In Myanmar, rural folks make up 70 per cent of the nation s population, and their main business is agriculture. So, only when per capita income of farmers is on the increase, will the nation be able to enjoy economic growth. With this concept, the government is fulfilling agricultural requirements for boosting the incomes of farmers. Myanmar being rich in natural resources, farmers can enjoy better incomes if they work hard, taking full advantage of natural resources in abundance. While in Pyawbwe, the Prime Minister gave instructions, saying that Myanmar was favoured with vacant and fallow lands in abundance, and called for advanced agricultural methods, using high-yield strains of crops along with chemical and locallyproduced fertilizers in combination. Tawma Village in Meiktila Township is growing late monsoon long staple cotton. If the cotton output exceeds the target, the farmers will be awarded the prize for highest cotton per acre yield. Mahlaing gets low annual rainfall. In the past, the township did not get sufficient water for growing monsoon paddy. So, the government has constructed Kyintha Dam in the township for supply of adequate irrigation water. Now, local farmers can apply triplecropping pattern including monsoon and summer paddy. Farmers on their part have to use machines to expedite agricultural tasks and to generate electric power on a manageable scale with the use of cattle dung. The people are, therefore, to engage in regional development tasks in concert with the government, in recognition of the hard work the government is exerting to attend to the people s economic and social requirements. Winners of the Design Competition for Cyclone Resistant Community Building were presented the prizes by responsible personnel of Association of Myanmar Architects, Myanmar Engineering Society, Tun Foundation Bank and UN-Habitat. Seminar, as part of the UN World Habitat Day, followed and resource persons read papers on disaster preparedness and experiences of disasters. 3 US, NATO attacks killed 3,200 Afghan civilians since 2005 KABUL, 7 Oct Up to 3,200 civilians have been killed in NATO and US action in Afghanistan since 2005 but compensation payouts have been far lower than in other global cases, according to research by a US professor. The use of air power is growing, raising risks for civilians, University of New Hampshire professor Marc W Herold says in research released on the anniversary of the 7 October, 2001 launch of the invasion of Afghanistan. International troops arrived to topple the Taliban and have remained to fight an insurgency in which civilians are killed in military action and attacks, although the government and militaries involved do not release numbers. Herold says other groups tracking the civilian cost of the war, such as Human Rights Watch, underestimate the tolls while international military and media attach low value to Afghan life in the accounting of events. Herold, who runs the Afghan Victim Memorial Project, says his research shows between 2,699 and 3,273 civilians were killed in direct action by international forces in Afghanistan from 2005 to so far this year. Internet US military to deploy more surveillance planes to Afghanistan Iran: no US request on diplomatic post TEHERAN, 7 Oct Iran says it has not received any request from the United States to establish a diplomatic outpost in Teheran. Hasan Qashqavi, spokesman for Iran s Foreign Ministry, told reporters on Monday that Washington has not made a formal request to assign diplomats in the Iranian capital. US Secretary of State Condoleezza Rice said on Sunday that Washington was continuing to look at the idea of establishing a diplomatic outpost in Iran. Rice spoke while flying from India to Kazakhstan. The US has not had formal diplomatic relations with Teheran for nearly 30 years. Internet WASHINGTON, 7 Oct The military is expanding the number of airplanes for reconnaissance and surveillance in Iraq and Afghanistan in response to demands from the Pentagon chief to assume a war footing in getting more planes into the air. The US Army is sending a new unit of remote-controlled aircraft, similar to one it fielded in Iraq two years ago, to Afghanistan to monitor insurgents and enemy targets. The Air Force, meanwhile, is deploying about three dozen small turboprop planes with reconnaissance and surveillance crews to add to the unmanned planes already being used there. Both services are also trying to put more laptop computers in the hands of soldiers on the ground so they can benefit from the data provided by the eyes in the sky. The moves are prompted by criticism from Defence Secretary Robert Gates, who has said it was like pulling teeth to get the services to provide more remote controlled aircraft over the skies of Iraq and Afghanistan. INTERNET ISLAMABAD, 7 