1 LEAGUE OF NATIONS. C.257 M VII, Geneva, June 26th,1935. DISPUTE BETWEEN BOLIVIA AND PARAGUAY SUPPLY OF ARMS AND WAR MATERIAL TO BOLIVIA AND PARAGUAY. COMMUNICATION FROM THE POLISH GOVERNMENT. Geneva, June 24th, (Translation) I have the honour to inform you, and to request you to notify the Advisory Committee on the dispute between Bolivia and Paraguay, that, on June 21st, 1935, the Polish Government raised the embargo on arms and war material consigned to Paraguay, the embargo against Bolivia having already been raised on February 14th, The embargo, as recommended by the Assembly of the League of Nations in its report of November 24th, 1934, was merely a step taken individually, outside the scope of the League Covenant, by the States Members of the League, with the object of bringing about the cessation of hostilities. In consequence of the admirable efforts of the mediating Powers, a protocol of peace was signed at Buenos Aires by the two contending parties on June 12th, The signature of the protocol was followed by the effective cessation of hostilities. The genuine desire for reconciliation manifested on this occasion by both parties represents, in the Polish Government s view, the most effective guarantee of the restoration of peace. In these circumstances, the Polish Government has not thought it desirable to maintain the embargo, which, in its opinion, has no longer any object. I have the honour, etc. L. Communication from the Government of the Argentine Republic. Geneva, June 27th, nslation from the Spanish) I have the honour to acknowledge the receipt of your Note No.C.256.M VII. of yesterday s date, regarding the supply of arms to Bolivia and Paraguay. In reply, I beg to inform you, having regard to the circumstances mentioned by the Chairman of the Advisory Committee, that, inasmuch as the High Contracting Parties hove already bound themselves by Article 3 of the Protocol signed at Buenos Aires on the 12th instant, in that part which refers to measures of security, "to abstain from any fresh acquisition of war material other than such as may be indispensable for current replacements pending the signature of the Treaty of Peace, my Government considers that the suggestion of the Chairman of the Advisory Committee that it is undesirable to maintain even a theoretical discrimination between the ex-belligerents is entirely justified, and, in its opinion, any embargo imposed on either or both parties should accordingly be raised. Rome, June 27 th, (Translation from the Italian) With reference to the Note addressed to you on January 28th last, No /C (, regarding the raising, in conséquence of the opinion expressed by the Advisory Committee on January 16th lastv2] 0f the embargo which had been placed upon the supply of arms to Bolivia, I have the honour to inform you that, in view of the new situation brought about by the agreement recently concluded at Buenos Aires between the Republic of Bolivia and the Republic of Paraguay - which agreement has put an end to the conflict in the Chaco - the Royal Government considers that the recommendations of thn reports adopted by the Advisory Committee on January 16th, and March 15th,(3) last as regards Paraguay are no longer relevant in view of subsequent events. Such being the case, the Royal Government hap decided to cancel the prohibition of the export of war material to Paraguay also. Communication from the Chilean Government, (Translation) Geneva, July 6th, To the Secretary-General «By your document C.256.M VII, you were good enough to communicate to the members of the Advisory Committee and the Members of the League a letter from the Chairman of that Committee concerning the measures of embargo wh ich had been taken by certain Governments against Bolivia and Paraguay during the development of the Chaco dispute. In that letter M. de Vasconcellos expressed the view that it would be undesirable to maintain those measures in view of the Agreement signed at Buenos Aires on June 12th last, which put an end to the Chado war. He further stated that he would be glad to receive, through you, the views of members of the Advisory Committee on this point. Although, for reasons which it has more than once had occasion to explain to you, ray Government never participated in these measures, it considers that, in strict justice, such States as did participate in them should proceed to suspend them. Paris, July 8th, In a note dated June 22nd, 1935,* the President of the Chaco Advisory Committee proposed the suspension of all such discriminatory measures as might have been taken by the Powers in respect of Bolivia and Paraguay follow ng the opinion and recommendations of th= above-mentioned Committee, and more particularly those of January 16th and March 15th, In view c the new situation created by the signatur of the Protocol of Buenos Aires by both belligerents on June 12th last the Government of the Republic agrees with M. de Vasconcellos that the above-mentioned measures no longer serve any useful purpose. Communication firom the United Kingdom Government. London, July 18th, I am directed by Secretary Sir Samuel Hoare to invite reference to your letter of the 26th June last (C.256.M.128,1935.VII) circulating to the Members of the League of Nations the text of a note by the President of the Advisory Committee on the Bolivia-Paraguay dispute. 2. I am to inform you that His Majesty s Government in the United Kingdom agree with the view expressed by M. Vasconcellos that, in view of the signature at Buenos-Aires on the 12th June of an armistice between the belligerents and the subsequent convocation of a Peace Conference, all measures of discrimination between the two Powers should be discontinued. His Majesty s Government have accordingly decided to raise forthwith the prohibition of the supply of arms and war material to Paraguay which they have enforced since the 9th May, I have the honour to be, etc... Geneva, July 19th, Sir, My Government has taken note of the letter from the President of the Committee set up to follow the develoment of the dispute between Bolivia and Paraguay (Doc.C. 256.M VII), and agrees that there is no longer any need to maintain even a theoretical distinction between the two exbelligerents; it is also of opinion that in principle the measures previously taken for the purpose of discriminating between the two Parties should be withdrawn, in view of the new situation which lenders them unnecessary. My Government takes this opportunity once again to express its satisfaction at the successful outcome of the Buenos Aires negotiations which have led to the peace so earnestly desired by all. Stockholm, July 18th, With reference to my telegram of May 24th, 1934*, and my letters of January 25th, 1935,** regarding certain measures to prohibit the export and r e-export of arms, war material, aircraft, aircraft motors and their parts and munitions for Bolivia and Paraguay, as also to your communication of June 26th last (Doc.C.256.M VII), I have the honour to inform you that in the application of the general rules governing the export from Sweden of arms and war material, the Swedish Government will cancel as from to-day the measures mentioned in my telegram referred to above in respect both of Bolivia and of Paraguay. I beg you to bring the above to the knowledge of the Advisory Committee for the dispute between Bolivia and Paraguay. Note by the Secretary-General The Secretary-General has the honour to transmit to the Advisory Committee and the Members of the League the following communications from the Governments of Venezuela, Netherlands, Australia, Irish Free State and India. I. COMMUNICATION FROM THE VENEZUELAN GOVERNMENT. (Translation) Paris, July 19th, In his note of June 22nd, 1935,^ the President of the Advisory Committee of the Assembly stated that the two, Parties to the Buenos Aires Agreements of June 12th, 1935, ' have bound themselves to abstain from any acquisition of arms and war material, and suggested that the prohibition of the supply of arms recommended by the Committee on January 15th and maintained in respect of Paraguay on March 15th,4! should be raised. The Venezuelan delegation is prepared to agree to the suspension of the measures in question which its Government has not had to enforce. I have the honour, etc., C. In view of the new situation created by the agreement signed between Bolivia and Paraguay, Her Majesty s Government has decided to raise the embargo on the supply of arms and war material to Paraguay which it has hitherto applied. 12 - 3 - IV. COMMUNICATION FROM THE GOVERNMENT OF THE IRISH FREE STATE. Geneva, August 2nd, I have the honour to refer to your note No. C.256. M VII containing a communication from the Chairman of the Advisory Committee appointed by the Assembly to follow the dispute between Bolivia and Paraguay, and to inform you that in view of the altered circumstances the Government of the Irish Free State have cancelled all measures making any distinction between Bolivia and Paraguay in the matter of the export of arms and ammunition from the Irish Free State to those countries.
