1 Hall of Residence VIII, Indian Institute of Technology Kanpur Amarjit Prakashrao Kene Mess Secretary Minutes: 1 st Open Mess Meeting of the Hall of Residence VIII, 09 th March, 2015 The / 1 st Open Mess Meeting of the Hall VIII was held on Monday, 09 th March, 2015 in the Reading Room. It was called to order by the Mess Warden at 7:45 PM. The Agenda items were taken up for consideration. Item No. 1 Rectification of the mess committee member s name Nominations were called by the mess secretary on 13 th February Many residents have given the response to that. Among which following names were being rectified in the 1 st mess meeting. The duties had also been divided mutually among themselves. The names along with the contact details of the mess committee members have mentioned in the following table and the same have also been put up on the Mess notice board. 2 Item No. 2 Revision of the Mess menu With the common consent, the mess menu has been revised and it will be implemented by 15 March 2015, Monday. The revised mess menu is given in the Annexure I at the end of this document. Item No. 3 Maintenance of few equipment in the mess and DCF purchase In the Mess meeting it is decided in common that Mess Secretary will prepare a list of all damaged/repairable equipments so that the remaining amount from the DCF can be utilized for the repair of equipments. It is also decided that for the DCF purchases, quotation will be asked from the old vendor in Hall VIII and from the vendors available with the other Halls too. If required, then someone from the mess committee will volunteer the process to contact the vendor in local market of Kanpur directly. Item No. 4 Issue raised against the students who take meal to the room This agenda item was raise by Saikat Chakraborty on the Hall VIII Facebook page. The post has been appended below: Dear mess secy, I wish to draw your attention to a serious (I think) issue. As you might also have noticed, many people take their meal to the rooms, and keep the plates there. Whereas it should be their responsibility to return it, they hardly bother about it. I don t know whether they even inform some mess workers to bring those back. Anyway, the plates remain scattered here and there throughout the hostel, remnants of the foods become fossils and starts to smell as hell, flies gather around it. Sometimes cats come and topple the plates, making a dirty mess on the floor. I complained in mess several times and they said there IS a rule about it, but I think it is not strictly imposed. I request you to have a serious look at this issue. Either completely stop people from taking meals to room (which I think is not so apt, as many people might be genuinely sick), or tell them to return it at the time of the next meal otherwise they will be substantially fined (please impose a fine on this). After a long discussion on this serious issue few rules have been decided in common which are as follows; 1. Sick students are permitted to have sick food in their room. It will be the responsibility of the mess worker to bring back that plate/utensils within 24 hour of the delivery.

3 2. Other than Residents mention in point 1, can take the normal food plate to room by making the entry of the Room No. at the cash counter. In that case it will be their responsibility to take the plate/utensils back to the mess within 24 hours of issuing time. If somebody fails to do that, then the fine of Rs. 25/day will be imposed on the respective resident. The same will be added to his mess bill at the end of the month. Item No. 5 Confusion created in mess bill by adding various T-shirt sale amount Many a times in the mess, students from the different groups like Antaragni, Techkriti etc sales T- shirts/jackets/sweatshirts. They always requests us to adjust the cost of the clothing against respective student s mess bill and we also agreed on that. But in the mess bill of January, this thing has created the confusion as many of students has already paid the bills. But as per the data sent by different groups to hall office, it was unpaid. So this scenario creates lot of mix-up in the mess bill. So to avoid such incident again, members present in the meeting commonly agreed that to stop the addition of sale amount in the mess bill in future. The sellers should bill the customers from Hall 8 by other means. Item No. 6 Illegal entries in the mess This agenda item was raised by Mr. Abdul Sayeed Khan with the permission of Mess Warden. As it is observed in the mess that several people enter in the mess without legal Coupons/permissions for food. So it becomes very difficult for the mess manager to identify such defaulters as daily more than 400 students ate in the mess. To avoid such an unwanted scenario, students present in the meeting has discussed and come to a following solution: Hall VIII can go with the "Mess Identity Card" for all individual residents with their photo, room no., roll no. and some details about the course/program etc., on the ID card and keep that card in the mess in a shelf. The ID card arrangement in the shelf will be according to the block followed by floors and by this it will take hardly 5-10 seconds for individuals to take the Card and show it on the mess counter where plates are issued. Keeping the ID cards back in the shelf with the proper arrangement will be the mess worker's responsibility and students will not need to worry about this after once they have shown the ID card for issuing plate. Unless the ID card with the same person (cross verification by the Photo pasted) will see by the mess worker, he will not issue the plate. If any External students use the mess facilities then they will have to show the legitimate coupons to the person issuing plates otherwise plates will not be issued. Hence any sort of illegal entry can be stopped easily. Further, on the back of the card the mess payment record of residents can be written very easily and those who don't pay the mess dues on time could be stopped for mess services by keeping their mess

4 ID card held in the hall office. Once the mess dues are paid, the ID card will then only be issued and hence they will be able to avail the facilities in the mess. This proposal of issuing mess ID card will be first put up in next HEC meeting and then only it will be implemented if approved. The Meeting was called off by the chair at 10:15 PM.
