3 Information about plan s developer Federal State Institute Novorossiysk Maritime Port Administration (herein after referred to as FSI «Novorossiysk MPA) was founded in compliance with Regulation of Council of Ministers Government of the Russian Federation of About organization of maritime port monitoring valid in the version of the Regulation of the Government of the Russian Federation of About development of state monitoring system of merchant maritime and specialized ports. FSI Novorossiysk MPA is a noncommercial organization rendering, intra vires, state services on maritime transport in the sphere of organization and provision of safety of navigation. Introduction Ship waste management plan in ports Novorossiysk, Anapa and Gelendzhik represents the regulatory base of Resolution MERC. 83(44) Guide on provision of adequacy of port waste reception facilities, it governs the matters of planning and operation of reception facilities, their technical condition and the operational policy at the necessary level, determined by the port specialization. The plan provides optimization of procedures applied for the use of reception facilities, elimination of restrictions and unreasonably high cost for customers. The plan reflects the development of technological conditions for ship waste disposal and stowage, generated during the normal operation of ships, and other wastes, including those generated by cargo, in the amount adopted by the International Convention on prevention of pollution from ships 1973, amended by the protocol 1978, and in compliance with port and national rules including regional organization of the Black Sea countries The plan is based on the existing legislation on handling production and consumption wastes, governmental regulation of port activities and compliance with international obligations of the Russian Federation in the sphere of merchant navigation in order to provide adequacy of reception facilities for waste disposal from ships in the port of Novorossiysk. The function of state management of waste reception facilities in ports Novorossiysk, Anapa and Gelendzhik is performed by FSI Novorossiysk MPA in compliance with Trade Navigation Code of the Russian Federation of N 81-ФЗ and Federal Law of N 261-ФЗ About maritime ports and amendments into separate legislative acts of the Russian Federation. The function of state supervision and control of operation of plants rendering ecological services for ships, and the condition of facilities intended for ship waste stowage and disposal is performed by competent Federal bodies in accordance with the legislation of the Russian Federation. Operation of plants, rendering ecological services for ships, and landfills activities for ship waste stowage and utilization are performed on the commercial basis in the range of the existing legislation of the Russian Federation.
5 1.1. Goals and objectives of the plan The goals of the Management plan of port reception facilities are as follows: Minimization of risks of unauthorized waste discharge from ships; De velopment and implementation of technological innovations aimed at efficient collection and stowage of all types of ship wastes, exclusion of forced detention of ships due to non-fulfillment of application for waste discharge; Continuous monitoring of waste discharge and stowage; Implementation of technological policy aimed at maintenance of port technical facilities for ship waste discharge and stowage within standard operation; Compliance with the state policy aimed at long-term development and upgrading of port reception facilities. The objectives of the plan include: Monitoring of shifting of all types of ship waste in the port; Estimation and justification of long-term development of reception facilities; Management of ship waste discharge and stowage in the port and at anchorage; Control of technical condition and operation of port incinerators, intended for ignition of food stuffs and waste, facilities for oily water purification, and facilities for sewage reception and discharge; Management of waste shifting during the preparation of documents necessary for vessel s arrivals departures; Organization of systematic cooperation of Federal regulatory authorities implementing control of plants operation rendering ecological services in the port; Ecological inspection of vessels with the aim to justify discounts for ecological dues (tariffs); Investigation of failure to render services for waste discharge. The implementation of plant s goals and objectives is achieved subject to conditions of cooperation of federal regulatory and control authorities in the sphere of environmental protection, economic relations and tariff policy and port business entities.