Oct The death toll from a suicide attack on a Pakistani opposition politician s home rose to 17, police said on Tuesday, a day after the bomber struck in the town of Bhakkar, deep in the central province of Punjab. Investigators said they found the head of the bomber, and from its appearance he appeared to come from the nearby militantinfested tribal lands. He was around 30 years-old and looks as if he was ethnic Pashtun from a tribal area. Probably he had links with militants there, Punjab police chief Shaukat Javed said. Violence has soared in Pakistan in the last year, and militancy has spread over most parts of North West Frontier Province and the tribal regions bordering Afghanistan. The security scare hit new heights after the 20 September suicide truck bomb attack that killed 55 people and destroyed the Marriott hotel in Islamabad. British and UN diplomats have been ordered to send their families out of Pakistan. Internet US military deaths in Afghanistan region at 539 WASHINGTON, 7 Oct As of Monday, 6 Oct, 2008, at least 539 members of the US military had died in Afghanistan, Pakistan and Uzbekistan as a result of the US invasion of Afghanistan in late 2001, according to the Defence Department. The department last updated its figures Monday at 10 am EDT. Of those, the military reports 389 were killed by hostile action. Outside the Afghan region, the Defence Department reports 66 more members of the US military died in support of Operation Enduring Freedom. Of those, three were the result of hostile action. The military lists these other locations as Guantanamo Bay Naval Base, Cuba; Djibouti; Eritrea; Ethiopia; Jordan; Kenya; Kyrgyzstan; Philippines; Seychelles; Sudan; Tajikistan; Turkey; and Yemen. There were also four CIA officer deaths and one military civilian death. Also Monday, a remote-controlled land mine killed a Somali driver and wounded two aid workers an Italian and a Somali some 60 miles southwest of Mogadishu. The aid workers injuries were not critical, Dr Abdi Rahman said. Witnesses said those killed in the capital included a 13-year-old. The fighting began when insurgents fired mortars at the presidential palace but missed, according to military spokesman Dahir Hersi. Al-Shabab, a radical Islamic group at the heart of the Somali insurgency, claimed responsibility for the initial attack. 4 4 THE NEW LIGHT OF MYANMAR Wednesday, 8 October, 2008 UNITED NATIONS SECRETARY-GENERAL S MESSAGE ON THE INTERNATIONAL DAY FOR DISASTER REDUCTION (8 October 2008) The observance of the International Day for Disaster Reduction for 2008 takes place in a year that has seen more than its fair share of natural calamities, and falls on the third anniversary of the earthquake in South Asia. With the casualties of that disaster and of this year s Wenchuan Earthquake and Cyclone Nargis still fresh in our minds, it is all the more appropriate to recall the lessons we have learned. Nearly four years ago, Governments adopted the Hyogo Framework for Action, which aims to reduce our collective vulnerability to natural hazards. But we must do more to turn commitments on paper into deeds that can keep the next major disaster from taking so many lives and destroying so many livelihoods. Now more than ever, when we are trying to accelerate national and international efforts to achieve the Millennium Development Goals, disaster risk reduction needs to be acknowledged and incorporated as a key plank of that work. The threats posed by climate change including increasing droughts, floods and storms increases the urgency further still, particularly in the world s poorest, most vulnerable communities. The World Disaster Reduction Campaign for focuses on making Hospitals Safe from Disasters. When health facilities are damaged, so, too, is our ability to improve maternal and child health and to provide other essential health services. But in resilient communities, health systems are better able to withstand natural hazards. We need to mobilize society at every level to reduce risk and protect health facilities so that they can save lives. I urge all partners Governments, civil society, international financial institutions and the private sector to step up implementation of the Hyogo Framework. Disaster risk reduction is everybody s business. Only by investing in tangible risk reduction measures can we reduce vulnerability and protect development. On this International Day, let us renew our dedication to this vital task. It is the second straight month decline since the foreign reserve fell below the 1 trillion mark in August. The world s second-largest after China s, Japan s foreign reserve dropped on sharp declines in the appraisal value of the nation s euro-denominated assets, the ministry said. It explained the euro lost ground against the dollar in September and reduced