1 Gliding Society TOURING CARAVAN PARK RULES Revision 3 1. PURPOSE The purpose of the Touring Caravan Park is to support the flying activities at Lasham by providing land for parking touring caravans to be used as short term accommodation by Flying Members of Lasham Gliding Society, whether they are Annual Flying Member or temporary (visitor) Members. 2. USE AND RESIDENCE 2.1 There is no limit on the use made of the Caravan Park for its proper purpose and the more each caravan is used the better. 2.2 Children: Any minor, whether or not a Member, may only stay in a caravan without a parent or guardian present with the approval of the Society s Child Protection Officer. 2.3 The Touring Caravan Park is not intended to provide a permanent home for anyone. Members are expected to have a permanent residential address elsewhere to which they return regularly. It is acceptable for a Member to live in a caravan at Lasham for up to six months while moving home or on holiday from residence overseas. A Member is not permitted to use a caravan at Lasham as his principal or only residence or officially declared residence for more than six months, or use a caravan for a total of more than six months in any twelve month period. The Society s Executive Manager / Secretary may request sight of a recent original utility and / or recent original council tax bill as proof of a Member s residential address. 3. QUALIFICATIONS 3.1 To be eligible to occupy a caravan site a person must be and remain an Annual or Temporary (Visitor) Flying Member of the Society. 3.2 A site holder who fails to renew his membership by 28 th February in any year must vacate his site by 31 st March in the same year. A Member not wishing to retain his site after 31 st March must give notice to the Society by 31 st January in that year. Gliding Society Page 1 of 8

2 4. CURRENCY AND MINIMUM USE 4.1 To retain a site a Member must have used it personally as overnight accommodation on at least five nights in the previous year. 4.2 In addition, the Member must fulfil the following flying requirements (Note: qualifying calendar year refers to the period 1 st January to 31 st December in the year preceding the year in which the renewal period commences): Have taken and paid for at Lasham: 12 launches in gliders, either solo or dual, in the qualifying calendar year. Flights paid for and taken exceeding 15 minutes flying time in Society Operated Motor Gliders will count as one launch (up to a maximum of half the respective launch requirement) For active Members of a self-launch motor glider syndicate approved by the Committee of Management or Caravan Committee the following will apply: Provide logbook evidence of 12 flights exceeding 15 minutes flying time, carried out from Lasham in their SLMG in the qualifying calendar year. This may be reduced to 6 flights if rule applies. All other currency aspects of rule and rule apply For active Full Cat or Assistant Rated Instructors rule will apply if in the qualifying calendar year, they have carried out at Lasham: 8 hours instruction with 25 associated launches or 20 hours instruction For active Basic Instructors rule will apply if in the qualifying calendar year, they have carried out at Lasham: 10 hours instruction For active Lasham Approved Tug Pilots rule will apply if in the qualifying calendar year, they have carried out at Lasham: 60 Aerotows Where either rule 4.2.3, 4.2.4, or applies, the flying requirement shall be to have taken and paid for: 6 launches, either solo or dual, in the qualifying calendar year. 3 4.2.7 Medical / Insurance Clarification: 5. TENURE If you are unable to fly as P1 on medical or insurance grounds you can fly as P2 subject to the CFI s approval. If you are unable to fly as P2 on medical grounds you should inform the Chairman of the Caravan Committee who may ask you to discuss your case personally with the CFI. If the CFI believes it would be safe and prudent you could fly as P2. In this case, if you do not fly, the Caravan Committee are unlikely to recommend an exemption from the flying requirements on medical grounds. If you are unable to fly as P2 on medical grounds an exemption from the flying requirements is unlikely for consecutive years unless the Member is either, a long term Member or has made a significant contribution to Lasham over the years. 5.1 A Member s occupation of a site is by a non-exclusive licence by the Society to occupy it on a short term or annual basis from 1 st April in one year until 31 st March in the following year. The Society reserves the right to terminate site licences at any time without notice, although this right will not be arbitrarily or unreasonably exercised. A site may be vacated part way through the licence year; once the site has been reallocated a refund for whole months remaining in the licence year will be given. 5.2 The maximum length of a short term allocation is three weeks and will be on a nightly / weekly basis. These sites will be allocated by the office. 5.3 Beyond that, a site will be allocated for the whole (or remainder) of a caravan year (1st April - 31st March). These sites will be allocated by the Caravan Committee. The main static caravan park and the Touring Caravan Park are totally independent, but no more than one site on either park will be allocated to any one Member. A site allocated part way through the year will be charged pro rata on the number of months remaining and an equivalent rebate given for prompt payment. 