6 2. Main port particulars 2.1. Novorossiysk The water area of the port Novorossiysk is within the following coordinates: 1. lat , 33 min N. 2. lat , 41 min N. long , 30 min E. long , 04 min E. 3. lat , 42 min N. 4. lat , 38 min N. long , 00 min E. long 37 34, 00 min E. The total water area is 345,2 sq. km. The maximum length of the water area in the direction close to the axis of Novorossiysk Harbor is 24,85 km (13,42 nautical miles). The maximum length of the water area in the direction of Earth parallel is 32,75 km (17,69 nautical miles). The maximum breadth of the water area along the section of the inner port water area is 2,6 km (1,4 nautical miles), along the section of the harbor mouth is 9,25 km (5 nautical miles). The total length of berths is 15319,4 m including the length of the inner port water area 9462,8 m (57 berths for different purposes), external port water area 5 188,1 m (34 berths for different purposes), coastal fortifications 2250 m, protecting hydraulic structures m. includes anchorages: 416, 415, 414, 413, 412, 410, 408. The water area More than 80 entities are united into Novorossiysk port complex (stevedoring, agent, forwarding, bunkering, surveyor companies and others). Port station Anapa is available for vessels with displacement up to tonns, length 114 m and draft up to 3.5 m. The quayage of the port includes five berths intended for passenger vessels, the total length is 731 m and depth 3,0-3,5 m, and one berth with length 190 m and depth 4,2 m for transshipment of mineral-construction cargoes.

The port has been rendering services solely for passenger vessels for the last few years Gelendzhik The water area of the port Gelendzhik (hereinafter referred to as the port Gelendzhik) is bounded by a straight line, connecting Cape Tonkiy and Cape Tolstiy in the point with coordinates: 1. Lat=44º33'38" N; Long=38º01'47" E; 2. Lat = 44º33'04" N; Long=38º03'00" E. and by the coastal line of Gelendzhik Harbour. The port Gelendzhik is available for passenger vessels with displacement up to 4000 t, length 120 m and draft up to 6,0 m, for cargo vessels with displacement up to 3500 t, length 114 m and draft up to 3,8 m. The number of berths is 9. The quayage of the maritime port is 795,75 r.m. Ship Waste FSI «Novorossiysk Maritime Port Administration» 3.1.Types and amounts of waste generated on board ships Inventory of waste generation, certification according to all types and classified indexes of waste toxicity, limits for stowage and responsibility for control of settled payments for waste generation and stowage is applied to plants, rendering ecological services for ships. According to their generation wastes are divided as follows: wastes, pertained to normal operation of ships (operational): - oily waters from ER bilges (bilge waters); - oil sludge; - sewage water; - domestic waste (including food waste). Other wastes including those generated by cargo; - dirty ballast water; - tank washing water; - domestic waste (generated during operations performed with cargo) - dry chemical waste; - chemical substances carried in liquid state. According to their composition wastes are divided as follows: Oily water from ER bilges (bilge water) oil- water mixture generated in underlaying ER spaces in result of their normal operation which are authorized for discharging provided the compliance of all the rules stated below: - ER bilge water is not mixed with bilge water of cargo pumps; - Bilge water is not mixed with oil cargo residue; - The vessel is proceeding her way; - The contents of oil in drainage doesn t exceed 15 ppm; - The vessel is equipped with purifier with a warning device signalling in case the value of 15 ppm is exceeded; - Purification system is equipped with automatic discharge shut-off device in case the value of 15 ppm is exceeded; - The vessel is at the distance of 12 or more miles from the shore. Oil sludge and oily mixtures generated during oil fuel purification.
10 Sewage water drainage and other waste from all types of toilets, urinals, bowls, sinks, baths, shower cabins and scuppers, located in medical spaces, drainages from spaces intended for carriage of animals, and other drainages is they are mixed with those mentioned above are permitted to be discharged into the sea provided to the compliance with the following terms: - vessel discharges milled and decontaminated sewage water at the distance exceeding 4 nautical miles from the nearest coast by means of approved system, or discharges non-milled and non decontaminated sewage water at the distance 12 nautical miles from the nearest coast provided step-bystep discharge at speed not less than 4 knots; - approved sewage treatment plant is operational on board the vessel. The discharge of sewage water, processed by the plant, approved by Classification society, is authorized, if its parameters of purification and decontamination are in compliance with the coli index norms and do not exceed 2500, according to biological consumption of oxygen 5 does not exceed 50 mg/l, according to suspended matter not more than 100 mg/l above the content of suspended matter in washing water is authorized in port water on agreement with sanitary institutions, if it is performed in one-time large amounts. Domestic waste (operational), generated in living quarters and in office spaces of vessels, including food waste i.e. waste of preliminary processing of food before cooking, as well as non- utilized cooked food debris. Domestic waste discharge in special area is prohibited except food waste at the distance exceeding 12 nautical miles from the nearest coast. The following waste is subject to controlled discharge into reception facilities: Dirty ballast water from tankers, discharged into cargo tanks, is subject to discharge into reception facilities. Due to the fact that MEPC Amendments to Rules 13G of MARPOL Appendix I have come into force since relative to accelerated withdrawal of single hull tankers and 13H, which prohibit operation of single hull tanker for heavy fuel transportation. 