the value of euro assets when calculated in dollar terms. Internet Heavy storm leaves 2,000 without power in New Zealand WELLINGTON, 7 Oct About two thousand electricity consumers in New Zealand s lower and central North Island were still without power on Tuesday after strong winds battered the region. Supply was lost on Tuesday after winds gusting to more than 150km/h brought down trees and branches on powerlines, Radio New Zealand reported. At one stage, more than 4,000 customers were without power in Wellington, Wairarapa, Manawatu and Taranaki. The power is now back on in Wellington, but about 2,000 households in areas further north are still without supply. Six found dead in Los Angeles LOS ANGELES, 7 Oct Six people were found dead on Monday in the Porter Ranch area near downtown Los Angeles in what police said was a murder-suicide. The bodies were discovered about 7 am local of those who joined the poll oppose the extension of Abbas presidential term for another year. Internet Crude prices dip below $88 amid global market sell-off The price of oil continued on its significant decline and even broke some key support levels when it traded below 90 dollars per barrel, Wall Street Strategies senior research analyst Conley Turner told Xinhua. The fall is being attributed to the fact the current financial crisis is causing a lot of market participant to sell the commodity on the outlook that the world wide demand for the commodity will be cut sharply in the short term, said Turner. Crude prices have declined from a peak of dollars a barrel set on 11 July as high prices and the spreading financial crisis curb oil consumption. Crude prices retreated as China, the world s second biggest consumer, will not import gasoline for the second straight month and instead export the fuel due to heavy domestic stockpiles and a dip in demand. 5 Russian expert: China secures success in reform, opening-up by gradualism, innovation MOSCOW, 7 Oct In the last three decades of economic reform and opening-up, the Chinese people have achieved remarkable success under the leadership of the Communist Party of China, said a venerable Russian scholar in a recent interview with Xinhua. The Chinese government has been taking a steady, sure and gradual manner in popularizing and carrying out reformrelated policies to ensure most of the Chinese people can understand and accept them, said Michael Titarenko, director of the Far East Institute of the Russian Academy of Science. The Chinese government has taken into full account of tolerance limit of the general public over change and reform and assured them that the difficulties brought on by reform policies were temporary and surmountable, said Titarenko, a leading expert on China. Such a steady and sure manner has been a crucial factor in helping China succeed in its reform and opening-up over the past 30 years, he added. The state-owned Brazilian Development Bank will also open a new credit loan of 2.5 billion US dollars to aid Brazil s exporting businesses, Mantega said. The details of the government s bailout policy would be made public on Tuesday, the minister added. The decision was made in order to ease the panic in the Sao Paulo Stock Exchange (Bovespa), which suffered a 15 percent fall in the morning session on Monday. Mantega said Brazil s economy was strong enough to deal with the crisis. Here we do not have rotten assets, although we are suffering liquidity problems, he said, adding that the government is taking all necessary measures to ensure the liquidity in the country s markets. Brazilian foreign currency reserves now stand at about 207 billion US dollars, according to figures published on the central bank s website. The move would erode the competitive edge of China Mobile, the nation s largest mobile operator, as its smaller rivals could access its wider network. A circular jointly issued by the Ministry of Industry and Information Technology (MIIT) and the Beijing-Shijiazhuang railway under construction BEIJING, 7 Oct Construction began on a high-speed passenger rail line between Beijing and Shijiazhuang, capital of north China s Hebei Province Tuesday, the Ministry of Railway (MOR) said. The new 281 kilometer line is part of another route which connects Beijing, Guangzhou and Hong Kong in south China. It totals more than 2,300 km long. With an estimated cost of billion yuan (6.4 billion US dollars), the Beijing-Shijiazhuang line is expected to be complete and in operation in four years. It is jointly funded by the MOR, Beijing and Hebei governments. Xinhua State-owned Assets Supervision and Administration Commission (SASAC) of the State Council required China Mobile, China Telecom and China Unicom to promote the sharing and co-construction of infrastructure and avoid repeat building in the industry overhaul and the new