1 Annual Report MISSION STATEMENT Building community-wide commitment for comprehensive, high-quality early learning environments that benefit the children and families of Palm Beach County. EVALUATION OF DIRECT ENHANCEMENT SERVICES Comprehensive Consumer Education Describe how the Coalition coordinated resource and referral programs specifically related to the provision of comprehensive consumer education to parents and the public regarding participation in the school readiness program and parental choice. The Coalition provides comprehensive consumer education to parents and the public about the School Readiness Program and parental choice through several channels. Most directly, upon contacting the Coalition through its hotline, visiting one of its locations, or accessing the website, parents and the public immediately receive Child Care Resource and Referral assistance. Further, the Coalition produces monthly newsletters, distributes electronic mail announcements, and performs outreach at community events. The Coalition also maintains a strong social media presence through its website; Facebook, Twitter, Youtube, Pinterest, and Instagram accounts, and is starting to send alerts through SMS text messages. These media are used to keep stakeholders informed of timely developments about early childhood education and child care in the county. Finally, the Coalition has an increasing presence in the county through its mobile (rover) staff engagement in and with the community to provide information and offer technical assistance. Provider Financial Supports Provide a list of grants, awards, or bonuses offered to school readiness program providers to assist them in meeting applicable state requirements for child care performance standards, implementing developmentally appropriate curricula and related classroom resources that support curricula, providing literacy supports, and providing professional development. Include the qualifying criteria to receive financial supports and related monitoring activities to verify appropriate use of support. The Coalition implements the Performance Funding Program (PFP) funded by the Florida Office of Early Learning. Under PFP, selected child care providers with at least 20% School Readiness enrollment can earn additional funding for improving School Readiness program outcomes. PFP Providers and their teachers must demonstrate, through evidence of the Classroom Scoring Assessment System (CLASS), the maintenance or achievement of high quality performance. Page 1 of 31

2 Training and Technical Assistance Provide a list and description of the trainings and/or technical assistance activities the coalition offered to school readiness program providers, staff, and parents in the following areas: - Early Learning Standards - Child Screenings and Assessments - Developmentally Appropriate Curricula and Character Development - Teacher-Child Interactions - Age-Appropriate Discipline Practices - Health and Safety - Nutrition - First Aid - Recognition of Communicable Diseases - Child Abuse Detection and Prevention The Coalition continues to offer a myriad of training opportunities and technical assistance to its staff, providers, and parents. Coalition staff were trained in several areas, and can design and implement trainings in Early Childhood Education for Palm Beach County child care providers. Trainings and technical assistance are offered on core competencies for child care providers. These trainings build the capacity of providers in the County to institute developmentally appropriate curricula and environments, and enhance teacher-child interactions and infant-toddler support. Trainings can be provided in a variety of settings including: on an individual basis, in small groups, or in large groups and are delivered in short 3-hour workshops or over time in a series. Further, each training is divided to focus on preschool age group or infant/ toddler age groups. Teachers who participate in the Coalition s trainings earn in-service hours. The Coalition offers the trainings in both Spanish and English to providers and parents. Some of the most popular trainings are: Challenging Behaviors, Arts in the Classroom, Literacy Strategies, Creating a Positive Environment, Using the Standards to Build Lesson Plans, and Language Strategies in the Classroom. 4 Quality Activities for Infant & Toddler Care Provide a description of the quality activities and services the coalition provided to enhance infant and toddler care. The Coalition provides technical assistance, support, and trainings to providers and teachers who serve infants and toddlers. Quality supports offered by Coalition staff are administered by conducting observations, modeling age appropriate activities to child care staff, and providing one-on-one coaching sessions in areas in which improvement is needed. Topics include: classroom environment, social and emotional growth, socialization, and developmental learning. These efforts result in providers increased knowledge, confidence, and skills to effectively meet the needs of the children they serve. Further, the Coalition connects parents to infant and toddler resources, such as access to community agencies that can address both individual and behavioral needs of infants and toddlers. Resources also include educational tips, development assessments, and referrals to services. The Coalition also participates in the FOEL Infant and Toddler Network, community meetings, and infant and toddler mental health meetings, and implements the CLASS Observation Tool. In addition to exposing the Coalition staff to trends in the field, participating in these activities helps to reinforce staff skills and knowledge needed to better support infant and toddler care. Providing exposure to the Florida Early Learning and Developmental Standards to teachers working with children from birth to three serves as a strategy for improving infant and toddler care. Monitoring Describe the process for monitoring of compliance with, and enforcement of, applicable state and local requirements. Providers are chosen to be monitored based on a random sample. In addition to those randomly selected, high-risk providers are also monitored. A provider is determined to be high-risk based on the criteria below: (a) Lower than 85% Post Audit Attendance Monitoring (PAAM) accuracy (b) Multiple Department of Health licensing violations (c) More than 8 items out of compliance on prior monitoring reviews The Coalition uses a state-wide monitoring tool to complete the monitoring review for School Readiness (SR) Providers. For Voluntary Pre-Kindergarten (VPK) Providers, the Coalition developed internal monitoring criteria. Following the monitoring, Coalition staff reviews the monitoring report with the provider representative, and discusses areas for improvement. If the provider falls below expectations, Coalition staff schedules and completes a follow up to address the areas of concern. The Coalition also monitors parent complaints via telephone/ desk review and performs in person monitoring of the complaint. 100% SR providers received a post audit attendance monitoring resulting in a total of $43, dollars returned to the Coalition. 5 Inclusion Describe the activities the coalition has implemented to promote inclusive child care including responding to Warm-Line requests by providers and parents and providing developmental and health screenings to school readiness program children. The Coalition s Inclusion Services Department implements several activities to promote inclusive child care throughout Palm Beach County. The Coalition places a heavy emphasis on children with disabilities and other special needs. The Coalition offers the following inclusion support to parents and providers: Developmental Screenings, Child Development, Challenging Behaviors, and Special Needs Classroom Management. The first point of access to the Coalition for inclusion services is through its Warm Line, , which is available to both parents and providers to access services for children with special needs. The Warm Line provides information on general inclusion, social and emotional health, developmental delays, special health care needs, Americans with Disability Act, Individuals with Disabilities Education Act, and Section 504 of the Rehabilitation Act criteria and Autism spectrum disorders. More often, it has been the Coalition s experience that more providers than parents use the Warm Line. The Coalition responds to requests within 72 hours and conducts on-site technical assistance to teachers at providers locations. Technical assistance can also be delivered via telephone to parents and providers. During fiscal year , the Warm Line received 250 calls. The Coalition provides strategies, curriculum, and environmental adaptations to the providers to effectively serve children with special needs. Trainings to providers are offered on social and emotional development, challenging behaviors, appropriate interactions and other special needs. The Coalition also offers assistance to Providers in administering the Ages and Stages Questionnaire. In the last fiscal year, the Coalition purchased and distributed new ASQ-SE 2 developmental screening kits to providers, in addition to the ASQ 3, and hosts trainings for providers on how to use them. The Coalition facilitated screenings to 16,483 children, with an 81% return rate or 13,448 children screened in ,432 assessments, with one or more areas of concern, were entered into the local Healthy Beginnings Data System and referred to the appropriate community agencies such as Home Safe.