11 Tank washing water («slops») oil contaminated water used for cargo tank washing, i.e. this type of waste is classified as related to cargo. Crude oil is used for tank washing on tankers, slops are disharged as cargo in the port of discharge. Slops are discharged by special method after vessel s accommodation to the ship repair yard. Domestic waste related to cargo wastes generated during cargo operations on board. They are classified as related to cargo. Dry chemical wastes characteristic for the port Novorossiysk are generated during transloading of fertilizers. The scattering of fertilizers is regulated by technological charts for given cargo operations. The shipper guarantees the stevedore utilization of gathered fertilizers. Chemical substances carried in bulk in the port Novorossiysk are referred to potassium ammonia nitrate (water solution of potassium ammonia fertilizers) and are classified as category Z according to its environmental impact, i.e. considered as less dangerous cargo, which in case of spillage is dissolved and washed into water according to the technology. Washing water used for tank preparation for carriage of potassium-ammonia nitrate may be discharged into the sea in compliance with the rules applied for category Z of Annex II. The terms of isolated ballast discharge are stipulated in «Management plan of ship ballast and draught in ports Novorossiysk, Anapa and Gelendzhik» and in «Manual of mandatory orders for the merchant sea port Novorossiysk (with the port terminal Anapa) and merchant sea port Gelendzhik (edition of 2006). Oily water with the maximum concentration up to 3000 mg/l is discharged into purification plants of Sheskharis Oil Terminal, and is purified to the efficiency up to 0.7 mg/l and subsequently discharged through deep-sea inlet pipeline located at 600 meters from the shore line.

13 The received values of waste water generation on board vessels in the port Novorossiysk correspond to the actual values of waste water amounts removed from vessels. Waste generation connected with port operation and its removal on regularly basis from the port water area is calculated separately. These operations are performed by specialized vessels MHMC - 67, MHMC - 56, HMC - 13, MHMC - 29, MHMC - 11, JSC Fleet of NMSP, HMC - 95 of JSC NSRY Predicted types and amounts of waste The predicted ballast water generation contaminated with oil products ( dirty ballast, clean ballast ) is specified in Section and is estimated as zero. However it will be discharged into purification plants of Sheskharis Oil Terminal for the nearest five years. The amount of isolated ballast per year is approximately 37 million tons. The terms of discharge are regulated by International Convention on control and management of ship ballast water and draught, IMO Authorized isolated ballast discharge in port waters will be based on the standard D-1 BWC-2004 till 2016, after 2016 it will be based on the standard D-2. Management regulations are specified in Management plan of ship ballast and draught in the port Novorossiysk (edition of FSI Novorossiysk MPA, 2009), in Manual of mandatory regulations in the merchant sea port Novorossiysk and in «Manual of mandatory orders for the merchant sea port Novorossiysk (with the port terminal Anapa) and merchant sea port Gelendzhik (edition of of FSI Novorossiysk MPA, 2006). Terms of reception facility operation In compliance with the requirements of the «Manual of mandatory orders for the merchant sea port Novorossiysk (with the port terminal Anapa) and merchant sea port Gelendzhik (edition of of FSI Novorossiysk MPA, 2006) and Complex plan for prevention of pollution of the port Novorossiysk water area by ships and plants of the port complex, the applications from vessels for waste removal should be submitted through agents not less than 12 hours before the vessel s readiness for operation. The party at fault is subject to penalties and covering of losses for infringements resulted in environment pollution in compliance with the Russian Federation Law About environment protection 7-ФЗ of and the existing Legislation of the Russian Federation. Penalties do not exempt the party at fault from liability to cover expenses on eliminating environment pollution. Garbage generated on board ships is preliminary processed in compliance with the Garbage management plan. In accordance with this plan all garbage is separated into types. After garbage has been packed into plastic bags, they are transported to crafts and trucks. Meanwhile, the agent is responsible for submission of properly completed applications for removal of all types of ship wastes.