5.4 Caravans and sites are not to be used for hire or reward. Caravans may be loaned to relations, friends and Competition visitors for the purpose of gliding at Lasham provided such people are Members of the Society. 5.5 If a caravan is shared, the person sharing has no claim on the site. When the site holder leaves, the site will be returned to the Office for re-allocation. 6. TYPES AND SIZES OF CARAVANS ALLOWED 6.1 Only genuine "touring" caravans or self propelled "campervans" will be allowed on the Touring Caravan Park. The maximum length permitted is 20 feet. This includes trailer tents and folding caravans, but a site will not be allocated to a simple tent on its own. All caravans must be roadworthy and well maintained. A maximum of one caravan per site is permitted. All caravans must display a valid payment sticker. 6.2 No permanent structures, whether attached to a caravan or free standing are permitted on the Touring Caravan Park. Gliding Society Page 3 of 8

4 7. CONDITION OF SITES 7.1 Every site holder is required to maintain his caravan in sound condition, a good state of structural repair and external decoration (flaking paint should be touched up, loose panels secured etc.), and the exterior shall be kept clean. 7.2 Each site holder is required to keep his site tidy and free from rubbish at all times. In addition: Each caravan must be at least 6m from any other caravan in separate family occupation and not less than 3m should be permitted between units in any circumstances. Cars and awnings are permitted in the 6m space between caravans in separate family accommodation but, in order to restrict the spread of fire there should always be 3m clear space within the separation. If the allocation is for a period of more than three weeks the Member will be expected to cut the grass in the immediate vicinity of the caravan regularly, particularly during the summer. If a site holder does not adequately maintain his site and does not respond to requests to bring his site into good order the Society may employ professional services at the Member s expense (the Society is not providing this as a service). Such action will not be arbitrarily or unreasonably exercised. 7.3 The space beneath and between caravans shall not be used for the storage of combustible materials or rubbish. Caravan refuse which has originated on site BUT NOT garden waste should be disposed of in the rubbish bins provided or the skip. Grass cuttings, and other garden waste such as branches, should be put in the clearing to the west of the Tug Hangar. 7.4 The Caravan Park Licence Conditions, a copy of which is displayed in the clubhouse, must be strictly observed at all times: In particular conditions which relate to the siting of caravans, tents (including awnings), vehicles and other ancillary equipment and conditions which relate to fire precautions. 7.5 The Park may not be used for the long term storage of vehicles or storage of trailers (see also rule 13.1). 7.6 A maximum of two Gas Cylinders are permitted per caravan. Where Gas bottles are not fitted to the caravan s integral storage facility they are subject to the following rules. They must: be located so that they are immediately visible to a fire officer in the event of an emergency. be secured by a chain at the top to prevent them falling over. on a hard standing (this can be paving slabs), without any vegetation growing around them and not be hidden by sheds, trees or bushes etc. be kept well ventilated at all times. not touch the sides of the caravan. 5 not be stored underneath the caravan. not be placed within 3 metres of any drain or any combustible material, other than the caravan which they serve. 8. PAYMENTS AND PERMISSIONS 8.1 Short Term A licence fee is payable in advance on allocation of a site for a short term, the amount being decided from time to time by the Committee of Management. These allocations will be at a rate per night or per week as appropriate (without Flying Rebate). On payment of the appropriate fee a caravan may be moved onto the allocated site. It must be removed from the Caravan Park on or before the date on which the allocation expires. 8.2 Long Term A licence fee is payable for the occupation of a caravan site. The amount payable, the due date and any rebate conditions will be determined from time to time by the Committee of Management. Annual and part annual fees may be eligible for a Flying Rebate according to the date of payment. 8.3 On first occupation of a site the fee is payable before occupation starts. Thereafter the fee is due annually. 8.4 No alterations to the fixtures, services or facilities on the Park may be made without the prior permission of the Manager. No additional supplies of water or electricity may be provided without the prior permission of the Manager, except by way of portable water carriers. No tree surrounding the Park may be damaged, pruned or chopped down without the express authority of the Manager or a Member of the Caravan Committee. 8.5 Barbecues or other fires are not permitted if they will cause damage to the grass or the site. They must be at least 3 metres from any caravan, hedge or boundary. 