Guy Davies He is intending putting in a planning application to remove his grain store and put a selection of six houses in the shape of a crescent on the 2 acre brown field site. He showed the members a draft of what he was proposing and asked for their support. The Council will make a decision when the planning application comes to the table. The Chair thanked Mr Davies for bringing this to the Council s attention. 71/15 MINUTES - It was RESOLVED to approve and sign the minutes dated 7 July /15 REPORTS To be consider the following reports: a) Clerks progress report Issue Date Action Smart Water October 2012 Swings at Nesscliffe Play Area July 2015 Chicken Manure July 2015 Tree at Nesscliffe Play Area July 2015 I still have 5 Smart Water to sell if anyone is interested at each. Reported by Cllr Miss Gilbert and I have a price as item 85/15c. Cllr Evans reported a problem with chicken manure. This was inspected by the Environmental Agency and a decision was taken that there was not a problem. Cllr Miss Gilbert reported a dead tree in Nesscliffe Play Area. I am looking into arranging for a tree warden to look at the tree. Response from Shropshire Council was read out at the meeting. The School has the tree in their tree survey and has recommended for it to be felled. b) Police Report No police present. c) Shropshire Council - Cllr Roberts report that SAMDev was almost at a close. The planning department are looking into outstanding planning applications. This development is out of character with its immediate surroundings. There are a number of historically attractive buildings in Little Ness. To maintain their prominence and visual impact, all recent developments have been confined to single storey properties. This proposal is for modern, large, 2-storey, 4 bedroom properties. ii. The Clerk reported that Mazars had made no comments to Section 3. 78/15 YOUTH CLUB Cllr Miss Gilbert reported that the trip to the Safari Park was a great success with everyone enjoying themselves and our first meeting is next Monday. Cllr Miss Peters reported that a meeting was held last week with, Shropshire Council, Mathew Mead, Shropshire Youth Association (SYA), Richard Parkes, Cllrs Miss Gilbert and Evans, the Clerk Anne Chalkley and herself. The meeting was held to look at the proposed SYA Partnership agreement. Cllr Miss Peters explained that the contract was for two years, but there was a two month break clause if the Council needed to cancel the partnership. Mathew Mead had informed the committee that a Local Joint Committee Grant of 900 over the next two years would be coming to Nesscliffe Youth Club but nothing was certain after that. Cllr Miss Peters recommended that when Richard Parkes sends the Partnership Agreement the Council should sign it. The Chair thanked both Cllrs Miss Gilbert and Peters for this information and recommendation. 79/15 AUTOMATED EXTERNAL DEFIBILATOR (AED) After discussion it was AGREED that the Council ask Andy Davies to hold a presentation of the AED to at a public meeting on Thursday 17 September at 6pm and to invite the WI members to attend, if they so wish, before their meeting on the same day at 7.30pm. Cllr Miss Peter to give the Clerk the WI contact details. 80/15 WILCOT PLAY AREA Cllr Bustard reported that the climbing frame has been removed and the chain is at his house at the moment. After discussion it was AGREED that Cllr Bustard take the chain to Cllr Tailyour to sell on behalf of the Council. It was also AGREED to obtain advice and quotations to improve the play area. 81/15 SITES OF COMMUNITY CONCERN SUBMISSIONS - Shropshire Council Road Safety Policy After discussion it was AGREED to add to our list the following that is in our Parish plan: Quiet lanes and traffic restrictions of 30/40mph to the lanes in Great Ness, Little Ness, Wilcot, Hopton/Valeswood, Kinton and Felton Butler. 82/15 COLLAPSE OF THE ADCOTE MILL BRIDGE The Clerk reported that she was still awaiting a response from Shropshire Council, Richard Knight. 83/15 NOTICE BOARDS Cllr Evans reported that Tristam Pearce was unable to help with installing the notice boards due to work commitments. Cllrs Miss Peters and Bustard may know of people that would be able to help. They will give the Clerk their contact details. 84/15 AUTOMATIC PENSION ENROLMENT Cllr Miss Peters reported that she will report back to the council after the training course on the 15 September. 85/15 MAINTENANCE WORK a) Balance Beam at Wilcot Play Area Cllr Bustard reported that this had been removed. b) Graham Taylor Do you want the hedges cutting this year - Great Ness new churchyard, Wilcot Playing field and along the drive to Nesscliffe playing field bordering the school? It was AGREED for this work to be carried out and also to ask Graham to cut the hedge to the footpath from the foot bridge into Nesscliffe village. c) Ray Parry - To supply and fit 2 new cradle seats - 2 New Flat Seats - Also the bushes and shackles require replacing on the 2 flat seats swing - total Cost Supply and Fit plus Vat. 6 Area to see if he can give any ideas what to do to the concreted areas. 86/15 LITTLE NESS VILLAGE HALL Request from Little Ness Village Hall Committee to use some of the CIL money to help to pay for the new car park.