15 Vessels, being in the roads for more than 2 days, should apply for garbage and food waste discharge, and ecological plants should comply with agent s applications taking into account weather conditions. If oily mixtures, oil residues, waste waters, garbage have not been removed before the departure, and if the capacities of holding tanks (containers) are unfit to ensure the passage to the next port of call, or perform the discharge of wastes in the authorized area in compliance with the requirements of MARPOL 778 Convention the departure is delayed. It is prohibited to mix ship waste during their removal. Garbage, subject to removal, should be separated according to types into demountable containers specially intended for this purpose. Garbage removal and other services rendered to foreign vessels are performed under the control and by authority of border and customs services. 16 Solid domestic waste Toxic waste 1-2 class of danger FSI «Novorossiysk Maritime Port Administration» Incinerator Specialized plants in Krimsk, Аbinsk, Krasnodar Processing and burial of waste Domestic waste is transported to the places of processing and burial by vehicle (by floating craft and than by motor transport), contaminated water bilge water reception vessel (tank truck). In case of vessels calls to ports Novorossiysk, Anapa, Gelendzhik from epidemiologically unfavorable areas all hard domestic wastes from such vessels are decontaminated by combustion in incinerators Oil purification facilities Oily water purification plant (capacity cub.m per day) is located at Sheskharis Oil Terminal in the ownership JSC Black Sea Administration of Trunk pipelines. This complex of purification plants was built in 1976 for oily water purification by pressure flotation technology and is intended only for purification of oil products and suspended substances. Separate complex facilities were renovated in At present oily water purification plants process dirty sewage waters, coming from tank farms Gryshovya and Sheskharis, and oily sewage waters delivered by vessels and tank trucks. Oily waters are collected for purification provided the content of oil products is up to 3000 mg/l. Purified sewage waters are discharged into the Black Sea by means of deep sea outlet pipeline («Permit for discharge» is in force). Applicable methods of purification: - mechanical (settling in tanks followed by pressure flotation technology); - physical-chemical (use of chemical agents followed by frame-fill filters), permit to reach purification efficiency up to 0,17 mg per liter. At present the construction of oily water purification complex has been completed, the project degree of purification is up to 0,05 mg/l. Capacity of the oily water purification plant considerably exceeds up-to-date needs of the port.
17 4.3. Sewage water treatment plant Sewage water purification facilities being in the municipal ownership are located in the settlement Miskhako in the area of cape named identically. Their capacity is cub. meters per day with the complete cycle of biological cleaning, aerobic fermentation of sediments and discharge through deep water outlet pipeline with diameter 1020 mm and length 2 km. Sewage water from bilge water reception vessels is discharged into specialized collector located at berth 35. The capacity of reception facilities of cub.m of sewage water per year (approximately 20 cub. meters per day) is guaranteed with high reserve capacity. The amount of sewage water discharged into purification facilities will gradually decrease due to the fact that the number of vessels equipped with sewage treatment plants is continuously increasing Landfills for waste disposal City dump is the landfill for waste which is not subject to recycling. It is located between two settlements Glebovka and Vasilevka. Toxic wastes of 1-2 class of danger are collected for storage, utilization and bureal on specialized landfills in Krymsk, Abinsk, Krasnodar Management of reception facilities State control of maritime port operation is carried out in compliance with Federal Law 261-ФЗ оf «About maritime ports and amendments to particular legal acts of the Russian Federation» in order to provide the following: safety of navigation, life and health of citizens; environment pollution prevention, compliance with the requirements applied for the use and protection of water facilities; control and supervision of observance of international agreements of the Russian Federation relevant to trade navigation, and the Russian Federation Legislation on trade navigation. Management in compliance with subject plan is performed by the Central inspection of state port control, FSC, PSC, ecology control department of FSI «Novorossiysk MPA». The procedure of application submission and rendering services on ship waste discharge is specified in Manual of mandatory orders for the merchant sea port Novorossiysk (with the port terminal Anapa) and merchant sea port Gelendzhik. In compliance with the port regulations each vessel being in roads for more than two days should discharge hard domestic wastes into specialized craft. The Central inspection of state port control keeps
18 records of vessels being in roads for more than two days and submit them the ecology control department whose responsibility is to control the discharge of wastes through the agent company and port conservancy department. The employees of FSI Novorossiysk MPA control the stacking and discharge of ship waste by means of waste and oil record logs and certificates confirming waste discharge after berthing. The ecology department also controls waste storage, conformity of waste discharge into sea with MARPOL 73/78, availability of certificates of waste discharge in previous ports of call and the quality of domestic waste sorting according to types. At vessel s departure the agent should submit certificates of waste discharge in the port to the Central inspection of state port control. In case the waste was not discharged the agent should provide the evidence of sufficiency of vessel s waste reception facilities for all types of waste, authenticated copies of ship logs, copies of certificates of the last waste discharge. In case of the failure to submit certificates and evidence of sufficiency of reception facilities, the vessel s departure is delayed till the compliance with MARPOL 73/ Monotoring on the part of other state supervising bodies. Control of ship waste discharge is performed by the 2d Department of Novorossiysk Border Detachment and by the Department of special customs procedures of the Southern energy customs post. In case of epidemiological threat presented by ships waste the control is performed by the departments of Federal service on veterinary and sanitary control and Federal service on supervision in the sphere of consumer rights protection and human welfare.
