2 Indiana Homeownership Education and Counseling State Certified Organizations The state organizational certification for Indiana Homeownership Education and Counseling ensures organizations are operating a homeownership education and/or counseling program(s have the capacity and curriculum to provide such programs in a quality manner. These organizations are HUD certified housing counseling agencies or have completed an Organization Self-Reporting Form and passed a site visit with the Indiana Association for Community and Economic Development (IACED). In addition, these organizations are required to use one of the three approved HUD software client management systems and have endorsed the National Industry Standards for Homeownership Education and Counseling Guidelines and Code of Ethics (available at This certificate is good for three years and remains with the organization. An organizational certificate does not cover staff. Staff must obtain individual certificates to be state certified. 5 Indiana Homeownership Education and Counseling Individual State Certification for Homeownership Educators and Counselors The individual state certification for Indiana Homeownership Educators and Counselors ensures that staff members providing direct services, such as teaching financial literacy classes or providing one-on-one counseling, are equipped with the basic set of skills necessary to best serve their clients. These individuals have completed the required training curriculum which includes three courses (NeighborWorks America HO 110 Introduction to Housing Counseling, HO 250 Housing Counseling Certification: Principles, Practices, and Techniques, and HO 109 Beginning to Intermediate Foreclosure Prevention) or have received national certification from: NeighborWorks America in Homeownership and Community Lending, certification in Housing Counseling from NeighborWorks America Center for Homeownership Education and Counseling, or the Certified Professional Comprehensive Housing Counselor certification from the National Association for Housing Counselors and Agencies, Inc. (NAHCA). In addition, the educators and counselors are required to obtain a minimum of 12 continuing education units (CEU) per year, accumulating to a total of 36 CEUs at the end of three years to keep an individual state certificate valid. The certification is good for three years and stays with the individual, not the organization.
