Forum Conference The annual Stansted Area Transport Conference will be held on 28 th Feb 2019 with a packed agenda feeding back the successes and future surface access plans to the delegation. Stansted Airport Passenger Community Fund The Stansted Airport Passenger Community Fund donates money (up to 1500) to local causes within a 20 miles radius of Stansted Airport. The money donated by the committee is raised from passengers' and staff's unwanted foreign currency which is collected in the terminal. Consideration is given to requests from sports clubs, pre-school nurseries, junior sports clubs, brownies, guides, clubs, elderly and animal charities. Stansted Airport Community Trust The Stansted Airport Community Trust supports capital projects which protect and enhance the social, economic and environmental well-being of the community within a 10-mile radius of the airport. Funds available for the year are anticipated to be in the region of 200,000, with expenditure from January to December 2018 being 146,052. The ,000 donation for 2018 was paid to the Trust in April 2018 together with the noise fines of 8,750 for

13 Stansted Airport College celebrates official opening The College was officially opened at a ceremony led by Robert Halfon MP, Chair of Education Select Committee and London Stansted CEO Ken O Toole on 13 December The College, which has opened its doors to almost 300 students for its first term, is a brand-new 11 million technical skills facility, the first purpose-built on-site college at a major UK airport and the only Further Education centre in Uttlesford. Constructed on a one-acre site on land made available by the airport the project received two separate 3.5 million grants from the South East Local Enterprise Partnership (SELEP) Local Growth Fund and Essex County Council, 600,000 from Harlow College and was also supported by a 300,000 grant from Uttlesford District Council. The opening was attended by South East Local Enterprise Partnership (SELEP) Adam Bryan, Cllr Kevin Bentley of Essex County Council and Uttlesford District Council leader Howard Rolfe. Students and staff of the college and local schoolchildren from nearby Birchanger Primary School were also at the event. The College is the flagship of London Stansted s commitment to supporting education, employment and training, alongside the Aerozone children s education centre and dedicated on-site Stansted Employment and Skills Academy. Free English and maths courses In October 2018 London Stansted Airport s Employment and Skills Academy launched free English and Maths courses to allow current airport employees, jobseekers and local residents to develop their skills. The new Functional Skills courses are available from entry level to Level 2 and are designed to improve numeracy and literacy as well as building confidence and motivation for the workplace or further learning. Although the courses are open to anyone, they are particularly aimed at current airport employees who may not have access to other free learning opportunities, which are often restricted to active jobseekers only. Taking place at the dedicated Airport Employment Academy at Stansted, learners will follow an individual programme, typically attending once every two weeks for a 12-week period. The new programme will be delivered by Harlow College and builds on the academy s suite of existing training courses aimed at helping people find employment at Stansted Airport. Forest Hall School mentoring scheme London Stansted Airport staff are supporting GCSE students through a mentoring partnership with Forest Hall School for the sixth year. Over the last five years, 75 Year 11 students at Forest Hall School in Stansted Mountfitchet have been paired with colleagues who draw on their experience, both in life and in business, to lend the students extra support during their challenging GCSE year. This year, the fifteen staff members taking part come from departments across the airport including Security, Passenger Services, Engineering, Press Office and the Fire Service. They have each been paired with a student who they will work with once every two weeks throughout the school year. London Stansted Airport wins gold for foodbank support at environmental awards London Stansted Airport has received recognition for its support of foodbanks in local communities, at the Green Apple Awards for Environmental Best Practice in November The airport received a gold award for a scheme which began as a trial in 2017, recycling nonperishable food, drink and toiletry items which had to be surrendered by passengers due to hand luggage security restrictions by giving them to local foodbanks across Uttlesford, Essex and East 13

14 Hertfordshire. Now a permanent initiative, it has contributed to supporting more than 3,000 local families to date and is run entirely by airport staff who volunteer time to sort and transport donations. Through donations from the airport, other businesses and the community, food banks supply three days nutritionally balanced food and support to people in crisis. In the first three months, Stansted s collection scheme donated 2.4 tonnes, or five per cent of the total collected for the entire year. Noise Action Plan Following public consultation, discussion at STACC and further consideration at the EIG meeting in November, the final draft of the Noise Action Plan was submitted to Defra for approval. The Environmental Noise Directive requires Defra to consider the draft plans and, subject to approval, to submit them to the European Commission by 18th January Our most recent correspondence from Defra (14th January 2019) informs us that officials are still waiting for ministerial approval of all the airport noise action plans. We will publish our final plan, alongside a summary document once we receive confirmation that it has been approved. To ensure that we carry forward all the actions in the new plan we have agreed that we will provide a tracking document as a standing agenda item to all future meetings of EIG. Airspace modernisation In previous reports to STACC we have discussed plans to modernise airspace arrangements across the UK and the heavily revised airspace change process that has been published by the CAA (CAP1616). The modernisation process is essentially a transition from tradition ground based navigation aids to make greater use of satellite guidance. The successful application of satellite guidance to two of our departure flights paths has enabled aircraft to fly with much greater accuracy and consistency and we anticipate that there will be similar opportunities as we now move towards updating the remainder of our departure and arrival flight paths. We expect this transition to take place over the course of the next three years, in a highly integrated way with other airports and National Air Traffic Services. The first stage in the airspace change process is to submit a statement of need, essentially a request to make a change to airspace, to the CAA for their preliminary approval to proceed. We have now submitted a statement of need to the CAA and we expect to meet them soon to formally initiate the process. We will, of course, work closely with STACC as the process develops and we expect to commence the first stages of the process in the spring. Ken O Toole Chief Executive 30 January