round of network construction starting this month, according to the circular. The existing telecom towers and lines must open to rivals. If conditions were not ready for sharing, operators should expand and adjust their technologies, said the circular. If an operator planned to build telecom towers and lines, other operators should inform it in 10 working days if they had such facilities to share or plans to join the construction. They will be banned from building at the same sites and routes within three years if they show no need for co-construction, the two agencies said. Xinhua Singapore Temasek to sell power firm PowerSeraya SINGAPORE, 7 Oct Singapore state investment firm Temasek Holdings launched on Tuesday the sale of its electricity generator PowerSeraya, which generates about 28 percent of the city-state s electricity. PowerSeraya will be the last of three power generator that Temasek is selling under its plan announced in July last year to divest all of its wholly-owned power generation companies in Singapore by the end of next year, in a bid to liberalize the city-state s power-generating sector. PowerSeraya has a capacity of 3,100 megawatts (MW) now, and this will rise to 3,900 MW by 2010 when a new 800 MW capacity natural gas-fired plant completes. For the year ended 31 March, 2008, Power-Seraya had revenues of 2.79 billion Singapore dollars (1.90 billion US dollars) and earnings before interest, tax, depreciation and amortization of 355 million Singapore dollars. INTERNET STOCKHOLM, 7 Oct Two Japanese scientists and a Tokyo-born American shared the 2008 Nobel Prize for physics for discoveries in sub-atomic particles, the prize committee said on Tuesday. The Nobel committee lauded Yoichiro Nambu, a Tokyo-born American citizen, and Makoto Kobayashi and Toshihide Maskawa of Japan for separate work that helped explain why the universe is made up mostly of matter and not anti-matter via processes known as broken symmetries. They helped figure out the existence and behavior of the very tiniest particles known as quarks. Nambu, a professor at the University of Chicago, was recognized for his discovery of the mechanism of spontaneous broken symmetry. However, I was surprised and pleased to witness that the village had been developed considerably at the level of a township with concrete roads, fine houses, large buildings, school, hospital, football ground and the market. Green gram, corn and physic nut were grown as mixed crops in the rubber farms. U Saw Chit Thu of Shwe Kokko Village said, "Long ago, this region lacked peace and stability. We made peace with the government, and since 1997, we have been engaged in regional development tasks. At that time, there were families of only seven huts. The government provided us with assistance for raising the education and health sectors and regional development. It also disbursed 100 million kyats to us for agricultural farming. NAY PYI TAW, 7 Oct A coordination meeting on production of sun-dried salt and iodized salt was held at the Yamanya Hall of Mon State Peace and Development Council Office with an address by Maj-Gen Tha Aye of the Ministry of Defence on 1 October. Salt entrepreneurs from Thaton, Thanbyuzayat and Ye Townships took part in the discussions. Maj- Gen Tha Aye fulfilled the requirements. Maj-Gen Tha Aye, accompanied by Chairman of Mon State Peace and Development Council Commander of South-East Command Maj-Gen Thet Naing Win and officials, inspected 200-acre model monsoon paddy farm in Kwanta model village in Mudon Township. Maj-Gen Tha Aye attended the opening of new building for Dagundaing Village Basic Education High School in Mudon Township. The one-storeyed building, 150 feet long and 30 feet wide, was built at a cost of K 24 million including K 10.5 million contributed by the people, K 7.5 million by the State and K 6 million by Mon State Peace and Development Council. (See page 9) Remarkable progress of Shwe Kokko and Myitta Lin Myaing villages in Myawady Township Article by Maung Maung Htwe (), photos by Hla Moe () During our recent trip to Kayin State, we mediamen dropped in Myawady and surrounding villages due to the arrangements made by Chairman of Kayin State Peace and Development Council Brig- Gen Zaw Min. Myawady of Kayin State shares the border with the neighbouring country, and has enjoyed rapid development. In particular, its basic education schools are on a par with a degree college. The village's development rate has gathered momentum with livestock farms, rubber farms, physic nut plantations and gardens. Establishment of a border trade centre in the town is a giant step for development of border trade with neighbouring Thailand. While in Myawady, we had an opportunity to visit Shwe Kokko and Myitta Lin Myaing villages on a package tour arranged by officials concerned.