8.6 Site holders are responsible for the payment of any rates or taxes which may be levied on their site or caravan. 8.7 Before moving a caravan onto a site the owner must obtain permission from the Manager or a Member of the Caravan Committee who will check that it will not infringe any of the regulations applicable to the Touring Caravan Park. These regulate size, position, condition etc. 8.8 It is the responsibility of the caravan owner to dispose of their caravan when giving up their site either by private sale to the incoming site holder, via a dealer, by sale to another site holder or demolition. The person taking over a caravan on its existing site must be the person as specified in rule 11.2 on the Move / Waiting List. A caravan cannot be sold on its site to anyone else. If a caravan owner is unable to sell their caravan, it is they, not the Society, who must pay any costs necessary to remove the caravan (including the chassis) from Lasham (see rule 16). 6 9. FIRE PRECAUTIONS 9.1 Every caravan must possess a suitable fire extinguisher in working order; installation of a smoke detector is recommended. Site holders should familiarise themselves with the location of the fire points provided and the method of operating the fire alarm and fire fighting equipment. Inflammable structures, materials and vegetation which might cause fire to spread should not be allowed near caravans. 9.2 Vehicles should not be left where they might obstruct emergency access by the Fire Brigade. 9.3 ON DISCOVERING A FIRE:- Ensure the caravan or building involved is EVACUATED Raise the ALARM Call the Fire Brigade on 999 If safe to do so, attack the fire using the fire fighting equipment provided 10. HEALTH AND SAFETY When carrying out DIY and pruning, site holders must use suitable protective clothing. Site holders must not work beyond the limit of their equipment or own skill level. 11. WAITING, DEFERRED WAITING AND MOVE LISTS Guidance: A Member who wishes to change site needs to join the Move List (rule 11.2) When a site becomes vacant it will be offered to those on the Move List who have requested that site in strict order. It will then be offered to other eligible Members (subject to complying with rule 3) Site holders interested in moving sites, when another becomes available, should notify the Manager in writing and their name will be added to the Move List. Their choice of site(s) should be stated. When a site becomes available, it will be offered to the Member (in accordance with rule 11.1). A Member must remain a touring caravan site holder to remain on the Move List A Member who is required to vacate his site as a result of not meeting the currency and minimum use criteria (rule 4) will be barred from holding a site for 12 months from the date of vacating his site. 12. PARKING AND TEMPORARY SITES 12.1 The licence conditions limit car parking to one car per caravan site (see also rule 7.5) Arrangements for the temporary storage of touring caravans should be made in advance with the Manager. 13. OTHER RULES AND REGULATIONS Gliding Society Page 6 of 8

7 Site holders (including staff) are required to comply with the applicable legislation, the local authority regulations and the Society s Caravan Park Licence and Planning Consents. Guidance can be obtained from the Manager. 14. NOISE Site holders must not play music at or make a noise at such a level that annoys other site holders or Members. All music and noise shall cease between 23:00 hrs till 08:00 hrs (09:00 on a Sunday). Gliding Society Page 7 of 8

8 16. ABANDONED CARAVANS Any caravan which is abandoned or left on the Society s Touring Caravan Park or any part of its airfield without permission or without payment of the appropriate fee may be clamped or removed by the Society. Before such action is taken the Society will send a warning letter by recorded delivery to the last known address of the owner allowing a period of at least 28 days for a reply. Alternatively, if the identity or address of the owner is unknown that letter will be affixed to the caravan for a period of three months. Thereafter the caravan will be removed at the owner s risk and the Society may sell it and set off all outstanding fees and charges due to it from the owner, and any debit balance on the applicable Flying Fees Account, against the sale proceeds. Any caravan considered by the Society to be unsaleable will be demolished at the owner s expense. Any credit balance remaining not claimed within six months thereafter will be donated to the Lasham Trust. 17. CARAVAN COMMITTEE The Caravan Committee is a sub-committee of the Committee of Management. The Caravan Committee is appointed by the Committee of Management to manage the static and touring caravan parks. The Committee should normally include of at least one member representing each licensed caravan park. Three Members of the Caravan Committee shall form a quorum Its duties include: To report to the Committee of Management if it considers that a Member has infringed these Rules and recommend the action to be taken To review the utilisation of caravans annually and inform the Committee of Management if they consider that the licence of a Member should not be renewed To recommend Rules changes to the Committee of Management.