19 5. Payment for waste disposal and location 5.1. Payment for disposal and location of ship s waste generated during the normal operation of vessel. In compliance with the provision of the Agreement Ship Agent Port ecological services (reception, transportation, stowage, processing and utilization of waste generated during the normal operation of vessel) the cost of 1 cub.m of conditional volume of the vessel without VAT is calculated as follows: - up to 10 days - 0,03 USD; - more than 10 days - 0,05 USD Discount on the cost of ecological activities Vessels, equipped with nature protective equipment, are rendered 50% discount for ecological services. The cost of 1 cub.m of conditional volume of the vessel is calculated as follows: - up to 10 days - 0,015 USD; - more than 10 days - 0,025 USD. The basis for rendering the discount is «Report of availability of international certificates on pollution prevention and certificates on environment protection equipmentе» (Appendix 4), issued by FSI «Novorossiysk MPA» on the basis of «Ecological inspection report» (Appendix 5) submitted to the Agent after vessel s departure. «Ecological inspection report» is issued on board the vessel by the officer of the Ecological control department of FSI «Novorossiysk MPA» and is signed by the Master or authorized crew member. The Agent should order the ecological inspection by phone in advance and he is also responsible for the delivery of inspector to and from the vessel. The discount for ecological services is not granted in case of unavailability of equipment or relevant certificates, infringement of MARPOL 78/78 Convention and/or port rules and the Russian Federation Legislation Payment for waste disposal and storage, other than specified in Item 6.1 Payment for waste disposal and storage other than specified in Item 6.1 is settled in compliance with the port calculation on submission of application of the vessel s Agent or according to actual expenses including the settled interest (35%) plus VAT (18%).
20 Terminal: FSI «Novorossiysk Maritime Port Administration» Cost of reception and processing of oily waters by treatment facilities at Sheskharis Oil Content of oil up to 2000 mg/l and surface bioactive substances up to 0,1 mg/l 150 roubles per cub.m; Content of oil up to 3000 mg/l or surface bioactive substances up to 0,2 mg/l 300 roubles per cub. m. The following tariffs are settled for waste discharge by JSC «Fleet of Merchant Sea Port»: Collector craft operation у. е. per hour; Bilge water 27,5 у.е./cub.m; Sewage water - 34,67 у.е./cub.m Counseling on ship waste discharge. Counseling on the present «Ship waste management plan» is performed by the ecological control department of FSI «Novorossiysk Maritime Port Administration», legal address: Novorossiysk, 2, Naberezhnaya Adnirala Serebryakova str; tel.(8617) , tel/fax (8617) Failure to comply with the present plan should be advised by specified phones or in the form of maritime protest addressed to Harbour Master Notification of inadequacy of facilities for waste reception. Ship owners and masters issue a report in case of detection of inadequacy of port reception facilities in compliance with MEPC/Circ. 349 (Appendix 6), which is submitted to state of flag, who, in turn, advise the state of the port and IMO Secretariat.
